Physical planning measures are primarily governed by the Planning and Building Act (PBA). Many such measures, as well as major infrastructure projects regulated by the Roads Act and the Railway Construction Act, are also subject to some of the provisions of the Environmental Code. Growing attention has been paid to the impact of development of the built environment on energy and transport demand, and to the need for greater coordination of infrastructure, transport and settlement planning. The Government Bill proposing a new Planning and Building Act also emphasized the important role municipal spatial planning has to play in addressing climate change, and the need for physical planning to be better coordinated with infrastructure planning..
