Public health consequences of mercury spills: Hazardous Substances Emergency Events Surveillance system, 1993-1998. (49/726)

We analyzed data from states that participated in the Hazardous Substances Emergency Events Surveillance (HSEES) system maintained by the Agency for Toxic Substances and Disease Registry to describe the public health consequences of mercury releases. From 1993 through 1998, HSEES captured 406 events in which mercury was the only substance released. Schools and universities, private residences, and health care facilities were the most frequent locations involved in mercury events, and human error was the contributing factor for most of the releases. Fourteen persons experienced adverse health effects as a result of the releases. An additional 31 persons had documented elevated levels of mercury in the blood. No fatalities resulted. Evacuations were ordered in 90 (22%) of the events, and the length of evacuation ranged from 1 hr to 46 days. Mercury spills have a significant public health impact and economic burden. Some actions that could potentially lessen the consequences of mercury spills are to switch to mercury-free alternatives, train people in the safe handling and disposal of mercury, and keep mercury securely stored when it is necessary to have it on hand.  (+info)

Spatial variability in toxicity indicators used to rank chemical risks. (50/726)

OBJECTIVES: This study used 6 different measures of toxicity to explore spatial and statistical variations in relative risk indicators of Toxic Release Inventory emissions. METHODS: Statistical and spatial correlations between the 6 indices were computed for individual South Carolina facilities. RESULTS: Although the 6 toxicity indices are not highly correlated in theory, they have more commonality in practice. There was significant spatial variation in the indices by individual facility level. CONCLUSIONS: Environmental justice researchers must be cognizant of differences in toxicity indices because the choice of the toxicity measure can alter (statistically and spatially) the results of equity analyses and lead to erroneous conclusions.  (+info)

Occupational safety communication for hazardous goods: the development of a policy in Israel. (51/726)

Israeli policy governing written occupational safety information for carriage and supply of hazardous goods, and procedures for implementation, are described and evaluated for their potential communicative effectiveness, in view of users' linguistic abilities and the language employed. We also consider whether the addressee should include the end-user and the reading-impaired. The evaluation is set in the context of broader Israeli language policy, and comparison is made with communication policies for hazardous goods adopted by the European Union, the UK, and the USA.  (+info)

Gene-environment interaction and aetiology of cancer: what does it mean and how can we measure it? (52/726)

One form of defence against cancer development involves a series of genes whose role is to metabolize and excrete potentially toxic compounds and to repair subtle mistakes in DNA. Much laboratory and epidemiological research over the past decade has concentrated on the identification of these genes and an assessment of their role in cancer aetiology. Of particular interest has been whether the risk of cancer associated with a particular environmental exposure differs with respect to functionally different polymorphisms of these genes, i.e. gene-environment interaction. A large number of studies have been conducted for numerous genes and also for all common cancer sites, although results have been very inconsistent and therefore inconclusive. This is partially due to the inadequate sample size of most studies to detect modest effects and the over-reporting of positive associations identified in subgroups of the dataset. There is also much confusion about the meaning of "gene-environment interaction", what type of studies should be conducted to study it and also how it should be measured. Furthermore, the very purpose of these studies is not clear; are they attempting to identify high-risk individuals, or are they simply trying to further understand the cancer process? This review will explore these questions and provide some recommendations to help ensure that the next phase of gene-environment interaction studies, which are likely to be much larger and based on many more genes, also provide some clearer answers.  (+info)

Endocrine disrupting chemicals: harmful substances and how to test them. (53/726)

This paper presents an analysis of the opinions of different groups from: scientists, international regulatory bodies, non-governmental organizations and industry; with an interest in the problem of identifying chemical substances with endocrine disrupting activity. There is also discussion of the consequences that exposure to endocrine disruptors may have for human health, considering concrete issues related to: the estimation of risk; the tests that must be used to detect endocrine disruption; the difficulties to establish an association between dose, time of exposure, individual susceptibility, and effect; and the attempts to create a census of endocrine disruptors. Finally, it is proposed that not all hormonal mimics should be included under the single generic denomination of endocrine disruptors.  (+info)

Effects of subchronic exposure to a complex mixture of persistent contaminants in male rats: systemic, immune, and reproductive effects. (54/726)

Human populations throughout the world are exposed daily to low levels of environmental contaminants. The consequences of potential interactions of these compounds to human endocrine, reproductive, and immune function remain unknown. The current study examines the effects of subchronic oral exposure to a complex mixture of ubiquitous persistent environmental contaminants that have been quantified in human reproductive tissues. The dosing solution used in this study contained organochlorines (2,3,7,8-tetrachlorodibenzo-p-dioxin [TCDD], polychlorinated biphenyls [PCBs],p,p'-dichlorodiphenoxydichloroethylene [p,p'-DDE],p,p-dichlorodiphenoxytrichloroethane [p,p'-DDT], dieldrin, endosulfan, methoxychlor, hexachlorobenzene, and other chlorinated benzenes, hexachlorocyclohexane, mirex and heptachlor) as well as metals (lead and cadmium). Each chemical was included in the mixture at the minimum risk level (MRL) or tolerable daily intake (TDI) as determined by the U.S. EPA or ATSDR or, for TCDD, at the no observable effect level (NOEL) used to calculate the TDI. Sexually mature male rats were exposed to this complex mixture at 1, 10, 100, and 1000 times the estimated safe levels daily for 70 days. On day 71, all animals were sacrificed and a variety of physiological systems assessed for toxic effects. Evidence of hepatotoxicity was seen in the significant enlargement of the liver in the 1000x group, reduced serum LDH activity (100x), and increased serum cholesterol and protein levels (both 1000x). Hepatic EROD activities were elevated in animals exposed to10x and above. The mixture caused decreased proliferation of splenic T cells at the highest dose and had a biphasic effect on natural killer cell lytic activity with an initial increase in activity at 1x followed by a decrease to below control levels in response to 1000x. No treatment-related effects were seen on bone marrow micronuclei, daily sperm production, serum LH, FSH, or prolactin levels or weights of most organs of the reproductive tract. The weights of the whole epididymis and of the caput epididymis were significantly decreased at 10x and higher doses, although no effect was seen on cauda epididymal weight. The sperm content of the cauda epididymis was increased at the 1x level but not significantly different from control at higher dose levels. A slight, but significant, increase in the relative numbers of spermatids was seen in the animals from the 1000x group with a trend towards reduced proportion of diploid cells at the same dose. Only minor, nondose related changes were seen in parameters related to condensation of chromatin, as determined by flow cytometry, in epididymal sperm. We conclude that the mixture induced effects on the liver and kidney and on general metabolism at high doses but caused only minor effects on immune function, reproductive hormone levels, or general indices of reproductive function measures. These data suggest that additive or synergistic effects of exposure to contaminants resulting in residue levels representative of contemporary human tissue levels are unlikely to result in adverse effects on immune function or reproductive physiology in male rats.  (+info)

The development of process-specific risk assessment and control in Germany. (55/726)

After reading the series of articles on a new approach to controlling chemicals, an initiative targeted especially on small and medium-sized businesses, in the Annals of Occupational Hygiene (1998; 42: 355-411), German specialists for health and safety at work realized that problems in this area are very similar in the UK and Germany. Also, in Germany different institutions have developed an array of solutions to help small and medium-sized enterprises during recent years. In this paper, we present these activities and hope to promote an international discussion about practical support for work with chemical substances.  (+info)

Occupational exposures to air contaminants at the World Trade Center disaster site--New York, September-October, 2001. (56/726)

Amid concerns about the fires and suspected presence of toxic materials in the rubble pile following the collapse of the World Trade Center (WTC) buildings on September 11, 2001, the New York City Department of Health (NYCDOH) asked CDC for assistance in evaluating occupational exposures at the site. CDC's National Institute for Occupational Safety and Health (NIOSH) collected general area (GA) and personal breathing zone (PBZ) air samples for numerous potential air contaminants. This report summarizes the results of the assessment, which indicate that most exposures, including asbestos, did not exceed NIOSH recommended exposure limits (RELs) or Occupational Safety and Health Administration (OSHA) permissible exposure limits (PELs). One torch cutter was overexposed to cadmium; another worker was overexposed to carbon monoxide (CO) while cutting metal beams with an oxyacetylene torch or a gasoline-powered saw, and two more were possibly overexposed to CO. NIOSH recommended that workers ensure adequate on-site ventilation when using gas-powered equipment and use rechargeable, battery-powered equipment when possible.  (+info)
