*  Culture-independent diagnostics for health security (Journal Article) | DOE PAGES
The past decade has seen considerable development in the diagnostic application of nonculture methods, including nucleic acid amplification-based methods and mass spectrometry, for the diagnosis of infectious diseases. The implications of these new culture-independent diagnostic tests (CIDTs) include bypassing the need to culture organisms, thus potentially affecting public health surveillance systems, which continue to use isolates as the basis of their surveillance programs and to assess phenotypic resistance to antimicrobial agents. CIDTs may also affect the way public health practitioners detect and respond to a bioterrorism event. In response to a request from the Department of Homeland Security, Los Alamos National Laboratory and the Centers for Disease Control and Prevention cosponsored a workshop to review the impact of CIDTs on the rapid detection and identification of biothreat agents. Four panel discussions were held that covered ...

*  Distributed Data Stream Processing and Edge Computing: A Survey on Resource Elasticity and Future Directions
Under several emerging application scenarios, such as in smart cities, operational monitoring of large infrastructure, wearable assistance, and Internet of Things, continuous data streams must be processed under very short delays. Several solutions, including multiple software engines, have been developed for processing unbounded data streams in a scalable and efficient manner. More recently, architecture has been proposed to use edge computing for data stream processing. This paper surveys state of the art on stream processing engines and mechanisms for exploiting resource elasticity features of cloud computing in stream processing. Resource elasticity allows for an application or service to scale out/in according to fluctuating demands. Although such features have been extensively investigated for enterprise applications, stream processing poses challenges on achieving elastic systems that can make efficient resource management decisions based on current load. Elasticity becomes even more challenging

Commissioner Emily Lloyd of the New York City Department of Environmental Protection (DEP) announced today the suspension of seven inspectors from the Division of Drinking Water Quality Control (DWQC) after an internal investigation discovered that certain equipment used for testing water quality in the City had not been routinely checked for calibration as specified in DEP's sample collection and test protocols. "Accurate data collection and reporting in the City's water supply is of utmost importance to City residents," said Commissioner Lloyd. "We cannot tolerate any lapses in our procedures. Although backup data from independent sampling by the New York City Department of Health and Mental Hygiene and other sources confirm that there has been no threat to water quality, we have taken these disciplinary measures to maintain the integrity of the testing program. The City's drinking water continues to be safe.". Health Commissioner Thomas R. Frieden, MD, MPH, said, 'In ...

Abstract The limited availability of Hispanic health data has hampered the development of targeted public health policies. Hispanics represent 11.5 percent of the population and are projected to become the largest minority group in the United States by the year 2010. This paper explores current issues in Hispanic health data collection, examines methodological concerns, and presents recommendations for future Hispanic public health data collection. Data are derived from statistical reports of the U.S. Bureau of the Census, National Center for Health Statistics, Bureau of Labor Statistics, and other empirical studies. Recommendations include: collecting both race and ethnic-specific data by Hispanic subgroup, designing appropriate data collection instruments and approaches, and selecting referent groups for comparison purposes. The authors conclude that the renewed national focus on ...
