The ACLU of Wisconsin released the findings recetnly in a report called Fixing Wisconsin Sheriff Policies on Immigration Enforcement. The ACLU based the report on outreach to all 72 county sheriffs in the state to learn more about how local authorities would deal with plans for increasingly harsh enforcement efforts against undocumented immigrants. Sheriffs in 63 counties responded.. In many cases, immigrants booked into county jails have only committed civil-not criminal-offenses. Examples of these types of charges include being an undocumented person or entering the country legally then overstaying a visa. Without a warrant signed by a judge, it would be a violation of constitutional rights for local authorities to detain these individuals simply because ICE has asked them to. Yet 24 Wisconsin counties have flawed policies that allow or even encourage such detention, and 29 Wisconsin counties have no policies at all.. Harsh anti-immigrant measures at our borders as well as inside the ...

Purpose: : To describe 15-year cumulative incidence of macular holes and associated risk factors in a population-based study. Methods: : Of 4,926 persons, 43-86 years of age at the baseline examination in 1988-1990, living in Beaver Dam, WI, 3,684, 2,764, and 2,119 participated in 5, 10, and 15-year follow-up examinations, respectively. The presence of macular holes was determined by grading of stereoscopic color fundus photographs. Partial thickness holes were excluded from analysis. A standardized protocol including height, weight, blood pressure (BP), intraocular pressure (IOP), blood studies and medical history was performed at each examination. Cumulative incidence was estimated by the product-limit method, and multivariable analyses performed by linear logistic modeling. Results: : Of 3772 people at risk of developing a macular hole, there were 17 incident cases (15 monocular, 2 binocular). The 15-year incidence of macular holes was 0.6%. Final visual acuity decreased 29 logMar letters ...
By Alex Zank. March 1, 2016: Volunteers with hearing loss from the community visited the nearly finished reconstructed Milwaukee Intermodal Station train passenger concourse late last week to test its new hearing loop technology, according to the Wisconsin Department of Transportation.. The technology better enables those using hearing aids or cochlear implants to pick up on sound systems in a building.. During reconstruction, workers embedded copper coils in the concrete to enable the technology, which consists of a wire that circles an area and is connected to the sound system. The electromagnetic signal transmitted by the loop is then picked up by the hearing devices, according to the Hearing Loss Association of America.. More than 1.3 million passengers per year use the facility at 422 W. St. Paul Avenue, in Milwaukee to make connections to Amtrak Hiawatha Service and Empire Builder trains, as well as to Greyhound and other local and regional bus services, county transit, taxis and personal ...

Wisconsin criminals on the run turn to family members to hide murder guns, bloody clothes, stolen loot, and other evidence. The family helpers cant be charged under a long-standing state law, says the Milwaukee Journal Sentinel. Prosecutors say the situation is common and hurts investigators ability to solve serious crimes. About a dozen states have similar laws. Wisconsins version is among the most liberal, exempting more family members and allowing them to even plant false evidence without fear of prosecution. […]
Cannibal sandwiches have been a festive dish in German, Polish and other ethnic communities in the Milwaukee area since the 19th century, Gurda said. The 66-year-old said it was once common to see them at wedding receptions, meals following funerals and Christmas and New Years Eve parties. The dish has become less common in recent years with greater awareness of the risks of uncooked meat and fewer people eating beef, but Gurda said he still runs into it ...
Based on data from the 1990s, the estimated prevalence of OSA in the United States is 10% for mild OSA and 3.8% to 6.5% for moderate to severe OSA.1-3 Current prevalence may be higher, given the increasing prevalence of obesity.4,5 Extrapolation from long-term follow-up data from the Wisconsin Sleep Cohort Study (1988-1994 to 2007-2010) results in an estimated prevalence of 16% for mild OSA and 10% for moderate to severe OSA.4 The prevalence of severe OSA in asymptomatic persons is unknown. In the Wisconsin Sleep Cohort Study, approximately 6% of adults with no or mild OSA progressed to moderate to severe OSA over 4 years.7. Risk factors associated with OSA include male sex, older age (40 to 70 years), postmenopausal status, higher BMI, and craniofacial and upper airway abnormalities. The evidence on other risk factors, such as smoking, alcohol and sedative use, and nasal congestion, is sparse or mixed.1. Observational studies have reported an association between severe OSA and mortality risk.8 ...

The case count trends for Dane County without UW-Madison have increased over the past two weeks. We cannot say for sure that there is-or isnt-spillover. We know that some of these cases are due to clusters without a clear link to UW cases-one cluster in a healthcare facility, college students from schools other than UW-Madison returning to Dane County, and daycare settings. Our heat maps still indicate the vast majority of cases are in the 18-24 year old age group, and our analysis of case notes has not clearly illustrated strong evidence of spread from UW students to the larger Dane County community.. We will continue to assess these data sources for evidence of spillover and will keep the community up-to-date in our data blog posts. Its important that everyone across the county continues to keep up strong prevention behaviors to minimize the spread of the virus, like staying home when you can, avoiding gathering, wearing a mask, and staying at least six feet from people you dont live ...

Economic hardships lead to skyrocketing suicide rates among Wisconsin farmersThroughout history, Wisconsin established itself as a diary production powerhouse. From fried cheese curds, to the foam hats dawned by Read…. As economic activity dwindles, forcing more residents to migrate from rural to urban counties, and consequently aging their populations, the everyday lives and functional capabilities of rural areas are significantly altered, often for the worse.. Egan-Robertson said the slow economic recovery of rural communities leads to a lack of opportunity, which causes an exodus toward metropolitan areas. This migration creates a shorthanded workforce, which prevents businesses from investing in less densely populated counties. The result is a cycle of economic stagnation that damages local institutions.. It almost feeds on itself, Egan-Robertson said. If a population is moving away, there arent people to create jobs, so if someone was thinking of opening a new plant, they might look ...

The BESTD story comprises a long history of volunteers providing healthcare services to greater Milwaukee. In the early 1970s, a group of concerned and caring people in the Gay Peoples Union (GPU) saw rising incidences of sexually transmitted diseases in Milwaukee and the lack of sensitive, accessible resources for diagnosis and treatment. Their discussions and encouragement from the Milwaukee Health Department and the Wisconsin Division of Health resulted in the founding of the Gay Peoples Union Venereal Disease Clinic (GPU VD Clinic) in October 1974. After being housed at a few other sites, the Clinic was relocated to a building on East Brady Street, spun off from the GPU, and began using the name Brady East STD Clinic (aka The BESTD Clinic).. In the early 1980s, when a new epidemic seemed to be targeting gay people, there was virtually no government response to the crisis, which was often referred to as the gay plague. The BESTD Clinic staff saw a critical need for action, and thus ...

MILWAUKEE - As more municipalities begin to reimplement mask mandates, the city of Milwaukee is holding off for now.. When we had our mask mandate we did it by working through the common council, said Milwaukee Mayor Tom Barrett during the countys COVID-19 briefing Tuesday. We did that because we felt working through the common council-and having that pass in essence as an ordinance-would help us withstand legal attacks.. Mayor Barrett says the plan is to continue to work with the council about the possibility in the weeks ahead.. We are monitoring these numbers very, very closely, he said. I know that Alderwoman [Marina] Dimitrijevic is very interested in having a mask mandate back. Were going to be looking at the numbers and were going to see when the council returns in the beginning of September whether thats the appropriate step.. The mayor also reiterated the health departments focus continues to be on vaccinations.. There have been 52% of Milwaukee County residents that have ...

Subjective age predicts consequential outcomes in old age, including risk of hospitalization, dementia, and mortality. Studies investigating the determinants of subjective age have mostly focused on aging-related factors measured in adulthood and old age. Little is known about the extent to which early life factors may contribute to later life subjective age. The present study examined the prospective association between IQ in adolescence and subjective age in later life and tested education, disease burden, adult cognition, and personality traits as potential mediators. Participants (N = 4494) were drawn from the Wisconsin Longitudinal Study. Data on IQ were obtained in 1957 when participants were in high school. Education, disease burden, cognition, and personality were assessed in 1992-1993, and subjective age was measured in 2011 at age 71 (SD = 0.93). Accounting for demographic factors, results revealed that higher IQ in adolescence was associated with a younger subjective age in late life.

Purpose: : To compare the presence of vitreoretinal interface abnormalities with reference to epiretinal membrane (ERM) in stereoscopic color fundus photographs and optical coherence tomograms (OCT). Methods: : Color photographs were evaluated independently by trained ocular disease evaluators (ODEs) for presence and traction due to ERM according to Early Treatment of Diabetic Retinopathy Study grading procedures (ETDRS Report no. 10). OCTs were evaluated independently by trained ODEs for the same variables. An ERM was evaluated as definitely present if a well delineated hyperreflective band with bridging tissue was visible inner to and in close proximity to the internal limiting membrane. An ERM was graded as questionable if there was corrugation in the innermost retinal layers in the absence of a well delineated hyperreflective band. Retinal traction was identified in eyes with definite ERM if the retinal surface had tenting or scalloping at the point(s) of attachment.Data from corresponding ...
On January 8, 2013, the Wisconsin State Laboratory of Hygiene notified the Wisconsin Division of Public Health (WDPH) of two patients with Escherichia coli O157:H7 clinical isolates that had indistinguishable, but commonly identified, pulsed-field gel electrophoresis (PFGE) patterns. The two patients were interviewed by local health departments within 1 day of the initial report. They revealed that they had eaten raw ground beef purchased from the same meat market and served as tiger meat or cannibal sandwiches. In this dish, the raw ground beef typically is served on rye bread or crackers with onions and is a traditional winter holiday specialty in certain regions of the upper Midwest. Five agencies (the Watertown Department of Health; WDPH; Wisconsin Department of Agriculture, Trade, and Consumer Protection; U.S. Department of Agricultures Food Safety and Inspection Service; and CDC) investigated to determine the magnitude of the outbreak, prevent additional infections, and better ...

The Wisconsin State Capitol, in Madison, Wisconsin, houses both chambers of the Wisconsin legislature along with the Wisconsin Supreme Court and the Office of the Governor. Completed in 1917, the building is the fifth to serve as the Wisconsin capitol since the first territorial legislature convened in 1836 and the third building since Wisconsin was granted statehood in 1848. The Wisconsin State Capitol is the tallest building in Madison, a distinction that has been preserved by legislation that prohibits buildings taller than the columns surrounding the dome (187 feet). The Capitol is located at the southwestern end of the Madison Isthmus. The streets surrounding the building form the Capitol Square, which is home to many restaurants and shops. The first capitol was a prefabricated wood-frame council house without heat or water that had been sent hastily to Belmont. Legislators met there for 42 days after Belmont was designated the capital of Wisconsin Territory. The session chose Madison as ...

Reasonable should mean that the public health authorities followed their own internal guidelines for evaluating regulations. These include posting the scientific evidence leading to the regulation, receiving community input, and studying the effectiveness and sustainability of the regulation. In the case of Covid and the schools all this was ignored in Dane County. There was no evidence of transmission in children of school age at the start, the communitys wish to have the schools open was ignored and, over time, it was seen that surrounding counties kept their schools open without increasing Covid transmission - and this last point was completely ignored by Dane County. But the Supreme Court didnt address the issue of irresponsible public health officials. Perhaps it cannot as Owen pointed out. Perhaps dereliction of duty must be addressed by criminal courts. Instead the Supreme Court answered a different question which might be put as follows: suppose a majority of children in a given ...

The research also found that children who had experienced different details in each activity were more accurate 21 days after the event than they were just 3 days later. Clear implications, then, for children giving evidence in criminal cases. Read more about the study at ScienceDaily.. In work on a similar topic also published in Child Development, researchers analysed forensic interviews with children who were alleged victims of sexual abuse. They found a dramatic upsurge in memories for dates and times after age 10. Children under 10 were unlikely to explicitly state when an event occurred. ...

MADISON - According to the experts at Thomson Reuters Healthcare, the top 100 cardiovascular hospitals in the country manage to be cost-conscious while achieving the highest quality of patient care.. And for the sixth time, University of Wisconsin Hospital and Clinics is one of them. In fact, UW Hospital is one of only six Wisconsin hospitals to make the eleventh annual benchmarking list compiled by Stamford, Connecticut-based Thomson Reuters Healthcare, and the only one in the Madison area.. The annual Thomson Reuters award for cardiovascular services objectively measures performance on key criteria at nearly 1,000 of the nations top performing acute-care hospitals. The benchmarks are based on 2007 and 2008 Medicare MedPAR data and 2008 Medicare cost reports.. I think this is really a case of the best getting better, setting the standards for the rest of the nations hospitals, says Donna Katen-Bahensky, CEO of UW Hospital and Clinics. Weve continued to maintain our focus on quality, ...
Milwaukee city alderman Khalif Rainey said the Sherman Park area, where the unrest took place, had become a powder keg over the summer. This entire community has sat back and witnessed how Milwaukee, Wisconsin, has become the worst place to live for African Americans in the entire country. Now this is a warning cry. Where do we go from here? Rainey said. Do we continue-continue with the inequities, the injustice, the unemployment, the under-education-that creates these byproducts that we see this evening?…Im not justifying [the riots]. But no one can deny the fact that theres problems, racial problems, here in Milwaukee, Wisconsin, that have to be closely, not examined, but rectified. Rectify this immediately.. The weekend marked the second time Milwaukee has seen major protests over the police killing of a black man since 2014. Protests erupted in December 2014 after a county prosecutor decided not to file charges against the officer who shot and killed 31-year-old Dontre Hamilton, a ...

A teenager is gunned down in broad daylight in Sherman Park, just feet away from a basketball court. Shocked and heartbroken loved ones arrive and the horror is captured by TV news cameras.. The trauma and the pain are instantly seared into our memory.. Its sadly an all too familiar scene, as we have seen a tremendous amount of senseless violence in the past couple of days here in Milwaukee. As of Wednesday, the Milwaukee Police Department has reported 38 homicides so far in 2021. At least six minors, between the ages of 13 and 17, have been killed by gun violence in Milwaukee so far in 2021. It is absolutely inexcusable, and this deadly violence is tearing apart families across our city.. This week alone, we have seen two 17-year-olds shot and killed. We also saw two 14-year-olds shot, and one of them unfortunately passed away due to her injuries. The simple fact that our children are not safe to play basketball without the fear of dying is so deeply troubling and disturbing, and we cannot ...

ETOBICOKE, Ontario - Milwaukee Appeal is gearing up for another crack at the boys in the $500,000 Prince of Wales Stakes at Fort Erie on July 12. Milwaukee Appeal finished third in the 1 1/4-mile Queens Plate two weeks after capturing the 1 1/8-mile Woodbine Oaks. Despite a less than perfect trip, Milwaukee Appeal was beaten a neck and a head in the June 21 Queens Plate by Eye of the Leopard and Mr. Foricos Two U, who also are eyeing the 1 3/16-mile Prince of Wales, the second jewel in Canadas Triple Crown. She came out of the Plate so good that for half a million, I have to look at [the Prince of Wales], said trainer Scott Fairlie, who would have to supplement Milwaukee Appeal on entry day at a cost of $12,500 after she was supplemented to the $1 million Queens Plate for $25,000. Its either that or the Wonder Where at a mile and a quarter on turf, which is an unknown. Then theres nothing for her until the Selene. The $250,000 Wonder Where, which follows the Woodbine Oaks and the Bison ...

A Mount Horeb teen died over the weekend from a case of bacterial meningitis; the second such death in Dane County this month. A 22-year-old UW-Madison student was also killed by the illness at the beginning of February.. Dane County Public Health Director Dr. Thomas Shlenker says theres nothing linking the two cases to each other. Although such deaths are rare, Shlenker says it appears to be nothing more than a deadly coincidence.. While deaths are rare, Shlenker says the bacteria are quite common. However, its unusual for an infection to turn deadly and why it becomes so severe for some people is a mystery.. Those who were in close contact with the 16-year-old high school student are being given antibiotics.. AUDIO: John Colbert reports (:48). bmdcva021510. ...

The General Lake Model (GLM), an open source, one-dimensional hydrodynamic model, was used to simulate various physical, chemical, and biological variables on Lake Mendota between 15 April 2016 and 11 November 2016. GLM (v.2.1.8) was coupled to the Aquatic EcoDynamics (AED) module library via the Framework for Aquatic Biogeochemical Modeling (FABM). GLM-AED requires four major scripts to run the model. First, the glm2.nml file configures lake metadata, meteorological driver data, stream inflow and outflow driver data, and physical response variables. Second, the aed2.nml file configures various biogeochemical modules for the simulation of oxygen, carbon, phosphorus, and nitrogen, among others. Third, aed2_phyto_pars.nml configures all parameters pertaining to phytoplankton dynamics. And fourth, aed2_zoop_pars.nml configures all parameters pertaining to zooplankton dynamics. This dataset contains parameter descriptions and values as they were used to simulate organic carbon and greenhouse gas ...
