Almost a year after Congress learned of a budget scandal at the National Weather Service, lawmakers are still trying to get a realistic estimate of what it costs to run the nations first line of defense against the effects of hurricanes, tornadoes and winter storms.. The National Weather Service has struggled in recent years to find money to operate a nationwide network of forecasting offices while also adding new technology intended to improve predictions. Thats raised doubts about the reliability of a program that produces about 1.5 million forecasts and 50,000 warnings a year, aiding citizens who may be in the path of dangerous storms, farmers trying to protect crops and airlines planning their daily schedules. The administrator and chief financial officer of the National Weather Service resigned last year after the discovery that millions of dollars had been shuffled without notice from technology accounts in fiscal 2010 and fiscal 2011. The money was used to cover shortfalls in ...

The National Weather Service in North Dakota has issued a Winter Storm Warning for heavy snow. Snow accumulations of six inches or more are forecast for the warned area. Heavy snow can immobilize a region and paralyze a city, stranding commuters, stopping the flow of supplies, and disrupting emergency and medical services. Accumulations of snow can collapse the roofs of buildings and bring down trees and power lines. In rural areas, homes and farms may be isolated for days, and unprotected livestock may be lost. Avoid overexertion, such as shoveling heavy snow, pushing a car, or walking in deep snow. The strain from the cold and the hard Labor may cause a heart attack. Overexposure could lead to hypothermia. It seems that every few months I appreciate a new environmental benefit to green roofs. Two that have recently impressed me are: (i) the realization that green roofs are ideal new locations for urban weather stations (as opposed to traditional asphalt roofs with their extreme temperature biases); and (ii) a burgeoning urban beekeeping movement may be a new synergy to tap into with green roofs.. Siting weather stations in urban areas has always been a tricky endeavor. Issues like security and extreme localized heat sources (e.g. asphalt, vehicles, heating and air conditioning sources) are primary concerns. For these reasons, the National Weather Service stations are usually sited in urban parks or airports. Nevertheless many urban weather stations are still located on rooftops, but they can be suspect because of the temperature biases of dark roof membranes which can easily reach 176 degrees F (80 C). Green roofs completely remove the temperature biases of rooftops as they are essentially meadows ...

Dnva.no. This study arises from the concern that changes in weather patterns will be one of the principal effects of climate change and with these will come extreme weather. This is of considerable consequence in Europe as it impacts on the vulnerability of communities across the continent and exposes them to environmental risks. It is now widely recognised that failures in international efforts to agree on the action necessary to limit global climate change mean that adaptation to its consequences is necessary and unavoidable (Solomon et al., 2007).. The changes anticipated in the occurrence and character of extreme weather events are, in many cases, the dominant factor in designing adaptation measures.. Policy communities within the EU have begun to consider appropriate responses to these changes and an EU adaptation strategy is under active development and implementation. There are also sectoral EU initiatives, for example on water shortages and heat waves, and, at a regional level, on ...

The Tropical Analysis and Forecast Branch (TAFB) is providing a Tropical Cyclone Danger Area graphic based on the 34-kt wind speed probabilities through 72-hours from the latest tropical cyclone advisory for an active tropical cyclone. The graphic outlines avoidance areas using the 10% and 50% 34-kt wind speed probability contours from the latest tropical cyclone advisory issuances for both the Atlantic and East Pacific basins (Figures 1 and 2). The current Tropical Cyclone Danger Area graphic utilizes the mariners 1-2-3 rule to outline avoidance areas through 72 hours for active tropical cyclones. Feedback from users indicated that the use of the 1-2-3 methodology has led to over-warned large avoidance areas. The 1-2-3 methodology assumes an average forecast track error of 100 nmi at Day 1, 200 nmi at Day 2 and 300 nmi at Day 3 rule (Figure 3). These values are well above the most recent 10-year averaged forecast track errors of 50 nmi at Day 1, 85 nmi at Day 2 and 120 nmi at Day 3 ...

Background: Blastomycosis is a potentially fatal fungal infection contracted by inhalation of Blastomyces spores from the environment. Blastomycosis case occurrence in dogs has been associated with antecedent weather, using 6-month warm and cold periods. Paracoccidioidomycosis in South America has been associated with variations in the Southern Oscillation Index (SOI). A comprehensive human case registry has been kept in Vilas County, Wisconsin, since 1979 (mandatory reporting since 1984). Purpose: Determine the effects of weather parameters on the occurrence of human blastomycosis cases in this highly endemic area; update exposure factors since last report in 1996. Methods: Database review. Chi-squared test was used for categorical data of exposures, comparing 1979-1996 (N=101) vs. 1997-June 2013 (N=95). Linear regression was used to model lagged local weather station data (available 1990-present; N=126) and SOI, North Atlantic Oscillation Index (NAOI) and Wisconsin River water discharge (WRD)data

Northern New Mexico is expected to experience another La Ninaseason for snowfall, which typically means that snowfall incidents are few and the amount of snowfall is less than in other years. However, dont be lulled into thinking a La Nina year means no snow - Los Alamos County could still very well experience at least two or three severe snowstorms this winter. When snow seems likely, listen to forecasts on radio or T.V., tune into NOAA Weather Radio or visit the National Weather Service web site (see links to the left).. Given our altitude, we highly recommend that citizens be prepared for winter storms, including the possibility of 2-3 days of isolation due to above-normal snow pack. Prepare your family and home for winter emergencies by weatherizing your home and your automobiles, and be sure to create a disaster supplies kit.. Physical climate risk from extreme weather events remains unaccounted for in financial markets. Without better knowledge of the risk, the average energy investor can only hope that the next extreme event wont trigger a sudden correction, according to new research from University of California, Davis.. The paper, Energy Finance Must Account for Extreme Weather Risk, was published Feb. 17 in the journal Nature Energy, Phys reported.. If the market doesnt do a better job of accounting for climate, we could have a recession-the likes of which weve never seen before, said the articles author, Paul Griffin, an accounting professor at the UC Davis Graduate School of Management.. The central message in his latest research is that there is too much unpriced risk in the energy market. Unpriced risk was the main cause of the Great Recession in 2007-2008, Griffin said. Right now, energy companies shoulder much of that risk. The market needs to better assess risk, and factor a risk of extreme ...

The advantage of weather radar is that it has a much-improved spatial resolution over virtually all but the smallest-scale observing networks; thus, one of the main innovations of the HRWxDS is the use of weather radar to provide the spatial footprint of the storm with gage observations to calibrate the radar information for a higher degree of accuracy. The composite gage-radar product is unique to the HRWxDS. Many studies have demonstrated that the WSR-88D weather radars underestimate precipitation during heavy rainfall events (e.g., convective showers and tropical storm events) by as much as a factor of two or three (see Legates, 1999). The advantage of radars is that they can provide a high-resolution representation of the spatial distribution of precipitation. By contrast, gage data, when adjusted for gage measurement biases, represent relatively accurate point estimates of precipitation, although most gage networks are inadequate to resolve the spatial character of storm precipitation. ...
PHOENIX - As an excessive heat warning, now in its second day, expands to cover a larger area, the Phoenix Fire Department is warning people to be extra careful and hydrate, even if theyre staying mostly indoors.. With another record-breaking day ahead - the high is forecast to be somewhere between 115 and 117 degrees in the Phoenix metro area Tuesday - its important to remember that heat can be a matter of life and death.. According to the National Weather Service, heat is the No. 1 weather-related killer in the U.S., contrary to what many people think.. Phoenix firefighters say they have responded to more than 600 heat emergencies already this year.. While most of the victims have been elderly, nobody is immune to the danger extreme heat presents.. We do see young, 20-, 30-year-old people who do die from heat stroke, said Phoenix Fire Capt. Scott Walker. What happens, basically, is your exposure is just too long. Your body temperature goes up.. Heat stroke occurs when the bodys core ...

Officials have issued extreme heat warnings for the July 4 weekend as forecaster predict that temperatures could soar to 112 degrees in some parts of L.A. County.. The heat wave is being caused by a high-pressure system and will bring a variety of weather conditions, according to the National Weather Service. Beach areas will see cloudy mornings giving way to highs in the 70s and 80s.. Other parts of the L.A. basin and Hollywood Hills will see highs in the 90s. The San Fernando and San Gabriel valleys are likely to see triple-digit temperatures.. The hottest temperatures will be in the Antelope Valley and parts of the Inland Empire, where temperatures could exceed 112 degrees. On Friday, according to the NWS, Palmdale and Woodland Hills each hit 101.. Officials urged people to take caution because of the heat.. Scientists in Austria have made an intriguing connection between the weather and the amount of tooth pain reported by patients at emergency dental clinics.. As all emergency dentists know, the number of patients who book emergency appointments can vary wildly from day to day. Scientists have also known for a long time that deep sea divers and airline pilots, both of whom experience unusual air pressure conditions, tend to report increased dental pain.. The Austrian scientists designed an experiment that would show that perceptions of tooth pain depend on the weather. The scientists interviewed patients who had gone to a dental emergency clinic in Innsbruck, Austria, from January to March 2005. They also looked at local weather records for the same time period, specifically the average air pressure for each day and the actual air pressure for each day. The scientists then compared the air pressure data for each day with the amount of tooth pain reported by patients.. It turns out that there is a ...
Generation system interruptions in net-zero energy buildings (NZEBs) may result in missing the net-zero targets by a great margin. Consequently, it is significant to incorporate a realistic reliability model for renewable energy systems (RESs) that considers aging and long-term weather conditions. This study proposed a robust design optimization method that deals with the selection of RES to achieve NZEB. Different case studies were evaluated: 1. Deterministic approach; 2. Markov chain-based reliability without the aging effect; 3. Markov chain-based reliability with the aging effect. The results showed that the optimal sizes of RES, considering the aging effect, were much larger than the other two cases based on the annual energy balance. Moreover, the consideration of the aging effect on the reliability assessment of the generation system for NZEB opens a pathway for a more robust and economic design of RES. ...
Tuckers warning went unheeded even by his own company. A yr later, in 1989, 50 U.S. firms and trade teams created the worldwide Local weather Coalition (GCC) to discredit local weather science. Its founding members included API, British Petroleum (now BP), Chevron, Exxon, Shell, Texaco and … Mobil.. Till it disbanded in 2002, GCC conducted a multimillion-dollar lobbying and public relations campaign to undermine national and worldwide efforts to deal with international warming. One among its fact sheets for legislators and journalists, for instance, claimed the position of greenhouse gases in local weather change shouldnt be nicely understood and emphasized that scientists differ on the problem.. An inner 1995 GCC primer included in the UCS report, nevertheless, signifies that the coalitions own scientific and technical consultants had been telling its members that greenhouse gases had been indeed causing global warming.. The scientific basis for the Greenhouse Impact and the potential ...

Thats where Shari Gearheard, a scientist with CU-Boulders National Snow and Ice Data Center, also part of CIRES, comes in. Gearheard lives in Clyde River, Nunavut, Canada, an Inuit community on eastern Baffin Island, and for the past 10 years has been working with Inuit hunters and elders to document their knowledge of the environment and environmental change. Weather has a special importance in Arctic environments, where a reliable forecast can mean the difference between life and death. There are members of the Inuit community who possess the skills to predict the weather, but that knowledge is dying off as both the culture and climate change, according to the scientists.. The impacts of that are a loss of confidence in those forecasters and concerns about incorrect forecasts, said Gearheard. Forecasters dont want to send somebody out to go hunting if theyre going to be unsafe and be in poor weather conditions.. Gearheard meticulously collects the stories told to her by the Inuit and ...

Heat Wave Topples Bay Area Temperature Records / S.F. checks in 2 degrees hotter than Honolulu It was the kind of day where expressions of What beautiful weather! seemed as plentiful as the early flowers bursting forth from trees and yards. [...] it was crowned with a spectacular sunset, said Pepper Karansky, a National Park Service officer who cast her eye over San Franciscos beaches and found the reds and oranges blooming on the horizon absolutely stunning. The Bay Areas natural air conditioner was turned off, said National Weather Service meteorologist David Rosenberg. [...] why was the air conditioning shut down? A high-pressure system, for reasons known only to itself, has decided to loiter over the Bay Area, Rosenberg said.
Temperatures on dry land hovered near 50 degrees this weekend, but according the National Weather Service Weather Forecast Office, Lake Michigans water temperature was a chilly 32 degrees. So if you thought the 15th annual Lakeview Polar Bear Club polar plunge was made easier by a relatively balmy day, youd be wrong. There was still plenty of shrinkage going on.. Organizers say Saturdays polar plunge drew over 300 participants and has raised over $24,000 so far for two local families.. All of the donations will go toward the Garcia family, whose son Dominic has Chronic Intestinal Pseudo-Obstruction (CIPO), and the Linblad family, whose son Nicholas is battling a congenital heart disease. Both families are burdened with mounting medical expenses, and the Lakeview Polar Club hopes to raise $32,000 to help ease some of the financial pressures both families are under.. The organization is still short of their hoped for goal and will be updating their website with news of further donations over ...
Much of Arkansas is under a moderate risk for severe weather Tuesday as a line of storms moves through, packing winds up to 80 mph and possibly spawning tornadoes, the National Weather Service warned.
The National Weather Service has confirmed that two tornadoes touched down in southern New England as a severe weather system moved through the region.
It is not completely clear scientifically about how changes in weather can cause headaches. Changes in humidity, temperature, weather patterns and even barometric pressure are all potential migraine triggers for some people.. If you are one of them, then here are some tips that can help you to avoid them:. Monitor the weather - Read weather reports daily to spot any potential triggers. Invest in a barometer if you are prone to the changes in barometric pressure.. Have more fresh air - Use an ionizer to improve the air quality in your room. This can be effective if you are suffering from allergies.. Keep sunglasses readily available - Consider keeping extra pairs of sunglasses in your office, home, car and anywhere else you might need them. Bright sunlight is a common cause of migraine and can worsen it.. Stay covered - Cold weather or climate cause migraines in some people. If you think that you are one of them, then always wear a hat before going outside and keep your ears covered.. Stay dry - ...
15.2 A National Temperature Record at Loma, Montana. Andrew H. Horvitz, NOAA/NWS, Silver Spring, MD; and S. Stephens, M. Helfert, G. Goodge, K. T. Redmond, K. Pomeroy, and E. Kurdy. On January 14th-15th, 1972, a National Weather Service cooperative observer site located in Loma, Montana recorded a 103F temperature rise (-54F to 49F) within twenty-four hours, thereby breaking the previous national record of 100F fall set on January 23-24th, 1916 in Browning, Montana. The record is discussed at this time for the following two reasons. First, neither the NWS Forecast Office in Great Falls, MT. (WFO-GTF) nor the cooperative observer were aware a national record had occured. Secondly, until recent years, there was no official mechanism in place to determine the validity of the Loma record. The National Climate Extremes Committee, established by the NWS Office of Meteorology (Uccellini, Director) prior to the onset of the El Nino in 1997-98 and chaired by NOAAs National Climatic Data Center, was ...
It is often said that it is impossible to link a given weather event with climate change. This is no longer true, if it ever was. The typical climate for a region or a season tells us what weather is normal. Climate change is pushing us into a new normal; the climate has warmed, there is more energy in the atmosphere, the jet streams have changed their configuration and are thus more likely to stall weather patterns as happened this year in Calgary and Colorado. This is the new climate, and thus, there is a new normal for the weather in any given region or season. It appears that the new normal is now, and will increasingly be in the future, one with a significantly greater threat of damage, injury, and death from major tropical storms and other severe weather events. ...
The term Single Cell Thunderstorm as it applies to the area of the weather can be defined as This type of thunderstorm develops in weak vertical wind shear environments. On a hodograph, this would appear as a closely grouped set of random dots around the center of the graph. They are characterized by a single updraft core and a single downdraft that descends into the same area as the updraft. The downdraft and its outflow boundary then cut off the thunderstorm inflow. This causes the updraft and the thunderstorm to dissipate. Single cell thunderstorms are short-lived. They only last about 1/2 hour to an hour. These thunderstorms will occasionally become severe (3/4 inch hail, wind gusts in the excess of 58 miles an hour, or a tornado), but only briefly. In this case, they are called Pulse Severe Thunderstorms. . ...
A new cold front that swept across the country has pushed the mercury to an all-time low for this winter season. Temperatures overnight from Friday to Saturday sank to -29.3 degrees in Samedan in the eastern canton of Graubünden, the Swiss national weather service said on Saturday. That beat the previous record of -27.8 degrees set near dawn in the village of La Brévine, canton Neuchâtel, on January 12. The coldest temperature on record was set there in January 1987 with -41.8 degrees. The winter season has blanketed the country in above-average snowfall as well. Many mountainous areas in canton Valais and Ticino have a snowpack twice as deep as normal, according to the Institute for Snow and Avalanche Research in Davos.
With the humidity dropping and the winds blowing, there could be trouble ahead for firefighters working to tame the Wine Country fires. The North Bay fires have been fueled partly by dry air, and forecasters at the National Weather Service said that could get worse Saturday night and Sunday morning. Relative humidity levels are projected to plunge into the single digits in higher elevations of Sonoma and Napa counties. Humidity levels at lower elevations are expected to stay in the teens to 20 percent.
The CLIVAR Scientific Steering Group (SSG) has endorsed the International Workshop on Tropical-subtropical Weather, Climate and Oceans, which will be organised by Sun Yat - sen University of China, on November 18-20, 2017 in Guangzhou, China. The tropical and subtropical regions are important areas where severe weather and climate events and oceanic variations frequently occur. There have been significant research progresses in tropical-subtropical weather and forecasting, climate variability and climate change predictability, and air-sea interactions and oceanic dynamics in recent years. It is now a good time for scientists from various disciplines of related fields to meet and share their results, and to discuss about the future directions of studies. Specific objectives. The main goal of this workshop is to provide a platform for researchers from various disciplines to discuss the recent advances, establish collaborations, and identify challenges toward better understanding of the ...

SPRINGFIELD (AP) -- The National Weather Service says the Little Osage and Marmeton rivers were well above flood stage today and still rising in some spots. Flooding caused some roads to be closed down in southwest Missouri. Forecasters say they expect the rains to taper off this evening and the area to start drying out. Kansas has also witnessed heavy rains and flooding. A levee in Miami county needed repairs, while Coffeyville saw the Verdigris river rise 20 feet above flooding levels. The downpour came northward from Texas, where unusually high rainfall occurred.
Climate change is one of the principal threats to food justice, traditional means of subsistence and ways of life. The impacts of climate change in Latin America are becoming increasingly worrisome, particularly the impacts on the agricultural and forestry sectors, given their dependence on weather conditions. This creates a regional situation that is economically, socially, environmentally, and politically vulnerable, putting food security, human security, and the basic conditions necessary for poverty reduction at risk. Virtually every country within the region has suffered the consequences of extreme weather events over the past few years.. Analysis of the regions vulnerability to climate change shows that periods of droughts and flooding are intensifying, and that natural disasters are and will be not only more extreme but also more recurrent. The loss of glacier area is reducing the availability of water for human consumption, agricultural and livestock use, and power generation. Soil ...
This report documents the data and assessment methods used to establish total maximum daily loads (TMDL) for Guthrie Lake (OK620910040060_00), and Liberty Lake (OK620910040080_00). The Oklahoma Department of Environmental Quality (DEQ) placed these waterbodies in Category 5 of the Water Quality in Oklahoma (2008 Integrated Report) for nonsupport of the public and private water supply designated use because of elevated levels of chlorophyll-a.; Both of these lakes are in the Lower Cimarron-Skeleton basin in central Oklahoma.; The purpose of this TMDL report is to establish nutrient load allocations necessary for reducing chlorophyll-a levels in the lakes, which is the first step toward restoring water quality and protecting public health ...
