At a time when many CIOs are looking to hold the line on IT spending, a new HD videoconferencing system might seem like a luxury. Certainly, the technology is not high on many IT shopping lists. According to an analyst, HD videoconferencing is in the early stages of maturity, with market penetration in the single digits, or less than 5%. But as prices fall, with some high-definition systems selling for less than $10,000 per endpoint, Gartner is urging organizations to pay the purchase serious mind. An investment in new HD videoconferencing equipment can produce long-term benefits for the customer and the environment. Decreasing the amount of executive travel is an important factor, especially with fuel prices so high. The technology can contribute to a companys "Green IT" initiative, as well as arguably increase employee productivity and quality of life ...

The previous experience of the San Diego Computer Society has lead the belief that when a presentation is made, it is best to have a live audience at the physical location where the presentation is made. This proposition is being tested during the study. Initially, the presentation has been made with one of the participating computer user groups physically hosting the presentation. The groups that are linked to the presentation via videoconferencing will see the presentation and opportunities for feedback to the presentation site and presenter will available. Various forms of feedback will be tried. Two transmission standards for videoconferencing have been used, ISDN using the H.320 protocol set and Internet using the CU-SeeMe protocol set. Bandwidth of 100 Kbps or greater was required initially at each participating site. Lower bandwidths have been tried subsequently. One-way multicasts using Microsoft Windows Media with email feedback also has been tried, which requires low bandwidths at the ...

The H.263 standard was first designed to be utilized in H.324 based systems (PSTN and other circuit-switched network videoconferencing and videotelephony), but it also found use in H.323 (RTP/IP-based videoconferencing), H.320 (ISDN-based videoconferencing, where it was the most widely used video compression standard),[2] RTSP (streaming media) and SIP (IP-based videoconferencing) solutions. H.263 is a required video coding format in ETSI 3GPP technical specifications for IP Multimedia Subsystem (IMS), Multimedia Messaging Service (MMS) and Transparent end-to-end Packet-switched Streaming Service (PSS).[3][4][5] In 3GPP specifications, H.263 video is usually used in 3GP container format. H.263 also found many applications on the internet: much Flash Video content (as used on sites such as YouTube, Google Video, and MySpace) used to be encoded in Sorenson Spark format (an incomplete implementation of H.263[6][7][8]). The original version of the RealVideo codec was based on H.263 until the release ...

In what was certainly the single-largest event for a video conference, millions of people worldwide gathered around their televisions on July 20, 1969 to tune into a video conversation between two groups of people. But please dont feel as if you need to land someone on the moon in order to benefit from video conferencing technology. And there certainly are many benefits. Travel, or the lack thereof, is probably the most obvious. For large national and international companies, spending dollars bringing employees in to HQ for meetings makes little sense. Money, time, employee inconvenience all come into play.. "[Video conferencing] is so much more than just about saving money," said Ken Avis, president of the Florida-US based The ProMedia Group, which provides audio-visual and video conferencing services to both large and small-scale businesses. "It changes the way you do business. You make yourself more available, and you can have face-to-face meetings without the travel expenses.". Video ...

Description: This study examined the effectiveness of employing videoconferencing and Web-based instruction in the preparation of special education personnel. Due to the acute shortage of special education personnel, it was anticipated that the use of videoconferencing and online instruction would provide a convenient way for students to attend class without having to travel to the actual location of the educational site. Further, it was believed that this initiative would result in higher student enrollment in special education teacher certification programs, consequently leading to an increase of personnel in the field. Moreover, the increase in personnel would enhance the ability of educational institutions to address the dismal academic, social, and behavioral outcomes of students with disabilities. Information for the study was collected from surveys that investigated how students perceived the use of videoconferencing and web-based instruction in the preparation of special education ...
The aim of this research was to evaluate the integration of video conferencing technologies in a Postgraduate Certificate in Education (PGCE) Programme in the United Kingdom for the pedagogical development of trainee teachers. Two types of video conferencing were employed in this case study of a Primary PGCE course. Firstly, weekly multi-point video conferences over VOIP (Voice over Internet Protocol) took place between a group of trainees whilst on school-based teaching experiences. Secondly, many-to-many video conferences were employed to enable trainees to observe remotely a number of classroom lessons, following which they had the opportunity to interact „live‟ with teacher and pupils. The underpinning goal of this study was to understand the process by which trainees „become teachers‟ within their university community of practice (CoP) moving towards the school CoP, with the identity issues involved, and to explore ways that technology potentially supports, sustains or expands this ...

Luleå University of Technology has since 1997 used net-based learning environments based on desktop video-conferencing tools to distribute courses to students. It has been claimed that the environment gives remotely attending students equal possibilities as traditionally attending students to take an active part of a course, as well as enhancing the learning experience for all students. This is in part true, but in reality there are many pedagogical and technical obstacles to overcome before a course can be seen as successful. This paper identifies a number of problems, which will be considered from both a pedagogical and technical perspective.. ...

TRENT DUFFY: The Presidents participation in the August 28 videoconference was open to the press, and the full transcript of this videoconference was released to Congress and the public in the fall of 2005. President Bush participated in briefings, phone calls and conversations throughout this process, and his Administration was focused on making sure that the Federal assets were in place to help the people of New Orleans. The President has made clear - as recently as this Tuesday - that he was not satisfied with the Federal response. That is why he ordered a comprehensive lessons learned report and plans to work aggressively to implement improvements to our disaster response plans by the start of hurricane season.
Videoconferencing is efficacious, acceptable and equivalent to face to face for a range of psychotherapies, including a Comprehensive Behavioral Interventions for Tics (CBIT), but limited due to lack of portability, and restricted accessibility. An alternative is Voice over Internet Protocol (VoIP) transmission, allowing home delivery of treatment. The present study examined the preliminary efficacy, feasibility, and acceptability of CBIT-VoIP. Twenty youth (8-17) with CTDs participated in a randomized, waitlist-controlled trial of CBIT. Assessments were conducted via VoIP and internet surveys. Significantly greater reductions in total clinician-rated and parent-reported tic severity were found in the CBIT relative to the waitlist-control group, with 33.3% of those in CBIT considered treatment responders. Treatment satisfaction and the therapeutic alliance were high. Higher parent satisfaction with videoconferencing was associated with higher decreases in clinician-rated tic severity. Positive

Additionally, secure mobile videoconferencing needs to be implemented that allows simultaneous multi-point connectivity to other appropriate specialists - pathologists, microbiologists, hematologists, etc., to collaborate on the care of the patient as this will result in improved outcomes. And telemedicine services will help minimize the amount of direct contact by healthcare workers to the patient and thus mitigate the risk of exposure and spread of disease.. And I would respectfully suggest to Mr. Klain that he quickly ramp up a national telehealth network that would also comprise a global communications call center, with real-time video conferencing and data transfer from anywhere in the world- this would further enhance cooperation/collaboration between healthcare professionals to diagnose, educate and follow proper protocols for Ebola and other diseases being seen not only in humans, but in animals and our entire food chain.. In one case, remote participants may be additional students that the instructor must now accommodate in terms of instruction and integration with any physically present participants into one student group. Remote participants should not feel that they are getting less out of the class than their physically present counterparts and physically present students should not feel that the presence of remote students is detracting from their instruction. In another case, remote participant(s) may be additions to the instruction itself, such as expert speakers or co-instructors. As with any team-teaching, a cooperative balance of instructional duties is required but this can be made more complicated if video presence cannot compete with physical presence. Yet another aspect of videoconferencing in the classroom is that the "participants" being shared via the videoconference connection might not always be human. An instructor may want to incorporate an alternative video source (e.g., a document camera, a ...

Following WHOs example, we did not distinguish between telehealth and telemedicine; instead we used the term telehealth to address both telehealth and telemedicine.1 This broad definition of telehealth encompasses several modes of delivery, such as videoconferencing, mobile applications and secure messaging. WHO recognises several branches of telemedicine: teleradiology, teledermatology, telepathology and telepsychology.1 With the increased use of technology in healthcare, there has been a great emphasis on telehealth because it can extend the services of providers to remote locations and capitalise on the availability of subject matter experts and overcome the barrier of proximity. Telehealth extends access, and it has the potential of making healthcare services more convenient for patients, especially those in rural areas, those with small children (child care) and those with mobility restrictions.2 3 Patient satisfaction is a growing concern in all aspects of healthcare, and as the voice of ...

The importance of the role audio plays in multimodal information media is often underestimated or. even overlooked. This applies to a wide range of media in everyday use- from videoconferencing. systems to multi modal human-computer interfaces and to some extent even computer games. When. improving audiovisual (AV) systems, the focus is generally on video. A question seldom asked, most. likely because it is of a difficult nature, is how we actually perceive audiovisual media.. In this study the importance of audio was examined by exposing subjects to audiovisual. video clips that varied only in audio quality. In some videos background. noise from a subway train was added and was to be regarded as an external signal.. The subjects were asked to rate their perception of the audio, video, audiovisual quality as well as. the listening effort by rating the comprehensibility of the content. They were also required to pay. attention to the content in each video and to answer questions about ...

In Norway, it is a national goal to provide more patients with thrombolytic treatment. A referring hospital and a specialist hospital have implemented videoconferencing (VC) equipment to share knowledge and discuss stroke patients, regarding thrombolytic treatment. VC has only been used four times within the 19 months that the service has been available. The objective in this article is to increase the understanding of the contradiction between the need for knowledge-sharing through VC technology, as well as the reasons for low frequency of use when discussing stroke patients. Semi-structured interviews were conducted with 13 professionals. The results illustrate how the technology per se is not the reason for the low frequency use. Health care is shaped by behavior, traditional rules, standards and division of labor. By using cultural historical activity theory (CHAT) as a framework, we illustrate the importance of understanding the historic way of performing an activity to be able to expand the

Videoconferencing, generally: A. With the exception of lectures, avoid video or audio recording unless absolutely necessary. Recordings should never be saved on personal devices (e., non-university-issued). Zoom has the capability to disallow recordings by anyone who is not the host (Settings → Recordings → Local Recording).. B. If you will be recording, individuals will automatically be given notice through Zoom before recording begins. Be aware not all participants may be running the latest version of Zoom that implements this feature. Students should be informed that when cheating is suspected, the recording may become part of an administrative disciplinary record. Recordings should be retained no longer than necessary. Below is sample notification language that can be used by instructors in their course and/or added to their syllabus:. "This class is being conducted over Zoom. As the host, I will be recording this session. The recording feature for others is disabled so that no one else ...
Bandwidth is adaptively allocated in an upstream channel of a layered data communication network such as that used for carrying messages from a number of subscriber units (250, 252, . . . , 254) to a central controller (210), for example, to allow the subscriber units to send data for Internet access, videoconferencing, or voice communication. A running total of unallocated bandwidth (BWA(j)) is maintained in successive control intervals. A traffic count (C(i)) is determined for each subscriber unit by measuring the bandwidth which is used, for example, by counting the number of slots used in a control interval. The assigned bandwidth (B(i)) of the subscriber units is then adjusted when a ratio (K) of the traffic count to the assigned bandwidth is at or below a lower threshold (T1), and the running total of unallocated bandwidth is incremented by the decrease in the assigned bandwidth. The assigned bandwidth may be increased when a ratio (K) of the traffic count to the assigned bandwidth is at or above

Bio-engineering as an integration of mathematical, physical, and chemical sciences with engineering principles, gradually has conquered the medical field during the last decades. It involves disciplines, such as micro-image processing with magnetic resonance (MRI) and ultrasound (US); digital images storage with PACS and tele-radiology; functional genomics for disease prevention; biosensors, electronics and mimetics implementation for tissue-sensor interaction; signal analysis in neural networks; and therapeutics for a controlled and targeted delivery. The 21st century hospital has to be prepared to integrate all these innovative technologies, according to Dr. Lambrecht. At present, the outpatient clinical centre in Aalst is managing 60.000 patient records with one central operator and has a throughput of 5000 new patient cases each year. The hospital is equipped with a laser, a mini-PACS system, and a videoconferencing tool for educational purposes. Future objectives are focused on integrating ...

A distributed packet-based audio conferencing system, method for packet-based audio conferencing, and a transceiver for use in such conferencing are disclosed. The system uses a collection of transceivers, with each conference participant connected to a local transceiver. When a participant speaks, the local transceiver is responsible for relaying the speakers voice over a packet network by multicast transmission to transceivers local to each other conference participant. If multiple participants speak simultaneously, a multicast talk stream may originate from each speakers local transceiver. The total number of simultaneous speakers, however, is limited by an arbitration function resident in each transceiver. The system reduces the costs associated with an always-up communication system. Compared to a data network solution employing a centralized bridge, the present conferencing system enjoys lower delay, lower bandwidth requirements, the ability to utilize voice compression throughout, and ease of

The cases of newborn care may help decrease the cost directly to the insurance companies if they just look at the cost for medical transport versus a video-conference. When a baby is born with any question of potential high risk medical needs rural hospitals know they may not be equipped to diagnose and treat some conditions. If they are aware, or concerned of a problem before birth they will often transport the laboring mother. If they are not aware of a problem until after the birth then they will need to transport the baby shortly after birth, separating the mother and infant in the crucial first hours and days of bonding for life. The need to transfer a high risk newborn to a hospital with specialists available is a standard that may be avoided if the hospital has in place this telemedicine approach. ...
