Changes proposed for the states homeland security efforts are touted as streamlining the process, but might sound a bit like someone trying to put their own brand on something that already exists. Shortly after the 2001 terrorist attacks, Governor Holden appointed a state Homeland Security Director. Under the latest executive order from Governor Blunt, Missouris homeland security efforts now fall under the Department of Public Safety and a Homeland Security Advisory Council has been charged with submitting a new plan to the governor by January first. When asked if the state did not already have a homeland security plan, Public Safety Director Mark James responded that it did, but not one written by this administration.James couldnt point to any specific gaps in homeland security that the previous administration had left. But he says you cannot measure success just based on what has not been measured. James is also not sure how much the state might have to spend to get homeland security where ...
Hobijn and Sager (2007) estimate that spending on homeland security in the United States increased by $44 billion from 2001 to 2005. They further estimate that 34 percent of this increase was dedicated to protection of critical infrastructure and key assets and 11 percent to emergency preparedness and response. Although no one disputes the Department of Homeland Security and the security actions it promulgates, questions have been raised about the economic efficiency of specific protection activities. Shapiro (2008) argues that there is a need to know whether the benefits of homeland security actions exceed costs, but the costs of homeland security measures have been underestimated and the benefits left uncalculated (see also Farrow and Shapiro, 2009 ). Farrow (2007) has proposed several approaches to investigating the cost-effectiveness of specific homeland security policies. Smith et al. (2009) go one step further to estimate United States households willingness to pay (WTP) to prevent a ...
CAPS first became involved with the development of software that supports the U.S. and Alabama Homeland Security efforts in 2001. These efforts were supported by both federal and state homeland security funds. A significant seminal federal effort resulted in the development of the Secure Homeland Analysis and Reporting Environment (SHARE), a system for secure reporting and communication of terrorist activities, which later evolved into the Suspicious Activity Reporting (SAR) system for state and regional incident reporting. That project also resulted in the Portal to Uphold a Secure Homeland (PUSH), which has been in operation for over a decade, providing USDHS information to private infrastructure security personnel.. These efforts dovetail well with the law enforcement software that CAPS has developed since law enforcement and homeland security work closely together to preserve public safety. Specifically, the law enforcement tools that complement homeland security efforts most include the ...

Homeland security and public education do not seemingly share the same bed. Yet according to lobbying reports acquired from opensecrets.org, SUNY has spent an undisclosed amount of money lobbying for various Department of Defense and Department of Homeland Security appropriations.. SUNY claims all efforts are related to education, research, and training programs.. The lobbying reports contain addendums for vague lobbying issue areas, like Energy and Water and Agriculture. Along with these benignities are the terms Defense and Homeland Security, appearing on five lobbying reports, including one from 2010 that totals $480,000 in lobbying expenses.. SUNY could be pushing specific projects and applications related to homeland security and defense, said Les Paldy, a distinguished service professor in the Department of Technology and Society here at Stony Brook University.. SUNYs Evasive Lobby Though SUNYs lobbying expenses are miniscule compared to its overall $11 billion budget, ...
Middle Eastern countries are responding to the ongoing turmoil with rapid spending on Homeland Security & Internal Security technologies. According to HSRCs latest report Global Homeland Security & Public Safety Market - 2015-2022, while in absolute terms spending of countries such as U.A.E., Kuwait and Saudi Arabia doesnt come close to the market leaders China and the U.S. (which are forecasted to maintain a 36% share of the 2013-2022 market), in relative terms of GDP share, the Middle Eastern countries spend two to four times as much as the international superpowers. The Homeland Security Bill has been enacted in the name of preserving national security. But according to the consumer watchdog group Public Citizen, the legislation is a treasure trove of corporate favors unrelated to national security. Embedded in the legislation are corporate giveaways that benefit pharmaceutical companies, corporate tax evaders, and other GOP supporters at the expense of public health and safety. It also provides industry with secret access to government and legal loopholes to hide evidence of corporate misdeeds.. Well also talk about Thimerosal. Thimerosal is a mercury-based preservative used by some companies in vaccines. Pharmaceutical companies like Eli Lilly have been sued by parents who believe their children were harmed by the drug.. One of the provisions buried in the Bill will protect companies like Eli Lilly from lawsuits. No legislator will admit to adding the provision to the bill. Republican Senator John McCain of Arizona characterized the provision as among ...

Vermont resident Frances Herbert • Discussing the issues her wife, Takaka Ueda, is facing. Herbert is legally married to Ueda - a native of Japan and her partner of 13 years - and in shock, after the Department of Homeland Security sent a letter denying Uedas request to stay in the country. Ueda moved to the US from Japan in 1999, but is now living in the country illegally and faces deportation. Vermonts congressional delegation has even stepped in, submitting a letter to the Department of Homeland Security, asking them to reconsider. Now the couple plans to fight the ruling, and the Defense of Marriage Act in general, in hopes of preventing this from happening to anyone else. Think theyll succeed? source ...

WASHINGTON - On July 23rd, Acting Secretary of Homeland Security Kevin K. McAleenan announced a new designation of aliens subject to expedited removal that applies to certain aliens encountered anywhere in the country within two years of illegal entry. Acting Homeland Security Secretary Chad Wolf urged Americans to not believe rumors that the Department of Homeland Security is planning a lockdown in response to the coronavirus.. Hearing a lot about texts from friends at DHS or friends with connections at DHS that say DHS is planning a national lock down. THIS IS NOT TRUE, Wolf tweeted Friday. Do not believe the disinformation campaigns. Please do not pass it along. Use trusted local and federal government sources.. Wolf also addressed on Fox News today a rumor that the National Guard was going to fan out to major cities to enforce martial law.. Its simply not true. What we see is a lot of disinformation campaigns via text, via social media. So we want to make sure that we refute those, we knock those down, he said. …But a lot of disinformation is just that, disinformation. So again, we want to make sure that individuals are getting their information from trusted sources, so those are your state and federal officials. And were ...
So, two things that make boating so much fun is that we get to relax and we get to mess around. Safely, of course. But besides safety, the two things we never, and I mean never mess around with are the U.S. Coast Guard and Homeland Security restrictions. Out here on the water, the U.S. Coast Guard and other law enforcement officers protect all of us. Its a huge job. And with probable cause, they have the right to stop, board and examine any vessels to check for compliance with laws. Its pretty serious business. So if the U.S. Coast Guard or other law enforcement vessels signals you, you are required to maneuver so that they can board.. Homeland Security is vital to all of us, and they need our help in keeping our waterways safe and secure. Heres how you can help and stay out of serious trouble. Never approach any U.S. Naval vessel within 100 yards. And if youre within 500 yards, slow to a minimum speed. If you really need to pass within 100 yards of a U.S. Naval vessel for safe passage, you ...

Soon after the formation of Department of Homeland Security, the department worked with the Ad Council to launch the Ready Campaign, a national public service advertising (PSA) campaign to educate and empower Americans to prepare for and respond to emergencies including natural and man-made disasters. A bill introduced by freshman Congressman Michael Guest has passed the Committee on Homeland Security.. The bill known as the Terrorist and Foreign Fighter Travel Exercise Act of 2019 would allow the Department of Homeland Security to develop and conduct prep exercises for law enforcement officers to help detect and prevent terrorist travel.. During the Committee on Homeland Securitys markup of his bill, Congressman Guest expressed his appreciation for the committees bipartisan support and said he believes the bill will help make America safer.. The Terrorist and Foreign Fighter Travel Exercise Act of 2019 has received bipartisan praise with Democratic Congressman Donald Payne (NJ-10) welcoming the adoption of the bill in a statement during the committee markup.. I am pleased that the modest modifications we proposed were accepted by Congressman Guest and we are able to work together to enhance this timely homeland security measure, Payne said.. The Act passed the committee along with three ...
The CHS (Certified in Homeland Security) program is from an organization that claims to be the worlds largest forensic membership association with an 11-year track record. For grins, I just went and filled out their application form, and surprise, I too qualified for Level III certification based primarily on contributing to three security books, teaching six two-day classes on Windows Security for Interop plus three one-day classes on same for The Internet Security Conference (TISC), writing tons of security articles and possessing skills in Windows Security and Perimeter Security tools and technologies. But please note that this certification is also available to those with military, law enforcement or medical forensics training, experience, knowledge and so forth. Its not a pure IT certification play, by any means.. My assessment is that $350 isnt a lot to pay for a certification that you otherwise qualify for, but that its not immediately clear to me that the CHS is a well-recognized ...

Although the public and the healthcare community are concerned about public health authorities having access to a patients medical record, in most cases the health information used in syndromic systems is deidentified when transmitted to an outside source. The collection of health data is intended to collect clusters of cases, not individual cases. Whether a fine line or an abyss exists between respecting the privacy of individual health information and protecting the public from bioterrorism depends on perspective. In contrasting the Homeland Security Act, Patriot Act, and FOIA with the intent of HIPAAs privacy and security rules, the challenges to public health departments become evident. One fundamental challenge for many healthcare organizations is deciding whether the gap between personal privacy and national security is small or large and how it can be bridged. Several initiatives show promise for surveillance on the national level while remaining considerate of individual privacy. ...

Marburg hemorrhagic fever is a severe and potentially fatal disease in humans first recognized in 1967. It is caused by an RNA virus of the Filoviridae family and is understood to be endemic to Africa. The Marburg virus is classified as a Category A bioterrorism agent by the Centers for Disease Control and Prevention (CDC), and in 2006 was determined by DHS to be a material threat to national security and public health. By Kyler Ong. The Syrian Foreign Ministry spokesman Jihad Makdissi said Monday that his country possesses chemical and biological weapons which will be readily used against any external aggression (but not its own civilians) should the situation arise. While this may be an attempt from the Assad regime to reaffirm its military prowess amidst recent events that have demonstrated a growing rebel strength, such a statement has a stronger implication that the Assad regime has been heavily weakened militarily by rebel actions. In any case, the regimes seemingly bold assertion is all but a weak effort to employ a carrot and stick strategy to deter international intervention.. An Unprecedented Challenge. Makdissis remark came after months of international deliberation (and suffice to say, stalemate) over the option of foreign military intervention and recent weeks of Syrian rebels gaining control of rural areas and border towns. Furthermore, the bombing of the National Security building last week ...
Tornadoes can occur at any time of the day or night, during almost any month of the year. In Michigan tornadoes can occur at anytime, but primarily from the months of April through October. Tornadoes are the most brutal of storms. Winds speeds can reach over 200 miles per hour and can destroy anything it comes in contact with. Tornadoes can quickly form and can travel for miles along the ground, lift, and suddenly change directions and touchdown again. There is little you can do to protect your property, however, many actions can be taken to protect yourself and your family.. Knowing the difference between a tornado watch and tornado warning is one of the first steps in being prepared.. A Tornado Watch means weather conditions are favorable for the formation of a tornado. When a tornado watch is issued be prepared to watch the weather and take shelter if conditions worsen.. A Tornado Warning means a tornado funnel cloud has been sighted or indicated by radar. When a warning is issued you and ...

Maria wiped out power on the island and destroyed infrastructure and cell towers, leading to massive shortages. Even though a waiver had been granted to Texas and Florida after Hurricanes Harvey and Irma, the Department of Homeland Security initially said there was no need to waive the restriction for Puerto Rico, as it would not address the issue of the islands damaged ports.. The Jones Act, or the Merchant Marine Act of 1920, was initiated almost 100 years ago to keep foreign-flagged vessels from shipping fuel and goods between U.S. ports. The last previous waiver was in December 2012 to allow petroleum products to be delivered for relief assistance after Hurricane Sandy.. Sen. John McCain, R-Ariz., disagreed with the initial decision to deny suspension of the act for Puerto Rico. He wrote to the Department of Homeland Security urging it to allow a waiver and ultimately a full repeal of this archaic and burdensome act. Without the waiver, McCain said residents of Puerto Rico would end up ...
On January 25, 2013, President Barack Obama announced he would name Monaco to be his Assistant to the President for Homeland Security and Counterterrorism, the chief counterterrorism advisor to the President.[26] Monaco succeeded John Brennan, who was nominated by Obama to become the Director of the Central Intelligence Agency.[27] Monaco took office on March 8, 2013, and became a statutory member of the United States Homeland Security Council.[28] In this role, Monaco led U.S. policy to disrupt terrorist threats against the United States, including degrading Al-Qaeda and affiliates from Al-Qaeda in the Arabian Peninsula to Jabhat Fateh al-Sham, putting the Islamic State of Iraq and the Levant on a lasting path to defeat, and building partner capacity to prevent and disrupt terrorist threats.[29] She also led initiatives to expand collaboration with the private sector to counter ISILs messaging and abuse of online platforms while lifting up alternative narratives.[30][31] Separately, she led a ...

Harris (D-CA), member of the United States Senate Homeland Security and Governmental Affairs Committee, today led a letter from 33 Senators to Acting Secretary of Homeland Security Chad Wolf calling on the Trump Administration to immediately comply with the Supreme Courts decision rejecting the Administrations rescission of Deferred Action for Childhood Arrivals (DACA) and requiring the Administration to reopen DACA for new applicants.. The Supreme Court announced its decision on June 18, with Chief Justice John Roberts calling the Administrations effort to repeal deportation protections for Dreamers-young immigrants who came to the United States as children-arbitrary and capricious. Yesterday, 25 days after the Courts decision, was the deadline for the Administration to file a petition for rehearing.. There is no indication that your ...
Nashville, TN - The Tennessee Highway Patrol (THP) cautions motorists to watch out for deer on or near the roadways. An increase in deer related crashes is more likely during November-December due to deer mating and hunting season.. The purpose of the Multiyear Training and Exercise Plan (TEP) is to provide a follow-on companion document to the Arkansas Homeland Security Strategy. It is a living document that will be updated and refined annually. The Multiyear TEP provides a roadmap for Arkansas to follow in accomplishing the priorities described in the Homeland Security Strategy. Each priority is linked to a corresponding National Priority, and, if applicable, an Improvement Plan (IP) action. The priority is further linked to the associated target capabilities that would facilitate accomplishment of the priority and the training and exercises that will help the jurisdiction obtain those capabilities and achieve that priority. Included in the Multiyear TEP is the training and exercise schedule, which provides graphic illustration of the proposed activities, scheduled for the years 2007-2011.. Read more →. ...

Ukraine, which accounts for about 60 percent of the cases, is implementing a robust response, said Siddhartha Datta from the WHOs regional office in Europe, including school-based vaccination, high-risk vaccination of military recruits, and health care workers.. WHO stripped Britain, Greece, the Czech Republic, and Albania of their measles elimination based on 2018 data. Each ...

AA and NHPI communities are extraordinarily diverse with dozens of different cultures and languages. Discrimination related to culture, language, affordability, and restrictions on legal immigrants continue to impose major barriers to accessing quality health care for AAs and NHPIs. The proposed regulations make clear that neither the Multi-State Plan Program (MSPP), nor issuers of Multi-State Plans (MSPs), nor MSPs can discriminate based on race, color, national origin, disability, age, sex, gender identity, or sexual orientation.1 Since robust enforcement of non-discrimination procedures including appropriate translation of health materials is crucial for our communities, APIAHF joins with The Leadership Conference on Civil and Human Rights in commending OPM for including the full range of classes protected against discrimination under the Affordable Care Act (ACA).. ...

Mike Dorsey, director of homeland security and emergency response for the state Department of Environmental Protection, said he learned about the additional chemicals presence in the tank that leaked at about 10 a.m., just before a routine daily meeting with various agencies and Freedom Industries about the situation at the site.. Dorsey said Freedom Industries President Gary Southern asked to speak with him privately, told him about the chemical being in the tank, and handed him data sheets on the material, which Dorsey referred to as polyglycol ethers.. He said, Im going to have a terrible day today, Dorsey said.. Dorsey said Southern told him the company previously had been adding the PPH to its Crude MCHM mixture and had stopped doing so. Southern said he didnt realize that the company had resumed adding the PPH to the mixture, Dorsey said.. Dorsey said there were about 300 gallons of PPH in the tank that leaked. Its not clear how much of that material leaked out of the tank or how ...
The unexpected outbreak of an influenza pandemic in the spring of 2009 highlighted the need for states to prepare for all hazards, not just natural disasters and terrorist attacks. The pervasive threat of infectious disease and the more insidious threat of bioterrorism require that public health, emergency management and homeland security professionals work collaboratively to develop preparedness plans and strategies.. The NGA Center, in partnership with the Department of Health and Human Services, has worked to raise awareness among governors of the threat of bioterrorism; to identify state priorities for enhancing public health preparedness; and to encourage regional approaches through which states can work collaboratively to share resources and expertise before, during and after a public health emergency.. The NGA Center assists governors and their staffs by:. ...

These words by Michael Chertoff are entirely appropriate to the period ahead due to a particularly sensitive international setting and a national security apparatus that was largely reformed by the Bush Administration, and for whom the handover of power between the two administrations will be a first.. w A particularly sensitive security context. The period of presidential transition of 2008-2009 is the first since 9/11. It should be unique due to the variety and quantity of threats facing the United States. According to a report of the Department of Homeland Security, vulnerability will be greatest 30 days before, (…), and up to six months after the change of administration. [12] Concerning the national security, three categories of risks can be distinguished.. First of all, this change of administration comes during a time of war, since the American Army has in fact been engaged in Afghanistan since October 2001 and in Iraq since March 2003. This is the first time in forty years and the ...

McConnell, R-Ky., motion to concur in the House amendment to the Senate amendment to the bill that would provide roughly $1.3 trillion in funding for federal government operations and services through Sept. 30, 2018. 202) 675-2312; [email protected] WASHINGTON - The House passed a homeland security appropriations bill today with an amendment that would grant the Department of Defense (DOD) the authority to continue suppressing photos depicting the abuse of prisoners in U.S. custody overseas. The amendment, added by Senator Joseph Lieberman (I-CT), would allow DOD to exempt the photos from the Freedom of Information Act (FOIA). The photos were ordered released by a federal appeals court as part of an American Civil Liberties Union FOIA lawsuit.. The ACLU has been seeking the release of the photos and other records related to detainee abuse through FOIA litigation initiated in 2004 in the U.S. District Court for the Southern District of New York. That court ordered the release of the photos in a June 2005 ruling that was affirmed by the Second Circuit in September 2008. After initially indicating that it would not appeal the Second Circuit decision and would release the photos, the Obama administration abruptly ...
Comment US Homeland Security Secretary Michael Chertoff appeared relaxed, even amused, during a Washington press conference where he explained the American response to the UK airport terror emergency.. A few security inconveniences will be put in place until the Transportation Security Administration (TSA) figures out how better to deal with the threat of liquid explosives that the British believe are now in play. (For a good primer on improvised explosives using household chemicals, see this Naval Postgraduate School thesis.). The new measures are confined to preventing US travelers from carrying liquids into the aircraft cabin, with exceptions for common-sense items such as drugs and infant formula. Otherwise, US passengers will be permitted to carry the usual items on board.. The overall terror threat level for airlines has been raised from yellow to orange, except that the level for UK flights bound for the USA has been raised to red. When asked why DHS had made this exception, Chertoff ...
Logistics Managements sister publication, Supply Chain Management Review (SCMR), interviewed security expert Barry Brandman in its July/August 2003 issue, not long after the creation of the Department of Homeland Security. The threats to the security of supply chains have certainly not abated since that interview; if anything, they have only intensified.
TRENDING: BREAKING: Armed Person Detained at J6 Rally is Undercover Agent, Pulls Out Badge (VIDEO) CAIRs claims that refugees are thoroughly vetted are simply untrue. It is impossible to thoroughly vet these refugees and our own FBI and DHS have admitted this. Watch FBI Director James Comey testify in front of a Homeland Security committee admitting we cannot properly vet Syrian refugees here.. Donald Trumps so-called Muslim ban is not an attack on the First Amendment. As President, his priority is to protect the American citizens. Refugees are responsible for the rape epidemic sweeping across Europe. We do not owe Constitutional rights and citizenship to refugees or migrants from Syria or any other Islamic nation.
