Hobijn and Sager (2007) estimate that spending on homeland security in the United States increased by $44 billion from 2001 to 2005. They further estimate that 34 percent of this increase was dedicated to protection of critical infrastructure and key assets and 11 percent to emergency preparedness and response. Although no one disputes the Department of Homeland Security and the security actions it promulgates, questions have been raised about the economic efficiency of specific protection activities. Shapiro (2008) argues that there is a need to know whether the benefits of homeland security actions exceed costs, but the costs of homeland security measures have been underestimated and the benefits left uncalculated (see also Farrow and Shapiro, 2009 ). Farrow (2007) has proposed several approaches to investigating the cost-effectiveness of specific homeland security policies. Smith et al. (2009) go one step further to estimate United States households willingness to pay (WTP) to prevent a ...
Homeland security and public education do not seemingly share the same bed. Yet according to lobbying reports acquired from opensecrets.org, SUNY has spent an undisclosed amount of money lobbying for various Department of Defense and Department of Homeland Security appropriations.. SUNY claims all efforts are related to "education, research, and training programs.". The lobbying reports contain addendums for vague "lobbying issue areas," like "Energy and Water" and "Agriculture." Along with these benignities are the terms "Defense" and "Homeland Security," appearing on five lobbying reports, including one from 2010 that totals $480,000 in lobbying expenses.. "SUNY could be pushing specific projects and applications related to homeland security and defense," said Les Paldy, a distinguished service professor in the Department of Technology and Society here at Stony Brook University.. SUNYs Evasive Lobby Though SUNYs lobbying expenses are miniscule compared to its overall $11 billion budget, ...

The Homeland Security Bill has been enacted in the name of preserving national security. But according to the consumer watchdog group Public Citizen, the legislation is a treasure trove of corporate favors unrelated to national security. Embedded in the legislation are corporate giveaways that benefit pharmaceutical companies, corporate tax evaders, and other GOP supporters at the expense of public health and safety. It also provides industry with secret access to government and legal loopholes to hide evidence of corporate misdeeds.. Well also talk about Thimerosal. Thimerosal is a mercury-based preservative used by some companies in vaccines. Pharmaceutical companies like Eli Lilly have been sued by parents who believe their children were harmed by the drug.. One of the provisions buried in the Bill will protect companies like Eli Lilly from lawsuits. No legislator will admit to adding the provision to the bill. Republican Senator John McCain of Arizona characterized the provision as "among ...

The CHS (Certified in Homeland Security) program is from an organization that claims to be the worlds largest forensic membership association with an 11-year track record. For grins, I just went and filled out their application form, and surprise, I too qualified for Level III certification based primarily on contributing to three security books, teaching six two-day classes on Windows Security for Interop plus three one-day classes on same for The Internet Security Conference (TISC), writing tons of security articles and possessing skills in Windows Security and Perimeter Security tools and technologies. But please note that this certification is also available to those with military, law enforcement or medical forensics training, experience, knowledge and so forth. Its not a pure IT certification play, by any means.. My assessment is that $350 isnt a lot to pay for a certification that you otherwise qualify for, but that its not immediately clear to me that the CHS is a well-recognized ...

In 2003, the Department of Homeland Security (DHS) developed the United States Visitor and Immigration Status Indicator Technology (US-VISIT) system to improve security at U.S. ports of entry. In 2007 Congress mandated that US-VISIT collect biometric and biographic information from foreign nationals as they enter and exit the United States. Currently, US-VISIT collects only biographic information upon entry, and has not implemented a biometric exit system equivalent to the entry system.. IHSS was tasked with developing a program evaluation framework for the Biometric Air and Sea Exit Strategy (BASES) that can be used by DHS to: 1) identify and validate evaluation procedures conducted during the pilot studies of the biometric exit program, 2) conduct process and outcome evaluations of previous biometric exit pilots, 3) provide recommendations for the implementation of future biometric exit activities, and 4) develop a plan to conduct a cost/benefit analysis of recommendations. ...

Regarding your post on government recommendations for nuclear survival:. I am quite impressed to see anyone on the left actually studying and contemplating how best to handle a disaster and how best to release this valuable information.. It wasnt too many years ago the newly formed Department of Homeland Security under then Secretary Ridge released a memo that stated how best to handle a disaster. That memo had numerous items listed included important things like keeping water and food supplies sufficient for at least 72 hours since that was the earliest you should expect help from the Federal Government.. Unfortunately that memo also included the, very accurate and potentially life saving I might add, information about keeping duct tape and plastic on hand (which online also referenced nuclear fallout I think). It was pilloried by those on the left and it became the joke of the year. Everyone from Senator Reid to most liberal Congressmen and The Daily Show on down to Letterman and Leno ripped ...

The rise of the Internet of Things (IoT) has been spurred by many innovations which rely increasingly on machines and services to meet the desire to be more interconnected, collect more data, and eliminate manual tasks.. For professionals in Homeland Security, the Internet of Things has an unlimited amount of potential in fulfilling a variety of missions. It is already being used in border security, immigration, emergency response, and critical infrastructure. Uses of sensor technology include: improving traffic flow; alerting engineers to compromised infrastructure; and monitoring air quality for biohazards, to name just a few. Commercial uses of smart devices are also taking note of peoples movements and habits. The resulting data from products such as cell phones, smart cars, and wearable devices, which track your habits and location, are resulting in large swaths of information useful to companies… and criminals. Hacking into devices such as driverless cars and GPS devices could literally ...

On January 25, 2017, President Trump signed an executive order (see Appendix A) that calls for the construction of a wall along the U.S. southern border to prevent illegal immigration from Mexico.. The executive order includes the following action: "Produce a comprehensive study of the security of the southern border, to be completed within 180 days of this order, […] to obtain and maintain complete operational control of the southern border.". During the election campaign, Trump quantified that the cost of the wall will hover at $8-12 billion. However, politicians and engineers challenged that figure as entirely unrealistic, not even covering the minimum predictable costs.. According to a paper published in MIT Technology Review, a 1,640 km steel-reinforced concrete wall should cost $40 billion. According to the wall expert Mr. Todd Sternfeld, the cost of the wall could exceed $26 billion. The Bernstein Research group has estimated that the cost the new wall could be between $15 and $25 ...

woensdag 28 oktober 2009 The government is being encouraged to prepare to block websites and Internet traffic in the event of a worsening swine flu pandemic that results in network congestion, a move that represents a potential end run around the agenda to regulate the world wide web.. A report by the General Accountability Office warns that a severe pandemic, or a worsening of the H1N1 outbreak, could result in 40 percent absentee rates at work and school, meaning that the Internet would be overloaded with people working from home as well as bored children sucking up bandwidth via online gaming.. Securities exchanges already have back-up systems to cope with such a scenario but the same cannot be said for general commerce, warns the report, adding that the federal government, specifically Homeland Security, should be given the power to block certain websites and regulate Internet traffic.. "Private Internet providers might need government authorization to block popular websites, the report ...

The most common cause of injuries to wild-land firefighters is not burns. When leaders at the California Department of Forestry and Fire Protection (CAL FIRE) noticed their wild-land firefighters were experiencing more heat stress injuries - like heat exhaustion and heat stroke - than burn injuries, they wanted to know why and how to prevent them. They soon realized their uniforms were part of the problem. Working with a team at the University of California, Davis, they developed technical and design specifications for a new uniform aimed at increasing the comfort and breathability while maintaining the current level of protection against flames. In 2011, CAL FIRE approached the Department of Homeland Security Science and Technology Directorates (S&T) First Responders Group (FRG) requesting assistance in developing prototype garments.. ...
