Downloadable! We study the determinants of the diffusion of mobile telecommunications services in the European Union in a logistic model of technology diffusion. We find that the transition from the analogue to the digital technology during the early nineties, and the corresponding increase in spectrum capacity, has had a major impact on the diffusion of mobile telecommunications. The impact of introducing competition was also significant, during both the analogue and the digital period, though the effect was proportionately smaller. Finally, we find that countries which granted first licenses at later points in time, show a significant catching-up effect, though international convergence may be expected only by the year 2006. The empirical results remain robust when other possible determinants of diffusion are included, such as the size of the fixed network and GDP per capita.

In this work, we propose a methodology for calibrating a dependent failure model to compute the reliability in a telecommunication network. We use the Marshall-Olkin (MO) copula model, which captures failures that arise simultaneously in groups of links. In practice, this model is difficult to calibrate because it requires the estimation of a number of parameters that is exponential in the number of links. We formulate an optimization problem for calibrating an MO copula model to attain given marginal failure probabilities for all links and the correlations between them. Using a geographic failure model, we calibrate various MO copula models using our methodology, we simulate them, and we benchmark the reliabilities thus obtained. Our experiments show that considering the simultaneous failures of small and connected subsets of links is the key to obtaining a good approximation of reliability, confirming what is suggested by the telecommunication literature.

And as telecommunications evolve, new networks have increasingly taken attention. In an effort to describe the demand for new networks, this paper investigates the critical mass phenomena that characterize network externalities. The experience to date with the Minitel information service in France serves as an informal empirical check on conclusions. With this base, the paper then draws implications for the domain appropriate to regulation and for universal service pricing under liberalization. It concludes with a speculation about the role of mixed economy, illustrated by the construction of Japanese universal service.
