Three strains of factors influence the process of technology transfer; direct effort that is taken to transfer technologies, the capacity to adopt technologies, and differences in the underlying conditions between donor- and receiving countries. In this context, trade in (capital) goods allows technology import and improved input decisions. Second, trade opens export markets, allowing learning-by-doing. Third and most importantly, trade increases the set of accessible technologies, increasing the scope for imitation. The theoretical insights are compared to the empirical literature that deals with trade and technology transfer. Not surprisingly, it turns out that openness and human capital have a positive influence on the transfer of technology. One potential solution to this problem is to transfer wheelchair designs made in a developed country to a developing country where they can be mass-produced and distributed. Our laboratories, Human Engineering Research Laboratories (HERL), utilize this approach with Artificial Limb Manufacturing Company (ALIMCO) in India to improve the design of their mass-produced (15,000/yr) wheelchairs. An important factor related to successful transfer of wheelchair technology is compensation for material differences between different countries. We preformed standard engineering materials analysis to quantify the difference between the stiffness and failure properties of US and Indian low-carbon steel. in order to adjust designs being sent to an underdeveloped country accordingly. While we had numerous successes, one particular venture that was not successful was the technology transfer of a new CDCA procedure to a Chinese manufacturing facility. In 1984, we were approached through the Canadian government by a pharmaceutical factory in Xian that had access to large volumes of hog bile and an empty factory. Soon after this, I went to China to bring samples of concentrated hog bile back to Canada (getting those through customs was interesting), but the CDCA concentration of the hog bile was lower than in the North American raw material, and the yield was not high enough to be commercially viable. This difference in concentration and yield may have been due to the different breed of pigs and/or their diet. The lack of infrastructure in China in 1984 to move tankers of chemicals needed for the production process in my opinion, may have also contributed to their low concentration and yield.. Some strains of the intracellular Wolbachia bacterium found naturally in some arthropods can been used to control pest populations by altering reproductive success. The presence of this bacterium in males can lead to the death of offspring, when these males mate with uninfected females. Two of the genes in the Wolbachia bacterium which induce this loss of offspring viability have been identified. Our data reveals that these genes can be directly expressed in arthropods to have a similar effect in the absence of the bacterium. Under the Clean Air Act Amendments of 1990, EPA is required to regulate large or majorindustrial facilities that emit one or more of 188 listed hazardousair pollutants (air toxics). Air toxics are those pollutants that are known or suspected of causing cancer or other serious health effects, such as developmental effects or birth defects. On July 16, 1992, EPA published a list of industrial source categories that emit one or more of these hazardous air pollutants. We provide evidence that those countries that caught up the most with the U.S. in the postwar period are those that also saw an acceleration in the speed of adoption of new technologies.
