The results suggest state government respondents have a sound understanding of what corruption is and could distinguish between corruption and misconduct behaviours. However, there was a low level of knowledge about how to report corruption.. Most state government respondents were confident they understood what constitutes corrupt behaviour (79 per cent). Corruption was more likely to be seen as something that happens in Victoria (59 per cent), than as a problem in my workplace (15 per cent) by state government respondents.. Four behaviours - conflict of interest, misuse of information or material, hiring of friends and family and abuse of discretion - were identified as the areas of highest corruption risk by state government respondents. Those behaviours were considered to be the most likely to occur, most likely to have been suspected of occurring, and most likely to have been observed.. ...
MUMBAI, (GNI): Today, a Bombay High Court bench which included Chief Justice Manjula Chellur and Justice GS Kulkarni granted two more months time to the Maharashtra government to submit its already hugely delayed rehabilitation plan for horse carriage owners, drivers and horses so that the Victorias can be removed from Mumbai roads, upon the request of the counsel representing the State. The counsel appearing for the animal protection groups, including People for Ethical Treatment of Animals (PETA) India and People for Animals (PFA) informed the court that because of the delay on the part of the State government proposing a rehabilitation plan, the horses are suffering, and citizens continue to be put at traffic risk. The matter will be now listed in the first week of July.. "How many more abused horses will collapse before the State government implements the 2015 judgment of the Bombay High Court that Victorias must be removed from Mumbai roads?", asks Dr Manilal Valliyate, PETAs director of ...
Dr. Fellows noted that offering free nicotine replacement ultimately reduces the "average cost per quit." In the first program, he said, the total one-year cost for counseling alone was $1.97 million versus $2.25 million when the patch giveaway was added. However, the addition of patches quadrupled the number of smokers who quit, so the cost per quit was $1,050 with the patch giveaway compared with $3,778 without it.. More than 2,100 smokers in the first program quit with the patches during the yearlong analysis; only 527 had quit with counseling alone the previous year. Quitting was defined as at least 30 days of tobacco abstinence at a six-month follow-up interview.. Another factor that may have contributed to the difference was free publicity surrounding the patch giveaway, raising awareness of the smoking quit-line service, the authors said.. "Given persistent resource limitations, state tobacco control program managers should consider reallocating portions of their media promotion budget to ...

The Enugu State Commissioner for Agriculture, Mr Emeka Edeh, said that the state government has decided to shifted its focus to agriculture, as part of its efforts to fast-track the states development.. Edeh informed news men in Enugu on Friday, October 27, that the state government was ready to invest in agricultural value chains in which it had comparative advantages.. He also added that sectors the state government would be shifting focus on are livestock, vegetable and Agro-processing and as these are very important aspects of the value chains.. "What we are doing is adding value to produce processing and marketing; that is why we want to key into value chain development, he said.. Besides, the commissioner said the state government was involved in cassava production and processing, adding that the government was similarly developing other crops in which it had comparative advantages.. In California, deficits of various kinds have become a way of life. On top of an annual budget shortfall of more than $26 billion and unfunded pension liabilities that surpass $500 billion, the Golden State is seeing massive shortfalls in everything from domestic migration (a net loss to other states of nearly 1.4 million people from 2000 to 2008, the worst performance in the nation) to private-sector jobs (a net loss of more than 1 million in the two-year period following the September 2008 financial crisis). But one area of the economy continues to generate a surplus of sorts: state government. By the time the California State Legislatures filing deadline arrived on February 18, Sacramentos 120 legislators had introduced more than 2,300 bills for consideration in 2011. And 750 new laws from last years session have already gone into effect since January.. Unlike most state legislatures, Californias meets full-time. The State Health Care Spending Project, a collaboration between The Pew Charitable Trusts and the John D. and Catherine T. MacArthur Foundation, is examining seven major areas of state health care spending-Medicaid, the Childrens Health Insurance Program, substance abuse treatment, mental health services, prison health care, active state government employee health insurance, and retired state government employee health insurance. The project will provide a comprehensive examination of each of these health programs that states fund. The programs vary by state in many ways, so the research will highlight those variations and some of the principal factors driving them. The project is concurrently releasing state-by-state data on 20 key health indicators to complement the programmatic spending analysis ...

The forthcoming article, "Into the Words: Using Statutory Text to Explore the Impact of Federal Courts on State Policy Diffusion" by Rachael K. Hinkle is summarized here:. We often hear people say that its important to learn from your mistakes. I always figured its even better to learn from someone elses mistakes. One of the key strengths of our federal system of government is that each of the fifty states can learn from one anothers experiences, both good and bad. When we elect state legislators to office, we do not expect them to re-invent the proverbial wheel with every policy decision. Time is a scarce resource in their job, just as it is for all of us. Efficiency becomes key. A particularly efficient way to make policy it to seek out successful policies from other jurisdictions and borrow not only the ideas contained therein, but even use the same phrasing. Borrowing text does not just save time drafting a law. It can have a much more important benefit. State laws have to comply with ...
Since at least Musgrave (1971) and Oates (1972), it has been argued that tax-induced migration severely hinders state attempts at redistribution, and this function of government should thus be administered at the federal level. Nevertheless, states continue to engage in redistribution. Furthermore, results from recent research on the relationship between taxes and migration are mixed, with some studies suggesting that tax-induced migration may be fairly small. Additionally, even if state-level redistribution is less effective than federal action, a role for state governments may remain if tastes for redistribution vary substantially across states. This paper develops a simulation model that is used to examine the effectiveness of state attempts at redistribution under a variety of migration elasticity assumptions. Key outputs from the simulation include the impact of tax-induced migration on state revenues, excess burden, and fiscal externalities. With modest migration elasticities, the costs of state

For example, a drug product may be formulated such that the substance that acts as an antagonist is not clinically active when the product is swallowed but becomes active if the product is crushed and injected or snorted. Substances can be combined to produce an unpleasant effect if the dosage form is manipulated prior to ingestion or a higher dose than directed is used. Certain methods of drug delivery can offer resistance to abuse. For example, a sustained-release depot and injectable formulation that is administered intramuscularly or a subcutaneous implant can be more difficult to manipulate. Any combination of two or more of the above methods can be used to deter abuse even further. ADF will have the most value if they are universally adopted so people cannot switch to other medications that do not have the correct formulation ...

The US has long had one of the more awkward systems for financial regulation in the world. A gigantic insurance company like AIG was regulated by the state government of New York. Every advanced economy has a unified regulator dealing with all organised financial trading, other than the US where this is split between two agencies -- the SEC dealing with the spot market and the CFTC dealing with the derivatives market. Banking regulation in the US is balkanised between multiple agencies and included a considerable role for state governments. Housing finance is distorted by having large PSUs performing social functions. The credit rating business is riven with conflicts of interest. It is perhaps not surprising that the financial crisis of 2008 erupted, given these mistakes in the functioning of the regulatory regime.. In monetary policy, the world has moved towards enshrining the independence of central banks in law, at the same time narrowing their role to monetary policy, requiring transparency ...

The by-elections were dominated by local issues. The party hopes pride in the bomb will matter more in a general election, but this too may turn out to be wishful thinking. The BJP is likely to remain hostage to the demands of minor coalition partners that are threatening to pull the rug from under it. Few in the party now believe the government will last more than a year.. Indeed, it could fall earlier. Jayalalitha Jayaram, whose AIADMK party commands 18 votes, almost provoked a collapse by refusing to attend a meeting of the ruling coalition. This was a clear signal that she might withdraw support unless the BJP met her main demand: the sacking of the state government in Tamil Nadu. The state government is prosecuting her for corruption, and Ms Jayalalitha wants to stop this. With the BJP unlikely to agree to such a demand, she eventually drew back from the brink. But the incident underlined the shakiness of a government whose main achievement after 100 days in office is, according to one BJP ...
The states decision to stop regulating hospital prices in 1992 was a mistake that unleashed the cost increases of today, writes Philip W. Johnston, a health care consultant and former state official. Yet for years since deregulation, the state government had been unwilling to impose new cost controls. Our system works like this: we have hospitals at the local level -> then a health district that covers about 4 or 5 hospitals (this is the level that i work at) -> then there is state health network which is part of state government -> finally national health which runs as a department of federal government. To give you an example of how difficult it is in preparing each hospital is free to make its own decisions about how to handle and treat ebola but they look to us as district public health for advice however we have no authority to actually enforce any particular approach, for that we have to ask state and national for legislative approval (which is a nightmare) and in most cases they will leave it up to the hospitals to call their own shots (this i think is probably the error that caused the Dallas incident, too many people making different decisions). When it comes to situation like transferring a patient from a generic hospital to our designated hospital we then need to bring in ambulance ...

Its hard having discussions about difficult issues, but we need to. The state legislature should be a place for our elected representatives to have these difficult but necessary conversations. Senator Foreman, I appreciate your strong stance on abortion. I believe a civil and honest discussion might help us all understand just how important this issue is to each other. The computer climate models that are the only reason for fears of dangerous, manmade global warming have proven wrong. They predict warming at twice the rate actually observed since the 1970s, and they failed to predict the complete absence of warming since January 1997. There remains, therefore, no good reason for the fears. It follows that policies to fight global warming fight a non-problem. They waste trillions of dollars needed instead to help the worlds poor meet much more urgent needs. In developed countries they slow, stop, or reverse economic growth, destroy jobs, and raise energy costs, harming everyone-especially the poor and elderly. And, by depriving developing nations of the abundant, affordable, reliable energy they need to rise and stay out of poverty, they would condemn them to more generations of poverty, disease, suffering, and death. Therefore we petition the President, Congress, our governors, our state legislatures, and county and city governments to repeal all policies ...

Today, as thirty-one state legislatures consider mandating the vaccine for middle school girls, skepticism about the wisdom of embarking on this swift and widespread inoculation program has bubbled up from critics who span the political spectrum. These strange bedfellows include Christian conservatives and their abstinence-only ilk, who have long argued that safe sex encourages profligate sex; a slew of Big Pharma critics, who see how Merck (which stands to make $4 billion a year on the vaccine by most estimates) is angling to corner this huge new vaccine market; the growing antivaccine movement, which objects to all such school-entry requirements; the parental-rights folks with a libertarian strain, who bridle at any mandates regarding their childrens health; and a smattering of womens health advocates, who worry that the pace of the vaccines introduction is jeopardizing its ultimate success. ...

This had the result of restricting the enrollment (370 just before WWII) in the short courses, exactly what dean Christenson had feared. In 1947 the university petitioned the state legislature for funding for short course dorms. This financing was not immediately forthcoming, and in the absence of any alternative, students continued to be housed in the old condemned buildings. Extra students had to find housing in town, and since short course students did not arrive in Madison until November, city housing was often very hard to find. Even after the new short course dorms were funded and built in 1949, Kleinheiz Hall contin- ued to be used as housing for overflow short course enrollment.
