In the past decades, the inappropriate subsidy policies in many nations have caused problems such as serious oversupply, fierce competition and subpar social welfare in the photovoltaic (PV) industry in many nations. There is a clear shortage in the PV industry literature regarding how dual supply chains compete and the key decision issues regarding the competition between dual PV supply chains. It is critical to develop effective subsidy policies for the competing PV supply chains to achieve social welfare maximization. This study has explored the dual PV supply chain competition under the Bertrand competition assumption by three game-theoretical modeling scenarios (or supply chain strategies) considering either the public subsidy or no subsidy from a social welfare maximization perspective. A numerical analysis complemented by two sensitivity analyses provides a better understanding of the pricing and quantity decision dynamics in the dual supply chains under three different supply chain strategies

The social welfare function, proposed by Amartya Sen in 1973, is a measure of a societys overall welfare. It is calculated as the product of GDP per capita and the difference between 1 and the societys gini coefficient: W G i n i = Income ¯ ⋅ ( 1 − G ) {\displaystyle W_{\mathrm {Gini} }={\overline {\text{Income}}}\cdot \left(1-G\right)} The table below shows Sens social welfare function using data from the CIA and another version using data from the IMF and UN. Downloadable! This paper studies social welfare in a heterogeneous population under the criteria of efficiency and sustainable heterogeneity. As is well known, heterogeneity in time preference results in substantial inequality. This paper shows that, even if households have heterogeneous preferences, there is a balanced growth path on which all the optimality conditions of all heterogeneous households are equally and indefinitely satisfied, and heterogeneity is sustainable on this path. The existence of a unique sustainable path will shed new light on social welfare issues, but this path cannot necessarily be naturally obtained by relying only on markets. Sustainable heterogeneity is politically fragile and requires rational―not unconditional―sacrifice and altruism, and interventions by the authority are justified. Sustainable heterogeneity indicates that globalization should be accompanied by measures that support developing countries and that a GDP modified for measures of sustainable

Recent work extends Arrows theorem to various restricted but ``saturating domains of privately oriented, continuous, (strictly) convex, and (strictly) monotone ``economic preferences for private and/or public goods. For strongly saturating domains of more general utility profiles, this paper provides similar extensions of Wilsons theorem and of the strong and weak ``welfarism results due to dAspremont and Gevers and to Roberts. Hence, for social welfare functionals with or without interpersonal comparisons of utility, most previous classification results in social choice theory apply equally to strongly saturating economic domains. The U.S. 2009 Tobacco Control Act opened the door for new anti-smoking policies by giving the Food and Drug Administration broad regulatory authority over the tobacco industry. We develop a behavioral welfare economics approach to conduct cost-benefit analysis of FDA tobacco regulations. We use a simple two-period model to develop expressions for the impact of tobacco control policies on social welfare. Our model includes: nudge and paternalistic regulations; an excise tax on cigarettes; internalities created by period 1 versus period 2 consumption; and externalities from cigarette consumption. Our analytical expressions show that in the presence of uncorrected externalities and internalities, a tax or a nudge to reduce cigarette consumption improves social welfare. In sharp contrast, a paternalistic regulation might either improve or worsen social welfare. Another important result is that the social welfare gains from new policies do not only depend on the size of the internalities and ...

The social development approach seeks to integrate economic and social policies within a dynamic development process in order to achieve social welfare objectives. This first comprehensive textbook on the subject demonstrates that social development offers critically significant insights for the developed as well as the developing world. James Midgley describes the social development approach, traces its origins in developing countries, reviews theoretical issues in the field and analyzes different strategies in social development. By adding the developmental dimension, social development is shown to transcend the dichotomy between the residualist approach, which concentrates on targeting resources to the most needy, and th

SlERILIZAliON AND SOCIAL WELFARE A Survey of Current Developments in North Carolina By MOYA WOODSIDE Institute for Research in Social Science, University of North Carolina Therapeutic sterilization may be defined as an opera-tion intended to benefit the health of the subject, whereas the purpose of eugenic sterilization is to prevent the transmission of diseases and defects to future generations. In everyday practice, apart from certain grave mental disorders or some urgent physical indications for the procedure, we find that the two categories are not sharply contrasted but tend to shade into each other at different points on a scale; and this overlapping is especially noticeable in cases from those lower-income groups which come within the purview of State agencies. We may cite, for example, the multipara of borderline mentality, who is as likely to require relief from further pregnancies on the physical grounds of exhaustion, cardio-vascular symptoms of pelvic damage as she is on grounds of ...

In the Roman Empire, the first emperor Augustus provided the Cura Annonae or grain dole for citizens who could not afford to buy food every month. Social welfare was enlarged by the Emperor Trajan.[2] Trajans program brought acclaim from many, including Pliny the Younger.[3] The Song dynasty government (c.1000AD in China) supported multiple programs which could be classified as social welfare, including the establishment of retirement homes, public clinics, and paupers graveyards. According to economist Robert Henry Nelson, "The medieval Roman Catholic Church operated a far-reaching and comprehensive welfare system for the poor..."[4][5]. Early welfare programs in Europe included the English Poor Law of 1601, which gave parishes the responsibility for providing welfare payments to the poor.[6] This system was substantially modified by the 19th-century Poor Law Amendment Act, which introduced the system of workhouses.. Public assistance programs were not called welfare until the early 20th ...

In Haakens explanation of the conflict between the movement against domestic violence and the state, we observe many advocates ambivalence towards working with the police and the courts. She describes how the movement has dealt with this ambivalence about working with the state by dividing the state into the "bad" and patriarchal criminal justice system and the "good" and maternal social welfare state.. The limitations of this split are made apparent in the spaces in the social welfare state where the child welfare and the movement against domestic violence overlap. For example, women who have been battered have had their children taken away from them for failing to protect them from violence in the home. This sets up battle lines between child welfare advocates and advocates against domestic violence, shifting the focus from challenging the state to challenging one another.. Additionally, this split between the "good" and "bad" state makes it difficult for advocates to identify the complexity ...

Moreover, with the vast majority of mothers working outside the home, mothers are required to rely on people or programs outside the nuclear family for at least part of their childrens care, which may also foster their appreciation for a supportive and generous social welfare state. The fact that the liberal effect of motherhood remains highly significant even in the regression model (Table 2) when potentially confounding variables are controlled, means that it is not simply Democratic or unmarried or poor mothers that are driving the liberal motherhood effect. Consistent with some feminist theories, there seems to be something about the experience of being a mother that leads to more liberal social welfare attitudes (Ruddick 1980, 1989; Sapiro 1983). It may be that the act of nurturing children fosters empathy and caring, thereby generating more liberal attitudes concerning the role of government in helping others ...

Fianna Fáil Spokesperson on Social Protection Deputy Willie ODea TD has said that changes are needed to the Social Welfare Bill to ensure that Lone Parents are treated fairly.. "Ive tabled a number of amendments to the Social Welfare Bill including a review of changes that were made to the One Parent Family Payment and a review of the eligibility criteria for the State Contributory Pension that will be discussed at todays meeting of the Social Protection Committee," said ODea.. "The punitive changes that were introduced by the last Government must be reviewed. Quite simply, many lone parents and their children are living in significant poverty, and social exclusion is increasing in lone parent households.". "The evidence is clear on this matter. Policy decisions taken by the last Government have exacerbated the challenges facing lone parents. What must happen, if we are to work in an evidence-based system, is that these policy decisions be reviewed.". Deputy ODea has also put forward ...
There is considerable confusion over the meaning of the emotion-laden word "socialism." Socialism is government ownership of productive assets; social welfare is the redistribution of incomes to fund entitlements.. Many readers decry what they perceive as the "creeping socialism" of the Obama administration. Some are referring to the quasi-governmental ownership of private enterprises like various banks and General Motors, while others are referring to the "tax the rich" and "unions can do no wrong" ideology which seems to fuel many of the Obama administrations policies.. In the U.S., "socialism" carries a heavily negative connotation of government redistribution of wealth--the European model of a high-tax, generous social welfare economy is seen as "socialist" while the lower-tax (in terms of basic tax rates but not necessarily in reality) U.S. model is seen as "capitalist" (heh).. When it comes to helping the needful and underprivileged, social welfare only seems to take us so far. Band-Aid policies that grant assistance help those who require a leg up, but dependence is not independence, no matter how well intentioned. Human beings want to be engaged, and this is where Carolyn Hodges Forward Foundation takes assistance one step further.. Forward Foundation is a newly established nonprofit in Eugene that donates mobile homes to struggling but upward-moving families stable enough to take over the necessary finances. The idea, Hodge says, is that ownership instills in folks a sense of engagement and dignity - something sometimes lacking when people get stuck on the cycle of social welfare.. "Its going to be kept very simple," Hodge says. "The trailer will be donated to them. The only thing that we really ask in return is two things - that they be willing to donate 15 to 20 hours of their time over the next year toward refurbishing trailers for other people, and then well ...

Electronic exchanges have enhanced the viability of secondary markets including markets for used books. Online used book markets offer a wider selection, lower search costs, and significantly lower prices than do physical used bookstores. The increased viability of online used book markets has caused concern among groups such as the Book Publishers Association and Authors Guild, who believe that used book markets will significantly cannibalize new book sales. These propositions, while theoretically possible, are based on speculation as opposed to empirical evidence. In this research, we use a unique dataset collected from Amazon.coms new and used marketplaces to estimate the impact of online used book markets on new book sales. Our analysis suggests that only 15 percent of used book sales at Amazon cannibalize new book purchases. The remaining 85 percent of used book sales apparently would not have occurred at Amazons new book prices. This low cannibalization means that book publishers lose

American universities are a magnet for postgraduate, and increasingly also for undergraduate, students from other countries. These two facts suggest that American universities (like Posner I use the word university to stand also for colleges) are doing a very good job of catering to the interests of students the world over. More generally, American universities are pretty successful in producing higher education...

DM v Y City Council [2017] EWCOP 13, Bodey J, 15 June 2017. On a s 21A MCA 2005 application the court determined that it was in DMs best interests to remain in the current care home where he was forbidden to drink alcohol rather than move to a home that allowed the consumption of alcohol.. DM suffered from Korsakoffs Syndrome and lacked capacity to make decisions as to his care and residence and as to drinking alcohol. He needed support with all aspects of daily living. DM wished to drink alcohol. Expert evidence established that in view of his cirrhosis of the liver even if he were to drink a relatively low level of alcohol his life expectancy would be significantly reduced. The judge was referred to Aintree University Hospital NHS Foundation Trust v James [2013] UKSC 67 and Local Authority X v MM and Another [2007] EWHC 2003 including the passage in Munby Js judgment, "What good is making someone safe if it merely makes them miserable?". Bodey J considered it a finely balanced decision, and ...
This state of affairs is not entirely new; social welfare groups have long been involved in politics. In 2000, for example, the NAACP National Voter Fund, which is a social welfare group, ran hard-hitting ads just days before the election criticizing George Bush for his opposition to hate-crimes legislation. Whats new is the scale of involvement of such groups in elections, which has expanded dramatically in the wake of Citizens United and is part of the increasing flood of money in elections. The most prominent of a new crop of the groups is the Karl Rove-affiliated Crossroads GPS - which raised $43 million in the 2010 midterm elections and is expected to become an even bigger force this year after pledging to raise and spend $300 million with its sister super PAC, American Crossroads. Democrats are also expanding their use of the groups, led by pro-Obama Priorities USA, which raised $2 million last year. Precisely because they offer anonymity, such groups may be attractive vehicles for ...

This book explores the role of the welfare state in the overall wealth and wellbeing of nations and in particular looks at the American welfare state in comparison with other developed nations in Europe and elsewhere. It is widely believed that the welfare state undermines productivity and economic growth, that the United States has an unusually small welfare state, and that it is, and always has been, a welfare state laggard.

Analysis. The modern welfare state, one in which a socially sensitive Congress has been eager to soothe the pangs of poverty, hunger, disease and aging, has created a huge safety net, but people keep falling through it. It definitely has not been as sturdy as Congress or the advocates for societys neglected, outcast or under-served had wanted. The question, in the wake of Thursdays compromise decision by the Supreme Court, salvaging a part of Congresss massive expansion of the Medicaid program for the poor, is whether a gaping new hole has been opened in that net.. If there is a hole, huge or less so, it has a name: the "coercion" theory. Seven Justices of the Supreme Court, rescuing that theory from the back of historys closet where it has remained totally unused, embraced at least a version of the idea that Congress can make life so tough for its state partners in a joint social welfare program that it violates the Constitution. In the form outlined in the opinion by Chief Justice John G. ...
The Kanta Services issues test IDs used in the client test service. It is possible to issue different kinds of test IDs. Test patients of different ages (adults and minors) and genders can be requested from the Kanta Services according to need. Furthermore, it is possible to create family relationships and realistic names viewed in My Kanta Pages for the test patients.. When testing Kelas certificates and statements and their transmission, a test ID generated for this purpose must be requested. The testing of certificate transmission will only be successful with test IDs generated separately for this function.. Test IDs issued for independent testing may be cross-used for testing different Kanta Services, i.e. you can use the same test ID for testing, e.g. Prescription and the client data archive for social welfare services. However, test IDs issued for joint testing may only be used for carrying out test cases in joint testing.. Test IDs may be requested from [email protected] Please ...

OECD Observer: Sections » Spotlights » Social policy spotlight . Like many OECD countries, the Netherlands is in the middle of a debate on how to amend the welfare state. Trends such as population ageing, globalisation, technological progress and individual freedoms make it necessary to consider changes to the social welfare system that go beyond adjusting benefit rates or sharpening financial incentives. A recent policy initiative by the Dutch government merits attention. We call it the individual life-cycle savings scheme (levensloopregeling).
Finland was a province and then a grand duchy under Sweden from the 12th to the 19th centuries, and an autonomous grand duchy of Russia after 1809. It gained complete independence in 1917. During World War II, Finland successfully defended its independence through cooperation with Germany and resisted subsequent invasions by the Soviet Union - albeit with some loss of territory. In the subsequent half century, Finland transformed from a farm/forest economy to a diversified modern industrial economy; per capita income is among the highest in Western Europe. A member of the EU since 1995, Finland was the only Nordic state to join the euro single currency at its initiation in January 1999. In the 21st century, the key features of Finlands modern welfare state are high quality education, promotion of equality, and a national social welfare system - currently challenged by an aging population and the fluctuations of an export-driven economy ...
Michelle Johnson-Motoyama, associate professor of social welfare, received a grant in 2012 from the Lois and Samuel Silberman Fund of the New York Community Trust to assess the needs of Hispanic children in contact with the child welfare system in the United States and to develop training to better serve families. The findings indicated that, while Hispanic children age birth to 3 receive more referrals for early intervention, they often do not receive treatment or services.. "Research suggest Hispanic children, especially Hispanic children of immigrants in contact with the child welfare system, are at a high risk of developmental difficulties and are not getting the services they need for several reasons, including lack of coordination of services and many others," Johnson-Motoyama said.. The disparity is especially troubling given that in 2003 the Keeping Families Safe Act was passed, requiring all children younger than 3 years of age in child welfare systems to receive a referral for early ...
In the early-mid 2000s, Germany adopted a complex set of labor/social welfare reforms to overcome structural weaknesses of the German welfare state and to create policies more conductive to employment. Defying a skeptical German public, the coalition government of Chancellor Angela Merkel initiated additional reform measures, such as the gradual increase in the mandatory retirement age from 65 to 67--a move that would add 2.5 million to the workforce by 2030. Subsequently, however, there has been active political debate and some rollback of these labor reforms; most notably the government decided to extend the payment period of unemployment benefits to older workers in early 2008. Fifteen years after reunification (October 3, 1990), Germany had made great progress in raising the standard of living in eastern Germany, introducing a market economy and improving its infrastructure. At the same time, the process of convergence between east and west is taking longer than originally expected and, on ...

In addition, like all foundations, plan foundations are designed to exist in perpetuity. As a result, $450 million is dispensed yearly to support widely diverse causes under a broad interpretation of the word "health.". For example, the California Endowment and California HealthCare, sister foundations formed from the Blue Cross of California conversion, have forever changed the lives of needy in that state. In a program called One-e-App, they granted $11 million to groups that jet propelled enrollment in social welfare programs by turning cumbersome, ineffective, multiple 28-page written applications into a 30-minute, error-free, streamlined computer eligibility check, ensuring that far more people in that state receive the ...

Economy - overview: Russia, a vast country with a wealth of natural resources, a well-educated population, and a diverse, but declining, industrial base, continues to experience formidable difficulties in moving from its old centrally planned economy to a modern market economy. Most of 1996 was a lost year for economic reforms, with government officials focused in the first half of the year on President YELTSINs reelection and then on his medical problems. The only major success was in the fight against inflation, which fell from 131% in 1995 to 22% in 1996. Russia failed to make any progress in restructuring its social welfare programs to target the most needy - among whom are many of the old pensioners - or to pass needed tax reform. While approximately 75% of industry has now been privatized, the agricultural sector has undergone little reform since the break-up of the Soviet Union. Stockholder rights remain weak while crime and corruption are rampant in much of the economy. Many ...
Stages of System Development. The PAS system is a phenomenon of the last half of the 20th century. There have been three periods of system development. The first stage was the adaptation phase, when states modified old systems and programs to meet contemporary demands. The first PAS programs were jerry-rigged from systems built in the late 1950s and early 60s for other purposes. The earliest PAS programs developed from social welfare programs for protection against abuse, neglect, and the ravages of poverty, using chore workers who were sent to families to help them in time of need (Litvak, Heumann, & Zukas, 1987).. Over the past 30 years a gradually increasing number of states chose to make PAS an entitlement under their Medicaid program (Litvak & Kennedy, 1992). Medicaid provides health, hospitalization, and institutional care as well as a wide variety of optional health related services to "aged and disabled" people. However, there are still 18 states with no "personal care option" included ...
In a state enforcement action alleging violations of Californias lending law and seeking to enjoin continued lending to state residents, a California Court of Appeal has ruled that tribal sovereign immunity shielded the two tribally affiliated entities that operated the Internet payday lending businesses at issue. In The People of the State of California v. Miami Nation Enterprises, et al., the appellate court affirmed the trial courts order dismissing the enforcement action for lack of subject matter jurisdiction, based on the defendants entitlement to tribal sovereign immunity. One of the payday loan operators was a tribal entity "wholly owned and controlled" by a federally recognized Indian tribe. The other operator was a "chartered tribal corporation" that was wholly owned by a second federally recognized Indian tribe. Both entities were formed for the stated purpose of funding governmental services provided by their respective tribes, including social welfare programs, and the articles ...
The UK, a leading trading power and financial center, is one of the quartet of trillion dollar economies of Western Europe. Over the past two decades the government has greatly reduced public ownership and contained the growth of social welfare programs. Agriculture is intensive, highly mechanized, and efficient by European standards, producing about 60% of food needs with only 1% of the labor force. The UK has large coal, natural gas, and oil reserves; primary energy production accounts for 10% of GDP, one of the highest shares of any industrial nation. Services, particularly banking, insurance, and business services, account by far for the largest proportion of GDP while industry continues to decline in importance. GDP growth slipped in 2001-03 as the global downturn, the high value of the pound, and the bursting of the "new economy" bubble hurt manufacturing and exports. Still, the economy is one of the strongest in Europe; inflation, interest rates, and unemployment remain low. The ...
The importation of illicit drugs in the United-States is a close second to the import of petroleum. According to the NIDA, drug abuse has an economic impact on society of $67 billion per year. This includes costs related to crime, drug abuse treatment, medical costs and time lost from work and social welfare programs. NIDA also states that getting treatment can reduce these costs ...

INTRODUCTION. Poverty has emerged as one of the biggest challenges to the governments across the world in contemporary times. Ameliorating poverty and preventing it through insuring against socially recognized risks of income interruption are the most fundamental aspects of state social provision. The English social scientist Richard Titmuss defined social services as "a series of collective interventions that contribute to the general welfare by assigning claims from one set of people who are said to produce or earn the national income to another set of people who may merit compassion and charity". Welfare policy, whether it is the product of governmental, voluntary, or corporate institutions, is concerned with allocating goods, services, and opportunities to enhance social functioning.1 While in a lot of countries, welfare is provided by governments, it is also supplemented by efforts of the social groups, charities, religious groups, Non-Governmental Organizations (NGOs) etc. Social welfare ...
Great Britain has substantially reconfigured the way it provides social insurance and social welfare cash transfers over the last four decades. In 1971 it provided first tier universal needs-based cash transfers via its Supplementary Benefit program. It provided somewhat higher second tier cash transfers via its Unemployment Benefit program for those expected to work. Great Britains major social insurance program for working age people with disabilities between 1971 and 1995 was its Invalidity Benefit (IVB). All those of working age who were deemed unable to work in their usual occupation on grounds of ill health or disability (determined largely by the claimants family doctor) and who had a record of sufficient social insurance contributions (paid during employment) were eligible, initially for Sickness Benefit (the first 28 weeks) and subsequently for IVB.. Both Sickness Benefit and IVB-proper recipients were counted in the IVB register. Individuals with an insufficient record of social ...

Child maltreatment has well-established, wide-ranging, and long-term negative effects on children. Most children who have experienced maltreatment and are receiving services through the Child Welfare System (CWS) remain in their homes with their caregivers. While the need for parenting services is extensive, few intervention programs have proven to be efficacious in reducing child abuse and neglect within the CWS population, especially for infants and toddlers. It is essential that social service practitioners within the CWS delivery system are equipped to provide brief interventions to maltreating parents. This grant, Training Social Work Providers: Intervention for Maltreating Families of Infants and Toddlers, is an evaluation of a training program for social welfare providers to implement a brief attachment theory-based intervention to families who have been investigated for child abuse and neglect by Child Protective Services. The program (Promoting First Relationships [PFR]; Kelly, ...
Germany can deal with the arrival of hundreds of thousands of refugees without cutting social welfare benefits or raising taxes, Vice Chancellor Sigmar Gabriel says.
provided that: The Congress finds as follows:. (1) For Federal fiscal year 2004, child protective services (CPS) staff nationwide reported investigating or assessing an estimated 3,000,000 allegations of child maltreatment, and determined that 872,000 children had been abused or neglected by their parents or other caregivers.. (2) Combined, the Child Welfare Services (CWS) and Promoting Safe and Stable Families (PSSF) programs provide States about $700,000,000 per year, the largest source of targeted Federal funding in the child protection system for services to ensure that children are not abused or neglected and, whenever possible, help children remain safely with their families.. (3) A 2003 report by the Government Accountability Office (GAO) reported that little research is available on the effectiveness of activities supported by CWS funds-evaluations of services supported by PSSF funds have generally shown little or no effect.. Roger,. [A response to your 3:57AM comments on public opinion and policy…]. I think you are way too quick to discount the important connection between public opinion and climate policy. In part, our contrasting views stem from some differing assumptions and imperatives between our two sub-disciplines. Yet in this case, I believe the reasoning and the evidence supports my position.. Heres why, starting with relevant examples from welfare and immigration and then moving to climate:. ->The research in political science on the general connection between public opinion and policy is mixed. Some argue that it has a powerful influence; others conclude that the influence of public opinion is really only as a constraint on policy; while others see it as having little or no influence. My answer is that it depends. (For an overview, see Shapiro & Jacobs chapter in Glynn et al. 1999, Public Opinion. Westview Press.). ->Take for example social welfare reform in the mid-1990s, another area where I am ...
