In the past decades, the inappropriate subsidy policies in many nations have caused problems such as serious oversupply, fierce competition and subpar social welfare in the photovoltaic (PV) industry in many nations. There is a clear shortage in the PV industry literature regarding how dual supply chains compete and the key decision issues regarding the competition between dual PV supply chains. It is critical to develop effective subsidy policies for the competing PV supply chains to achieve social welfare maximization. This study has explored the dual PV supply chain competition under the Bertrand competition assumption by three game-theoretical modeling scenarios (or supply chain strategies) considering either the public subsidy or no subsidy from a social welfare maximization perspective. A numerical analysis complemented by two sensitivity analyses provides a better understanding of the pricing and quantity decision dynamics in the dual supply chains under three different supply chain strategies

The social welfare function, proposed by Amartya Sen in 1973, is a measure of a societys overall welfare. It is calculated as the product of GDP per capita and the difference between 1 and the societys gini coefficient: W G i n i = Income ¯ ⋅ ( 1 − G ) {\displaystyle W_{\mathrm {Gini} }={\overline {\text{Income}}}\cdot \left(1-G\right)} The table below shows Sens social welfare function using data from the CIA and another version using data from the IMF and UN. Downloadable! This paper studies social welfare in a heterogeneous population under the criteria of efficiency and sustainable heterogeneity. As is well known, heterogeneity in time preference results in substantial inequality. This paper shows that, even if households have heterogeneous preferences, there is a balanced growth path on which all the optimality conditions of all heterogeneous households are equally and indefinitely satisfied, and heterogeneity is sustainable on this path. The existence of a unique sustainable path will shed new light on social welfare issues, but this path cannot necessarily be naturally obtained by relying only on markets. Sustainable heterogeneity is politically fragile and requires rational―not unconditional―sacrifice and altruism, and interventions by the authority are justified. Sustainable heterogeneity indicates that globalization should be accompanied by measures that support developing countries and that a GDP modified for measures of sustainable

Recent work extends Arrows theorem to various restricted but ``saturating domains of privately oriented, continuous, (strictly) convex, and (strictly) monotone ``economic preferences for private and/or public goods. For strongly saturating domains of more general utility profiles, this paper provides similar extensions of Wilsons theorem and of the strong and weak ``welfarism results due to dAspremont and Gevers and to Roberts. The U.S. 2009 Tobacco Control Act opened the door for new anti-smoking policies by giving the Food and Drug Administration broad regulatory authority over the tobacco industry. We develop a behavioral welfare economics approach to conduct cost-benefit analysis of FDA tobacco regulations. We use a simple two-period model to develop expressions for the impact of tobacco control policies on social welfare. Our model includes: nudge and paternalistic regulations; an excise tax on cigarettes; internalities created by period 1 versus period 2 consumption; and externalities from cigarette consumption. Our analytical expressions show that in the presence of uncorrected externalities and internalities, a tax or a nudge to reduce cigarette consumption improves social welfare. In sharp contrast, a paternalistic regulation might either improve or worsen social welfare. Another important result is that the social welfare gains from new policies do not only depend on the size of the internalities and ...

The social development approach seeks to integrate economic and social policies within a dynamic development process in order to achieve social welfare objectives. This first comprehensive textbook on the subject demonstrates that social development offers critically significant insights for the developed as well as the developing world. James Midgley describes the social development approach, traces its origins in developing countries, reviews theoretical issues in the field and analyzes different strategies in social development. By adding the developmental dimension, social development is shown to transcend the dichotomy between the residualist approach, which concentrates on targeting resources to the most needy, and th

SlERILIZAliON AND SOCIAL WELFARE A Survey of Current Developments in North Carolina By MOYA WOODSIDE Institute for Research in Social Science, University of North Carolina Therapeutic sterilization may be defined as an opera-tion intended to benefit the health of the subject, whereas the purpose of eugenic sterilization is to prevent the transmission of diseases and defects to future generations. In everyday practice, apart from certain grave mental disorders or some urgent physical indications for the procedure, we find that the two categories are not sharply contrasted but tend to shade into each other at different points on a scale; and this overlapping is especially noticeable in cases from those lower-income groups which come within the purview of State agencies. We may cite, for example, the multipara of borderline mentality, who is as likely to require relief from further pregnancies on the physical grounds of exhaustion, cardio-vascular symptoms of pelvic damage as she is on grounds of ...

In the Roman Empire, the first emperor Augustus provided the Cura Annonae or grain dole for citizens who could not afford to buy food every month. Social welfare was enlarged by the Emperor Trajan.[2] Trajans program brought acclaim from many, including Pliny the Younger.[3] The Song dynasty government (c.1000AD in China) supported multiple programs which could be classified as social welfare, including the establishment of retirement homes, public clinics, and paupers graveyards. According to economist Robert Henry Nelson, The medieval Roman Catholic Church operated a far-reaching and comprehensive welfare system for the poor...[4][5]. Early welfare programs in Europe included the English Poor Law of 1601, which gave parishes the responsibility for providing welfare payments to the poor.[6] This system was substantially modified by the 19th-century Poor Law Amendment Act, which introduced the system of workhouses.. Public assistance programs were not called welfare until the early 20th ...

In Haakens explanation of the conflict between the movement against domestic violence and the state, we observe many advocates ambivalence towards working with the police and the courts. She describes how the movement has dealt with this ambivalence about working with the state by dividing the state into the bad and patriarchal criminal justice system and the good and maternal social welfare state.. The limitations of this split are made apparent in the spaces in the social welfare state where the child welfare and the movement against domestic violence overlap. For example, women who have been battered have had their children taken away from them for failing to protect them from violence in the home. This sets up battle lines between child welfare advocates and advocates against domestic violence, shifting the focus from challenging the state to challenging one another.. Additionally, this split between the good and bad state makes it difficult for advocates to identify the complexity ...

Joseph Goebbels once applauded the generosity of Hitlers welfare state, boasting in a 1944 editorial, Our Socialism, that We and we alone [the Nazis] have the best social welfare measures. Everything is done for the nation… the Jews are the incarnation of capitalism. After all, in addition to old age insurance (social security) and universal socialized single-payer healthcare, the Nazi administration provided a plethora of social safety net benefits: rent supplements, holiday homes for mothers, extra food for larger families, over 8,000 day-nurseries, unemployment and disability benefits, old-age homes, and interest-free loans for married couples, to name just a few. But there was more: under the Third Reichs redistributive-like policies, the main social welfare organization-the National Socialist Peoples Welfare (NSV)-was not only in charge of doling out social relief but intended to realize the vision of society by means of social engineering. In other words, the Nazi welfare ...
Moreover, with the vast majority of mothers working outside the home, mothers are required to rely on people or programs outside the nuclear family for at least part of their childrens care, which may also foster their appreciation for a supportive and generous social welfare state. The fact that the liberal effect of motherhood remains highly significant even in the regression model (Table 2) when potentially confounding variables are controlled, means that it is not simply Democratic or unmarried or poor mothers that are driving the liberal motherhood effect. Consistent with some feminist theories, there seems to be something about the experience of being a mother that leads to more liberal social welfare attitudes (Ruddick 1980, 1989; Sapiro 1983). It may be that the act of nurturing children fosters empathy and caring, thereby generating more liberal attitudes concerning the role of government in helping others ...

Most of the children being brought to the center were not sick. Fianna Fáil Spokesperson on Social Protection Deputy Willie ODea TD has said that changes are needed to the Social Welfare Bill to ensure that Lone Parents are treated fairly.. Ive tabled a number of amendments to the Social Welfare Bill including a review of changes that were made to the One Parent Family Payment and a review of the eligibility criteria for the State Contributory Pension that will be discussed at todays meeting of the Social Protection Committee, said ODea.. The punitive changes that were introduced by the last Government must be reviewed. Quite simply, many lone parents and their children are living in significant poverty, and social exclusion is increasing in lone parent households.. The evidence is clear on this matter. Policy decisions taken by the last Government have exacerbated the challenges facing lone parents. What must happen, if we are to work in an evidence-based system, is that these policy decisions be reviewed.. Deputy ODea has also put forward ...

From the perspective of constitutional doctrine, the Supreme Courts decision follows from 75 years of unbroken precedents.. The fisheries sector depends on the coastal area in a variety of ways, both directly (e.g. resources and space) and indirectly (e.g. factors affecting biological productivity). This makes the sector particularly susceptible to land- and sea-based activities that have an impact on the coastal environment. To a lesser degree, the sector also generates negative effects on other activities that are concentrated on the coastal area. While many of the interactions within the fisheries sector and between the sector and other activities (e.g. agriculture, forestry and tourism) are of a competitive or antagonistic nature, a number of complementary interactions may also exist. If the fisheries sector is to make an optimal contribution to economic and social welfare, these interactions must be taken into account and the development and management of fisheries integrated within the wider context of coastal area management.. A first challenge facing fisheries authorities is to establish clearly the social ...

Medicaid was established in 1965 through the Title XIX of the Social Security Act. This federal-state program was developed to finance health care for low-income persons, specifically the categorically needy and the medically needy. Categorically needy are those receiving Aid to Families with Dependent Children (AFDC) (now Temporary Assistance for Needy Families) and those who receive Supplemental Security Income (SSI) because they are aged, blind, or disabled. All states must cover the categorically needy. The medically needy are those who have enough money to live on, but not enough to pay for medical care. In 1972, an amendment to the Social Security Act added family planning services to the list of essential services. One purpose of the federal government was to ensure medical care for those on welfare, predominantly single, poor women, and their children. The link to cash assistance is a defining characteristic of the program and makes this an entitlement program.. The Medicaid program, ...

This section provides an overview of current thinking on risk assessments in child welfare. Given that child welfare services are primarily geared toward maintaining the safety of children who are at risk of future maltreatment, the literature mostly focuses on the development and use of various strategies for finding those cases with the highest degree of risk. Beginning in the 1980s, there was widespread discussion about how to go about creating tools to achieve this aim. Wald and Woolverton 1990 expertly captures many of the most important elements of these debates and pushed the field to consider both the statistical properties of the tools as well as their potential use. Gambrill and Shlonsky 2000 extends this work as part of a Children and Youth Services Review issue on risk assessment in child welfare, detailing the many errors that can occur in individual decision making, both with and without reliable and valid statistical tools. These works were followed by Rycus and Hughes 2003, which ...
Why is Kansas pursuing tougher welfare rules?, By Amanda Paulson, April 7, 2015, Christian Science Monitor: Starting in July, welfare recipients in Kansas wont be able to use government aid to go to a tattoo parlor, nail salon, movie theater, or swimming pool, among other spots, assuming Gov. Sam Brownback signs the measure passed by the state legislature. The maximum they can withdraw from an ATM will also be limited, to $25 a day. They wont be able to spend their benefits out of state, and the maximum amount of time they can receive Temporary Assistance for Needy Families (TANF) over the course of a lifetime will be reduced from 48 to 36 months. States have great discretion with regard to the rules they can put in place for TANF block grants, and a number of states have sought to limit in various ways how recipients can use those funds. But the bill in Kansas, as well as measures being debated in Missouri that would severely curb eligibility and impose restrictions on how recipients can use ...
This paper is a discussion of the issues and treatment options for women recovering from substance abuse disorders with a comorbid depressive disorder. A summary of the development of substance abuse, substance abuse treatment, and relapse is given. Gender differences between substance dependent males and females are discussed. The proposed longitudinal study evaluated the efficacy of a residential recovery home in preventing relapse in substance-dependent women diagnosed with a comorbid depressive disorder. Participants (n= 60) included an experimental group of 26 participants and a control group of 34 participants. The experimental group resided in a recovery house for a period of 9 months and underwent a rigorous relapse prevention program. Overall, the women had long histories of substance abuse and relapse. During the 1990s Finland experienced a great economic recession which lasted until 1997. As a result unemployment rate in Finland rose to 17 percent in 1997 from 3.4 percent in 1990. However, due to the stable income distribution within the Finnish society, health and social services for the unemployed were not compromised. This chapter deals with the relationship of unemployment and mortality rate in this country. In studying the said relation between the two variables, two things must be kept in mind: first, unemployment contributes to higher mortality rate due to psychosocial stress and that people who can be included in the mortality rate are among those who are not likely to be employed. The study uses data gathered at the municipal level.

Initial reaction to President Carters proposal overhaul of the nations welfare system ranged yesterday all the way from glowing praise to outright denunciation - depending on which politician and interest group was speaking.. Sen. Daniel Patrick Moynihan (D-N.Y.), chairman of the Senate Finance Subcommitte on Public Assistance, called the Carter proposal magnificent and very well crafted and predicted that Congress would [WORD ILLEGIBLE] it.. But the Finance Committees ranking Republican, Sen. Carl T. Curtis of Nebraska, called the proposal a travesty and said it was nothing more than a warmed-over version of what Department of Health, Education and Welfare planners have been pushing for the last decade - a guaranteed annual income. The working men and women across America want fewer people on welfare, not millions more.. Between the acceptance of Moynihan, who drafted President Nixons unsuccessful welfare proposal called the family assistance plan eight years ago, and the rejection ...
A recent change in corporate leadership and a strategic commitment to pursuing the best emerging technologies in autism treatment moved NHS to reevaluate its residential programs for these youths. NHSs organizational structure now integrates juvenile justice and child welfare residential operations with our community-based autism program, which serves more than 2,200 youths and families.. NHS held frequent meetings to combine the program strengths of its behavioral health, juvenile justice, and child welfare services at the NHS Academy, which offers nine specialized residential programs for delinquent youths. Below we explain how NHS modified and integrated these disparate services to meet the needs of youths with ASD.. Targeting staff expertise. Certified applied behavioral analysis (ABA) clinicians mentor students instead of using a classroom-training approach. Dedicated juvenile justice staff members, at first resistant to this change, eventually embraced this model. Behavioral modification ...
In 2010 the Professional, Technical and Management Industry accounted for over 14% of employment and the areas of Architectural, Engineering and Design Services and Management, Scientific and Technical Services employment levels far exceed Canadian levels. Though Trade employs 14.7% of the work force, its percentage of total employment is not higher than the Canadian average. Levels of employment in Construction are both fairly high, exceed Canadian averages, and have grown 16% between 2006 and 2010. Health and Welfare services, which account for 10% of employment, have grown 20% in that period.[106][119]. In 2006, the top three private sector employers in Calgary were Shaw Communications (7,500 employees), Nova Chemicals (4,945) and Telus (4,517).[120] Companies rounding out the top ten were Marks Work Wearhouse, the Calgary Co-op, Nexen, Canadian Pacific Railway, CNRL, Shell Canada and Dow Chemical Canada.[120] The top public sector employers in 2006 were the Calgary Zone of the Alberta ...

The Committee is deeply concerned at the high level of child abuse and neglect, including sexual abuse, and domestic and gender-based violence in the State party, as reported to the Police Stations for Women, Children and Adolescents (Comisarías de la Mujer, Niños y Adolescentes). It is particularly concerned at the high number of girls who are raped and sexually abused by family members, and that the Penal Code has eliminated the possibility of abortion, including for pregnant children victims of rape and incest. (....) The Committee strongly recommends that the State party take measures to prevent domestic and gender-based violence and child abuse and build the capacities of professionals and staff working in health and welfare services, schools and the judiciary to ensure early detection, protection of victims and appropriate prosecution of perpetrators, including: (…) (b) Repeal the articles of the Penal Code that criminalize abortion and ensure that girls are not subject to criminal ...
In Korea, PC assessment has been used in the workers compensation process through the epidemiologic investigation of OSHRI, which referred to the Korea Workers Compensation and Welfare Service [18]. OSHRI and RHRI jointly estimated the PC of cancer cases in the epidemiologic investigation of workers cancer after exposure to ionizing radiation. PC provides important evidence regarding whether radiation has a substantial effect. However, exceptions were made in some cases for low PC (lower than 50% at the 99th confidence interval) because of possible underestimation of the exposure dose. A possible explanation for the underestimation of radiation dose is the low wearing rate for film badges [19, 20]. Another possibility is that the monitoring system assigned 0 values to the value having under the detection limit of the assessment system [21]. PC estimation requires an accurate dose estimate for more reliability. To reduce underestimation or overestimation of radiation exposure, a reasonable ...

First of all, the democrats have the Liberal and the Republican party has the Libertarian. The only difference between the democrat liberal and the Republican libertarian is the liberals want a huge communist welfare state and the libertarian wants a small business controlled government that doesnt provide anything to anyone except through business. The republican libertarians do side with their democrat counterparts on most, Social Issues like amnesty for illegal aliens and open borders, the free flow of drugs, etc......... The libertarians dont believe in welfare except if there is no welfare people will rise up and kill the libertarians and most of their illegal alien base is on welfare in some form or another. ...

That is twice as many as the U.S. workforce as a whole, Jacobs said.. The need for public assistance among fast-food workers is the rule rather than exception even if you work more than 40 hours, he said.. Low wage jobs are expensive for all of us, said Jack Temple, an analyst with the National Law Employment Law Project, which released a similar report Tuesday called Super-Sizing Public Costs.. Opponents attacked the findings as a backdoor attempt to unionize workers.. Its no surprise that two organizations the SEIU funds generously would carry the unions water in these specious new reports, Michael Saltsman, an analyst with the Employment Policies Institute, wrote in a statement released Tuesday.. Dramatic wage hikes would hurt fast-food workers, according to the statement from EPI, a Washington, D.C.-based organization founded and run by Rick Berman, a well-known lobbyist for the restaurant, hotel, alcoholic beverage and tobacco industries.. Burger King responded in an email that ...

Welcome to the Zebrafish Welfare Terms Wiki. The zebrafish welfare terms WIKI provides a standardised approach to the language used across facilities when describing zebrafish characteristics, which have the potential to impact welfare. We hope that by using these standardised terms we raise awareness of potential health concerns specific to genetic background and environmental impacts, which affect the well-being of zebrafish in our facilities and help bridge communication between different constituents involved in animal care. The terms have been created, reviewed, and added to by experienced animal caretakers and veterinarians.. If you would like to add to or edit this document please email one of these contacts. This chapter explores the relationship between welfare systems and social movement activity. It suggests this relationship is not straightforward, due in part to the range of factors that shape particular welfare settlements The chapter begins by looking at the formation of welfare regimes and draws out some general analytical conclusions that reflect on how regimes develop. It proceeds to look at the direct and indirect impact of social movements on particular welfare settlements and then goes on to look at the global
For their first five years in the United States, each Middle Eastern refugee costs taxpayers $64,370 to resettle them here, according to a report from the Center for Immigration Studies.. The report is really about how much more, how expensive it is, given our refugee resettlement system, to bring folks in, explains the author of the report, Steven Camarota.. The cost to resettle them in the United States is 12 times the cost of resettling them in a neighboring Middle Eastern country. Instead of resettling them here, the report explains that 12 refugees can be helped in the Middle East for five years or 61 refugees could be helped for a year.. I think you can argue that it would make more sense, the most effective use of the money, is to help people in the region, rather than spend all the money here, Camarota said.. Because refugees are eligible for all welfare programs they have very high rates of participation in government assistance programs.. The report finds that 91.4 percent of ...

By Samuel Gregg. Until recently it was thought the primary message of the 2010 Congressional election was that Americans were fed up with successive governments willingness to run up deficit-after-deficit and their associated refusal to seriously restrain public spending.. If, however, the results of a much-discussed Wall St Journal-NBC News poll released on March 2 indicate what Americans really think about fiscal issues, then much of the country is clearly in denial - i.e., refusing to acknowledge truth - about what America needs to do if it doesnt want to go the way of many Western European nations.. While the poll reveals considerable concern about government debt, it also underscores how unwilling many Americans are to reduce those welfare programs that, in the long-term, are central to the deficit-problem.. Here are the raw facts. Americas federal social security program has become the largest government pension scheme in the world in terms of sheer dollars. It is also by far the ...
The Dr. W. H. Groves LDS Hospital in Salt Lake City, as it appeared when established in 1905, was one of a number of hospitals owned and operated by the LDS Church between 1882 and 1974.. by William N. Jones. Members of The Church of Jesus Christ of Latter-day Saints have historically felt a responsibility to care for the physical well-being of fellow Church members and their neighbors. This early commitment was typified by the establishment of a board of health for the city of Nauvoo, Illinois, and a formal council of health in Salt Lake City in 1849. The Church has continued to sponsor health services through the operation of several hospitals and a Welfare program.. In 1874, because of the high infant and maternity mortality rate, Relief Society president Eliza R. Snow, with the support of Church President Brigham Young, urged a number of women to obtain medical degrees at Eastern medical colleges. In 1882, under her direction, the Deseret hospital was established in Salt Lake City and ...

The number of Alaska families collecting welfare has dropped 54 percent since the inception of the federal welfare reform efforts in 1996, according to the state Division of Public Assistance.
In this study we focus on arguments in which both partners engage in physical violence, which represent about 60% of cases of family violence in the NSFH. People who are only recipients of violence by their partners may have different characteristics than those who react violently, and should be studied separately. In addition, it should be noted that our sample included respondents who were in a stable relationship between 1987 and 1992, and those who were in a new or different relationship in 1992. Respondents that were not in a relationship in 1992 could not be included in the analysis. Generalisations to the whole US population should be made cautiously.. The greatest strength of this study is that it is based on a national probability sample thereby reducing sample selection bias and includes a rich set of important variables to permit examination of potential confounders. Our study presents a number of important findings. In contrast with popular perception we find that race/ethnicity is ...
Completely up to the owner of the buffet, they dont charge extra for fat people, nor do they give a discount for skinny people. Often, children under XX eat free, a pre-birth child would fall into that category.. Is an expectant mother entitled to child support? How about additional welfare benefits?. Yes and yes. If a divorce is made during pregnancy, child support is calculated assuming the birth of the child. If it is finalized before birth, the amount is not less because the child is not yet born. Pregnant mothers do get larger welfare benefits than do non-pregnant women.. If an expectant mother becomes widowed, does she get social security benefits for both herself and the embryo?. Yes, if the child was the child of the father that died.. Does a pregnant woman pay two fares when flying on a plane?. No, nor does a woman carrying an infant on her lap.. Can a landlord kick a pregnant woman out of her apartment for having one-too-many people?. Yes, he can begin the proceedings if the new ...
Long story short, this group of friends had been talking for awhile about founding some kind of shared charity that believing Latter-day Saints could draw from when in need, a charity that would include material goods as well as money. Yes, the corporate Church already has such a program, and this particular charity is not intended to supplant, replace, or compete with it. The founders encourage members to continue to support their brothers and sisters in their various wards. But one difference between the Church welfare program and Circling the Wagons is that with the latter, the giver is provided accountability as to where their contribution goes, and can decide specifically what their contribution is used for, who gets it, and for what purpose. After my separate posts here on tithes and offerings, I received numerous queries from readers asking me if I knew of any suitable charity where the giver could control where his contribution went. This project sounds to me like it would fit that bill, ...
article{08a4d91c-f574-4144-a64d-f069f0f256cb, abstract = {The article analyses the compulsory care of drug misusers in Sweden. An historical analysis of this field of work as a part of the Swedish welfare state highlights historically changing legislations, institutions, understandings and practices. Following Foucault, it is argued that it is impossible to distinguish between power and care and that confusion about coercive care is a result of not acknowledging power. Empirical studies of current social work point to the significance of different institutional settings. The authors study of the Swedish probation service shows that social workers and clients may adopt different positions in relation to each other and that their experiences of the practice of social work depend on the congruence or disparity between these positions. The problematic role of motivation in coercive care is highlighted. While some scholars claim that motivation is not possible in coercive institutions, the author ...
