The essay discusses the role in reentry of relationships, such as family, friends, and intimate partners, as well as the support function of social networks and community-oriented informal controls, such as school, employment, and other forms of civic engagement. The role of the community for sex offenders is tenuous, considering the legal and social policies that govern their movement and involvement in certain activities. We build a conceptual model of the antecedents and consequences of a firms reputation for being a credible defender of its markets. First, we show that incumbents establish the reciprocal access charge inefficiently below cost when they compete in prices but they behave efficiently if they compete in utilities. Secondly, we study how incumbents determine the industry-wide access charge under the threat of entry. We show that incumbents may accommodate all possible entrants, only a group of them, or may completely deter entry. This report describes a timeline of events that led to the determination of the epidemic as a public health emergency of international concern, following the agreed-upon procedures of the International Health Regulations. These events illustrate the need for sound international health agreements and should be a call to action for all nations to implement these agreements to the best of their abilities.

Legislation is one method used to address the problem. These laws are designed to deter prostitution and drug abuse as well as prevent the spread of infectious diseases. Although law has a role in combatting the spread of AIDS, treatment and rehabilitation is at the heart of the effort to prevent HIV transmission through intravenous drug use, prostitution, and homosexuality.
