Rwanda Aid Policy The Aid Policy was approved by Cabinet on 26 July 2006 The Aid Policy clearly sets out what the Government will do to make aid more effective, to ensure that aid is spent in a manner that has maximum impact on economic development and poverty reduction in Rwanda. The Policy also calls on Rwandas donors to ensure that they give aid in line with national priorities, simplify procedures, and enhance local ownership of development activities. Official Development Assistance (ODA) to Rwanda An Introduction to ODA in Rwanda Since 1994, Official Development Assistance (ODA) to Rwanda has played and continues to play an important role in supporting national efforts on development and poverty reduction. The nature of ODA has evolved considerably since then, shifting from one largely characterized as humanitarian mainly delivered by Non-Governmental Organizations (NGOs) to the one characterized as development focus with majority of ODA now delivered through the Government of Rwanda ...

The ReverendIn the early 90s some 800,000 Rwandans were slaughtered in acts of violence. The violence was classified as genocidal acts in that the minority Tutsis were targeted for elimination by the Hutus. Maybe youve seen the movie Hotel Rwanda, starring the capable actor, Don Cheadle. Its worth the viewing. Here is a very detailed and fair account of that tragic time. Rwandan broadcast media played a role in the violence. Rwanda Radio..... Radio Rwanda is a radio station of the Rwandan Office of Information (ORINFOR), a government information agency that also owns Rwandan Television (TVR). It played a large part in the 1994 Rwandan genocide. It encouraged Hutus to kill the Tutsi cockroaches and told people that the Tutsis were the enemy. Radio Rwanda officials held responsible.... The trial against hate media began on 23 October 2000. It is charged with the prosecution of the media which encouraged the genocide of 1994. On 19 August 2003, at the tribunal…

OBJECTIVE: To study the prevalence of cervical squamous intraepithelial lesions (SILs) and their association with HIV-1 infection and immunodeficiency among pregnant women in Kigali, Rwanda. METHODS: As part of a cohort study on the impact of HIV-1 infection on pregnancy outcome, HIV-1 seropositive (HIV+) and seronegative (HIV-) pregnant women were enrolled during the last trimester of pregnancy at the maternity ward of the Centre Hospitalier de Kigali from July 1992 to August 1993. At inclusion, women were screened for sexually transmitted diseases (STDs)--syphilis, Neisseria gonorrhoeae, chlamydia trachomatis, Trichomonas vaginalis. CD4+ lymphocyte counts were measured and a Papanicolaou smear performed. RESULTS: Papanicolaou smear was interpretable in 103 HIV+ women and 107 HIV- women. Prevalence of SILs was significantly higher in HIV+ women than in HIV- women: 24.3% v 6.5% (odds ratio = 4.6; 95% CI: 1.8-12.3). SIL+ women (n = 32) tended to have more STDs than SIL- women (n = 178), but this ...
The serotype distribution and susceptibility to nine antibiotics was determined for 2491 Shigella isolates cultured in the medical laboratory of the Centre Hospitalier de Kigali, Rwanda, during 1983 to 1993. Overall, Shigella flexneri was the most frequent species, ranking before Shigella sonnei, Shigella boydii, and Shigella dysenteriae. However, the relative frequency of the different Shigella spp. showed an important variability over time. S flexneri increased from 40% in 1983 to 68% of the isolates in 1993 whereas S. dysenteriae Type 1 decreased gradually from 30 to 0.5% of the isolates in 1992. After the outbreak of severe civil unrest, which caused the displacement of many people to the capital, a new epidemic of dysentery started in the Kigali area and S. dysenteriae Type 1 accounted again for 24% of the isolates in 1993. In 1983, resistance to tetracycline, streptomycin, and sulfonamides was common among the endemic Shigella spp. Resistance to chloramphenicol was observed in 17% (30/182) ...
The project Vision For the Future International: Rwanda is designed as a multi-year, multi-stage program with specific aims for each stage. The primary objectives are (1) elevate the state of vision care for children across Rwanda through direct clinical care, (2) educate children and parents on the necessity of preventative care and availability of vision care through education (3) creation of optometry as a recognized profession in Rwanda.. Books and Beyond, Indiana University and Books and Beyond, USA were started as literacy initiatives to help combat the book famine in Rwanda. Since 2008 these organizations have provided 20,000 books to Rwandan school children. A few years ago Nancy Uslan, (Indiana University alumna and facilitator/driving force of Books and Beyond), realized she did not see any child with glasses. If a child could not see clearly how could they read the books that were brought to them? How could they see the chalkboard during class? This insight resulted in her contacting ...
The recent high profile visit of British Foreign Secretary William Hague and actress Angelina Jolie to Gisozi genocide memorial briefly drew the attention of the international media back to Rwanda and to the 19th anniversary of the start of the Rwandan genocide on 7 April. The photographs of the visitors in the memorials beautiful garden in Kigali provided a striking image as both figures paid tribute not only to those who were lost in 1994 but also to the victims and survivors.. The abiding slogan never again is often repeated at events such as these, but part of the commitment to ensuring that such events are never repeated is guaranteeing accountability for the atrocities of the past. To what extent do these words merely comprise useful phrases for formal occasions?. Efforts to address impunity for atrocities committed during the genocide have been multifaceted. In addition to the work of the UN International Criminal Tribunal for Rwanda (ICTR), Rwanda has made efforts towards justice in ...
Rwanda is the 13th country in Africa to carry out the campaign. The summit will be the first-ever global gathering to uniquely discuss Malaria and Neglected Tropical Diseases.. It will be reviewing the 2012 roadmap of the fight against Malaria and NTDs that was the first-ever strategic plan to end NTDs in response to the London declaration of NTDs.. Another decade-long roadmap to eliminate Malaria and NTDs by 2030 will also be laid.. The Minister of Health, Dr. Diane Gashumba informed the participants that Rwanda has made drastic improvements to curb Malaria and NTDs and that she hopes for Rwanda to be validated as an NTD-free country in the coming years.. "Control and total rejection of malaria and NTDs is essential to socio-economic transformation. Those diseases are preventable, treatable and curable. The incredible progress against Malaria and Neglected Tropical Diseases is proof of what can be done," she says.. Ms Thoko Elphick-Pooley, Director of Uniting to Combat NTDs explained her ...
Rwanda, "the land of a thousand hills," has emerged in the last several decades as a beacon and development powerhouse on the African continent. Progress has been marked by an uptick in widespread health improvements and gender equity, and in His Excellency President Paul Kagames Vision 2020 to transform the country into a middle-income economy. We have proudly worked in Rwanda since 2009, partnering with the Ministry of Health and a number of NGOs to build the next generation of health leaders in the country.. Over the past eight years, we have recruited and trained 170 young leaders placed within 21 partner organizations across Rwanda. Our fellows work on issues ranging from nutrition and agriculture to maternal health and girls empowerment, and our growing network of alumni represent a bright future for Rwanda.. ...
Despite the fact that the African languages in Rwanda and Uganda are marginalised in most formal domains in society, they are used far more extensively than commonly believed. This is one conclusion reached in a new doctoral thesis from the University of Gothenburg, Sweden.. Sub-Saharan Africa is characterised by a large number of indigenous languages that are not appointed official languages. In fact, Westerners often find the vast linguistic diversity difficult to comprehend.. By comparing status and use of languages spoken in Rwanda and Uganda using a quantitative model, Tove Rosendal has shown that African languages indeed have a strong position for example in media (especially newspapers and radio) and in the domains of religion and commerce "" and in Rwanda even in public administration.. This underscores the communicative value of the African languages, says Rosendal.. Still, the imported official European languages "" English in Uganda and French and English in Rwanda "" are strong as ...
Rwandas growth slowed from mid-2016 to mid-2017, bottoming out at 3.4 percent, but is expected to recover to 5.2 percent for the second half of 2017, and may well accelerate in 2018 and 2019 as private and public investment pick up and agriculture becomes more productive.. The World Banks Rwanda Economic Update, released this week, says that in the medium-term the economy will benefit from reduced external imbalances and the expected recovery of prices for traditional exports such as minerals, tea, and coffee. Non-traditional exports, supported by the existing competitive exchange rate, may become important sources of growth in the coming year.. "Targeting public investment to areas where there are high economic returns is important for maintaining the fiscal space, which has narrowed in recent years, as is addressing fiscal contingencies," said Aghassi Mkrtchyan, World Bank Senior Country Economist for Rwanda.. Greater urbanization is explicit in Rwandas plans for becoming a middle-income ...

Introduction: The general aim of this thesis is to contribute to the use of health economic evidence for informed health care decisions in low-resource settings, using antenatal care (ANC) policy in Rwanda as a case study. Despite impressive and sustained progress over the last 15 years, Rwandas maternal mortality ratio is still among the highest in the world. Persistent gaps in health care during pregnancy make ANC a good candidate among interventions that can, if improved, contribute to better health and well-being of mothers and newborns in Rwanda.. Methods: Data used in this thesis were gathered from primary and secondary data collections. The primary data sources included a cross-sectional household survey (N=922) and a health facility survey (N=6) conducted in Kigali city and the Northern Province, as well as expert elicitation with Rwandan specialists (N=8). Health-related quality of life (HRQoL) for women during the first-year post-partum was measured using the EQ-5D-3L instrument. The ...
Reflecting on the crises of 1994, Gen. Romeo Dallaire, the UN commander whose call for reinforcements was ignored said recently: "The international community didnt give one damn for Rwandans because Rwanda was a country of no strategic importance." Bill Clinton was the president of the United States at the time.. The second lesson of the Rwanda Hutu-imposed genocide is that we have all seen the face of evil; sometimes, they reside among us. The Rwanda genocide is still fresh as the zone where next door neighbors and teenagers used knives and machettes and dane guns and assault rifles to kill those they played soccer with and fetched water from the same stream only a few hours earlier. Hutus set Tutsi houses on fire to destroy the lives of those who sang and played at the church churches and village squares.. The slaughter of women and children and all moving objects with any and all available weapons marked a new low in the depravity of malice and prejudice. The Rwandans have been for decades ...
One-sided justice is underway at the International Criminal Tribunal for Rwanda (ICTR). The ICTRs Chief Prosecutor and the United Nations Security Council must take all necessary measures to correct the current trend and ensure impartial justice applying to crimes against humanity committed by all the parties- winners and losers. Six years after the creation of the ICTR, only those who lost power in Rwanda in 1994 have been indicted and are being prosecuted by the ICTR while the victorious Rwandan Patriotic Front (RPF)s notorious suspected war criminals enjoy total and complete impunity for crimes against humanity committed and still being committed in Rwanda since October 1990 and in the Democratic Republic of Congo (DRC) since 1996. This selective form of justice has encouraged the RPFs military and political leaders to continue the killings of civilians without fear of prosecution. More than 3,000,000 Hutu civilians have already been killed by the RPFs armed wing, the Rwandan Patriotic ...
In Rwanda, institutional responsibility regarding environment and natural resources management falls under several ministries, decentralised entities (districts and sectors), local and international Non-Government Organisations (NGOs), research institutions and/or higher learning institutes. At national level, environmental responsibilities are placed within the Ministry of Natural Resourcse (MINIRENA). It consists of three main units: the lands and mines unit, the environment and forestry unit, and the planning, monitoring and evaluation unit within MINIRENA. The Rwanda Environmental Management Authority (REMA) and the Rwanda Natural Resources Authority (RNRA) are authorities under the MINIRENA.. Within the administrative reforms in 2006, districts have been entrusted with new powers in terms of environmental and natural resources management. The environmental management coordination of districts is ensured by the four provinces and Kigali City. In addition, at each district and sector level, ...

Rwanda, with Kigali as capital, has beautiful countryside views and a very varied fauna. It is best known however for the rare silverback mountain gorillas. Rwanda is a country of hills, lakes, rivers and wide savannahs and is situated between Burundi, Tanzania, Uganda and Congo. It is visited for its natural beauty. In the east of Rwanda, for example, there is the Akagera National Park, which is inhabited by lions, elephants and hippopotamuses. In the west, you can relax, sunbathe and go swimming in Lake Kivu.. ...
Guest post by Foster alumnus Jim Bullock (MBA 2010). So, what comes to mind when you think of Rwanda? Maybe you think of the ethnic tension that culminated in the tragic events of 1994. Maybe you think of poachers in the jungle, hunting mountain gorillas for their heads and skins. Maybe you think of a rapidly developing economy and see opportunity. If youre like me, youre not really sure what to think. I guess I thought of all those things and a million more before my flight touched down in Rwandas capital city of Kigali almost two weeks ago. Now Im sitting in a sophisticated café, sipping a café au lait, and trying to put this tiny African nation into a category: an impossible task.. A snapshot of my current life - international work and travels. I finished graduate school at the Foster School of Business at the University of Washington a few months ago. Before that I worked as an engineer, mostly in California. While at Foster, I received an offer to work with an NGO called Rwanda Girls ...

A recent UN report on the crisis in eastern DRC indicates that senior members of the Rwandan military have been supporting Congos newest rebel outfit, M23. Such revelations hold true to a familiar pattern that has seen Rwanda play a significant and controversial role in Congolese history since 1996.. Over the past sixteen years, the presence of aggressive Hutu militias in the Kivus has encouraged Rwanda to play the role of regional policeman in an attempt to protect both its own borders and vulnerable Congolese Tutsi. That said, opportunistic strategies of personal and national accumulation, displayed particularly during the Second Congo War, have left Rwandan leaders susceptible to the accusation that their agenda in the DRC is somewhat more Machiavellian. As a result, the Rwandan government has often been accused of spoiling Congolese peace as a means to pursue its own ends.. Hutu Militias, Border Protection and the Congolese Tutsi. A central justification for Rwandan military activity in the ...
This book should be read by everyone involved in development. For those with some knowledge of Rwanda, reading it is nothing short of a cathartic experience. Much of what Peter Uvin has distilled so carefully and passionately from the Rwandan experience is also painfully relevant for other parts of the world. - Development in Practice Paradigm-rocking... simply must be required reading for anyone who desires to set foot in an African nation, no matter how noble or lofty their goals. - WorldViews An invaluable anatomy of the way development aid to Rwanda before the genocide contributed to what took place - essential reading for anyone with a tender conscience and a strong stomach. - The New Republic *Winner of the African Studies Associations 1999 Herskovits Award *A boldly critical look at structural violence relating to the 1994 Rwanda genocide Aiding Violence expresses outrage at the contradiction of massive genocide in a country considered by Western aid agencies to be a model of development.
The New Times Publications SARL is a registered Rwandan private media outlet with hitherto publishes in English. It was established just less than years after the end of the 1994 Rwanda genocide and the return of over a million Rwanda refugees from mainly neighboring countries of Uganda , Burundi , Democratic Republic of Congo (DRC then Zaire ), Tanzania and Kenya . Many of these returnees were English speakers besides their native Kinyarwanda, a factor that could largely be attributed to the fact that TNT publishes in English. History shows that there had never been an English news paper in Rwanda before TNT.

We have reasons to doubt that Laurent Nkunda has been arrested. Rwandan Maj. Jill Rutaremara said that Nkunda was in Rwanda but "not in jail." If Nkunda has in fact been arrested it would be a positive development but not a massive change as some analysts would like you to believe. A true marker of the veracity of Rwandas claims of arresting Nkunda will be the extradition of Nkunda to the Congo where he committed the crimes against the Congolese people. If Nkunda is not extradited to Congo in short order then that will be a clear sign that this is part of the shell game that Rwanda has been playing for the past 12 years, a period during which they replaced one proxy leader with another while they continued to occupy Eastern Congo. ...

A former military chaplain who used his position to "influence and promote" the abduction and killing of Tutsi refugees in Rwanda was found guilty of genocide and sentenced to 25 years in prison by the International Criminal Tribunal for Rwanda today.. Emmanuel Rukundo, 50, is one of two members of the clergy accused of orchestrating the killing of ethnic minority Tutsis during the Rwandan massacre in 1994 and was convicted by three judges for "genocide, murder as a crime against humanity and extermination as a crime".. The tribunal, which prosecutes people accused of being involved in the Rwandan genocide, found that on at least four occasions in April and May 1994, Rukundo played an integral role in kidnapping and killing Tutsi refugees who sought shelter in a seminary.. The court found that Rukundo was present as soldiers in the Rwandan armed forces abducted and killed a woman in 1994 and was guilty of sexually assaulting another woman. The court said Rukundo had kept a list of local Tutsis ...
A recent graduate from Georgetown, Rev. Jean-Baptiste Mazarati, S.J., (G12) has been appointed to the position of deputy director general of Rwanda Biomedical Centers National Reference Laboratory (NRL). 19 years after the genocide that crippled Rwanda, Mazarati hopes that his team at the lab will be able to improve the quality of life of Rwandans so that the country may continue to develop and emerge from the horrors of its past.. "Our country is landlocked, [so we dont have] many natural resources," Mazarati said. "Our main resource is our people. The government has made an investment in ensuring that Rwandans are educated and healthy enough to drive our nations development.". Mazarati, having completed doctoral work in tumor biology at the Georgetown Lombardi Comprehensive Cancer Center, is striving to use the NRL in order to improve the diagnostic power of disease testing within Rwandas decentralized healthcare system. According to the World Health Organization, 29% of deaths in Rwanda ...
1st ALL AFRIKANA YOUTH CONGRESS was successfully held in Kigali, Rwanda at Hilltop Hotel between 15th - 18th, October 2017. October 15th was the time when the historic 5th pan African congress was held. We chose this moment to recall the decisive actions that Africans took to fully decolonize Africa. The time has come for the entire African youths (between the ages of 5-35 years) to shape Africas future by employing creativity, inventions, innovations, startups; incubations, entrepreneurship, job creators and building sustainable new networks and trustful relationships. Delegates came from all regions of Africa and some of the creative demonstrations or exhibitions were made. We will share the full declarations in the next few weeks, but in the meantime, we are very delighted to share some of the innovative demonstrations that were presented in the First All Afrikana Youth Congress as follows ...

KIGALI, Rwanda, ICASA- Stigma and silence are the real killers when it comes to sexually transmitted infections, said Rwandan President Paul Kagame at the opening of the 20th International Conference on AIDS and Sexually Transmitted Infections in Africa (ICASA). In this study, we assessed the implementation of bCPAP with PT/VLBW infants at three district hospitals in rural Rwanda and found the intervention feasible in a resource-limited rural setting. Over the nine-month period, 45 infants were initiated on bCPAP, demonstrating that bCPAP - an evidence-based intervention to improve survival or PT/VLBW infants - is filling a medical care need for neonates. However, only 52 % of bCPAP-eligible infants received bCPAP, suggesting ongoing gaps in correct identification and initiation of eligible infants. We suspect that this low sensitivity might be a result of turnover of nurses and doctors and could be improved with increased onsite mentorship and refresher trainings, particularly to identify early and mild signs of distress promptly for immediate CPAP initiation to gain the full benefit of the intervention. Qualitative research to assess and understand the barriers to implementation experienced by nurses and doctors is also advised.. Conversely, 88.5 % of ...
Our study setting consisted of two rural hospitals located in the villages of Kirehe and Rwinkwavu in Eastern Province, Rwanda. These hospitals are affiliated with Partners in Health, a US-based nongovernmental organization that provides financial, educational and staff support for providing health care to a population of over 800,000 people in Rwanda.. Prior to beginning the ultrasound training program, a needs assessment was performed by reviewing hospital and clinic logbooks from 2007 to determine which ultrasound applications would likely address the diagnostic concerns of clinicians working with this patient population. Specifically, patient demographics, admission diagnosis, discharge diagnosis, prenatal clinic log information and maternity ward logbooks were reviewed. Results of this review suggested the major causes of patient visits were related to obstetric concerns, tuberculosis (TB), HIV, and malnutrition.. The ultrasound training curriculum spanned nine weeks and included lectures ...

UNHCR has led a programme of resettlement to the United States for Congolese refugees who have fled to Rwanda. The US also provides significant financial assistance for refugee programs in Rwanda and is the largest individual donor to UNHCR. Since 2002, more than 57,000 Congolese refugees have been resettled in the United States. Commenting on this Mbatha-Raw said "Refugee resettlement is so vital for many of the vulnerable refugees I have met, who have already shown incredible resilience and strength, resettlement has the capacity to be completely life-changing. I met a young woman, Jeanette, about to be resettled in Atlanta and when I asked her what she would do there. She told me I am young, I can do anything! This paper discusses key findings of the Sixth Review under the Poverty Reduction and Growth Facility (PRGF) for Rwanda. All end-2008 quantitative performance criteria were met, and performance through March 2009 was broadly satisfactory. IMF staff recommends completion of the sixth review under the PRGF arrangement based on Rwandas performance and understandings reached on the macroeconomic program for 2009/10.
