Nikolai Statkevich, a leader of the opposition Belarusian National Congress, warned in late December 2018 that, if Moscow sends troops into Belarus in an effort to annex it, Belarusians would resist and ensure that their country would not be a second Crimea but rather a second Afghanistan (Charter 97, December 31, 2018). Given the history of the Belarusian partisan movement during World War II (see EDM, January 30, 2015; February 6, 2015), that sounded like a serious threat, one that Vladimir Putin would have to take into consideration. But Statkevichs assertion ignores a major change in Belarus that makes such resistance unlikely: the disappearance of Belarusian villages on which such a struggle could be based and the concentration of Belarusians in Minsk and a few other cities.. At present, despite the assumptions of many to the contrary, Belarus is not the predominantly rural country it once was. Instead, 75 percent of its people now live in cities (Newizv.ru, January 14, 2019). And over ...
During the 19th and early 20th century, there was no normative Belarusian grammar. Authors wrote as they saw fit, usually representing the particularities of different Belarusian dialects. The scientific groundwork for the introduction of a truly scientific and modern grammar of the Belarusian language was laid down by the linguist Yefim Karskiy.. By the early 1910s, the continuing lack of a codified Belarusian grammar was becoming intolerably obstructive in the opinion of uniformitarian prescriptivists. Then Russian academician Shakhmatov, chair of the Russian language and literature department of St. Petersburg University, approached the board of the Belarusian newspaper Naša niva with a proposal that a Belarusian linguist be trained under his supervision in order to be able to create documentation of the grammar. Initially, the famous Belarusian poet Maksim Bahdanovich was to be entrusted with this work. However, Bahdanovichs poor health (tuberculosis) precluded his living in the climate of ...
Little new non-Russian foreign investment has occurred in recent years. In 2011, a financial crisis began, triggered by government-directed salary hikes, compounded by an increased cost in Russian energy inputs and an overvalued Belarusian ruble that lead to a nearly three-fold devaluation of the Belarusian ruble. In November 2011, Belarus agreed to sell to Russia its remaining shares of Beltransgaz, the Belarusian natural gas pipeline operator, in exchange for reduced prices for Russian natural gas. The situation stabilized in 2012, after Belarus received part of a $3 billion loan from the Russian-dominated Eurasian Economic Community Bail-out Fund, a $1 billion loan from the Russian state-owned bank Sberbank, and $2.5 billion from the sale of Beltransgaz to Russian state-owned Gazprom; nevertheless, the Belarusian currency lost more than 60% of its value, as inflation reached new highs in 2011 and 2012, before calming in 2013. In December 2013, Russia announced a new loan for Belarus of up to ...

Keywords: Chernobyl; 129I; 131I; 137Cs; Soils. Abstract: Using radioactivity measurements for 131I and 137Cs and nuclear activation analysis (NAA) or accelerator mass spectrometry (AMS) for 129I, ratios of 131I/137Cs and 129I/137Cs have been determined in soils from Belarus. We find that the pre-Chernobyl ratio of 129I/137Cs in Belarus is significantly larger than expected from nuclear weapons fallout. For the Chernobyl accident, our results support the hypothesis that there was relatively little fractionation of iodine and caesium during migration and deposition of the radioactive cloud. For sites having 137Cs ,300 Bq/kg, 129I can potentially give more reliable retroactive estimates of Chernobyl 131I deposition. However, our results suggest that 137Cs can also give reasonably good (±50%) estimates for 131I in Belarus.. URL: http://www.sciencedirect.com/science/article/pii/S0265931X01000807. ...

MINSK, Belarus (AP) - An opposition candidate who planned to challenge Belarus longtime authoritarian leader in next months presidential election has fled the country with his children, fearing arrest. His wife stayed behind to campaign, blasting authorities for trying to use their children as hostages.. Valery Tsepkalo, a former ambassador to the United States and founder of a successful hi-tech park, had been widely seen as President Alexander Lukashenkos top rival in the Aug. 9 vote but he was denied a spot on the ballot last week. Lukashenko, 65, has run Belarus with an iron fist for a quarter century, relentlessly suppressing free speech in the ex-Soviet country of 9.5 million and cracking down on political opposition. The presidential campaign has sparked unrest in Belarus amid the coronavirus outbreak and a weakening economy.. The governments decision not to impose a lockdown during the pandemic and its crackdown on opposition candidates has elicited outrage and prompted protests. ...

Daniil Raskolnikov (translation of article from the Russian CWI site www.socialist.news). Former U.S. Secretary of State, Condalezza Rice, first dubbed Belarus the, last dictatorship in Europe, over ten years ago, and ever since Western powers have treated the country like a pariah. Until, that is, President Lukashenko adopted a neutral position, even criticizing the Kremlin for supporting the pro-Russian republics in Ukraine. Diplomats and military experts now call for the West to engage more actively with this authoritarian state.. Hit by economic crisis, Lukashenko is looking desperately for help. He declared that EU citizens no longer need visas to visit the country. This is of huge significance because, until now, Belarus and Russia had a common visa regime, with no passport controls between the two countries. Now Russia has restored its border guards and passport controls. This is taking a big step towards the break-up of the Union between Russia, Belarus and Kazakhstan.. Discontented ...

WARSAW (Reuters) -Poland accused Belarus of sending a growing number of migrants over the border in retaliation for Warsaws decision this week to give refuge to Krystsina Tsimanouskaya, a Belarusian athlete who refused to return home from the Tokyo Olympics. A deputy interior minister, Maciej Wasik, said on Thursday that Minsk was waging a hybrid war with the European Union with the help of illegal immigrants. In recent weeks, neighbour and fellow EU member state Lithuania has reported a surge in illegal border crossings from Belarus and said Minsk was flying in migrants from abroad and dispatching them into the EU.
Many scholars believe that the ancestors of the modern Belarusians settled in the region of what is now Belarus between the sixth and eighth centuries. Three early Slavic tribes (the Dregovich, Krivichi, and Radimich) settled there.[25] The Belarusian people trace their distinct culture to the Grand Duchy of Lithuania, earlier Kievan Rus and the Principality of Polatsk. Most Belarusians are descendants of the East Slav tribes Dregovichs, Krivichs and Radimichs, as well as of a Yotvingians and other Baltic tribes, who lived in the west and north-west of todays Belarus.[26] Belarusians began to emerge as a people during the 13th through 14th centuries in the Grand Duchy of Lithuania; mostly on the lands of the upper basins of Neman River, Dnieper River and the Western Dvina River.[27] In the 13th-18th centuries Belarusians were known as Ruthenians and spoke Ruthenian language, while being part of the Grand Duchy of Lithuania, which conquered the lands of White Ruthenia, Black Ruthenia and ...
MINSK. June 24 (Interfax) - Belarus is tightening control over oil coming through the Druzhba pipeline from Russia, Gomeltransneft Druzhbas Chief Engineer Andrei Verigo told the in-house journal of the Belarusian state petrochemical concern Belneftekhim.. Whereas we used to monitor only oil coming to the Mozyr station - that is, oil thatd already arrived in Belarus - now a laboratory is being rapidly created at the Gomel station, as well, which will monitor the crude for basic quality indicators when it enters the country, Verigo said.. Metering stations to be built on the border with Russia and Poland are currently being designed, he said.. Daily acceptance tests will be carried out at Mozyr for every shipment of oil, rather than the earlier periodic tests (at least once every 10 days). Taking into account the danger of these particles for technological equipment and, in general, the risks for transport, this testing should be done for every shipment of oil. The testing is becoming ...

Jonathan Moore, deputy chief of mission at the U.S. Embassy in Minsk, on March 24 told the Belarusian Foreign Ministry that the embassy has cut its staff to the number that the Belarusian diplomatic mission in Washington has in pursuance of Minsks request, Belapan reported. The United States views this demand as groundless and inconsistent. But it will abide by it and the number of diplomats in Belarus will be reduced to 17 by the end of the day on March 27, Reuters quoted Moore as saying. Moore said that around 30 diplomats are currently working at the embassy. The United States will with great regret reduce the number of American staff at our embassy in Minsk by almost half, at the insistence of the government of Belarus, the U.S. State Department said in a statement the same day. The unfortunate actions by the Belarus authorities demonstrate that Belarus has taken a path of confrontation and isolation rather than a path of engagement and democratic reform. We would like a different ...
As Belarus heads towards presidential elections in October, the NGO Pact, with the assistance of USAID, brought a delegation of Belarusian civic activists and policy analysts to Washington, DC. Although political leadership is unlikely to change, the domestic and international implications of the Ukraine crisis are changing Belarus trajectory.
The emergence and spread of Mycobacterium tuberculosis (M.tb) strains exhibiting resistance to many, if not all, available drugs are critical global health issues. Eastern Europe, and particularly countries of the former Soviet Union, has some of the highest incidence rates of drug-resistant (DR) M.tb. To better understand the mechanisms and epidemiology of M.tb drug resistance, we sequenced and analyzed the genomes of 137 M.tb isolated from patient samples between 2010 and 2013 in Minsk, Belarus with known antibiotic susceptibility profiles. Among our findings, we observed mutations in well-characterized drug resistance loci that explained the vast majority of phenotypic resistance in these samples, indicating that M.tb. in Belarus is not evolving drug resistance through novel mechanisms. Further, using a phylogenomic approach, we concluded that the majority of DR M.tb infections were due to recent transmission of already DR strains rather than repeated de novo evolution of resistance within ...
The Kremlin firmly rejects any such plans. But this may change.. Russian Federation says some 13,000 troops from Russian Federation and Belarus will be involved in the September 14-20 drills, below an global threshold that requires large numbers of outside observers.. Ukraine - which neighbors Belarus - is especially anxious by Zapad. The Baltic States and Poland fear that these monikers are just poorly disguised terms for their own countries.. There is an information war going on for public opinion in NATO-member states too, with Western governments keen to bolster their case for increasing military spending to counter a resurgent Russian military. Such a scenario would require an additional collective response from North Atlantic Treaty Organisation, in particular to include additional assets deployed to the region, as well as strengthening the logistical infrastructure to facilitate reinforcement.. 12/21/2010. In Belarus, Alexander Lukashenko was elected to a fourth term as president after a violent crackdown by his regime. The violence, says Applebaum, was evidence of Lukashenkos weakness. Truly popular leaders do not need to resort to bloodshed and beatings to intimidate their opponents and shut down communication. Lukashenko rejected a deal with the European Union that involved Belarus receiving, among other things, more open borders in exchange for free elections. He did, however, sign an oil deal with Moscow. This represents the decline of the West. The United States and Europe are out of money and out of ideas and can not offer any carrots as attractive as Russian oil.. Applebaum is a weekly columnist for The Post, writing on foreign affairs.. MOZYR, Belarus - When Anya Shevko, 29, became pregnant, she had to weigh herself at a purchasing centre for recyclable materials because the maternity clinic in her city did not have suitable scales. Even visiting the clinic at all was difficult, because Anya is in a wheelchair - and so is her husband, Zhenya, 36. But the couple persisted, and when their daughter was born late last year, they became the first wheelchair users in Mozyr to start a family.. Many people, even doctors, dont believe that people with disabilities can become parents. They may think we deserve pity and assistance, but they dont think we deserve this, says Zhenya, who fractured his spine in a diving accident at the age of 18. Because of these attitudes, many people with disabilities believe they are not worthy or able to raise a child.. Ive talked to a lot of other female wheelchair users who were discouraged from continuing their pregnancies, adds Anya, who fell out of a fifth-floor window when she was 14 years ...

WARSAW, Poland (AP) - Polish President Andrzej Duda declared a state of emergency in areas along the border with Belarus Thursday, following a surge in illegal migration. Poland is now the third European Union member to impose a state of emergency in areas bordering Belarus - after Lithuania and Latvia did so earlier this summer arguing that they face a hybrid war attack.. The state of emergency lasts 30 days and will also allow Polish authorities to limit the movements of journalists, activists and other civilians in a 3-kilometer (nearly 2-mile) wide zone along the border.. Polish authorities say it will ensure greater security for Poland and the rest of the EU, also citing Russian military exercises planned in September which will include maneuvers in Belarus.. Here is a look at the standoff on the EUs eastern border, in which would-be asylum seekers have been caught up - including a group of Afghans now trapped between Polish and Belarusian border guards.. I. Veyalkin.International Sakharov Environmental University, Minsk, Belarus. Introduction: This study evaluates proportionate cancer mortality among workers employed in the largest tanning plant in Belarus, situated in Minsk.. Methods: A total of 768 dye industry workers who were actively employed for a minimum of 6 months were followed from 1 January 1953 to 31 December 2000. There were 328 women and 440 men. Proportionate mortality ratios (PMRs) were calculated using the population of Minsk to generate expected numbers. Analyses by job (tanning/liming, dyeing/stuffing, and administration), age at which hired, latency, and duration of employment were conducted.. Results: Among women employed in the tannery, there was a significant excess of pancreatic cancer, based on eight deaths (PMR 3.13; 95% confidence interval 1.35 to 6.17). Six of the eight pancreatic cancer deaths occurred among women occupied in dyeing/stuffing workshops (3.67; 1.34 to 7.97), all among workers hired and made redundant ...
If previously Warsaw put forward claims to unfriendly Russia only, now the Poles are going to demand military reparations totaling $ 200 billion from all states whose residents being the Red Army soldiers invaded Poland in 1939 (Ukrainians, Georgians, Belarusians, Kazakhs etc). It refers to the events from which the Second World War began. September 1, 1939 Hitlers Germany attacked Poland, and 17 days later the Soviet-Polish border was crossed by the Red Army. In the Soviet Union the operation was called a liberation campaign, in modern Russia its called - the Polish campaign of the Red Army. However, in Poland these events are considered to be an occupation. In 2009, the Sejm adopted a resolution according to which the Red Army campaign of the 1939 was classified as aggression against Poland, and formally accused the USSR of cooperating with the Nazi Germany in unleashing the Second World War ...
Before Fukushima, the most notorious large-scale nuclear accident the world had seen was Chernobyl in 1986. The fallout from Chernobyl covered vast areas in the Northern Hemisphere, especially in Europe. Belarus, at the time a Soviet republic, suffered heavily: nearly a quarter of its territory was covered with long-lasting radionuclides. Yet the damage from the massive fallout was largely imperceptible; contaminated communities looked exactly like noncontaminated ones. It could be known only through constructed representations of it. In The Politics of Invisibility, Olga Kuchinskaya explores how we know what we know about Chernobyl, describing how the consequences of a nuclear accident were made invisible. Her analysis sheds valuable light on how we deal with other modern hazards -- toxins or global warming -- that are largely imperceptible to the human senses.Kuchinskaya describes the production of invisibility of Chernobyls consequences in Belarus -- practices that limit public attention to ...

An artists impression of Ostrovets Nuclear Power Plant. Source: Belarus AEC.After Fukushima, you might think that nuclear power is a thing of the past. Or that our focus on climate is the only issue of public concern when it comes to the energy sector. Yet the recent Meeting of the Parties to the Espoo Convention, which deals with environmental impact assessments across borders, was hi-jacked by ongoing disputes over reactor construction and lifetime extension. In Minsk, 200 participants representing the 45 states who are members to this UN Convention held heated discussions over problematic cases, such as Hinkley Point C (UK), Ostravets (Belarus) and a number of old Ukrainian reactors going through their lifetime extensions.. This dispute has arisen largely because the rules on who has a say when decisions regarding nuclear operations are made are unclear. The Final Solution, as the Nazis called it, was originally only one of the exterminatory projects to be implemented after a victorious war against the Soviet Union. Had things gone the way that Hitler, Himmler, and Göring expected, German forces would have implemented a Hunger Plan in the Soviet Union in the winter of 1941-1942. As Ukrainian and south Russian agricultural products were diverted to Germany, some 30 million people in Belarus, northern Russia, and Soviet cities were to be starved to death. The Hunger Plan was only a prelude to Generalplan Ost, the colonization plan for the western Soviet Union, which foresaw the elimination of some 50 million people. (…). At a time when German resistance to Hitler receives attention in the mass media, it is worth recalling that some participants in the July 1944 plot to kill Hitler were right at the center of mass killing policies: Arthur Nebe, for example, who commanded Einsatzgruppe B in the killing fields of Belarus during the first wave of ...

The experience on the Belarus Youth Leadership Program for Daniel Emelianov (2014; Svetogosk, Belarus/CO) opened his eyes and his heart. During his two week stay at his host site in Castle Rock, Colorado, his coordinator Holly Nichols arranged for the group to visit a class for special needs students as well as a special needs nursing home that has a therapy garden. Daniels life experience with his own disabilities as a child left him extremely uncomfortable being around being people disabilities. At first, he was not wanting to participate in the activities mentioned above, but then something clicked and he started to embrace the learning opportunity around him. At the therapy garden, they invited our participants to practice gardening from a wheel-chair and using the specialty tools they have for the special needs patients at the hospital. Daniel stepped outside of his comfort zone and hopped on into a chair. This backstory is necessary as to explain how remarkable this program was for Daniel ...
