Bulgaria is preparing to send humanitarian aid to regions affected by the military conflict in Ukraine, the government said on February 11.. Currently, the dispatch of humanitarian aid to people living in areas where military actions are carried out is being organised in co-operation with the Bulgarian Red Cross, a statement said.. At a scheduled meeting on February 11, the cabinet appointed a new consul-general in Odessa.. The region he will be responsible for is the largest Bulgarian diaspora in the world - about 200 000 people, 6000 of which are from the most conflict-affected areas, the statement said.. The cabinet named Dimitar Tuchkov, who previously held the post from 2004 to 2007 and who has been an adviser on trade and economic issues at the Bulgarian embassy in Kyiv, as consul-general in Odessa.. New York, 14 November 2016 - The international medical humanitarian organisation Médecins Sans Frontières/Doctors Without Borders (MSF) welcomes Pfizers decision to lower the price of its pneumococcal conjugate vaccine (PCV) for children caught in humanitarian emergencies. For seven years, MSF urged Pfizer and GSK - the only two manufacturers producing the pneumonia vaccine - to offer the lowest global price to humanitarian organisations, but they refused until September, when GSK announced that it was finally reducing the price of its pneumonia vaccine for humanitarian situations. Now with its announcement on Friday, Pfizer is following GSKs footsteps.. Its good to see that Pfizer is now finally reducing the price of its life-saving vaccine for children in emergencies, says Dr Joanne Liu, MSFs international president. With Pfizer and GSKs price reductions, humanitarian organisations will be better able to protect children against this deadly disease.. Pneumonia is the leading cause ...

WICHITA, Kan. (KSNW) - Hurricane Harvey made landfall less than 10 days ago and Irma is expected to follow suit this weekend. Two disasters of such magnitude cannot be recalled in recent history, proving problematic for relief efforts.. Volunteer fatigue is the notion that those serving will tire from their efforts and be unable or unwilling to serve another deployment. Similarly, donor fatigue is the idea that donors may be unable or unwilling to donate to Irma relief efforts after already giving to Harvey relief efforts.. Irma preparation is a major focus for us right now. Were trying to get volunteers out today or tomorrow because that window of when they can get there to be ready, is going to close very quickly, Jennifer Sanders, executive director of the central and southeast Kansas American Red Cross said.. A typical deployment assignment for the American Red Cross is two weeks. After that time, its up to the volunteer to either extend their time in Texas, head to the Southeast for ...

The charter will be accompanied by an action plan to help signatories put it into practice.. An estimated 20 million people with disabilities are currently affected by humanitarian crises. Often marginalized in their communities of origin, people with disabilities can also find it more difficult than people without disabilities to flee affected areas and to access humanitarian aid. Their rights and needs are often not taken into account. According to a survey, Disability In Humanitarian Context, conducted by Handicap International in the first half of 2015: three quarters of people with disabilities affected by a humanitarian crisis and who responded to the survey reported that they did not have adequate access to basic assistance such as water, shelter, food, or health care services. The first tropical storm of the Eastern Pacific hurricane season was short-lived. Satellite imagery revealed that Tropical Storm Alvin became a remnant low pressure area 36 hours after it was named.. NASAs GOES Project created an image of Alvins remnants using infrared data from NOAAs GOES-15 satellite on May 17 at 1200 UTC (8 a.m. EDT). NASAs GOES Project is located at NASAs Goddard Space Flight Center in Greenbelt, Md. Alvin became a named tropical storm on May 15 at 5 p.m. EDT and weakened into a trough (elongated area) of low pressure by 5 a.m. EDT on May 17.. The GOES-15 satellite image showed that the system has become elongated and did not have a well-defined center. The National Hurricane Center also noted that Alvins remnant low pressure area had become further embedded within the Inter-tropical Convergence Zone and is no longer a tropical cyclone.. The Inter-Tropical Convergence Zone is a broad area of low atmospheric pressure located in the equatorial region where the ...
The end of the Cold War and its associated Soviet and Chinese subsidies led to the collapse of North Koreas command economy. Although severe floods in 1995 and 1996 compounded the problem, the famine of the 1990s, which killed at least a million people, was caused by decades of severe economic mismanagement. As many as 300,000 North Koreans fled to China in search of food, despite a legal ban on leaving the DPRK. In 1995, North Korea allowed the United Nations and private humanitarian aid organizations from Europe, North America, and South Korea to undertake one of the worlds largest famine-relief operations. Despite continuing food shortages over the next decade, the DPRK in 2005 instructed the UN World Food Programme to either switch from humanitarian relief to development assistance or leave North Korea. The DPRK continues to force the international community to bear the burden of feeding its citizens while it devotes resources to its military ...

The American Red Cross, which will spend an estimated $110 million by the end of December on Superstorm Sandy emergency relief, is working closely with government and community partners on longer-term recovery efforts for survivors.. The initial Red Cross recovery plan, developed in coordination with FEMA and other partners to identify and address unmet needs, is estimated to cost another $60 million. Any Sandy donation beyond what is used for emergency relief and this initial recovery plan will be used for other longer-term needs of those affected by this disaster. Hurricane Sandy is the biggest U.S. disaster response by the Red Cross in more than five years, and the generous support of so many people and companies across the country have enabled the Red Cross to provide food, shelter, relief supplies and comfort to tens of thousands of people impacted by Sandy, especially in New York and New Jersey.. Sandy was a huge storm that spread over an area the size of Europe, and the Red Cross is part ...

The General Assembly, in its resolution 57/129, designated 29 May as the International Day of United Nations Peacekeepers. This is the date when, sixty years ago, the first UN peacekeeping mission named the United Nations Truce Supervision Organization, or UNTSO, began operations in Palestine. Today we are paying tribute to the professionalism, dedication and courage of all the men and women serving in UN peacekeeping operations, and honour the memory of those who have lost their lives in the cause of peace. For many souls rising from the aftermath of a conflict, peacekeeping is the United Nations. Blue helmets are involved in a broad range of activities from disarmament to human rights monitoring and elections. Today the UN peacekeeping has expanded to 17 missions, with more than 88,000 troops, police and military observers. During the 62nd session, Member States decided on the establishment of two new peacekeeping operations, including the largest-ever mission created under the auspices of ...
US, UK and French dirty hands were behind a Security Council resolution calling for a seven-day ceasefire in Aleppo - on the phony pretext of providing humanitarian aid theyre supplying only to terrorists. Egypt, New Zealand and Spain were used to introduce what they should have rejected outright.. Russia, China and Venezuela responsibly opposed another scheme to give US-backed terrorists time to regroup, replenish their ranks, rearm and continue committing atrocities in Aleppo, largely against defenseless civilians.. A deceptive Security Council statement claimed (t)he proposed cessation of hostilities would have lasted at least one week and would have demanded immediate safe access to all areas for humanitarian assistance - without explaining the absence of a way of enforcing whats agreed to. America and its rogue allies consistently violate terms accepted.. Most of eastern Aleppo already has access to humanitarian aid, thanks to Syrian, Russian and allied forces. Similarly, information on damages to critical household and community infrastructure (such as farm land, irrigation systems, village to market roads etc.) pave the way for planning rehabilitation and rebuilding activities. However, as peace has collapsed in a considerable number of cases despite peacekeeping efforts, we are left with the question which combinations of peacekeeping environments and peacekeeping missions lead to lasting peace. This article compares 22 peacekeeping missions between 1990 and 2012. While prominent United Nations documents assume that the success of post-conflict peacekeeping primarily depends on the features of the mission itself, the analysis shows that characteristics of the terminated civil war have a strong influence on whether peace endures. When disaster strikes in the United States, there is one organization that is on everyones mind, the American Red Cross. It has operated for over a hundred years on the simple premise of delivering aid to those in need. The organization does this by reacting effectively and efficiently to natural and man-made disasters and delivering humanitarian aid to those affected. In recent years, though, the American Red Cross has come under scrutiny for mismanagement and ineffective disaster relief. The purpose of this paper is to use ethical standards of the nonprofit sector to evaluate and explain the performance of the American Red Cross in recent years. Considering outside factors like climate change and public opinion, a conclusion can be drawn.

Abstract: Most severe disasters cause large population movements. These movements make it difficult for relief organizations to efficiently reach people in need. Understanding and predicting the locations of affected people during disasters is key to effective humanitarian relief operations and to long-term societal reconstruction. We collaborated with the largest mobile phone operator in Haiti (Digicel) and analyzed the movements of 1.9 million mobile phone users during the period from 42 d before, to 341 d after the devastating Haiti earthquake of January 12, 2010. Nineteen days after the earthquake, population movements had caused the population of the capital Port-au-Prince to decrease by an estimated 23%. Both the travel distances and size of peoples movement trajectories grew after the earthquake. These findings, in combination with the disorder that was present after the disaster, suggest that peoples movements would have become less predictable. Instead, the predictability of peoples ...

The Afghan Air Force [AAF] is the primary air enabler for the ANDSF, responsible for air mobility and close air attack across all of Afghanistan. The AAF can independently plan for and provide air assets for logistics, resupply, humanitarian relief efforts, human remains return, CASEVAC, non-traditional ISR, air interdiction, armed overwatch and aerial escort mission sets. By 2018 the AAF conducted more airstrike sorties than the U.S. Air Force in Afghanistan. The AAF modernization program includes a 40 percent increase in AAF personnel and nearly triples the number of Afghan aircraft by 2023. This expansion introduces multiple new platforms, including the UH-60A helicopter and the AC-208 attack/ISR light fixed-wing aircraft. AAF modernization took a major step forward in January 2018, when the initial six UH-60A helicopters arrived in Kandahar and the first six UH-60 Afghan pilots completed Aircraft Qualification Training in January 2018. The current training program is designed to produce up ...

More than 5,000 civilians have been killed and 9,000 injured in the conflict in Yemen over the last three years. Although more than 70% of the population (21 million Yemenis) need emergency aid, the blockade imposed on 6th November 2017 has aggravated an already disastrous humanitarian situation[1], preventing the entry of foodstuffs, medical supplies and humanitarian aid. Seven million people are on the brink of famine. Arnaud Pont, Yemen emergency desk officer at Handicap International (HI), explains the gravity of the situation:
The devastation wrought by Hurricane Sandy has taken a toll on communities where Major League Baseball teams live alongside fans as neighbors and friends, and now many of those neighbors and friends need some help to recover and rebuild. It takes a team to get through a crisis like the damage inflicted in late October, and baseballs team of teams, players and fans around the country, is gathering forces to help assist those in need in the wake of the superstorm that hit with such impact in New York, New Jersey and elsewhere on the Eastern seaboard and inland areas. To that end, Major League Baseball announced that in conjunction with the Major League Baseball Players Association a donation of $1 million is being made to benefit the American Red Cross, the Salvation Army and Feeding America to assist in the efforts being made to help those affected most by the storm. In addition, relief efforts have by MLB, its clubs and employees been ongoing to deliver truckloads of supplies and
Are You Syrious (4.1.17, link). Greece: Overcrowding in the camps, people sleeping in police precincts. There are 93 new arrivals in Greek islands today. As camps on the islands are dangerously overcrowded, people are being in some instances transferred to local police precincts. The situation in the cells has been suffocating for months now, Dimitris Alexiou, spokesman for the local police union, told Kathimerini. With overcrowding and cold temperatures, flu is spreading in the camps.. Returns to Greece may be resumed, but humane conditions not - sign the petition against the returns. Overcrowding and non existent winterization of the camps did not prevent the EU commission from recommending the returns to Greece that were suspended in 2011 and, as we have reported, may be resumed in March 2017. This recommendation, though, is not binding for all EU member states and can not be applied retroactively, meaning that people who reached other EU countries in the past and until the 15th of March ...

Certain goods are considered humanitarian by nature or destination, such as medicine, medical material, and food. The relevant Sanctions Committee gives these goods partial exemptions from the embargo.. The principle established by the 1949 Geneva Conventions and their 1977 Additional Protocols posits that States are under the obligation to allow the free passage of relief supplies that are of an exclusively humanitarian and impartial nature (GCIV Art. 23, API Art. 70, and APII Art. 18.2). This list is much broader than the goods automatically considered humanitarian by the Sanctions Committees: it includes clothes, shelter, and construction materials. This higher level of tolerance is based on the fact that international humanitarian law foresees that humanitarian organizations carry out the distribution of relief.. This principle has become a mandatory norm of customary law. Indeed, Rule 55 of the ICRC customary IHL study published in 2005 provides that in international and non-international ...
The idea for a national volunteer corps emerged out of the tragic events of the 9/11 terrorist attacks. Thousands of medical and public health professionals, eager to volunteer in support of emergency relief activities, found that there was no organized approach to channel their efforts. Local responders were overwhelmed and did not have a way to identify or manage these spontaneous volunteers. Many highly skilled people were turned away. Americans desire to lend a hand that day and in the months that followed revealed the need for a network to provide the infrastructure to organize and train individuals who wanted to volunteer their time and skills to benefit their community.. The Medical Reserve Corps (MRC) came directly out of this need. In the 2002 State of the Union Address, President Bush asked all Americans to volunteer for their community, and by July 2002, Secretary of Health and Human Services Tommy G. Thompson officially had launched the MRC. The MRC offered a way to train and track ...
Buffalo, N.Y. While the U.S. government has comfortably resigned itself to a criminally negligent stasis regarding any effective long-term COVID-19 response, Workers World Party, Queen City Workers Center, and the Green Party hosted a live-streamed press conference in downtown Buffalo on Dec. 28, demanding immediate relief for the multinational working class and small businesses. People held signs with slogans such as COVID is capitalisms last breath and Planned economies respond better to crises. Local resident Laskesha Johnson spoke about her long struggle during the pandemic and aptly highlighted the need for us to learn to fight together for our rights. Carol Sandy Przybylak, vice-chair of the Erie County Green Party, described the glaring hypocrisy of politicians like New York Gov. Andrew Cuomo, who rest on their laurels while dooming us to lasting economic catastrophe, even as corporations like Amazon profit immensely from our misery. Behind the speakers was a banner listing WWPs ...
This evaluation has brought to light the potential for emergency response workers to be exposed to excessive noise levels that could contribute to hearing loss. If these workers had similar exposures in their daily jobs, they would be enrolled in a hearing loss prevention program by their employers. This evaluation also highlighted a potential noise hazard to workers who care for domestic animals,
The only major hurricane of the season, Olivia formed on October 6 as a tropical depression. It slowly strengthened and became a tropical storm 3 days later. As a tropical storm, Olivia again took a long time to become a hurricane. It headed north-northeast and hit Baja California with 50 mph winds. On the 13th, Olivia finally became a hurricane, while in the Gulf of California. It rapidly strengthened due to its very small size, and reached winds of 125 miles (201 km) per hour for six hours and made landfall on the eastern side of the Baja California Peninsula at that strength. Olivia rapidly weakened even faster than it strengthened and dissipated 18 hours after landfall.[22] Olivia is only one of two major hurricanes to make landfall on eastern side of the Baja California Peninsula the other being Hurricane Kiko of 1989. It was also the first major hurricane to be named in the East Pacific. No damage figures exist from Olivia, due to the scarce population of the area it struck. However, a ...

The charter is not only a grant of power, but also an imposition of duties and obligations to the nation, to disaster victims and to the people who support its work with their donations.. The massive earthquake that struck Armenia on December 7, 1988 at 11:41am was epicentered in Spitak, taking at least 25,000 lives. Measuring 6.8 on the Richter Scale, the many poorly constructed Soviet buildings across the region sustained heavy damage or collapsed. The small city of Spitak was destroyed, while the nearby cities of Leninakan (later renamed to Gyumri) and Kirovakan (later renamed to Vanadzor) sustained a lot of damage as well. The tremor also caused damage to many surrounding villages. Since most of the hospitals in the area were destroyed, and due to freezing winter temperatures, officials at all levels were not ready for a disaster of this scale and the relief effort was therefore insufficient. The Soviet Union allowed in foreign aid workers to help with the recovery in the earthquakes aftermath, and this was one of the first cases when rescue and relief workers from other countries were allowed to take part in relief works in the Soviet Union. Gorbachev cut short a visit to ...

The refugee camp in Nea Kavala, accessible through the road bordering the village, and which is in close proximity to a supermarket, has been in operation since the end of February 2016. It is an open structure, without restrictions on exit. It is operated exclusively by the military, that is, there is no civilian staff from the Ministry of Interior/Migration, which creates an issue regarding whose jurisdiction the camp is under. The camp lies outside the Diavata-Idomeni axis (though very close to the latter), and very few organizations visit it, so that very few humanitarian aid materials are available. Aid not distributed following a system, as no civilian staff is available to carry out this work. Staff present (reported on March 5, 2016) consisted of 7 people in total, all military, and the lieutenant in charge of the camp (who performs his duties on a shift basis) appeared to be fully aware of his duties, responsibilities, as well as of objective restrictions, as there is no aid, ...
