Formula milk dangerous as humanitarian aid. *Prodita Sabarini*, The Jakarta Post, Mon, 07/07/2008 10:31 AM UNICEF has renewed calls for donors to refrain from sending formula milk as humanitarian assistance to victims of disasters, saying it could cause even more deaths.. A UNICEF study found rates of diarrhea in Yogyakarta in the aftermath of the 2006 earthquake increased sixfold as the consumption of formula doubled.. Anne H. Vincent, head of UNICEF Indonesias health and nutrition department, said there was a strong correlation between formula consumption and deaths due to diarrhea in the province during this period.. She said the increase in diarrhea cases was caused by unmonitored donations of infant formula to the disaster-stricken area, coupled with poor sanitation and limited access to clean water.. About 80 percent of children less than two-years-old who were affected by the earthquake received ...

Disasters are known to change peoples lives, both victims and their carers. Rescue and relief workers are also significantly affected by the psychological consequences of disasters. To assess the psychological impact of 8th Oct 2005 earthquake of Pakistan on the health care providers who worked in the affected areas. A group of health care providers who worked in the disaster affected areas for 6 months, belonging to the Armed Forces were approached through the heads of their organizations after a lapse of this time period. Recent scholarly and practitioner research on the work of non-governmental organizations (NGOs) has been concerned with questions about the moral legitimacy of humanitarian aid in settings of armed conflict. At issue is the extent to which NGO activities are said to affect the conduct and outcome of warfare, thereby potentially implicating humanitarian aid in the partisan interests which it has traditionally eschewed as a condition of its legitimacy. This paper explores how such issues are taken up in the explanations offered by humanitarian aid operatives in descriptions of the work they carry out in settings of armed conflict. Drawing on a corpus of conversational material recorded in open-ended interviews with representatives of various NGOs that operate in Israel and the Occupied Palestinian Territories (OPT), I examine how speakers work to make themselves accountable to demands for sympathetic affiliation with the losing (or vanquished) parties in the Palestinian-Israeli conflict while ...
Armenia, 1988. After the earthquake, 5,000 tons of drugs and medical supplies worth US$ 55 million were sent. This quantity far exceeded needs. It took 50 people six months to gain a clear picture of the drugs that had been received. Eight per cent of the drugs had expired on arrival, and 4% were destroyed by frost. Of the remaining 88%, only 30% were easy to identify and only 42% were relevant for an emergency situation. The majority of the drugs were only labelled with brand names.9. Eritrea, 1989. During the war for independence, despite careful wording of appeals, many inappropriate donations were received. Examples were: seven truckloads of expired aspirin tablets that took six months to burn; a whole container of unsolicited cardiovascular drugs with two months to expiry; and 30,000 half-litre bottles of expired amino-acid infusion that could not be disposed of anywhere near a settlement because of the smell.10. RIN: 2132-AB13). (i) Cost-benefit analysis. In its submission to the Comptroller General, FTA did not include an analysis of the costs and benefits of the interim final rule.. (ii) Agency actions relevant to the Regulatory Flexibility Act (RFA), 5 U.S.C. §§ 603-605, 607, and 609. In compliance with RFA, FTA evaluated the effects of the interim final rule on small entities and determined the interim final rule would not have a significant economic impact on a substantial number of small entities. FTA stated that recipients of Emergency Relief Program funds are generally states and local governmental authorities. FTA stated that the only burden placed upon local governments by this rule would be the small paperwork burden associated with the application process, which was addressed in the Paperwork Reduction Act section of this notice and was designed to minimize the paperwork burdens of the rule. For this reason, FTA certified that this action would not have a significant economic impact on a ...

While the humanitarian crisis in the Middle East is one of the most devastating of our era according to Antonio Guterres, UN High Commissioner for Refugees (UNHCR), humanitarian aid approaches its limits. I was recently invited to tour a new medical ship run by the international Christian relief organisation Youth With a Mission (YWAM). This particular ship, destined for work in Papua New Guinea (PNG), is larger and newer than their current vessel, and it will allow YWAM to increase their medical assistance by 500%, offering health care immunisations, and training to 1.3 million people, a quarter of the nations population. The ship will offer basic but vital services which many of the poorest people of PNG would have little hope of accessing otherwise, such as optical and dental treatment, pregnancy assistance, as well as medications to fight malaria and tuberculosis.. There was no doubt in the presentation and ensuing discussion that the work being undertaken was of immense value, truly taking up the most basic Christian tenant to offer help to those in need.. Working in humanitarian aid and disaster relief across several countries, I first joined the TechChange community as a student in the Tech Tools and Skills for Emergency Management online course in January 2012, and will soon be guiding discussions as a facilitator for the next round of the course that begins March 17, 2014. Since TechChange has offered this emergency management course six times since 2011, Ive enjoyed stepping up my participation from student, to guest speaker, tech simulation demonstrator, to now a facilitator. In my opinion, disaster management is a field where nobody is really an expert in that different people have varied areas of expertise. A facilitated TechChange course like TC103 is an opportunity to get people of different backgrounds together, which is especially valuable in a field like disaster management, which evolves so quickly and can be tough to keep track of. Here are five lessons I have learned over the course of seven years of working in disaster response ...

Imagine if America’s reputation around the world were strictly for providing humanitarian aid and disaster relief; if, whenever there was a disaster, the Americans came, helped, and left. Then, if terrorists attacked the U.S., world opinion would be on our side. We wouldn’t have to defend ourselves against terrorists; the rest of the world would do it for us.
In the late 1980s, the Marine Nationale started the studies for frigates adapted to low-intensity conflicts in the post-Cold War era. The ships were to serve in the large French exclusive economic zone (EEZ), be adapted to humanitarian operations or low-intensity operations in support of land troops, and replace the aging DEstienne dOrves-class avisos, which tended to prove too focused on naval operations and were ill-suited for joint operations. Conventional warships used in low-intensity or humanitarian relief operations proved costly, with their heavy equipment and large crew. Hence came the requirement for lightly armed frigates with economical engines and small crew. In Italy, the same requirements led to the development of the Cassiopea and Minerva type corvettes, built according to both civilian and military standards. These ships were limited to 1,300 tonnes because the limited size and depth of the Mediterranean and the proximity of the homeland. The French Navy, on the other hand, ...
