In 2003-4 Australian households with dependent children spent about $14.58 per week on active recreation, which was about half of average expenditure on screen recreation.. Employing a set of survey data from users and nonusers of state-owned recreation and conservation areas in Finland, we derive two measures for distributional analysis. The first, the income elasticity of willingness to pay for recreation services, indicates that public provision of recreation benefits lower-income groups more than higher-income groups. The second, a welfare measure including efficiency loss, reveals ambiguous impacts depending on the level of the fee implemented. Low fee levels decrease recreation visits among lower-income users, whereas high fees reduce the welfare level of higher-income users in particular.

The preferred alternative adds some off-leash acreage on a grassy area near Bay and Laguna streets, at Fort Mason and at Fort Funston near Battery Davis, allowing dog walkers access to the beach from upland areas. Restrictions would be increased in another popular dog walking area in Marin, Oakwood Valley, where the fire road proposed in 2011 for off-leash walking would be changed to on-leash only, according to Levitt.
