Downloadable! Many developing countries are searching positive impacts on the efficiency, equity and quality provision of the public services through increasing competition and active participation of the private sector, considering public-private partnerships (PPPs) as the appropriate instrument to attain such endeavour. Accordingly, PPPs have been used for many and widespread purposes, ranging from the construction of physical infrastructure, to the provision of health and social services, to public administration. But, while the idea of a PPP in general is theoretically appealing, its practical implementation in developing countries is not so easy as theory suggests. Perhaps partly for that reason, a large number of implemented PPPs have left the contractual parties dissatisfied, which may indicate that, either developing country authorities, or investors (or both) may have had too high expectations to what could be attained. Though some contracts have been granted under circumstances that made them

In 2009, the RV144 Thai vaccine trial provided the first evidence in humans that a safe and effective preventive HIV vaccine is possible. Although efficacy was 31.2% at the end of the study, there was a higher early effect (60%) at 12 months. The Pox-Protein Public-Private Partnership (P5) is a diverse group of organizations committed to building on the success of the RV144 HIV vaccine trial and evaluating potentially improved pox-protein vaccines to determine if they might provide significant public health benefit.

Well, you learn something everyday. While reading Tracks, the in-house newspaper of the Anniston Army Depot, I discovered the highly regarded Stryker combat vehicle that has figured so prominently in the Afghanistan and Iraq campaigns is named after two Medal of Honor winners. I always figured that Stryker was just a cool name for a troop carrier that can safely traverse any kind of terrain, including ground that has been mined with improvised explosive devices. But it turns out the vehicle is named for Pfc. Stuart S. Stryker, who served heroically in World War Two, and Spc. Robert F. Stryker, who served with similar distinction in Vietnam. Unlike much of our culture, the Army remembers the past sacrifices of those who preserved our freedoms.. I learned something else from reading the Tracks story by Jennifer Bacchus. This year marks the tenth anniversary of a public-private partnership between the Anniston Army Depot and Stryker prime-contractor General Dynamics that has proven remarkably ...

Changes in how SRS tracks contract years makes direct comparison of outcomes from year to year somewhat difficult. In the beginning, the implementation months of each of the three contracts were staggered to give SRS staff who were revising and publishing the RFPs some time between them. This schedule proved hard to manage. Only the family preservation contract was coordinated with the state fiscal year, and this made budgeting for programs very difficult for the state and the contractor. After much consideration, a decision was made to align the public-private partnership contract periods to coincide with the state fiscal year. This required SRS to shorten some contracts, and therefore few of the foster care/reintegration and adoption contracts are a year in duration.. Family Preservation Services. Family preservation services are intensive, in-home services offered to families at imminent risk of having a child removed from their home and taken into the custody of the department, unless the ...

Every minute, at least one woman dies from pregnancy and childbirth complications; a further twenty suffer injury, infection or disease. Despite medical advances, and years of national and international policy declarations, this tragic situation remains particularly severe in developing countries, violating a fundamental human right.. This book draws together insights and experiences of development practitioners, policy-makers, academic experts and private sector partners to describe the Womens Health Initiative (WHI). A public private partnership based in India, the WHI took a new approach to solving the apparently intractable problem of poor womens health.. Informed by the growing literature on public private partnerships, the observations and analyses in this volume describe how the WHI drew reference from both the Millennium Development Goals and the United Nations Global Compact to implement a project that would make a real difference in womens lives, simultaneous with meeting private ...
Rhonda Zygocki, executive vice president of policy and planning at Chevron Corporation. …[E]nding HIV transmission from mother to child remains one of the most achievable ways to realize an AIDS-free generation - with the potential to bring about an end to new infections, keep mothers alive, improve the health of women around the globe and eventually end the epidemic. As a global community, we will not reach elimination of mother-to-child transmission without significantly accelerating the rate of reduction in new HIV infections among children - especially in Nigeria. The Pact-Chevron partnership and PROMOT project demonstrates one way we can accelerate the solution. The partnership contributes to the elimination of mother-to-child transmission of HIV by supporting community-based organizations in implementing prevention of mother-to-child transmission (PMTCT) services in Bayelsa state. … Chevron is helping to expand PROMOT throughout all of Bayelsa with an additional $1.7 million with ...

It also assesses the increasing inequalities within and between countries.

Bahia is one of Brazils largest states. It is located in the north east of the country on the Atlantic coast and is the fourth largest Brazilian state by population and fifth largest by area.. While governor, Arnold Schwarzenegger loved to tout public-private partnerships; another phrase for which is crony capitalism.. One such partnership he backed was Proposition 71 [1]back in 2004, which allocated $3 billion to fund stem-cell research. Except that, with interest, the payback amount to taxpayers is $6 billion. Those were the years when Arnold, who was elected to get control of the crazy deficit spending, as he called it, instead went on a wild spending binge, for which were still paying through tax increases.. In 2013, the Los Angeles Times reported[2] on a study of the Prop. 71 spending by the Institute of Medicine, part of the National Academy of Sciences:. After 17 months of deliberation, the panel, which was chaired by Harold Shapiro, a former president of Princeton University, concluded that the CIRM board members were saddled with almost unavoidable conflicts of interest, whether actual or perceived. Thats because by law, 23 of the 29 members must be representatives ...

As part of this program, 10 national nonprofit organizations with prevention expertise were funded and matched with specific community objectives. Most tobacco and obesity-related matched objectives were successfully accomplished by communities. Public-private partnerships should be considered when addressing chronic disease prevention.

Success of public private partnership to control tuberculosis in Nepal (pp. 92 98). In South Asia, a large number of tuberculosis (TB) patients seek private sector treatment but the quality of care is often poor and rarely meets standards set by the internationally recommended TB control strategy, DOTS. Newell et al. implemented and evaluated a public private partnership to deliver DOTS for TB control in Lalitpur, Nepal, where an estimated 50% of patients are treated in the private sector. In the first 36 months, case notification of sputum-positive patients increased from 54 per 100 000 to 102 per 100 000 with treatment success rates of ,90% and with ,1% of patients defaulting, thus exceeding international targets. Replication of this partnership, which is flexible and requires little input, should be possible elsewhere in Asia.. ...

Recently an OEL of 5 mg/m³ was established in Germany by the DFG MAK Commission for OPP. This OEL that is defined by an independent expert committee covers systemic and local effects after inhalation exposure and is used as a representative toxicological threshold for long term local effects. Exposure peaks are limited at the DFG MAK OEL to a factor of 1. Therefore, in line with this assessment the representative toxicological threshold for acute/short term local effects is defined as 5 mg/m³. Repeated-dose toxicity - systemic effects - dermal route - worker: The DNEL for systemic effects via dermal route can be determined following two different approaches: either by using the available data from a subacute repeated dose toxicity study via the dermal route or by means of route-to-route extrapolation using the available data from a chronic repeated dose toxicity study via the oral route. 1. The DNEL for systemic effects via dermal route is determined on the basis of the subacute dermal OECD ...
Simultaneously the public and the private sector need to plan, work and evaluate projects like real partners. I am certain that this will incentivize and accelerate climate-friendly and market-worthy businesses and ideas.. One example of an effective public-private partnership is the Norwegian governments support of research facilities for carbon capture and storage at multiple locations for multiple industries. This includes Norcems cement plant in Breivik and the recycling of energy from a waste incineration plant at Klementsrud in Oslo.. Leveraging public-private partnerships. The Norwegian government has understood that to balance its national carbon budget, the public sector needs to support private industry. Proof that this approach works is the first full-scale carbon capture and storage (CCS) solution to be implemented at a cement factory, in Brevik, Norway.. Government supported schemes for capacity building, research and innovation has underpinned this development and planned ...

The UN Food and Agriculture Organizations Ethics Panel meets in Rome to consider the ethical implications of recent advances in biotechnology. The panel is made up of world-renowned agronomists and ethicists. The focus of their discussion is on genetically modified organisms (GMOs) in food and agriculture, forestry, and fisheries. Following the meeting, the panel prepares a report that includes a summary of its views and lists a number of recommendations. The overriding concern of the report, completed some time in 2001, is that there is an inherent conflict between the interests of the corporations developing the technology and the social issues that GMO defenders say the technology will address. The biotech industrys primary concern is to maximize profits, not to address the needs of the worlds rural poor, the report says. The panel notes that the private sector receives more resources than the public sector for GMO research, and that in some cases, public resources are actually being ...

By sharing experiences from the Consortium, the PLOS NTD Symposium Article highlights the crucial role of expert meetings in PPPs targeting NTDs. As depicted in the article, each phase of the R&D program poses its own challenges, from drug formulation to drug deployment. To address those challenges, the Pediatric Praziquantel Consortium integrates output from expert meetings tailored to the objectives of each phase of the R&D program. Expert meetings engage Consortium partners and a collection of experienced external actors who can contribute valuable situated knowledge or have a stake in the programs outcome.. Introduction This case, plaintiff Carmine Sodano s G.L. c. 40A, § 17 appeal from the Winthrop Zoning Board of Appeals denial of his application for a variance from the 2 ½ story height limit for residential dwellings, presents two issues. First, was such a variance required? The house was originally two stories tall with an attic immediately above the second floor under a steeply pitched roof. In June 1997, in accordance with a building permit he obtained from the town s building inspector, Mr. Sodano raised the height of the left side of the roof, creating a new apartment in that area of the former attic. [Note 1] Can he now, without a variance, raise the roof height on the right side to create additional living space? Mr. Sodano contends that he can, arguing that all he needs is a special permit. More precisely, he argues that the 1997 building permit created a legal third floor, making that floor lawfully non-conforming and one he can expand with a G.L. c. 40A, §6 finding so long as the ...

Thank you for this documented information.. Is this really a surprise? Or should we rather wonder if there is on earth any important national or international health institute or organization that can escape pharmaceutical companies influence?. The World Health Organization (WHO), Food and Drug Administration (FDA), the European Medicines Agency (EMA) or the National Health Institute (NIH) can also be criticized in this respect.. The scenario is always the same: undermining public funding of institutions devoted to public interest and then offering a quick fix in the form of private conditional funding or public private partnership.. In 1985 the United States decided to withhold its contribution to WHO budget because it disagreed with the Essential drug program that was threatening the leading American pharmaceutical companies interests [1]. As a result WHO had to accept more and more conditional extrabudgetary funding and then accepted changing its policy to fit private contributors ...

To treat environmental problems and to seek sustainable development, voluntary and cooperative efforts, which is really against the traditional mentality with the emphasis on the individual competitive optimization, became the key to maintain the sustainability of complex social and ecological systems. To understand the cooperative and voluntary individuals environmentally significant behavior (ESB), this paper focuses on the role of trust, and assesses the effect of trust on the relationship between existing factors and ESB. A structural equation model (SEM) is constructed to estimate the moderating effects of trust on ESB in Korea. We found that people with a negative view on strict environmental regulations do not exhibit ESB and thus nudge policies could be much more effective than the forceful measure. It is noteworthy that public private partnership, as a kind of optimal trust, should be more promoted in the environmental protection policies.
The civilian work force comprised 88,020 full-time equivalents on 1 October 2008. While we do not set civilian requirements in the same way as for the armed forces, we expect the civilian work force to decrease over the next few years as a result of change programmes, including Head Office Streamlining, the PACE initiative in Defence Equipment and Support and transfers of civilian personnel into the private sector (for example, the Royal School of Military Engineering Public Private Partnership). Further reductions may occur as we continue to review our manpower requirements to ensure that we are delivering best value for money, while continuing to deliver Defence outputs.. ...

Public-private partnerships (PPPs) are usually conceptualized as state-nonstate partnerships. Yet this conception is problematic since it is based on the implicit assumption of a quasi-automatic link between legal and motivational actor characteristics, that is, the public status of an actor and this actors willingness (and capacity) to act in the public interest. While those with formal ties to a state are assumed to act in the public interest, those without this link are assumed to be acting in their own private interest. As we know, both assumptions are questionable. In fact, it would not be too surprising to identify a PPP in which the members of the public entity are seeking their own, private benefit, while the private partner is seeking to ensure the provision of a common good, such as clean air, safe drinking water, or the preservation of biological diversity.. ...
