Abstract: Social cohesion is an important precondition for peaceful and economically successful societies. The question of how societies hold together and which policies enhance social cohesion has become a relevant topic on both national and international agendas. This Briefing Paper stresses the contribution of revenue collection and social policies, and in particular the interlinkages between the two. It is evident that revenue mobilisation and social policies are intrinsically intertwined. It is impossible to think carefully about either independently of the other. In particular, revenue is needed to finance more ambitious social policies and allow countries to reach goals, such as those included in the 2030 Agenda for Sustainable Development. Similarly, better social policies can increase the acceptance of higher taxes and fees. Furthermore, and often underestimated, a better understanding of the interlinkages between revenue generation and social policies can provide a significant ...

Two weeks ago, the Heritage Foundation (a conservative think-tank) released a position paper based largely on the academic research of one Jason Richwine. The conclusion (roughly paraphrased): Hispanic people have lower IQs than white people, so an overly permissive immigration policy will drag down the US economy. Ethically, this conclusion is a deep affront to my liberal* sensibilities. The idea of basing our public policy on racism and bigotry is abhorrent.

Downloadable! The success of individual firms can illustrate lessons learned from economy-wide research on how public policy and private company policy affect the development of the services sector. This review of some 14 case studies of large international services firms shows that three factors are common to their success: (1) Many successful services companies examined owe their existence and success to the opening up of markets; (2) The opening up of markets enabled new entrants to take another step towards success, namely innovation. Such innovation - either in terms of processes or products - helps firms to differentiate themselves from other, often more traditional, firms. The strong focus on innovation is often associated with an important role of venture or risk capital. In many cases, successful services firms were also pioneers in introducing information and communication technology (ICT) and developing other key technology applications; and (3) A motivating work organisation. I believe people are hungry for non-partisan, evidence-based solutions to public problems.. Between the federal, state, and local governments, we spend over $7 trillion a year on government in the United States. Are we getting our moneys worth? Its doubtful, but we are taking steps in the right direction. Virtually all new grants and programs require organizations to use the methods of public policy to measure the impacts of their programs. We are still in our relative infancy as a field, but I believe the prospects are incredibly bright to improve the efficacy of our programs aimed at improving peoples lives.. As for my research, Im most excited about a current project that Im working on with University of Redlands undergraduates Sera Gearhart and Lidya Stamper. Together were examining the effects that a countrys economic inequality has on its educational performance. The results are very large and statistically significant. Excessive levels of economic inequality can be very damaging to ...

Andrew,. I am happy that you appreciate diagreements, because I really do disagree. You have the strong policy recommendations in your title, so you should be able to back them up. But all you really have is a rather vague seems that some policy implications are involved. If that is all you can actually argue, you should retract the earlier allegations. The irony is that you make strong allegations without much basis in a piece in which you criticize just that. If what you provide is - by your own admission - not necessarily strong recommendations (though this has a slight aftertaste of snark, if I am not mistaken), you should not anchor your piece on them being exactly that.. But I even doubt the recommendations part. There are three instances in which I see policy relevance (as claimed by Tol), one in the negative: a) whatever initial benefits (of warming) there are (not), they are sunk and thusly not policy relevant; b) total damage estimates are bad and uncertainty is huge and skewed ...

GDP is set to grow fairly strongly in 2017-18, supported by private consumption and investment. The labour market has started to improve. However, productivity gains are too low to sustain social protection, high-quality public services and rising incomes in the long run. Recent reforms have strengthened competition in some services sectors, but it remains weak in others. Along with high and complex taxes, this weighs on employment and productivity growth. Poverty is low overall. Yet, many youngsters and low-skilled workers are excluded from the labour market, especially when they live in poor neighbourhoods. Health-care quality is high, but insufficient support for prevention, a lack of coordination among providers and generous coverage of expenditures for most households result in excessive use and spending. A long-term strategy is needed to reduce public expenditure without endangering social protection so as to allow lower taxes with sustainable public finances. Increasing the focus on ...
