Public housing residents face significant social, economic, and physical barriers to the practice of health behaviors for prevention of chronic disease. Research shows that public housing residents are more likely to report higher rates of obesity, current smoking, disability, and insufficient physical activity compared to individuals not living in public housing. Because these behaviors and conditions may be shaped by the built and social environments in which they live, we conducted a study to test an environmental level diet and physical activity intervention targeting obesity among urban public housing developments. This study was a cluster randomized controlled trial of public housing developments, the unit of analysis and randomization. A total of 10 public housing developments were recruited and subsequently randomized to either receive the intervention package or to serve as comparison sites. The year-long intervention included components to change the dietary and physical activity-related
The ultimate goal of the intervention discussed in this manuscript, Flash on my neighborhood!, is to reduce mental health inequalities faced by public housing tenants. In Canada, the public housing program is an important component of governmental strategies to fight against poverty and social exclusion. In the province of Quebec, households who live in public housing developments pay only 25% of their income as rent, the remaining being funded by the government. There were close to 74,000 households benefiting from this program in Québec in 2011 [1]. Differently than in other countries, public housing is considered to be a residual housing option in Canada. Only people living in poverty have access to this program. Furthermore, in Québec, the largest proportion of public housing tenants is made of elderly people, mostly living in buildings that are reserved to this population.. Even if they have access to an affordable dwelling, public housing tenants suffer from a higher burden of physical ...
Understanding the links between housing and health is increasingly important. Poor housing quality is a predictor of poor health and developmental problems in low-income children. We examined associations between public housing type and recurrent pediatric emergency and urgent care hospital visits. Children ages 0-18 with public insurance who sought emergency care from any of three large medical systems in San Francisco were categorized by whether they lived in public housing redeveloped through the federal HOPE VI program, nonredeveloped public housing, or nonpublic housing in a census tract that also contained public housing. After we adjusted for potential confounding characteristics, we found that children living in nonredeveloped public housing were 39 percent more likely to have one or more repeat visits within one year for acute health care services unrelated to the initial visit, compared to children who lived in redeveloped HOPE VI housing. We observed no differences in repeat visits ...
Study Purpose: Project ROAR (Reclaiming Our Area Residences), established in 1994, is a public housing drug-crime elimination program sponsored by the Spokane Police Department and the Spokane Housing Authority. The program reflected a public-private, inter-agency collaboration that sought to empower public housing tenants in an effort to produce a safer neighborhood. The main purposes of Project ROAR were (1) to build upon the ideas of past and present community-based crime prevention and reduction efforts, (2) to provide insight into the effectiveness of such programs as they related to the mobilization of public housing residents, and (3) to examine the extent to which community-based crime prevention programs could create positive changes in perceptions of safety, neighborhood disorder, and crime rates. The Project ROAR program targeted poor neighborhoods located in central business districts with large elderly and transient populations that were experiencing high rates of drug dealing and ...

More than 70 residents of Richmond public housing unleashed years of frustration at a public meeting over squalid living conditions and what they called unhelpful and disrespectful Housing Authority staffers. City officials pledged immediate action, saying residents needed to be moved out of the building as soon as possible. The meeting at Hacienda followed weeks of upheaval at City Hall after the Center for Investigative Reporting reported on conditions at Housing Authority developments as well as the agencys chronic mismanagement and mounting debt. Numerous audits, both from HUD and the agencys independent auditors, have identified breakdowns in how the Housing Authority tracks its money, keeps its books and manages its staff. HUD has labeled the agencys executive director as ineffective, questioned the credentials of the finance manager, and criticized the City Council as ill-informed. Governor Andrew M. Cuomo today announced that construction is underway on a $67 million supportive and affordable housing project in the Bronx. The building being constructed, part of a larger mixed-use development known as La Central, will create 160 units of housing, including 97 supportive units for formerly homeless New Yorkers with special needs.. "This new development will provide quality homes and will support vulnerable Bronx residents in need allowing them to live independently and with dignity," Governor Cuomo said. "By giving these individuals a roof over their head and a safe place to call home, we help create a stronger New York and a more vibrant Bronx for years to come.". The La Central development will feature multiple buildings with mixed-income affordable housing, retail, community and recreation spaces, helping to revitalize the Melrose neighborhood in the South Bronx. Breaking Ground will develop the supportive housing component of La Central, while Comunilife will provide ...
Introduction: Tobacco smoke exposure (TSE) in public multi-unit housing (MUH) is of concern. However, the validity of self-reports for determining TSE among non-smoking residents in such housing is unclear. Methods: We analyzed data from 285 non-smoking public MUH residents living in non-smoking households in the Boston area. Participants were interviewed about personal TSE in various locations in the past 7 days and completed a diary of home TSE for 7 days. Self-reported TSE was validated against measurable saliva cotinine (lower limit of detection (LOD) 0.02 ng/ml) and airborne apartment nicotine (LOD 5 ng). Correlations, estimates of inter-measure agreement, and logistic regression assessed associations between self-reported TSE items and measurable cotinine and nicotine. Results: Cotinine and nicotine levels were low in this sample (median = 0.026 ng/ml and 0.022 μg/m3, respectively). Prevalence of detectable personal TSE was 66.3% via self-report and 57.0% via measurable cotinine (median ...

NEW YORK - More than 100 alleged gang members were charged Wednesday for what law enforcement officials called a decades-old feud that wreaked violence and death over two Harlem public housing developments.. "These three gangs were not sophisticated drug-trafficking organizations," said Manhattan District Attorney Cyrus Vance in announcing the two indictments. "Far from it, they were young people protecting their territories from imaginary threats and avenging the murders of fellow gang members and loved ones.". The 103 suspected gang members face charges including conspiracy to commit murder, attempted murder and gang assault.. Forty suspects from three gangs were arrested in early morning raids in Harlem, 39 were already jailed on other offenses and the rest were being sought in what Vance called the largest gang case in New York City history.. The crews warred over territory for two city housing developments, the General Grant Houses and the Manhattanville Houses, and their feuding and ...
Earle C. Chambers, PhD, MPH. August 30, 2015 - BRONX, NY - Public housing, originally developed to provide stable housing for low-income families, has become synonymous with concentrated poverty. Programs to reduce poverty have focused on dismantling public housing to be replaced, if at all, by mixed-income-design alternatives.. Studies have shown that low-income residents living in public housing have deleterious health outcomes. It is not clear, however, how public housing residents fare on a number of cardiovascular health indicators compared to those with an alternate low-income housing arrangement. Mechanistic models that incorporate housing with neighborhood access to resources and individual behaviors are poorly defined and understood.. A study by Dr. Earle Chambers (Department of Family and Social Medicine), published in the August 2015 Journal of Urban Health, examines individual- and neighborhood- level data to address cardiovascular disease in low-income populations. Medical marijuana users enjoy protection from criminal prosecution under California law - but thats about it. A medical cannabis patient can be fired solely for using the preferred drug, and any medical marijuana user living in public housing can be evicted at any time. And yes, this applies even in San Francisco. Although how likely it is that a joint will lead to homelessness depends on where exactly you live, or how much the local housing honcho hates you, activists and tenants say. To understand exactly how this works, you have to understand that the San Francisco Housing Authority - the nations 17th largest provider of public housing, with 6,500 public housing units and another 9,557 Section 8 vouchers - hires private companies to manage as well as build some of its units.. Last week, tenants at Hunters View - a newly rebuilt development in Hunters Point - were outraged over a long list of "paternalistic" rules imposed by The John Stewart Company, as reported by the Examiner. The facts for this article, but not the legal conclusions, come from an article in Mlive.com in Flint, Michigan, on 16 August. It seems to be affiliated with a Michigan newspaper, but that could not be established on its website. It was reported on the site that the ACLU wrote a strong letter to the Flint Housing Authority objecting to drug tests for public housing residents. Then the site opened the subject up for public comments.. The Director of the Housing Authority said he would like to have a zero-tolerance policy on drugs, but there were no current plans to conduct any drug tests of residents. What is interesting here is the reactions from residents to the announced ACLU attack on the Authority.. They follow a common theme. If people choose to subsist on public benefits, then they should expect to follow the rules for conduct laid down by those public authorities.. From numero407: "Greg Gibbs of the ACLU should drive through the Howard Estates in the evening. The only people who have a ...

Ohio State is currently accepting proposals for a new housing development located at the northeast corner of Kenny Road and Woody Hayes Drive. The 10-acre plot of land is slated to become a multi-family housing development catering to graduate students and students with families. According to the request for proposal put out by the university, the development will include up to 450 residential units and offer rental rates at least 25 percent below the market rate of apartments within 10 miles of campus. "This proposal would provide graduate students and those with families another housing option that is affordable, safe and located close to campus," Dan Hedman, Office of Administration and Planning spokesman, said in an email.. The development of the housing project comes following the announcement in November that 18 percent of Buckeye Village, which currently offers housing to graduate students, would be demolished to accommodate the construction of a new athletic facility.. Article: HUD Official to Move Into Public Housing? - The federal housing official responsible for the New York City region says she plans to move into public housing to spotlight inhumane conditions, but if she really wanted to spotlight inhumanity in housing, shed move big money out of precious city housing stock.
NEW YORK - For years, public housing has been forbidden for many people with criminal records. But a two-year-old pilot program run by the New York City Housing Authority that allows ex-offenders to live in public housing with relatives is showing signs of progress.. So far, none of the participants has received any new convictions and many are able to leave or avoid the homeless shelter system while they rebuild family ties.. Margaret diZerega, director of the Family Justice Program at the Vera Institute of Justice, which is helping to implement and study the family re-entry pilot project, says it could become a model for similar programs in other counties.. "There was recent HUD guidance that came out a couple of weeks ago and they cited family reunification programs like the NYCHA pilot among the best practices for housing authorities," says diZerega. "Were optimistic more counties will look to this kind of an approach and see how it could work in their jurisdiction.". diZerega says the ...

Hopefully this wets your appetite for things to come at the 23rd annual MAHEC Research Day on May 11th. We begin this issue with an interesting analysis of the interplay between housing and health. This article assesses self-reported health status, chronic disease burden, and functional status of elderly public housing residents. The results from this study will challenge mainstream assumptions about older adults living in public housing. The resiliency of this patient population will inspire you.. From there, we hear from our OB colleagues on a new technology used to screen for and manage breast cancer. Breast-Specific Gamma Imaging is proving to be very sensitive with fewer false positives than other tests, especially for women with dense breasts. It seems we may ...

Despite public misgivings, some planners and community activists say attached homes are exactly what the region needs. Without higher-density development, housing wont keep up with the rising population, they say. An ongoing housing shortage could escalate already-soaring home prices, locking low-and middle-income residents into a lifetime of renting.. The region needs "more compact housing development, more vertical housing development," said Lynne Baker, who co-chairs the Housing Action Network.. "There is more profit motive for estate homes, but the real demand is at the other end, for multifamily," said Baker, who is with the Endangered Habitats League.. Changing building patterns wont be easy, said Michael McLaughlin, planning director for the San Diego Association of Governments. The California tax structure makes it more profitable for cities to favor retail and commercial construction over residential projects, he said. Even with development impact fees, "jurisdictions dont get enough ...
BOSTON - A Worcester man pleaded guilty yesterday in federal court in Boston to being a felon in possession of a firearm.. Franklin Safo-Agyare, 25, pleaded guilty to being a felon in possession of a firearm and ammunition. U.S. District Court Chief Judge Patti B. Saris scheduled sentencing for Sept. 26, 2018. Following a two-year investigation, Safo-Agyare and eight others were charged in January 2018 in connection with illegal activity within and near the Mildred C. I wish I was the kind of person who knew how to use her cell phone to take a picture and then get the picture onto her computer for a blog post, because I wish I had a picture to show you of what I encountered today on my usual walk. I always go down Arden to the Catholic church, through their parking lot and into an alley, through the alley and into a smallish housing development thats nice and quiet (except for that one time I almost got attacked by a little dog). Well, today I got to the smallish housing development, and there was a big Neighborhood Watch sign up! And tacked next to the big Neighborhood Watch sign were some smaller signs saying "No trespassing" and "No soliciting" and "Private property"! Can you believe it? So I turned around and left. I dont see how it can really be private property--its not a private road--its a county road, as far as I can see, and I dont understand how they can say they own the sidewalk. So I feel indignant and angry--walking through a smallish ...
Im pretty sure this report is going to get pretty wordy but I hope you all enjoy reading it! A few weeks ago a friend and I made plans to head down to Manasota Key for a day of fossil hunting on the beach. I left my house just before 7 AM and drove down to her house in Tampa. After transferring my things into her car we left her house just after 8 AM. We took I75 south until Venice Beach at which point we started driving on smaller roads. The plan was to check out any housing developments under construction or other construction sites we came across that werent posted. At the first housing development we stopped at there was a mix of completed houses, ones in the process of being built, and empty lots without a single no trespassing sign in site. We drove around the community a bit looking for a place to stop and ended up hunting around the edges of a retention pond. We didnt find much beyond a few small shark teeth and bone fragments. After about 15 minutes we got back into the car to look ...
The Barnaby Knolls housing development, another Washington, DC, suburb funded by BMI Inc. [Source: Susan Biddle/ Washington Post]BMI Inc., is a New Jersey-based Muslim investment firm. Some of the lead investors have been suspected of supporting terrorism and other types of violence in the Middle East (see 1986-October 1999). In 1992, a branch of the International Islamic Relief Organization (IIRO), a Saudi charity gives $2.1 million to BMI to invest in real estate. The money disappears from BMIs books. By 1996, the CIA will secretly report that the IIRO supports terrorism financing in many locations around the world (see January 1996). In October 1999, BMI will go defunct after it is unable to repay this money to the IIRO branch. Additionally, the IIRO branch will give BMI over a million dollars between 1992 and 1998. BMI uses some money from the IIRO and other investors to build houses in Oxon Hill, a Washington, D.C., suburb. Many well to do Muslims invest in the housing development because ...

The local governments administering the program also stand to gain by seeing their communities improved. Many of the sites expected to be redeveloped for this rent-to-own housing will be in brownfield sites or derelict urban properties that havent been redeveloped by their private owners for lack of planning permission. Mays scheme will cut the redevelopment red tape, allowing the local governments to expropriate the properties at low market rates and rezone them to allow housing developments. To make sure the housing will be desirable for later purchase (including by the general public when tenants dont take the government up on the offer to purchase), the housing will be built to better standards than is often the case with public housing.. During the tenancy period, cities stand to save on upkeep costs (because tenants will have an incentive to look after their own homes), while benefitting from what promises to be stable neighbourhoods. When the mandatory sale of the properties occurs 10 ...

In addition to policy restrictions on smoking, efforts to educate the public about the risks associated with SHS exposure at home may be an effective means of reducing exposure. Healthcare providers and public health advocates need to play a stronger part in informing the public about the health effects of SHS exposure, and the positive impact that smoking restrictions can have on household members. Interventions to motivate smokers to consider cessation through the awareness of the benefits of exposure reduction should be implemented in low-income housing developments. Given the relatively serious health consequences associated with exposure to SHS, this study highlights the importance of continued efforts to develop and evaluate effective exposure assessments targeting racial/ethnic minorities and low-income housing populations. Such efforts would provide much needed information and education about this very common public health problem and give residents of multi-unit homes the tools to ...

About 90 percent of the former high-rise public-housing residents stayed in the city of Chicago and many have moved to neighborhoods that are still high poverty but not nearly as high as before (40 percent poverty rate, on average). In fact, the census-block poverty rate rose slightly (between a half and a full percentage point) for all city residents except the 10 percent of the population living in the least-poor neighborhoods. The most concentrated pockets of poverty in Chicago have been effectively dismantled and the residents have fanned out across a much larger area of the city, driving poverty rates up slightly in all but the least poor areas of the city.. Dionissi Aliprantis and I have studied how these public housing demolitions in Chicago have affected crime. We exploit variation in the timing of the closures to measure the closures impact on crime in the census blocks where they are located as well as those within a half-mile radius. We use data on the year that each building was ...
