Unlike previous applications of two-stage semi-parametric modelling of the school Òproduction processÓ, we use Simar and WilsonÕs double bootstrap procedure, which permits valid inference in the presence of unknown serial correlation in the efficiency scores. We are therefore able to draw robust conclusions about a system that has undergone extensive reforms with respect to ideas high on the educational agenda such as decentralised school management and parental choice. Most importantly, we find that school type affects school efficiency and so too does teacher quality.

This paper combines the use of (binary) logistic regression and stochastic frontier analysis to assess the operational effectiveness of the UK Coastguard (Maritime Rescue) coordination centres over the period 1995-1998. In particular, the rationale for the Governments decision - confirmed in 1999 - to close a number of coordination centres is scrutinized. We conclude that the regression models developed in this paper represent a performance measurement framework that is considerably more realistic and complex than the one apparently used by the UK Government. Furthermore, we have found that the coordination centres selected for closure were not necessarily the ones that were least effective in their primary purpose - that is, to save lives. One of the essential components of a branch-and-bound based mixed-integer linear programming (MIP) solver is the branching rule. Strong branching is a method used by many state-of-the-art branching rules to select the variable to branch on. It precomputes the dual bounds of potential child nodes by solving auxiliary linear programs (LPs) and thereby helps to take good branching decisions that lead to a small search tree. In this paper, we describe how these dual bound predictions can be improved by including domain propagation into strong branching. Domain propagation is a technique usually used at every node of the branch-and-bound tree to tighten the local domains of variables. A more flexible mixed-integer linear programming (MILP) model is formulated by incorporating the dynamic arrival and departure of patients along with the selection of new patients and nursing staff. An integrated model is proposed that jointly addresses: (i) patient selection; (ii) nurse hiring; (iii) nurse to patient assignment; and (iv) scheduling and routing decisions in a daily HHC planning problem. The proposed model extends the HHC problem from conventional scheduling and routing issues to demand and capacity management aspects. SRC is used in many communication and signal processing applications where two signals or systems having different sampling rates need to be interconnected. In the second approach, digital signal processing techniques are utilized to compute values of the new samples from the existing ones.
