A limitation of Sargas technology is that the system works under pressure and only a handful of coal-fired power plants so far use the so-called Pressurised Fluidised Bed Combustion technology -- in Sweden, Japan and Germany.. That means it can be used in new plants, including any burning natural gas, but cannot be easily retro-fitted at plants where exhaust gases come out at atmospheric pressure.. Its not a big technology for existing plants but for future plants it could be interesting ... theoretically you dont need so much energy, said Eva-Katrin Lindman, head of research and development at Fortum Varme.. Among other projects, WE Energy and Alstom Power Inc plan to start a test carbon capture facility at the Pleasant Prairie coal-fired plant in Wisconsin by the end of the year, using a system using chilled ammonia.. Sargas is working with aluminum producers Alcan and Norsk Hydro, French metals producer Eramet and Norwegian group Tinfos on plans to build a coal-fired power plant to ...

Natural News) No one in their right mind wants to breathe dirty air or leave our country and our earth worse off for the next generation and beyond. That includes conservatives and capitalists who are always accused by the Left as wanting to destroy the planet.. That said, there has to be a better balance between sustainable environmental policies and meeting the needs of a modern society. Yet thanks to record-cold temperatures this winter, were seeing that in parts of the country dominated by Left-wing politics, decisions involving policy and infrastructure have lacked a rationality factor.. For years, progressive environmentalism forced on power companies throughout New England have resulted in reductions in the number of coal-fired power plants. There has been so much loss of capacity that today, as temperatures plunge and demand for power rises, operators are struggling to meet the needs of the people. And the mass failure of the electric grid during this record cold will mean people ...
In 2005, the province of Ontario began a process that would eventually lead to the phasing out of its coal-fired power plants, the largest of which were the Lambton and Nanticoke facilities in southern Ontario. The rationale for shuttering these plants was a 2005 cost-benefit analysis that assumed that about $3 billion in annual savings to the health care system would come from the reduction of smog-related air contaminants. However, that analysis, and another one done for the province the same year on the effects of cross-border air pollution, reported that the phase-out of coal would have only very modest effects on Ontario air quality, which is consistent with emissions inventory data showing that electric power generation was a minor contributor to particulate and ozone pollution at the time. The cost savings estimate came from assuming very large health effects associated with very small changes in air pollution.. In the aftermath of the coal phase-out, and the extremely costly changes to ...
Like most other steam-producing electricity plants, coal units typically withdraw and consume water from nearby water bodies such as lakes, rivers or oceans, to create steam for turning their turbines.. The Union of Concerned Scientists (UCS) reports that a typical coal-fired power plant employing a once-through cooling system withdraws 70−180 billion gallons of water every year and consumes 0.36-1.1 billion gallons of it. A coal plant with a wet-recirculating cooling system extracts only a fraction of that figure, but still consumes 1.7−4.0 billion gallons a year, while a dry-cooled system uses much less.. Around 53% of US coal plants use once-through cooling and 40% wet-recirculating systems. The US Environmental Protection Agency (EPA) estimates that dry-cooling facilities produce around 7% less power than wet-recirculating plants; hence, under 1% of units use this technology.. Water also plays a pivotal role in coal mining and transportation. In addition to burying streams, contaminating ...

July 14, 2008 - Closing coal-fired power plants can have a direct, positive impact on childrens cognitive development and health according to a study released by the Columbia Center for Childrens Environmental Health (CCCEH) at Columbia Universitys Mailman School of Public Health. The study allowed researchers to track and compare the development of two groups of children born in Tongliang, a city in Chinas Chongqing Municipality - one in utero while a coal-fired power plant was operating in the city and one in utero after the Chinese government had closed the plant. Among the first group of children, prenatal exposure to coal-burning emissions was associated with significantly lower average developmental scores and reduced motor development at age two. In the second unexposed group, these adverse effects were no longer observed; and the frequency of delayed motor developmental was significantly reduced. The study findings are published in the July 14th Environmental Health ...

This paper is a product of the master thesis Development and use of power plant model for SSAB EMEA Oxelösund which was conducted in the spring of 2014 at Swerea MEFOS. This study use process integration in development of a system model for a power plant. The power plant at SSAB EMEA Oxelösund does not have any guidelines how operation at the plant is carried out. Due to separate steam networks, steam turbine and several boilers, a large numbers of options regarding operation are available. The work has resulted in a power plant model which can be used as a planning tool for future operation or momentary operational support. Operations presented by the system model are to maximize revenue for the power plant. The system model is a manual model which demands operators at power plant to insert certain prerequisites in order to receive optimal operation for those conditions. These conditions are fuel availability, district heat and process steam demand together with prioritizing and usage of ...

Parsons and LLNL scientists and engineers performed design and engineering work for power plant pre-conceptual designs based on the anticipated laser fusion demonstrations at the National Ignition Facility (NIF). Work included identifying concepts of operations and maintenance (O&M) and associated requirements relevant to fusion power plant systems analysis. A laser fusion power plant would incorporate a large process and power conversion facility with a laser system and fusion engine serving as the heat source, based in part on some of the systems and technologies advanced at NIF. Process operations would be similar in scope to those used in chemical, oil refinery, and nuclear waste processing facilities, while power conversion operations would be similar to those used in commercial thermal power plants. While some aspects of the tritium fuel cycle can be based on existing technologies, many aspects of a laser fusion power plant presents several important and unique O&M requirements that demand ...
The Environmental Protection Agency (EPA) today announced a proposal to require coal-burning power plants, including seven facilities in New England, to make the steepest emissions cuts in over a decade. The Interstate Air Quality Rule will require power plants to upgrade their facilities to reduce sulfur dioxide (SO2) and nitrogen oxides (NOx). This announcement is in addition to agency proposals to reduce mercury emissions from coal-burning power plants. Taken together, these rules will require utilities to spend tens of billions of dollars to reduce the emissions of these pollutants. The results will be improved public health, ecosystems and visibility. These actions are the largest single investment in any clean air program in history, said EPA Administrator Mike Leavitt. While we continue to believe that the Clear Skies Act is the best approach to reducing power plant emissions, and we are committed to working with our congressional sponsors to move this landmark legislation through ...

In March 2010, Colorados largest utility Xcel Energy promised to cut air pollution over the next seven years. It will do so by either retiring Front Range coal-fired power plants or replacing them with natural gas and other sources of power. The company is required to submit plans by Aug. 15 to the state Public Utilities Commissions to reduce nitrogen oxide emissions at coal plants by up to 80 percent over the next eight years.[4]. In August, 2010 Xcel filed its plan to curb emissions from its coal-fired power plants along the front range. The plan stated that Xcel would shut down the Cherokee Stations fourth coal-fired generator by 2022 and replace it with a new, natural gas-fired generator. Xcels plan also called for the shutdown of Cherokees three other coal units before 2017, as well as the construction of a new natural gas plant.. However, in late September 2010, the Colorado public health department and the Public Utilities Commission (PUC) went after Xcels $1.3 billion plan to curb ...

The Environmental Protection Agency is currently working to establish common-sense standards for pollution such as smog, particulate matter, carbon dioxide, mercury, and arsenic. The agency is gathering public comment on its Mercury and Air Toxics Rule, greenhouse gas standards are nearly finalized, and an ozone and smog rule is under development. These measures will protect public health, save millions of dollars on health care costs, improve workplace safety and productivity, and create much needed jobs.. Mercury pollution from coal-fired power plants contributes to the contamination of our fisheries and puts Montanans at risk, especially women and children. And although Montana is one of 19 states that have a standard for mercury emissions, mercury pollution does not respect state boundaries, which is why it is so important that the EPA regulate coal-fired power plants throughout the United States, because many states have not developed their own mechanisms for reduction. According to the ...
Power plants in Texas are among those that lead the nation in emissions that contribute to global warming and pollution, according to a new report.. The report, Benchmarking Air Emmissions, compiled by M.J. Bradley & Associates, a Massachusetts energy consulting firm, examines air emissions from plants owned by the top 100 merchant power companies in the U.S. Houstons Exelon is fourth; NRG Energy is eighth; Calpine Corp. is tenth and Dynegy is eleventh. Many power plants, particularly those that are coal-fired, produce sulfur dioxide, carbon dioxide, mercury and nitrogen oxides, which contribute to pollution, global warming and respiratory problems. As of 2015, power plants accounted for more than half of the sulfur dioxide emissions in the U.S. and 38 percent of the carbon dioxide emissions, according to the study.. Most the countrys emissions from power plants came from a handful of the top companies - nearly a quarter of the power industrys sulfur dioxide and carbon dioxide emissions ...

This long-awaited effort to reduce toxic air pollution from oil and coal-fired power plants means cleaner air and healthier waters for Colorado, said Jim Martin, EPAs regional administrator in Denver. The Mercury and Air Toxics Standards will protect Colorados families from harmful pollution and will generate health benefits and economic investments that far outweigh the costs of compliance. EPA estimates the new Mercury and Air Toxics Standards will prevent up to 140 premature deaths and create $1.1 billion in health benefits annually in Colorado beginning in 2016, when the rules become fully effective. Mercury has been shown to harm the nervous systems of children exposed in the womb, impairing thinking, learning and early development. Other pollutants that will be reduced by these standards can cause cancer, premature death, heart disease, and asthma. The standards will apply to generating units at a dozen coal-fired power plants in Colorado and will reinforce the States efforts to ...

Finland has four nuclear reactors units in two power plants. The first unit started operation in 1977 and in the early 1980s all four units were in use. During the last few years the aging management of the Nuclear Power Plants (NPP) concrete structures has grown an important issue because the existing structures are reaching the end of their licensed operating lifetime (about 40 years). Therefore the nuclear power companies are developing aging management systems to avoid premature degradation of NPP facilities and to be able to extend their operating lifetime. This paper is about the development of a computerized ageing management system for the nuclear power plants concrete structures. The computerized ageing management system is built upon central database and implementation applications. It will assist the personnel of power companies to implement the aging management activities at different phases of the lifetime of a power plant. It will provide systematic methods for planning, ...
In this paper, a reinforcement learning (RL)-based Sarsa temporal-difference (TD) algorithm is applied to search for a unified bidding and operation strategy for a coal-fired power plant with monoethanolamine (MEA)-based post-combustion carbon capture under different carbon dioxide (CO2) allowance market conditions. The objective of the decision maker for the power plant is to maximize the discounted cumulative profit during the power plant lifetime. Two constraints are considered for the objective formulation. Firstly, the tradeoff between the energy-intensive carbon capture and the electricity generation should be made under presumed fixed fuel consumption. Secondly, the CO2 allowances purchased from the CO2 allowance market should be approximately equal to the quantity of CO2 emission from power generation. Three case studies are demonstrated thereafter. In the first case, we show the convergence of the Sarsa TD algorithm and find a deterministic optimal bidding and operation strategy. In the ...
Coal combustion accounts for approximately two-thirds of global anthropogenic mercury (Hg) emissions. Enhanced deposition of Hg can occur close to coal-fired utility boilers (CFUBs), but it is difficult to link specific point sources with local deposition. Measurement of Hg stable isotope ratios in precipitation holds promise as a tool to assist in the identification of local Hg deposition related to anthropogenic emissions. We collected daily event precipitation samples in close proximity to a large CFUB in Crystal River, Florida. Precipitation samples collected in Crystal River were isotopically distinct and displayed large negative δ(202)Hg values (mean = -2.56‰, 1 SD = 1.10‰, n = 28). In contrast, precipitation samples collected at other sites in FL that were not greatly impacted by local coal combustion were characterized by δ(202)Hg values close to 0‰ (mean = 0.07‰, 1 SD = 0.17‰, n = 13). These results indicate that, depending on factors such as powdered coal isotopic composition and
Coal is much cheaper than other fossil fuels. Compared with liquefied natural gas and oil, it is priced roughly half and one-third per caloric unit, respectively.. The cost of building a CoolGen plant is estimated to be about 20% higher than that for conventional coal-fired plants. But it will be economically more advantageous than plants using LNG or oil for power generation as long as the price gaps continue.. In addition, a CoolGen plant can use low-quality coal, which is cheaper than standard coal, because it gasifies the fuel.. Existing coal-fired power plants are estimated to emit twice as much CO2 as standard LNG-based plants. Although coal is cheaper, the construction of conventional coal-fired plants is prohibited in principle in Japan for the sake of curbing CO2 emissions.. But the situation is different overseas. The International Energy Agency forecasts that coal-fired power plants in the world will generate a total of 2.4 billion kilowatts in 2040, up from nearly 1.9 billion in ...
Colorado Springs Utilities has hired its own consultant, AECOM Technical Services, which produced another report on air quality. City officials are refusing to share that report.. Activist mother Leslie Weise tried to obtain it. She filed a Colorado Open Records Act legal petition, arguing there is an important public interest in knowing about air pollution that residents may be inhaling. An El Paso County district court rejected her petition, and she appealed. A court clerk handling the appeal inadvertently sent her the sealed report, which Weise said she returned.. The U.S. Nuclear Regulatory Commission, citing serious concerns about equipment failures at the San Onofre nuclear power plant, has prohibited Southern California Edison from restarting the plant until the problems are thoroughly understood and fixed.. The plant has been shut down for two months, the longest in San Onofres history, after a tube leak in one of the plants steam generators released a small amount of radioactive steam. Since then, unusual wear has been found on hundreds of tubes that carry radioactive water.. Neither regulators nor Edison have said when they believe the plant will reopen. San Onofre is a major supplier of power for Southern California, producing about 2,200 megawatts of power, or enough electricity to serve 1.4 million households. It is Southern Californias only nuclear power plant.. Abby Sewell reports for the Los Angeles Times March 28, 2012. [2]. SEE ALSO:. Feds: Calif. Nuke Plant To Remain Shut for Probe (AP) [3]. ...
Nuclear power plants use the heat generated from nuclear fission in a contained environment to convert water to steam, which powers generators to produce electricity. Although the construction and operation of these facilities are closely monitored and regulated by the Nuclear Regulatory Commission (NRC), accidents are possible. An accident could result in dangerous levels of radiation that could affect the health and safety of the public living near the nuclear power plant.

Power plants are responsible for the bulk of the pollution blamed for global warming, according to the Environmental Protection Agency, which this week released its most detailed data yet of greenhouse gases. One Kansas plant - the Jeffrey Energy Center northwest of Topeka - ranked as one of the nations top 20 producers of carbon dioxide emissions, according to a survey. Other Westar power plants in Lawrence and Tecumseh rank among the states top contributors to global warming, according to an Eagle analysis of the EPA survey - the first of its kind to catalog contributors of greenhouse gas emissions.. Power plants released 72 percent of the greenhouse gases reported to the Environmental Protection Agency for 2010. The results of the report could be used to set policy to reduce carbon emissions, which constitutes 95 percent of all heat-trapping gases.. A lot of the sources are associated with fuel consumption, said Tom Gross, chief of the Kansas Department of Health and Environments Bureau ...
EPA and industry representatives claim that the basis for the Court decision was purely a technicality. Is that true? EPA was required to impose the most rigorous pollution controls and deepest pollution reductions mandated by the Clean Air Act to cut all toxic air pollutants, including mercury, from power plants. If EPA wished to avoid this obligation, Congress required EPA to demonstrate that the toxic emissions from no power plant in the country would exceed a level which is adequate to protect public health with an ample margin of safety and no adverse environmental effect will result from emissions from any power plant. EPA could not make this showing and did not even pretend to do so. Instead, EPA concocted a series of tortured legal argument to evade these critical showings. The Court had no difficulty finding these arguments to be not persuasive, declaring further that EPAs explanation deploy[ed] the logic of the Queen of Hearts, substituting EPAs desires for the plain text of ...

Conversely, the use of nuclear power has grown to become a major concern due to its obvious destructive effects on the environment, people and the world as a whole. Nuclear power although providing a positive approach in the production of renewable energy, it also provides the world extreme vulnerability to destruction. This essay will discuss and provide evidence of the threats and negative impacts nuclear power plants pose to the world. Nuclear power production poses major threats from the start of the production process through uranium mining. Uranium mine sites increasingly have supplied serious threats and impacts to people and the environment mainly through chemical run-offs and gases polluting ...
The assessment of the impact of NOx controls on ozone concentrations is complex and must be studied carefully in developing ozone abatement strategies, according to a 1992 report from a National Research Council committee. The committee found that ambient measurements of VOC/NOx ratios--which, as they vary, have different effects on ozone formation--were larger than expected from an assessment of emission inventories. The committee also determined that the effectiveness of efforts to control VOC and NOx emissions depends on ambient VOC/NOx ratios. Generally, at ratios of 10 or less, VOC control is more effective and NOx control may be counterproductive. At ratios greater than 20, NOx control is generally more effective. Hence, if VOC emission inventories have been understated, past ozone control strategies may have been misdirected. Tighter controls on NOx may be more effective in controlling ozone under certain circumstances ...

This post was written by EDF attorney Megan Ceronsky and legal fellow Peter Heisler). The bedrock legal authority underlying the U.S. Environmental Protection Agencys (EPA) Clean Power Plan is broadly recognized - by our nations highest court, states, power companies, academic experts and the EPA General Counsel serving during the President George H.W. Bush administration.. Our recent Climate 411 post chronicles the Supreme Courts decisions affirming EPAs authority to address carbon pollution from power plants under section 111 of the Clean Air Act.. In Massachusetts v. EPA (2007), the Court held that carbon dioxide is a pollutant under the Clean Air Act. Then, in AEP v. Connecticut (2011), the Court explicitly recognized EPAs authority to limit emissions of carbon dioxide from power plants pursuant to section 111, and acknowledged the agencys ongoing efforts to do so.. Even before AEP was decided, however, legal researchers and academics had identified section 111 as a promising avenue ...

Spiegel writes that the legal and political situation is also set to potentially become really messy. Already as ultima ratio, legal action is being threatened should German regulatory officials turn down E.ons and its partner operators request to shut down the plant, something that German Economics Minister Sigmar Gabriel said the authorities would not allow to happen as the German power grid has become too precarious.. Supply problems are set to become far more critical as Germany will be forced by law to shut down its remaining nuclear power plants by 2022. Currently the German state of Bavaria is also blocking the construction of two major power transmission lines which would deliver power from large-scale wind parks in the North and Baltic seas.. With power transmission lines blocked, nuclear power slated to be decommissioned and gas power plants being shut down, the south German states are rapidly being maneuvered into a position where they will soon be confronted by huge power supply ...

The Texas Commission on Environmental Quality in 2009 produced a plan for our national parks and wilderness areas that would have required no additional emissions controls for any Texas power plants and that would not have restored natural visibility until 2155 (140 years from now). The regulations will require some of our states outdated coal-fired power plants to install pollution controls on certain pieces of equipment to reduce sulfur dioxide. Gov. Greg Abbott in April sent a letter to the EPA calling its proposed regulations absurd, arbitrary, capricious and contrary to law and estimating its compliance price tag at $2 billion (EPA targets chemical haze at national parks in Texas, Page B1, Dec. 11). Dubbed airpocalypse by Internet users, the concentration of fine and deadly particulate matter in southern Beijing hit 40 times the exposure limit recommended by the World Health Organization during the final weekend of November, as reported by the New York Times.

Representatives of more than 170 countries reached consensus at the Top World Conference on Sustainable Development, in Johannesburg (2002), and at the 3rd World Forum on Water, in Kyoto (2003): all hydroelectric generation is renewable and merits international support. Read, below, the ten reasons leading them to this conclusion. 1. Hydroelectricity is a renewable energy source. Hydroelectricity uses the energy of running water, without reducing its quantity, to produce electricity. Therefore, all hydroelectric developments, of small or large size, whether run of the river or of accumulated storage, fit the concept of renewable energy.. 2. Hydroelectricity makes it feasible to utilize other renewable sources. Hydroelectric power plants with accumulation reservoirs offer incomparable operational flexibility, since they can immediately respond to fluctuations in the demand for electricity. The flexibility and storage capacity of hydroelectric power plants make them more efficient and economical ...
Growing coal capacity in Mongolia has direct impacts on human health: Operations of coal-fired power plants could cause 1,600 premature deaths / 42,000 years of life lost between 2020 and 2050. Around 70% of these negative impacts would be caused by new power plants not yet in operation.

Carbon pollution from power plants has decreased 10 percent from 2010, according to EPA data.. The agency yesterday released its third year of greenhouse gas data detailing carbon pollution emissions and trends broken down by industrial sector, greenhouse gas, geographic region and individual facility. The data, required to be collected annually by Congress, highlight a decrease in greenhouse gas emissions as more utilities switch from coal to cleaner burning natural gas for electricity generation. They also shows a slight decrease in electricity production, according to the EPA.. For reporting year 2012, more than 8,000 facilities and suppliers reported to the EPAs greenhouse gas reporting program. Among these reporters, 7,809 facilities in nine industry sectors reported direct emissions to the atmosphere, with emissions totaling 3.13 billion metric tons carbon dioxide equivalent (CO2e), or about half of total US greenhouse gas emissions..
