Policy-making is a dynamic process involving the interplay of various factors, with power, one of its core components, at the heart of every policy process [1]. Fundamental to any policy process are the roles of the actors. The actors influence the process through their knowledge, experiences, beliefs and power [1]. Although power has a profound role in policy-making, empirical evidence suggests that health policy analysis has paid only limited attention to the issue of power in low and middle income countries [2]. Further, power is rarely examined because this is difficult, requiring a combination of empirical evidence and theorising. The research setting is citizen participation in a city governments policy-making process on smoking in public places. Participation as communicative action is evaluated by the extent to which citizens accept the validity of what policy makers say and by whether citizens feel that they can raise concerns about a proposed policy in unrestricted communication environments. If state policy making is purposeful action, responsive to economic and political conditions within the state, then it may be necessary to identify and control for the forces that lead policies to change if one wishes to obtain unbiased estimates of a policys incidence. The aim of this paper is to investigate how recognition of policy endogeneity affects attempts to analyze policy incidence. Throughout, we take a specific context -- workers compensation benefits. We contrast the use of differences-in-differences estimation, where a comparison is made between a group affected by the policy change and a control group, with instrumental variables estimation when political variables are used as instruments. The objective of this thesis is to study policy making in the Nepalese rural water supply and sanitation sector by analysing the process of national policy formulation and how the donors and their policies influence the national policies in aid recipient country, such as Nepal. It exposes the dynamics underlying the interaction between donors and the Nepalese water bureaucracies by focusing on the analysis of the roles, motives and interests of the sectoral actors in the making of policies. This review has summarized the evidence on the use of systematic review summaries in policymaking, policymakers understanding of systematic review evidence, and different components and design features. Overall, the results suggest that evidence summaries are likely easier to understand than complete systematic reviews. However, their ability to increase the use of systematic review evidence in policymaking is unclear. Six studies were included in this review. For our primary outcome, the use of systematic review evidence in decision-making, we found moderate certainty of evidence. One study found that targeted, tailored messages increased the number of evidence-based public health policies and programs; however, for the two studies that assessed effect on decision-making or likelihood of using the summary in decision-making, there was little to no difference between the intervention groups [23, 25]. Drawing on extensive archival work, the article shows that the story of LGBT policy development in the Swedish Armed Forces from 1944 to 2014 is one of long periods of status quo and relative silence, interrupted by leaps of rapid change, occasionally followed by the re-appearance of discriminatory policy.
