The Mental Capacity Act 2005 has provided unified scope in the British medical system for proxy consent with regard to medical decisions, in the form of a lasting power of attorney. While the intentions are to increase the autonomous decision making powers of those unable to consent, the author of this paper argues that the whole notion of proxy consent collapses into a paternalistic judgement regarding the other person's best interests and that the new legislation introduces only an advisor, not a proxy with the moral authority to make treatment decisions on behalf of another. The criticism is threefold. First, there is good empirical evidence that people are poor proxy decision makers as regards accurately representing other people's desires and wishes, and this is therefore a pragmatically inadequate method of gaining consent. Parental involvement laws are based in part on the assumption that abortion poses a risk to the psychological health of adolescents. Previous research has catalogued the risks to adolescent mothers and their children posed by early childbearing, the alternative to abortion. The health risks of delaying abortion also have been documented. Few studies, however, have attempted to quantify the risks of abortion to adolescents' mental health. Research suggests that associations between abortion and depression demonstrated in some studies of adult women may be spurious and reflect unmeasured covariates, such as intendedness of the pregnancy. Probabilistic risk assessment based on Monte Carlo simulation is one option for quantifying the risk. However, in the context of modeling CO2 plume migration underground after injection, numerical solution of non-linear equation systems for heat and mass balances is too time-intensive for Monte Carlo simulation. An examination at age 30 showed normal mental status and typical symptoms and signs of cerebellar ataxia with MRI findings showing cerebellar atrophy without other abnormalities. Ataxia progressed and his seizures were poorly controlled even with multiple anticonvulsants and a vagal nerve stimulator. Shortly before his death, he was wheelchair bound. He developed aspiration pneumonia, which was subsequently complicated by multiple organ failure, and died after staying in the ICU for 7 days. Downloadable! Cash transfer programs are widely used in settings where child labor is prevalent. Although many of these programs are explicitly implemented to improve children's welfare, in theory their impact on child labor is undetermined. This paper systematically reviews the empirical evidence on the impact of cash transfers, conditional and unconditional, on child labor. The authors find no evidence that cash transfer interventions increase child labor in practice. On the contrary, there is broad evidence that conditional and unconditional cash transfers lower both children's participation in child labor and hours worked and cushion the effect of economic shocks that may lead households to use child labor as a coping strategy. Boys experience particularly strong decreases in economic activities, girls in household chores. The findings underline the usefulness of cash transfers as a relatively safe policy instrument to improve child welfare, but also point to knowledge gaps, for instance regarding

New approaches to prevention and screening tactics are needed. Objectives. To investigate acceptance of school-based human papillomavirus (HPV) vaccination, as well as the information provided, methods of obtaining consent and assent, and completion rates achieved. Methods. Information on cervical cancer and HPV vaccination was provided to 19 primary schools in Western Cape and Gauteng provinces participating in the study. Girls with parental consent and child assent were vaccinated during school hours at their schools. Results. A total of 3 465 girls were invited to receive HPV vaccine, of whom 2 046 provided written parental consent as well as child assent. In the U.S., UK and in many other countries, the gap between the demand and the supply of human organs for transplantation is on the rise, despite the efforts of governments and health agencies to promote donor registration. In some countries of continental Europe, however, cadaveric organ procurement is based on the principle of presumed consent. Under presumed consent legislation, a deceased individual is classified as a potential donor in absence of explicit opposition to donation before death. Abadie and Gaye analyzed the impact of presumed consent laws on donation rates. For this purpose, they construct a dataset on organ donation rates and potential factors affecting organ donation for 22 countries over a 10-year period. Electronic government implies the use of information and communication technology (ICT) for improving the way public services are provided to all citizens. In order to create an interface, through which citizens can use these services, web portals are developed. The web portal that represents the interface for the use of services intended for citizens in the Republic of Croatia, as key users, was developed in the frame of e-citizens project, initiated by the Croatian government in year 2013. Since its inception, the portal has been continuously upgraded and complemented by new electronic services. The usage of the e-citizens portal however, despite the availability of services, does not follow the developing trends according to researches by the local Ministry of Administration and the Eurostat data. Citizens access the portal, but mostly to collect information and do not use its advanced additional functionalities. This paper analyses Croatian government web portal, its functionalities, attitudes
