Mt. Lebanon Township is a township with home rule status in Allegheny County, Pennsylvania, United States. The population was 33,137 at the 2010 census. It is a suburb of Pittsburgh. Established in 1912 as Mount Lebanon, the communitys official name was changed to Mt. Lebanon when its home rule charter took effect in 1975. The first settlers arrived in 1773-1774, having purchased the land from the descendants of William Penn; other pioneers soon bought land from the state government. In 1912, Mount Lebanon Township was incorporated as a First Class Township under Pennsylvania state law. It had formerly been a part of Scott Township, which in turn traces its origins to the long-defunct St. Clair Township. Mount Lebanon was not named for two Cedar of Lebanon trees that were planted in 1850 on Washington Road near the top of Bower Hill Road, but was named after the area from which they came, Mount Lebanon, due to the similarities between the two landscapes. Prior to the incorporation of the ...

On October 7, 2015, Pennsylvania enacted legislation requiring non-resident pharmacies to register with the Pennsylvania Board of Pharmacy before delivering prescriptions to Pennsylvania patients or advertising in Pennsylvania.. To ensure compliance and prevent any disruption to operations, out-of-state pharmacies currently shipping product to Pennsylvania patients should apply for Pennsylvania licensure as soon as possible. Dixmont State Hospital (originally the Department of the Insane in the Western Pennsylvania Hospital of Pittsburgh) was a hospital located northwest of Pittsburgh, Pennsylvania. Built in 1862, Dixmont was once a state-of-the-art institution known for its highly self-sufficient and park-like campus, but a decline in funding for state hospitals and changing philosophies in psychiatric care caused the hospital to be closed in 1984. After more than two decades of abandonment, it was finally demolished in 2006. The campus spanned a total of 407 acres (165 ha). Reed Hall is listed on the National Register of Historic Places. The Western Pennsylvania Hospital at Pittsburgh ended its first year of operation in 1853, and it was evident that there were a greater number of patients in jails and almshouses than could be provided for in the 26 beds designated for that express purpose at the hospital. Managers of the hospital used a $10,000 appropriation from the state to purchase a large amount of farmland ...

Since at least 2009, the Pennsylvania Department of Environmental Protection has allowed 14 sewage waste treatment plants to leak radioactive fracking waste into 13 Pennsylvania waterways, according to an investigation by Public Herald. When the Pennsylvania landfills accept fracking waste, radioactive materials pulled from the earths core - some of which are carcinogens - contaminate the landfill leachate. Duke Universitys Avner Vengosh told Public Herald that because sewage plants cannot treat the radioactive material, they release it into waterways instead.. Sanitary landfills are no place for drilling wastes that contain toxic metals, organics, and radioactive materials, John Stolz of Duquesne University told Public Herald. The leachate from these landfills is so toxic it kills the microbes whose job it is to treat it. Public Heralds investigation estimates that between 500 million to 1.6 billion gallons of leachate could be released into Pennsylvania rivers per year. - By Rachael ...
Since 2003, the U.S. Department of Agricultures Wildlife Services has coordinated a multistate oral rabies vaccination (ORV) program for wildlife in a 15-state zone extending from Maine to Alabama and in Texas. The program seeks to enhance local control and prevent the spread of epizootic rabies among raccoons and, in Texas, among gray foxes and coyotes. The program uses baits containing liquid vaccinia-rabies glycoprotein (V-RG) recombinant virus vaccine. Because contact with ruptured baits can produce vaccinia virus infection in certain persons, surveillance for human and domestic animal contact with the baits is conducted, relying largely on reports from persons who find baits and call telephone numbers printed on them. In August 2009, during the autumn baiting campaign in western Pennsylvania, a woman aged 35 years who was taking immunosuppressive medication for inflammatory bowel disease contacted the Pennsylvania Department of Health (PADOH) after handling a ruptured bait, which had ...

PITTSBURGH -- Several defendants named in an asbestos-containing talcum powder lawsuit have moved to transfer venue, maintaining that a nearby county is more suitable to hear the claims. In an Oct. 2 brief filed in the Pennsylvania Court of Common Pleas for Allegheny County explained that the plaintiffs live and allege exposure at the nearby Cumberland County. In an amended complaint filed Aug. 4, the plaintiffs stated that Mary Herron frequently used cosmetic talcum products for approximately 30 years, purchasing those products at the local Rite Aid Pharmacies. As a result of her use of these products -- which the ...
Master Gardener-wannabes in Allegheny County should know that there are *two* Master Gardener programs here, one (above) run by Phipps, and the other run through the Penn State University Cooperative Extension. The latter group -- the Penn State Master Gardeners -- is the volunteer education and training group that is trained by and affiliated with the national Master Gardener movement. That movement is connected in every state (well, 48 out of 50) to that states public agricultural extension service, provided through public land grant universities. In other words: these volunteers are part-and-parcel of your tax dollars at work! Penn State launched its Master Gardener program in 1982, and well north of 1,000 volunteer Penn State Master Gardeners now provide services to the public in 58 Pennsylvania counties. To the best of my knowledge, the Phipps program is not part of the national public MG enterprise ...

Senator Joseph Biden was born on November 20, 1942, as the son of Joe and Jean Biden. In his early life, Biden was raised by his parents in Scranton, Pennsylvania until his family moved to Wilmington, Delaware when he was ten-years-old, where he has resided ever since. I am so proud of representing my state, and it is my state and I love it, he said of Delaware during a breakfast speech to Pennsylvania convention delegates this past August. But, you know, Scranton never leaves you. And Pennsylvania never leaves you. Joe actually was born there, lived there ten years, and would come back a lot of summers, and then as a public official came back a lot, said Robert Casey Jr., a current Pennsylvania senator and fellow Scranton native. Biden is often referred to by fellow politicians and most recently by MSNBCs Chris Matthews as the third senator from Pennsylvania. Since Delaware carries only three electoral votes in a general election and arguably does not yield a major economic resource ...
Pennsylvania leaders have a duty to protect Keystone residents from oil and gas pollution. Fortunately, Governor Wolf and the Pennsylvania Department of Environmental Protection took an important step in that direction this week when they released a blueprint for cutting methane pollution from the natural gas industry.. The goal here is to cover not only new sources of methane and VOC emissions [from oil and gas facilities], but also existing sources over time, DEP Secretary John Quigley told hundreds of viewers during a live Facebook town hall event yesterday. We want to have a comprehensive emissions program that is nation-leading. I think its the strongest set of provisions in the country, and I think the number two natural gas producing state in the nation should have the best regulations. Thats what were going to have in Pennsylvania.. Thats a bold and laudable commitment - one that deserves our support to help make sure the promise becomes reality.. As the second largest ...

Before the arrival of the Europeans, Pennsylvania was inhabited by several Native American nations, including Leni Lenape, Shawnee, Iroquois, Eriez, Huron and Susquehannock.. The land on the both sides of the Delaware River, including the territory of the present-day Pennsylvania, was quite interesting for both English and Dutch explorers and settlers. The Dutch were the first to claim the land and to colonize it. However, the Swedish also had interest in these lands and the English certainly werent prepared to give it up. In 1682, the King Charles II of England, who owed a large sum of money to the English admiral William Penn, repaid his debt by granting his son, William Penn, a land charter. The land was called Pennsylvania, which was not William Penns idea. He actually wanted to change the name to New Wales or Sylvania but King Charles II refused to rename it. William Penn, who was a Quaker, is often considered a pioneer in religious freedoms and democracy, as he established certain ...

The first preview of the Health Professional Shortage Area (HPSA) National Shortage Designation Update does not bode well for Pennsylvania compared to the rest of the United States. Percentages were given for maintaining, increasing or decreasing competitiveness for National Health Service Corps scholars and loan repayment. The state and national percentage of organizations whose scores increased in competitiveness were about the same (PA = 8%, National = 7%). Nationally, 63 percent of organizations were projected to have no change while in Pennsylvania the number is 32 percent. So, the bad news is that 64 percent of organizations in Pennsylvania are projected to see scores fall out of the competitive range.. ...
What is the Lincoln Trail in Pennsylvania? It is the story of Abraham Lincoln in the Keystone State-the chronicle of where he went, what he did, and what he said in the state. The trail begins with Lincolns Pennsylvania ancestors, moves on to his travels, public appearances, and speeches, and concludes with his funeral train in 1865. The Lincoln Trail in Pennsylvania tells a story for the reader, but it is also a guide for those who would travel the state figuratively or literally, to recover the memory of Americas sixteenth president. The Lincoln Trail in Pennsylvania transports the reader back in time to key moments in Lincolns public life. In 1846, at the age of thirty-seven, Lincoln was elected to the U.S. House of Representatives. Using mileage that Lincoln claimed for his trip, available routes, duration of the journey, and average speeds, Bradley Hoch is the first to establish the probable route Lincoln followed on his way from Illinois to Washington, D.C. Hoch concludes that he traveled by
Pennsylvanias Department of Conservation and Natural Resources (DCNR) recently acquired the 27-square-mile property, which will be added to the adjacent Elk State Forest. The Clermont Tract represents the largest addition to the state forest system in 65 years.. Wildlife habitat in the area was dramatically altered by logging and agricultural practices across northern Pennsylvania in the mid-1800s and again early in the 20th century. Cutover uplands eventually came back as northern hardwood forests dominated by black cherry. However, several thousand acres of wet meadow sites never fully regenerated. Natural resources professionals have concentrated habitat-creation efforts on those grass-bound meadow sites. Seedlings planted in the past five years, especially 2013 and 2014, are now showing enough growth to reach maturity. Juneberry, mountain ash, arrowwood, elderberry, and viburnum are also beginning to grow. Seedling planting and fencing along with adequate deer harvests in the area will help ...

Lyme disease ticks found in all Pennsylvania counties. Lyme disease is a major public health concern in Pennsylvania, Secretary of Health Dr. Rachel Levine said. Many people believe that Lyme disease, and the ticks that carry the disease, can only be found in wooded areas. However, I know personally, as do many others, that ticks can be found in your backyard, where you walk your dog, or the local park. These surveillance efforts will help us to share with all Pennsylvanians the importance of taking steps to protect yourself.. The Lyme disease interviews. The survey is taking place in every county in Pennsylvania to track ticks habitats, life stages and peak activity levels and to test them for human pathogenic diseases. Additionally, 38 counties are conducting a specific survey of nymphal blacklegged (Ixodes scapularis) ticks, which can transmit Lyme Disease to humans.. ...

Eighteen pan lysimeters were installed at a depth of 1.2 m in a Hagerstown silt loam soil in a corn field in central Pennsylvania in 1988. In 1995, wick lysimeters were also installed at 1.2 m depth in the same access pits. Treatments have included N fertilizer rates, use of manure, crop rotation (continuous corn, corn-soybean, alfalfa-corn), and tillage (chisel plow-disk, no-till). The leachate data were used to evaluate a number of nitrate leaching models. Some of the highlights of the 11 years of results include the following: 1) growing corn without organic N inputs at the economic optimum N rate (EON) resulted in NO|sub|3|/sub||sup|–|/sup|-N concentrations of 15 to 20 mg l|sup|-1|/sup| in leachate; 2) use of manure or previous alfalfa crop as partial source of N also resulted in 15 to 20 mg l|sup|-1|/sup| of NO|sub|3|/sub||sup|–|/sup|-N in leachate below corn at EON; 3) NO|sub|3|/sub||sup|–|/sup|-N concentration in leachate below alfalfa was approximately 4 mg l|sup|-1|/sup|; 4

The people have a right to clean air, pure water, and to the preservation of the natural, scenic, historic and esthetic values of the environment. Pennsylvanias public natural resources are the common property of all the people, including generations yet to come. As trustee of these resources, the Commonwealth shall conserve and maintain them for the benefit of all the people Article 1 Section 27 of the Pennsylvania Constitution. It is not everyday that our state courts ponder the lessons of history. But this is exactly what the Pennsylvania Supreme Court did this December (2013) when it issued its opinion on the constitutionality of Act 13. Enacted by the legislature in 2012, the act extensively revised the Commonwealths Oil and Gas Act to accommodate the new boom in natural gas drilling. Among other things the amended legislation required that industrial oil and gas operations be permitted as a use of right in every zoning district in the state. It also adopted new setback requirements to ...

I have two guiding principles: last man standing and electability.. Thats how Calvin Tucker, a Philadelphia candidate for Republican delegate, said he will weigh the Republican presidential candidates when he goes to cast a ballot at this summers convention.. Tucker is one of Pennsylvanias 54 unbound delegates who are not restricted to voting for the candidate that a majority of voters in their district vote for in the April 26 primary. The states other 17 delegates are bound to vote for the primarys winner.. For months Republicans have debated whether Donald Trump, despite crushing GOP competitors in caucuses and primaries so far, can win in a general election. Meanwhile, Trump has criticized the delegate process as unfair while rumors swirl that delegates and the GOP establishment might try to block Trump from getting the 1,237 delegates needed to secure the nomination. So Pennsylvanias 54 unbound delegates could play a crucial role.. RELATED:Yes, Donald Trump has supporters in ...

Fate And Transport Modeler. As part of a Corrective Action programs site investigation for the Pennsylvania Department of Environmental Protection (DEP), provided technical support in the better understanding of a tetrachloroethylene (PCE) and trichloroethylene (TCE) dissolved groundwater plume in a glacial outwash sand aquifer near Pittsburgh, PA. This technical support consisted of executing a groundwater flow model, data analysis of an aquifer test, and assisting in the construction of a CSM. Prepared portions of the report and findings of the model that was provided to both the municipality and the Pennsylvania DEP.. Assisted in the technical setup and performed the analysis of 22 slug tests to ascertain the hydraulic conductivity. Due to the transitory nature of the groundwater, the groundwater measurements were corrected for the diurnal changes (tidal) in the major river nearby. Also, the sand aquifer was highly transmissive so special modeling was used due to the oscillations caused by ...

NEW YORK-(ENEWSPF)-September 18, 2012. The Pennsylvania Supreme Court sent the states voter ID law back to the lower court, which will consider whether the law can be implemented before the election without preventing eligible citizens from voting.. The Brennan Center for Justice released the following statement from Democracy Program Director Wendy Weiser:. This decision is a clear victory for Pennsylvania voters. The Supreme Court was right to express skepticism that this sweeping new voter ID law can be implemented so close to an election. Many eligible voters will have to struggle to get an ID in time. It is wrong for politicians to try to manipulate the system for their own benefit by rushing through new voting requirements at the last minute. As the leading democracy of the world, our voting system should be free, fair, and accessible to all Americans. We are optimistic this restrictive voter ID law will not be in effect for the 2012 election.. Source: ...
2) Does the Superior Courts holding that a plaintiff need not produce evidence that a defendants asbestos-containing product produced dust conflict with the Supreme Courts holding inGregg v. V-J Auto Parts, 596 Pa. 274, 943 A. 2d 216 (2007)?. Our brief argues that this case exemplifies the intermediate Pennsylvania appellate courts obdurate resistance to the Supreme Courts tightening of the standards of proof in asbestos product liability cases, such asGreggandBetz. InGregg, the Supreme Court held that, at the summary judgment stage, courts should make a reasoned assessment concerning whether, in light of the evidence concerning the regularity, frequency and proximity of plaintiffs/decedents asserted exposure, a jury would be entitled to make the necessary inference of a sufficient causal connection between the defendants product and the asserted injury. The Superior Court seems to have ignored entirely the recent Pennsylvania Supreme Court decision inBetz v. Pneumo Abex, decided ...
We agree that Ritchie is entitled to know whether the CYS file contains information that may have changed the outcome of his trial, had it been disclosed. Thus, we agree that a remand is necessary. We disagree with the decision of the Pennsylvania Supreme Court to the extent that it allows defense counsel access to the CYS file. An in camera review by the trial court will serve Ritchies interest without destroying the Commonwealths need to protect the confidentiality of those involved in child abuse investigations. The judgment of the Pennsylvania Supreme Court is affirmed in part and reversed in part, and the case is remanded for further proceedings not inconsistent with this opinion.. It is so ordered.. [Footnote 1]. Although the 1978 investigation took place during the period that the daughter claimed she was being molested, it is undisputed that the daughter did not tell CYS about the assaults at that time. No criminal charges were filed as a result of this earlier ...

Pennsylvania is a fly anglers state. And Rick Nyles is a fly angler - and a darn good one. Rick owns Sky Blue Outfitters in Fleetwood, Penn., and hes Gold Level Trout Unlimited Business member who has been guiding all over the Keystone State on some of its best waters for 20 years. And Rick is not happy. Oh, hes happy about the fishing, no doubt about that. And hes happy with his clients - theyre great. But hes not happy about the proposed changes to the Clean Water Act and the Waters of the U.S. Rule.. I am offended that the Army Corps of Engineers and the Environmental Protection Agency, an entity explicitly charged with protecting the waters of my state and my country, would propose to reverse the 2015 Clean Water Rule, Nyle said. My business depends on clean water. Many other businesses in Pennsylvania do as well. That clean water supports a recreation industry worth $887 billion annually. Of the hundreds (perhaps thousands) of anglers who have been my guests over the years, not one ...
