Patients rights consist of all the duties a medical center is bound to do in dealing with the patient; and the charter of patients rights insures the improvement of relationship between the patient and medical personnel. This study is a challenge to review these issues. This cross sectional study and was done in summer 2010. Questionnaire used to collect the information were approved after preliminary design and receiving experts comments, and also after performing several of validity and reliability tests. The contexts included in the charter of patients rights announced by Ministry of Health and Medical Education, were used as a guide to design the question forms. The data were analyzed using spss version 16 using a,0.05 as the level of significance criterion. Among the general physicians there were 69 % male and 31% female. In August 2001, the Israeli Ministry of Health issued its Limitation of Smoking in Public Places Order, categorically forbidding smoking in hospitals. This forced the mental health system to cope with the issue of smoking inside psychiatric hospitals. The main problem was smoking by compulsorily hospitalized psychiatric patients in closed wards. An attempt by a psychiatric hospital to implement the tobacco smoking restraint instruction by banning the sale of cigarettes inside the hospital led to the development of a black market and cases of patient exploitation in return for cigarettes. This article surveys the literature dealing with smoking among psychiatric patients, the role of smoking in patients and the moral dilemmas of taking steps to prevent smoking in psychiatric hospitals. My crna was above following the law. He knows and I know that he broke the law by treating me against my wishes. It wasnt like I didnt discuss with him fully the parameters of my care. I told him in no uncertain terms not to sedate me (actually I said NO DRUGS THAT WILL INCAPACITATE ME) and not to give me general anesthetic. There was no UNLESS in my instructions. I did NOT leave anything to his discretion. Its the LAW that he respect this. This man was so accustomed to breaking the law, that apparently he didnt give it a second thought. I am thinking that nurses are trained to ignore patient wishes in favor of what they personally want to do. Thats NOT why we have patient rights laws and protections. It seems that most of the smaller independent cardiologists, gastroenterologists, orthopedists, vascular surgeons and other specialists have now banded together in large group practices protected by a phalanx of centralized schedulers, often at an off-site call center. Now instead of "send the patient right down and well squeeze them in", it becomes "fax the pertinent records to our intake coordinator and we will call the patient back in 48 hours to schedule an appropriate appointment". Aside from the fact, that I now have to call the patient in 48 hours to see if they got an appointment, I also often have to send the patient with suspected appendicitis or acute renal failure to an emergency room .
