PLEASE NOTE: Oregons CHIP is not part of Medicaid expansion so only Medicaid encounters are applicable to that portion of the calculation. However, the Oregon Health Plan (OHP) includes funding for both Medicaid and CHIP. Because providers cannot differentiate between the two funding streams, providers must reduce all OHP encounters by 4.4%. This is Oregons statewide rate of CHIP encounters (aka CHIP proxy). The CHIP proxy is calculated by taking the total OHP encounters for the selected 90-day period and mulitplying that number by .956 as shown below ...

The U.S. state of Oregon has various policies restricting the production, sale, and use of different substances. In 2006, Oregons per capita drug use exceeded the national average. The most used substances were marijuana, methamphetamine and illicit painkillers and stimulants. Oregonians consume an average amount of beer and distilled spirits, and an above average amount of wine. As of 2007, the consumption of spirits is on the rise, while beer consumption is holding steady. Also, 11% of beer sold in Oregon was brewed in-state, the highest figure in the United States. Oregon was the first place in the United States to prohibit alcohol, prior to becoming a U.S. state in the mid-19th century. That law was quickly repealed, but Oregon again preceded the rest of the country in outlawing alcohol, passing a law several years before federal prohibition was enacted with the Eighteenth Amendment to the United States Constitution. Following the repeal of prohibition in 1933, Oregon acted swiftly to ...

At the time, only two countries (Switzerland and the Netherlands) permitted the practice, but more than 500 Oregonians have since ended their life using the law. The intimate Sundance Award-winning documentary HOW TO DIE IN OREGON is a powerful, compassionate exploration of Oregons historic and controversial Death with Dignity Act, which legalizes physician aid-in-dying for some terminally ill patients. The film tells the stories of people who died under the act, and follows the crusade of one woman who honors her husband by fighting for similar choices in the state of Washington, when it debuts THURSDAY, MAY 26 (8:00-10:00 p.m. ET/PT) on HBO. [Editors note: Longtime Oregon community organizer John Sajo consistently produces well-reasoned analyses of Oregon issues, especially as they relate to the impact of legal cannabis on medical cannabis policy. We are grateful to amplify his voice, which gets significant play in Oregon but deserves a wider audience.]. by John Sajo, Umpqua Cannabis Association. The Senate Committee on Implementing Measure 91 just voted to pass SB 964 which is a major rewrite of the Oregon Medical Marijuana Act. On the one hand this bill would require every patient to report to the Oregon Health Authority every month exactly how many marijuana plants and how much marijuana they have on hand. Oregonians who agree to grow marijuana for a sick friend would have to do the same reporting and would also be subject to inspection by the health department. The idea behind all this new government intrusion into patients lives is to ...

The differences between Oregons rural and urban communities are obvious, but the diversity among rural communities often goes unrecognized. Describing rural communities involves considering both geographic and social characteristics. Geographically, Oregon is divided by the Coastal and the Cascade mountain ranges, running north and south, which create three physical regions: the coastal area, the Willamette Valley and Eastern Oregon. Each region includes vast tracts of federally owned land that have an impact on natural resources and economic drivers available to communities in each area. For example, in a recent economic study by Forest2Market, Inc., privately owned forestlands in Oregon contribute $382 per acre to Gross Domestic Product (GDP), versus federal forestlands contribution of just $67 per acre. Considering that 59% of Oregon forestlands are federally owned, federal forestland holdings have a significant impact on wealth creation and jobs in rural communities. Rural communities insufficient

Study Purpose: Community justice departments across the nation are continually pressured to implement higher-intensity modes of supervision for serious offenders without the benefit of expanded resources. This study sought to examine one countys response to these pressures. In 1997, the Multnomah County Department of Community Justice in Oregon launched an ambitious effort to change the way in which adult community supervision services were provided by launching a new mode of supervision. The overall goal of the redesign was to refocus time and resources on high-risk offenders, while providing less restrictive modes of supervision to lower-risk offenders, without jeopardizing public safety. Specifically, the redesign required increased transfers of limited and low-risk probationers and parolees to a casebank caseload. Casebank provides minimal face-to-face supervision and compliance reviews, thereby conserving departmental resources for offenders who demonstrate a higher risk to re-offend. The ...

One of the most frequently repeated claims by proponents of assisted suicide laws is that there is "no evidence or data" to support any claim that these laws are subject to abuse, and that there has not been "a single documented case of abuse or misuse" in the 18 reported years. More than 80 percent of all cases of sudden cardiac death occur in people who have significant coronary artery disease, but we currently do not have a medical test that consistently identifies patients at risk," said Sumeet S. Chugh, M.D., associate director of the Cedars-Sinai Heart Institute and director of Clinical Electrophysiology. Chugh is first author of an article in Circulation, now appearing online ahead of print. This research was conducted with colleagues in the Emergency Medicine and Pathology Departments at Oregon Health and Science University in Portland, as part of the ongoing Oregon Sudden Unexpected Death Study. "Abnormal QT prolongation has significant potential for evaluating risk and developing prevention strategies, but there are many factors - some known and some not known - that contribute to QT prolongation. Diabetes and the use of certain medications were significant predictors of QT interval prolongation and sudden cardiac death risk in our study. However, the most ...

In an effort to eliminate destructive feral swine from Oregon, a bill in the State Legislature would make it illegal to sell or purchase hunts for feral swine and to knowingly allow feral swine to roam on private property.. Its a bill, if not ahead of its time, at least on time. Unlike California and many other states that have been overrun with wild pigs, Oregon still has a fighting chance of stopping the invasion. Although, according to Rick Boatner, ODFW Invasive Species coordinator, time is running out. The estimated 1,500 to 2,000 feral pigs in the state are going to grow rapidly-feral swine can double their population every four to six months. "The passage of this bill is critically important to the health of Oregons watersheds," said Lisa DeBruyckere, Oregon Invasive Species Council Coordinator. "Feral swine can destroy riparian corridors. We can see whats happening in other states and still have time to stop it in Oregon if we act now.". "Its hard to underestimate the damage feral ...
Farm transfers are tough. Theres an emotional connection to the land and to growing food that adds a deep layer of complexity to the challenge of passing on a small business. The average age of farmers in Oregon is 60, yet over 80% of Oregons farmers dont have a succession plan for their farm. At the same time, finding and accessing farmland creates a significant challenge for beginning farmers and ranchers who are not positioned to inherit family land. The future of Oregons farms and food system depends on finding successful ways of passing land on to the next generation. Guided by successful models in other states and the variety of expertise on our collaborative team, Oregon Community Food Systems Networks Beginning Farmers and Ranchers Working Group launched a year-long pilot program in the fall of 2019 aimed at addressing the need for more technical assistance for land transition and in accessing land. Beyond Pesticides, October 16, 2012) The Oregon Department of Agriculture (ODA) is looking to revamp the way it enforces the 1993 Agricultural Water Quality Management Act in order to decrease the amount of pesticides that end up in the states waterways from agricultural nonpoint source pollution. The new plan, which was unveiled last December, will work by taking a firmer approach than the current plan, which on sporadic complaints for enforcement and cooperative action by residents through soil and water conservation districts. Background: Debates over legalisation of physician-assisted suicide (PAS) or euthanasia often warn of a "slippery slope", predicting abuse of people in vulnerable groups. To assess this concern, the authors examined data from Oregon and the Netherlands, the two principal jurisdictions in which physician-assisted dying is legal and data have been collected over a substantial period.. Methods: The data from Oregon (where PAS, now called death under the Oregon Death with Dignity Act, is legal) comprised all annual and cumulative Department of Human Services reports 1998-2006 and three independent studies; the data from the Netherlands (where both PAS and euthanasia are now legal) comprised all four government-commissioned nationwide studies of end-of-life decision making (1990, 1995, 2001 and 2005) and specialised studies. Evidence of any disproportionate impact on 10 groups of potentially vulnerable patients was sought.. Results: Rates of assisted dying in Oregon and in the Netherlands showed no ...
The study this story is based on is available online: http://rsc.li/1fcWMim. CORVALLIS, Ore. - Researchers at Oregon State University have discovered a genetic function that helps one of the most important "tumor suppressor" genes to do its job and prevent cancer.. Finding ways to maintain or increase the effectiveness of this gene - called Grp1-associated scaffold protein, or Grasp - could offer an important new avenue for human cancer therapies, scientists said.. The findings were just published in Photochemical and Photobiological Sciences, a journal of the Royal Society of Chemistry, by researchers from OSU and Oregon Health & Science University. The work was supported by the National Institute of Environmental Health Sciences.. The Grasp gene was studied in the skin of mice in this research, but is actually expressed at the highest levels in the brain, heart and lung, studies have shown. It appears to play a fundamental role in the operation of the p53 tumor suppressor gene, which is a ...
