Until May 15, 2019, Rule 2-231 of the Maryland Rules permitted members of a class to sue or be sued via parties representing the entire class if certain requirements were met. Thus, like the Federal Rules of Civil Procedure, Maryland rules permitted plaintiff class actions as well as defendant class actions. But, unlike federal practice, Maryland courts have no mechanism for interlocutory appeals of class certification determinations by the trial court, and Maryland law does not permit the Court of Appeals to create such a mechanism by rule. Most class action lawsuits involve a class of plaintiffs suing named defendants, but sometimes a plaintiff or plaintiffs will sue a class of defendants in federal courts or other state courts. A defendant class action had never before been certified in Maryland state courts, prior to Yang v. G & C Gulf, Inc., Case No. 403885V, where the Circuit Court for Montgomery County (Rubin, J.) certified a defendant class in January 2018. Morgan Lewis represents one of ...
Sheriff Pat Garrett released the following statement:. Dear Washington County residents,. Madaline Pitkin died in the Washington County Jail on April 24, 2014. She passed due to complications of chronic intravenous drug abuse. This week, Ms. Pitkins parents filed a lawsuit against Washington County and Corizon Health Care, the jails health care provider at that time. While the media is sharing various aspects of her story, I want to share my thoughts with you directly. Most important, I believe Ms. Pitkins death to be a tragedy, and I am very sorry this happened to her. As Sheriff, I accept that this happened on my watch, and that I am responsible to do everything possible to ensure it does not happen again. I want you to know that this is not a case of uncaring jail staff. In fact, deputies contacted Corizon multiple times out of concern for Ms. Pitkins condition. As a result, she was moved to the jail medical observation unit. We have learned a great deal from this tragedy, and we have ...

Teton Village, WY - (SBWIRE) - 02/27/2017 - After reviewing new and growing evidence on health risks of wireless radiation, the Maryland State Childrens Environmental Health and Protection Advisory Council (CEHPAC) issued a Report advising the Department of Education to recommend local school districts reduce classroom wireless radiation exposures by providing wired-rather than wireless-internet connections. CEHPACs health experts include Governor appointed pediatricians, Maryland State House/Senate appointees and representatives of the Department of Education and Department of Health. The Council cited the recent US National Toxicology Program (NTP) findings of increased rates of rare malignant cancers in animals, as well as childrens unique vulnerability to the radiation. While several countries, such as France, Israel and Cyprus, already have such protective measures in place, this action to issue recommendations to reduce classroom wireless exposures is the first by an expert state body ...

The good times encouraged young people to remain on the Eastern Shore and attracted strangers to the peninsula. Between 1870 and 1910 the population nearly doubled, growing from 28,455 to 53,322. In 1906 an official of the US Department of Agriculture noted "the increase of population, especially of young married couples, seeking homes, making new settlements and improving old ones." An indicator of the Eastern Shore prosperity was the growth of its black population. While the black population of Virginia grew by only 24 per cent between 1870 and 1910, that of the Eastern Shore grew by 78 per cent (the Eastern Shores white population increased by 95 per cent). The demand for labor attracted black immigrants from North Carolina and the Western Shore of Virginia. "This is a promising field for good farm labor," an Eastville man advised, "prices ranging from $1 to $2.50 a day. There are some 500 watermen on the seaside waters getting on an average of $2.50 a day."45Onancock Eastern Shore News ...

The department looked at statistics from the Pennsylvania Cancer Registry dating to 1985. In addition to Ewing sarcoma, the agency looked at other types of cancer rates: liver, brain, bone, lung, and breast cancers. It compared cancer rates in Washington County and Canon-McMillan School District against statewide rates.. In a report released Tuesday, the state concluded that rates of Ewing sarcoma werent "consistently or statistically significantly higher than expected" in either Washington County or the school district.. The study did find that between 2005 and 2017, rates of Ewing sarcoma were three times higher than expected in the school district. The rare tumor mainly affects young people and can be fatal.. The authors said the number of cases was so small - just three instances of Ewing sarcoma in the district over those years - that the higher-than-expected rates werent "statistically significant.". Only about 200 cases of the tumor are reported in the U.S. each year.. Jian-Min Yuan, a ...

The county began with most legislative power in the hands of the Maryland state government, with a five-person Montgomery County Board of Commissioners who oversaw the administration of the county but could neither pass county laws nor enact policies.[48]. In 1915, Maryland amended its constitution.[48] According to the constitutional amendment,[49] a countys residents may propose a petition to create a nonpartisan Charter Board.[48] If the petition receives signatures from at least twenty percent of the countys registered voters, all county residents would vote to select the members of the Charter Board during the next general election.[48] The Charter Board would be authorized to draft a new system of county government, which could include a county council with the power to enact legislation and policies.[48] The Charter Boards proposal would then be voted upon by registered voters during the following general election, and it would be enacted if approved by the voters.[48]. In 1930, ...
Smoking is legal and lawful among adults in Maryland. If thats going to continue and be left as a personal decision among adults, then lets stop hassling and intimidating and jerking around adult smokers," Bereano said. "Enough is enough.". Maryland last raised taxes on non-cigarette tobacco in 1999. Cigarette taxes have been raised several times since then, most recently by $1 a pack in January 2008.. The tobacco tax campaign comes only a few months after the Health Initiative successfully lobbied to raise the tax on alcohol in April.. DeMarco said that raising the cost of tobacco saves both lives and money. Smoking rates in Maryland declined by 32.6 percent between 1998 and 2009, which was double the national average. DeMarco said the decrease in smoking saved more than 70,000 lives and hundreds of millions of dollars in health care costs.. The current tax increase would not be the end of the campaign. Tobacco tax advocates would like Maryland to become a smoke-free state.. Bereano contended ...

to establish benchmarks and timetables for implementing the Climate Plan Interestingly, the two most important analyses were left off this list, the first being a review of Marylands climate history with an eye towards understanding the roles of natural variability and human-caused "global warming" in shaping its past and current climate and, the second being a quantification of the effect that reducing greenhouse gas in Maryland will have on Marylands future climate. Without a complete understanding of the former, it is impossible to relate "global changes" to local impacts, and without understanding the latter, it is impossible to justify any emissions restriction actions under the guise of "climate change." In this document, we provide these overlooked, but nevertheless vital analyses. In doing so, we find that there is scant evidence that "global warming" is or has impacted Marylands climate to any large degree, instead we find while Marylands temperatures have been slowly rising fom ...

The Maryland Senate is considering legislation that would add "self-defense" as a legitimate reason to apply for and be granted a concealed handgun permit in the state.. received and are receiving large reenforcements from the South. Gen. Popes army, now covering Washington, is only forty thousand. Your effective force is only about ninety thousand. You are thirty miles from Richmond, and General Pope eighty or ninety. With the enemy directly between you, ready to fall with his superior numbers upon one or the other, as he may elect, neither can reenforce the other in case of such an attack. If Gen. Popes army be diminished to reenforce you, Washington, Maryland, and Pennsylvania would be left uncovered and exposed. If your forces be reduced to strengthen Pope, you would be too weak to even hold the position you occupy, should the enemy turn round and attack you in full force. In other words, the old army of the Potomac is split into two parts, with the entire force of the enemy directly between them. They cannot be united by land without exposing both to destruction, and yet they must be united. To send Popes forces by water to the ...
MARINE-ESTUARINE-ENVIRONMENTAL SCIENCES (MEES). INTRODUCTION. The University of Maryland Eastern Shore (UMES) offers graduate programs leading to the degrees of Master of Science (M.S.) and Doctor of Philosophy (Ph.D.) in the Marine- Estuarine-Environmental Sciences (MEES). The mission of the MEES Program is to train graduate students in the overall environmental sciences. There is a clear need for scientists with training in this area, given the multitude of environmental problems faced by society today. The interests of students in the program are diverse, but generally center on some aspect of the interaction between biological and physical or chemical systems. The analysis of this interaction may be anything from a study of molecular mechanisms to an assessment of the economics of an environmental impact. To ensure that all students in the program have some understanding of the breadth of information in the field of environmental sciences, each student is required to have course work in a ...

Maryland Route 100 began in the 1970s as two separate roads, both having the MD 100 designation. The first was known as the Mountain Road Extension, stretching between Governor Ritchie Highway and the old Maryland Route 3, now Interstate 97. The second was built as a short spur between the newly constructed Interstate 95 and US 1 in Elkridge, Maryland.[3] The eastern section, originally known as the Mountain Road Bypass, was constructed east of Ritchie Highway in the late 1970s. MD 100 was completed west of I-97 to I-95, thereby connecting the two roads, in 1994, but it was not completed in its entirety to US 29 until November 1998. A portion of the route between Exit 1B-C and Exit 2 was constructed earlier than the rest as an at-grade boulevard, on the right-of-way of the future eastbound lanes; this section was eventually upgraded.[4]. The construction of the route near Lake Waterford Road severed the original road between Baltimore and Annapolis: the Baltimore-Annapolis Boulevard, signed in ...

The measure, sponsored by 18 Maryland legislators, increases the minimum amounts of coverage for bodily claims or death from a motor vehicle accident from $20,000 to $30,000 for one person, and from $40,000 to $60,000 for any two or more individuals. The proposed legislation would apply to all vehicle liability insurance policies issued, delivered or renewed in the state on or after Jan. 1, 2011, according to the text of the bill.. The fiscal note accompanying the bill said there is not enough data to show an impact on Marylands general fund as a result of the measure, but that special fund revenues for the Maryland Insurance Administration may increase by about $25,000 in fiscal year 2011, assuming 200 motor vehicle insurers pay the $125 rate filing fee to comply. ...
