Downloadable! We investigate the allocation of unemployed indivduals to different subprograms within Swiss active labour market policy by the caseworkers at local employment offices in Switzerland in 1998. We are particularly interested in whether the caseworkers allocate the unemplyoyed to services in ways that will maximize the program-induced changes in their employment probabilities. Our econometric analysis uses unusually informative informative data originating from administrative unemployment and social security records. For the estimation we apply matching estimators adapted to the case of multiple programmes. The number of oberservations in this database is sufficiently high to allow for this nonparametic analysis to be conducted in narrowly defined subgroups. Our results indicate that Swiss caseworkers do not do a very good job of allocating their unemployed clients to the subprograms so as to maximize their subsequent employment prospects. Our findings suggest one of three possible

The brochure has been designed to be pocket-sized, so staff are always able to have the guide on hand.. ACSA CEO Patricia Sparrow said elder abuse is a broad social issue.. At the very core of elder abuse is the loss of dignity and basic human rights and it is a scourge on society," Ms Sparrow said.. "We are determined to fight elder abuse each and every day wherever it occurs. The first step is making sure that everyone involved in aged care knows what elder abuse is and what to do if they witness it," she said.. OPAN CEO Craig Gear said elder abuse is not only a public health concern, but also a human rights issue.. "There are many different types of elder abuse that aged care workers have to identify," Mr Gear said.. He said the aged care workforce needs the right resources to help identify elder abuse when ...
The National Centre for the Protection of Older People at University College Dublin and the Health Service Executive (HSE) announced the report findings on Thursday, 26 April 2012.. The report examined the experiences of senior case workers who manage cases of elder abuse.. Senior case workers are part of the service infrastructure established by the HSE in 2007 for dealing with elder abuse. The senior case workers investigate allegations of elder abuse and work with older people, their families and carers to resolve cases of abuse within the framework of existing policy and legislation. Eighteen senior case workers were interviewed about their experiences in managing cases of elder abuse.. The study findings show that elder abuse can present as a complex phenomenon taking many forms, including financial, psychological and neglect of the older person, and the boundaries between the various forms of abuse can be fluid.. With this complexity, elder abuse can be difficult to recognise, detect and ...
Research on elder abuse has defined it as a multidimensional construct that encompasses a set of different abusive behaviours, victims, perpetrators and settings. The array of possible elder abuse configurations is difficult to capture. This study sought to identify victimization patterns that represent distinct elder abuse configurations based on specific abusive behaviours and on the relationship with the perpetrator; it also sought to determine the association between these latent classes with victims characteristics. Data comes from two elder abuse surveys: a representative sample of community-dwelling adults and a convenience sample of older adults reporting elder abuse to four state and NGOs institutions. Latent Class Analysis (LCA) was used to categorize victimization in the population-based (N = 245) and in the victims sample (N = 510) using 7 items measuring physical, psychological and financial abuse, and appointed perpetrators. Association tests were conducted to determine differences and

The 1985 Elder Abuse Prevention, Identification, and Treatment Act defines abuse as the "willful infliction of injury, unreasonable confinement, intimidation, or cruel punishment with resulting physical harm or pain or mental anguish, or the willful deprivation by a caretaker of goods or services which are necessary to avoid physical harm, mental anguish, or mental illness." (Clin Geriatr Med 2005;21:279.). Federal definitions of elder abuse were addressed further in the 1987 amendments to the Older Americans Act. (Postgrad Med 1999;106:169; J Geront Nurs 1997;23[7]:24.). In 1987, Congress enacted legislation that required nursing homes participating in the Medicare and Medicaid programs to comply with certain quality of care requirements. This legislation was included in the Omnibus Budget Reconciliation Act (OBRA), also known as the Nursing Home Reform Act. (Acad Med 1995;70:979.). Every state has a nursing home ombudsman program that responds to reports of neglect or abuse in the nursing home ...

In the cases we reviewed, the abused elderly were often socially isolated, depressed and unkempt," Dr. Murphy said. "The caregivers were not only financially dependent on the elderly person in their care, they were often dealing with their own substance abuse problem." Compared to older adults who were accidentally injured, the abused elderly patients were more likely to have brain, head and neck injuries. Autopsy studies revealed that subdural hemorrhages were the cause of death in one-third of elder abuse cases.. "Radiologists need to be aware of the pattern of injuries frequently seen in the abused elderly," Dr. Murphy said. "More importantly, we need to integrate the physical and radiological findings with the social context of the patient to help identify those at risk." The overall aim of Strama (The Swedish Strategic Programme Against Antibiotic Resistance) is to preserve the effectiveness of antibiotics in humans and animals. Strama is organised at two levels: a network of independent local multidisciplinary groups in each county that provide prescribers with feedback on antibiotic use and resistance and implement guidelines; and a national executive working group funded by the government. To gain an insight into antibiotic use, Strama has conducted several large diagnosis-prescribing surveys in primary care, in the hospital settings and in nursing homes. National antibiotic susceptibility data for Sweden and mandatory notification show that in recent years the proportion of Streptococcus pneumoniae with decreased sensitivity to penicillin V has stabilised (around 6 %), but the number of notified cases of meticillin-resistant Staphylococcus aureus (MRSA) has increased and ESBL-producing Enterobacteraceae have turned into an endemic situation. Still, Sweden is among

The report did indicate that, as Landry said, high-profile cases of abuse often lead to an increase in reports, at least in the short term.. The death of Kendall Chick in December 2017 followed three months later by the death of Marissa Kennedy had that effect in Maine. While the deaths both put a spotlight on a chronically understaffed and overworked system, they also led to more work.. The criminal cases involving those two deaths are nearing resolve. Shawna Gatto was convicted in June of murdering Chick and was sentenced to 50 years in prison. Julio Carillo, Kennedys step-father, pleaded guilty this month to killing the girl. He has not been sentenced. Her mother, Sharon Carillo, also has been charged with depraved indifference murder and awaits trial.. After Gatto was sentenced last month, DHHS released information about Chicks history with Child Protective Services that made it clear caseworkers did not follow protocol.. The girl had been removed from her mothers care because of abuse ...

After that disastrous appendectomy last year, I had to be weaned off all the tubes and even had to learn to walk again. The rehab hospital had a really great caseworker who watched out all through the process and took care of stretching things out when the time was running out. After a month in the rehab hospital and three months of home health care to check the open belly wounds and the like, we came out with only $500. out of pocket ...

Reporting [child abuse] frequently becomes an ethical dilemma as a result of complex interactions among several factors including diverse professional contexts, legal requirements, professional-ethical standards, and the circumstances of suspected abuse. The reporting dilemma also reflects the fact that breaching confidentiality and breaking the law both constitute unethical behavior." However, beyond the professional difficulties in dealing with child abuse and neglect, there is a distinct need to intervene on behalf of the children victimized by abuse.Currently, an estimated one million children are victims of child abuse and neglect each year. In 1996, child protective services in all states investigated more than two million reports and substantiated just under one million, child abuse victims. Approximately 1,000 victims, who were previously known by child protective services, died as a result of abuse and neglect. Because of legal requirements, over fifty percent of all investigated ...

Child abuse within U.S. Army families may be significantly under-reported, a new study suggests. Researchers found that only one-fifth of diagnosed child abuse and neglect cases among U.S. Army-dependent children from 2004 to 2007 had a substantiated report with the Armys Family Advocacy Program (FAP). The program is responsible for investigating and treating child abuse. Thats less than half the rate (44 percent) of child abuse cases substantiated by civilian Child Protective Services, according to the study. The investigation was conducted by researchers at Childrens Hospital of Philadelphia and the U.S. Army FAP. Read More. ...

Mr. Speaker, I rise today to urge this House to join governments around the world in combating the hidden crime of elder abuse. It can come in the form of neglect and physical, sexual, psychological or financial abuse. It can take place at home, in an institutional setting or in the community.. It affects our parents and grandparents, yet it often goes unreported. It is for this reason that awareness-raising is a crucial component of preventing the abuse and neglect of older persons. I contacted the Minister of Canadian Heritage asking her to support the commitment made under the United Nations international plan of action by proclaiming June 15 elder abuse awareness day here in Canada. She declined. I was absolutely shocked. During the last election, the Conservative Party promised to protect seniors against elder abuse in all of its forms. I had hoped the government would now walk the walk. In other parts of the world, Elder Abuse Awareness Day is tomorrow. It is not too late for us to do the ...
