CORRUPTION IN LOCAL GOVERNMENT ADMINISTRATION OF NIGERIA A CASE STUDY OF YENAGOA LOCAL GOVERNMENT IN NIGERIA - PROJECTS.ng
The term local government administration in Nigeria has attracted serious attention both nationally and internationally since the great local government reform of 1976, thus the initiator of the 1976 Local Government Reforms as contained in the guidelines (1976), emphasized the basic features of local government as government at the local level exercised through representative council established by law to exercise specific powers within defined areas. These powers would give substantial control over local affairs as well as the staff and institutional and financial powers to initiate and direct the provision of services and to determine and implement projects so to complement the activities of the state and the federal government in their areas, and ensure through active participation of the people and their traditional institutions that local initiatives and response to local needs are maximized. Govt massaging the truth on local government referendum
It looks as if the Gillard government is serious about pushing ahead with a referendum alongside the federal election, to change the constitution in relation to local government. Local Government Minister Anthony Albanese released the proposed draft of the amendment last week.. There have been two previous referendum questions on local government, both defeated: one in 1974 that was broadly similar to this one, and one in 1988 that was completely different, in that it just recognised local government but didnt alter anyones financial powers.. Yesterday The Australian Financial Review reported a Nielsen poll showing 65% in favour - but not actually in favour of the governments proposal, just in favour of recognising local government in the Constitution.. That would have been an accurate description of the Hawke governments proposal, back in 1988 (which was heavily defeated). It proposed to recognise local government, but not to give the Commonwealth additional powers. The current question ...
Assessing Local Government Revenue Raising Capacity - Regional Australia Institute
Key points. • The ratio of local government own-source revenue to GDP is about 2 per cent.. - The ratio of rates revenue (the only tax instrument of councils) to GDP decreased from 1.0 per cent to 0.9 per cent between 1990-91 and 2005-06.. • Local governments in urban areas are predominantly funded from their own sources of revenue, particularly rates, fees and charges. For most rural and remote councils, grants are also a substantial source of their revenue.. • The revenue-raising capacity of local governments depends partly on their fiscal capacity, which differs by class of local government.. - The fiscal capacity of a council is best measured as the aggregate after-tax income of its community.. • Urban developed councils tend to draw lightly of their fiscal capacities. Remote and rural councils tend to draw more heavily on their fiscal capacities.. • Analysis of the relative potential of local governments to increase their own-source revenue indicates that councils are raising ...

Women in Local Government with the Young Fabians
The wisdom of the women who are involved in local government needs to be shared. Without it, Labour in power locally and nationally will not be as effective in achieving greater equality, prosperity and better outcomes for the communities we serve.. In the year we celebrate a hundred years since some women won the right to vote, the role of elected women in local government is more vital than ever. Women are under-represented in local government, especially in leadership roles, yet councils make important decisions that affect women at work and at home. Women also make up a large proportion of the local government workforce too - often bearing the brunt of austerity as services are under greater pressure and cuts.. The Young Fabians are proud to host a discussion led by labour women in local government with: Cllr Claire Kober, Leader of Haringey Council, Cllr Sarah Hayward, Former Leader of Camden Council, Cllr Clare Coghill, Leader of Waltham Forest, and Cllr Abena Oppong-Asare, Councillor in ...

Room Eight | State and Local Government Employment in 2002 and 2014: Health Care, Social Services and Housing
Health care and social assistance, along with payments to individuals, account for the largest share of government spending for the federal, state and local governments combined. They are distinguished from other government functions in two important ways. First, most of the funding comes from the federal government, even for programs that are administered by states, cities and counties. And second, most of the work is done by private, often non-profit organizations under contract or voucher systems, rather than by public employees.. This is the fifth post in a series on state and local government employment for FY 2002 to FY 2014, based on data from the Governments Division of the U.S. Census Bureau. Data on private employment in sectors substantially funded by government programs was also included in the analysis, and will be particularly important for this post. New York State in general, and New York City in particular, have had far more spending in these categories than most other places. ...
Restructuring Local Government
In the Capital Region people are discovering that they need regional solutions to problems that spill over political boundaries. The Key Bank Center for Regional Studies was established to explore and promote these Regional solutions. Regionalization refers to the growing interest among local government and non-government organization to join forces to tackle problems that defy solution within established political boundaries. Government officials and citizen are interested in finding an alternative to the dilemma of either cutting service or increasing taxes. Regionalization may offer that alternative. Other places have been instituting regionalization with success. In Indianapolis, Senator Richard Lugar (then Mayor of Indianapolis) was able to merge county and city governments in 1970, into a new regional government know as Unigov. In Toronto, a two-tier system means that some functions are regional and other are addressed by local government. In Charlotte/Mecklenburg, NC, only the police and ...
Local government - Wikipedia
The Netherlands has three tiers of government. There are two levels of local government in the Netherlands, the provinces and the municipalities. The water boards are also part of the local government. The Netherlands is divided into twelve provinces (provincie, pl. provincies). They form the tier of administration between the central government and the municipalities. Each province is governed by a provincial council, the States-Provincial (Provinciale Staten, abbr. to PS). Its members are elected every four years. The day-to-day management of the province is in the hands of the provincial executive, the States Deputed (Gedeputeerde Staten, abbr. to GS). Members of the executive are chosen by the provincial council from among its own members and like the members of the provincial council serve for a period of four years. Members elected to the executive have to give up their membership of the provincial council. The size of the executive varies from one province to another. In Flevoland, the ...

City manager calls attention to local government funding
EASTPOINTE - Armed with two new studies, Eastpointe City Manager Steve Duchane is hoping to draw attention to problems with the way local municipalities are funded in Michigan.. Duchane has long attested that funding for local governments is in need of statewide reform, and now with a couple of studies backing the theory - the CLOSUP survey results from the Gerald R. Freedom of Information - Acme Writers
Transparency and privacy have been a controversial, recurring topic in the government sector due to the rapidly, evolving technological cli mate. One of the main reasons is that laws that uphold freedom of information can be interpreted for both the access to information and the privacy of government agencies.A main argument of local governments is that improving transparency could increase costs. Many local governments are partnering with private companies, especially those in technology, to facilitate their operations. Advanced technology used in the private sector, such as high-tech audio and video surveillance, will enable local governments to increase security of their information. However, as local governments are also responsible for funding public areas, investing more in technology will prevent them to disperse funds for other societal needs.Furthermore, the information that local governments release to the public could be deemed as incomprehensible. In 2006, the Federal Funding ...

Local government decentralization reform stands out as the most significant new focus in the Peace Corps Ukraines Community Development Project. This and other reforms aimed at strengthening civil society and encouraging civic engagement at local levels is long overdue. This legislation transfers powers from the national-level Office of the President and Cabinet of Ministers to local governments, empowering them to be more effective in delivering services to the community. It also gives local governments more budgetary powers in the delivery of their community services. As promising as the reforms may sound, they also presents its set of challenges, such as lack of experience in local government, skills, and human and financial resources. This is where the Community Development Volunteers diverse cultural and professional background will be an asset. A Volunteer may be assigned to a town council or work with several towns and villages that form an amalgamated community, which is a new ...
Possible Future Trends in Local Government - 1966 Encyclopaedia of New Zealand - Te Ara
The two basic weaknesses of the local government structure are the number and variety of special-purpose authorities and the excessive number of territorial authorities. The special-purpose authorities in general are subject to a considerable degree of direction by the Central Government. Moreover, they exercise functions which in some instances at least might otherwise be exercised by territorial authorities, especially if the territorial structure was strengthened by amalgamation of smaller and weaker units. The excessive number of territorial authorities means that some of them are too small and consequently have inadequate resources, a fact which limits their ability to perform satisfactorily the functions demanded by a rapidly growing community and expanding economy, at least without substantial financial assistance by the Central Government. This assistance once again tends to increase the extent of direction by Central Government.. The fragmented and heterogeneous character of the local ...
Weapons of Mass Discussion: GUEST COLUMN: Improving Local Governments through SB 5 by St. Rep Terhar
One area that needs reforming in our state-and one that Senate Bill 5 directly impacts-is local governments. You certainly dont need me to tell you that budgets are tight. You have probably been living it-adjusting to someone in the family taking a pay cut or being laid off and reevaluating the way you spend your hard-earned money. The same is true for counties, cities and townships. When hard times hit the people, it inevitably trickles down to the governments representing them. Less tax revenue is coming in, so there is less money available to pay for vital public services. But instead of solving this problem by simply cutting large numbers of staff from public positions, Senate Bill 5 provides more reasonable solutions that can actually preserve these jobs ...

Imposing fines and withholding taxes to local jurisdictions not filing annual financial reports
Last month, the Washington State Auditors Office (SAO) issued a special report about local governments that do not file their annual financial reports. The report found that 611 local governments did not file their financial report with SAO in 2013.. In response to that report, Rep. Ross Hunter (D-Medina) is sponsoring HB 2084, which imposes fines and withholds taxes to certain local governments who fail to file their annual financial reports with SAO.. Most of the proposal applies only to special purpose districts, and it specifically excludes cities, towns, and counties. However, all local governments, including cities and towns, failing to file their financial report within 150 days of the close of the fiscal year would be subject to a $500 fine.. In addition, the bill requires SAO to notify the state and county treasurers each October 1 of which special purpose districts have not filed their annual financial reports. The treasurers would be required to withhold property and sales tax ...
