Most people dont know it, but cigarettes sold in some states are now more dangerous than ones sold in other states. Deaths and damage from cigarette-caused fires have motivated New York, Vermont, California and other states to enact laws in recent years requiring that only fire-safe cigarettes [3] be sold in their states. Fire-safe cigarettes are made to go out when left burning unattended, unlike standard cigarettes that keep burning even when not being smoked. Manufacturers add burn accelerants like sodium citrate [4] to cigarette paper to keep them lit when left in an ashtray, posing an increased fire hazard. A horrific cigarette-caused house fire that burned eight people to death in Baltimore, Maryland earlier this year has spurred calls by Baltimore public officials for a citywide fire-safe cigarette law. Interestingly, Maryland already has a fire-safe cigarette law, but it doesnt go into effect until July 1, 2008 -- too long to wait given the danger, according to Baltimore officials. In ...

As the 50th anniversary of Rachel Carsons Silent Spring approaches, the purveyors of Monsanto & Cos falsehoods are out in full force. The American Council on Science and Health (ACSH) - a front group for the pesticide industry - held a briefing last week, announcing a new report extolling the virtues of pesticides to federal legislators. If this is where our decisionmakers are getting their information, were in trouble.
At a news conference at a Staples store in Columbia, S.C., Mitt Romney got into an argument with an Associated Press reporter over his ties to lobbyists. I dont have lobbyists running my campaign, said Romney. AP reporter Glen Johnson challenged the statement and noted that one of Romneys top advisers is Ron Kaufman, a prominent Washington lobbyist. But Romney insisted that neither Kaufman nor any other lobbyists were running his campaign because they were not paid for their work. Ron is a wonderful friend and adviser. Hes not paid. Hes an adviser, like many others. But I do not ...
Lobbyists already chafing under the Obama administrations lobbying restrictions and congressional ethics rules could soon have a brand new headache: a nascent grass-roots movement thats placed reining in lobbyists at its center.. Spearheaded by a coalition of campaign finance experts and activists called Represent.Us, the campaign is working to build grass-roots support for a measure that would drastically limit lobbyist fundraising, among other provisions. Dubbed the American Anti-Corruption Act, the plan would also curb unrestricted super PACs and make it harder for such groups to coordinate with candidates.. Its the boldest package of reform that weve seen maybe in a century that would change how Washington would work, said Lawrence Lessig, a professor at Harvard Law School and founder of the anti-corruption group Rootstrikers. Lessig and other Represent.Us organizers say their goal is to build public pressure outside the Beltway before taking their plan to Capitol Hill.. The view is ...

There are many people trying to influence the debate on overhauling health care. Washington lobbyists are pushing the interests of health insurance companies, drug companies, hospitals and many more. Lobbyist Paul Lee, a founder of Strategic Health Care, talks with Ari Shapiro about the debate over changing the health care system.
Obama: Well, the fact is I dont take PAC money and I dont take lobbyists money. And the bundlers previously, Obamas policy is an ethical tightrope.. The senators official policy specifically states that the Obama campaign does not accept donations or fundraising help from federal lobbyists or PACs, according to a campaign spokesperson. Obama, however, is sticking to a strict interpretation of his ban on lobbyist contributions. His campaign does take money from spouses of lobbyists, partners in lobbying firms who do not themselves lobby, ex-lobbyists and state lobbyists, according to numerous news reports.. Robert Wolf, COO of the Switzerland-based UBS Investment Bank and chairman of its Americas division, has raised money for Obama and encouraged his employees to make contributions, which they did, to the tune of $194,930 as of July 15. Those contributions dont violate the letter of Obamas pledge, even though UBS, like most large corporations, has lobbyists in Washington. Obama ...

ACRE Meeting: Welcome to Anger Village. Yesterday, I attended the charter meeting of ACRE (Association of Clinical Researchers and Educators) in Boston. The title of the conference was Optimizing Value to Patient Care of Industry-Physician Collaboration, and the schedule called for 23 speakers over a 6 hour period, all in a hot amphitheater crowded with pharmaceutical reps, doctors, reporters, and miscellaneous others.. Obviously, I arrived with a skeptics attitude. After all, I had already parodied the organization with this mock blog renaming ACRE Academics Craving Reimbursement for Everything. I was not alone in my difficulty taking the organization seriously. On the pharma gossip website, there was an even more vicious parody, in which the organization is renamed Forum for University Corporate Kickbacks in Education as Determined by University Professors, yielded a more colorful acronym which you can work out on your own.. Why is ACRE so very ripe for satire? Because it consists of rich ...
|p|In 2013, the Community Connections resident grants program in Detroit conducted a collaborative inquiry into the topic of smart collaboration among grassroots groups and others working for youth development and community improvement. The inquiry probed the experience and perspectives of 13 Community Connections grantee groups known for effective and strategic collaboration. Leaders of these groups were interviewed and engaged in reflective circle conversations, and project reports and other documents from these groups were reviewed. The inquiry team included four current or former members of the Community Connections Changemakers leadership panel plus three consultants. It was guided by Touchstone Center for Collaborative Inquiry, the programs learning and evaluation partner.1 Learnings from this inquiry are intended primarily for grassroots leaders who want to become more effective collaborators. They also may be useful to larger organizations that want to collaborate with grassroots organizations,
WASHINGTON, Jan. 20, 2011 - With one major arms reduc-tion treaty near-ly to the enforce-ment stage, more work lies ahead to advance the nations nuclear secu-ri-ty, a senior State Depart-ment offi-cial said yes-ter-day. Rose Gote-moeller, the State Departments assis-tant sec-re-tary for the Bureau of Arms Con-trol, Ver-i-fi-ca-tion and Com-pli-ance, spoke about that work at the Nation-al Acad-e-my of Sci-ences and U.S. Insti-tute of Peace Sym-po-sium.. The Sen-ate rat-i-fied the New Strate-gic Arms Reduc-tion Treaty on Dec. 20, and the treaty will be in force after the Russ-ian Duma and Fed-er-a-tion Coun-cil approve the treaty and the two nations for-mal-ly exchange instru-ments of rat-i-fi-ca-tion.. New START is the most sig-nif-i-cant nuclear arms con-trol agree-ment in near-ly two decades, Gote-moeller said.. The treaty lim-its the num-ber of strate-gic nuclear weapons and launch-ers that the Unit-ed States and Rus-sia can deploy, she said, while main-tain-ing the effec-tive-ness of the ...

Weve talked before about indoor and pedestrian navigation and the challenges they pose. As part of the ongoing industry effort to crack that nut, Movea recently announced a demonstration of their indoor navigation skills in France and South Korea. I was trying to parse their announcement carefully to catch the nuances of what they were claiming.. First of all, they claim that this is a first, but I think the key qualifier is that this is the first time their capability has been proven in a manner optimized for cellphones.. Second, at times it sounds like this was strictly a dead-reckoning solution, at times not. To be clear, this was a dead-reckoning-plus-map-matching (data fusion) solution. Specifically missing was the use of WiFi or other signals to be used as beacons. It was sensors and maps only.. Third, they mentioned collaboration with SCNF in France (the local rail operator) and a subsidiary of SK Telecom in South Korea. The latter in particular made me wonder whether this solution ...

Last month I learned that the San Pedro BID was paying Edward Henning $20,000 to handle their BID renewal process. This discovery was independently interesting, but also important for my ongoing research project of learning everything possible about BID consultancy with the ultimate goal of shopping as many BID consultants to the City Ethics Commission as possible, mostly for violations of LAMC §48.07, which requires that [a]n individual who qualifies as a lobbyist shall register with the City Ethics Commission within 10 days after the end of the calendar month in which the individual qualifies as a lobbyist. In this clause, someone qualifies as a lobbyist when they, according to LAMC §48.02 are compensated to spend 30 or more hours in any consecutive three-month period engaged in lobbying activities.1 Note that today Im mostly skipping the argument that BID consultancy qualifies as lobbying activities, but you can read about it in excruciating detail here. Part of the evidence that I ...

I never gave any thought to privilege in such settings, regardless of the side of the desk I was on. As a staff guy, anything I might have said to a lobbyist, in nearly every setting, I had to conclude would be repeated or used in some fashion, or was fair game to be made public. That instilled its own discipline. As a lobbyist, it would never occur to me that something told to me by a staff person enjoyed any protection other than if he or she admonished me not to say anything. Everyone knows we get paid to share information. To extend the Speech and Debate Clause protection to these relationships appears to me, also, to be a real stretch. Are we to protect bar-stool conversations because they happen to be partially about legislation, or a hearing? What this case points up is the need for heightened ethical awareness regarding what information is appropriate to convey and when. With instant communications should come increased focus. When commercial interests are affected, as they so often are, ...
Mapping the router topology is an important component of Internet measurement. Alias resolution, the process of mapping IP addresses to routers, is critical to accurate Internet mapping. Ally, a popular alias resolution tool, was developed to resolve aliases in individual ISPs, but its probabilistic accuracy and need to send O(n2) probes to infer aliases among n IP addresses make it unappealing for large-scale Internet mapping. In this paper, we present RadarGun, a tool that uses IP identifier velocity modeling to improve the accuracy and scalability of the Ally-based resolution technique. We provide analytical bounds on Allys accuracy and validate our predicted aliases against Ally. Additionally, we show that velocity modeling requires only O(n) probes and thus scales to Internet-sized mapping efforts.. ...

The NY Times talked to a bunch of Congressional offices about this, and they all seem to admit freely that the language came from Genentech lobbyists, and they incorporated it directly (sometimes with a few minor changes) into the remarks that get put into the Congressional record. This isnt the fault of Genentech or its lobbyists -- who, of course, are going to push for such things. The really damning part is that all of these Congressional reps dont seem to think theres any problem at all with simply taking text directly from a company and putting it into their own remarks as if they agree on the concept, when they dont even seem to understand what theyre saying half of the time. Often these sorts of Congressional remarks are later used to show Congress intent in doing certain things. But, perhaps they should just start being upfront and honest about the fact that these remarks are the industrys intent and simply signing them with the companies that actually wrote the language (or ...

Heat-not-burn tobacco products include electric devices that heat modified cigarettes to produce an aerosol for inhalation without causing combustion.1-3 In line with recent tobacco industry effort to diversify their product portfolio,4 various new heat-not-burn devices have been introduced since 2014 in selected markets such as the UK, Italy and Japan-including Philip Morris International (PMI)s IQOS i.1 5 Industry analysts predict that heat-not-burn products will absorb 30% of the US regular cigarette market by 2025.2 This manuscript describes PMIs marketing of IQOS in South Korea based on news monitoring and direct observation by the author during two visits to the flagship stores in Seoul (June 2017) and the purchase of an IQOS device from one store. In 1981 an influential Japanese study showed an association between passive smoking and lung cancer. This article documents the tobacco industrys attempts to refute this study by producing a credible alternative study. In 1981 Japanese investigator Takeshi Hirayama published a cohort study examining the association of passive smoking and lung cancer among non-smoking wives of smokers in Japan.1 The study concluded that wives of heavy smokers had up to twice the risk of developing lung cancer as wives of non-smokers and that the risk was dose related. The Hirayama study was influential because it launched an extraordinary amount of critical debate 2 3 and has been one of the most frequently cited studies in regulatory proceedings, 4 5 risk assessments,6 and the media.7. The tobacco industry has used a variety of tactics to maintain scientific debate about whether secondhand smoke has any harmful effects. 5 6 8-14 We identify and analyse internal tobacco industry documents that describe the ...

KIM BROWN: Welcome to The Real News Network in Baltimore. Im Kim Brown. One of Donald Trumps campaign promises is that he would drain the swamp of Washington D.C. politicians and corruption, and what many have called the revolving door from political office to corporate lobbyist. So, here is Donald Trump on the topic in his joint address to Congress a couple weeks back. DONALD TRUMP: We have begun to drain the swamp of government corruption by imposing a five-year ban on lobbying by Executive Branch officials, and a lifetime ban… and a lifetime ban, on becoming lobbyists for a foreign government. KIM BROWN: In January, Trump signed an Executive Order: The Ethics Commitments by Executive Branch Appointees that ostensibly bans politicians from becoming corporate lobbyists for five years - but what about lobbyists being hired to hold government positions? And with us to discuss this, were joined by Steve Horn. He is a research fellow for The Smog Blog. He is an investigative reporter whose ...
In the introduction to its Front Groups and Allies section, ANR explains that: It has been a common practice of Big Tobacco to use third parties or to create front groups to be out in front fighting smokefree policies, while the industry remains behind the scenes, protecting its public image. ...Since 1994, Philip Morris and other tobacco companies have partnered with national and state restaurant associations, licensed beverage associations, and gambling associations as key third parties to publicly oppose smokefree ordinances. ... Advocates should shine the light on these associations and connections to the tobacco industry. See our factsheet on how to follow the money to find industry connections in your community. There isnt always a smoking gun linking the tobacco industry to these groups, either due to lax local campaign finance laws, or money getting funneled through third parties. Often we dont find out until years later that the tobacco industry was funding opposition ...

When companies seek clever ways to leverage hot topics and gain some positive public relations in the process, it helps to vet the idea for relevance and the execution for tone. While Bisquicks product may be yummy, its #PancakesvsWaffles Twitter hashtag campaign lacked taste - and good judgment - all the way around.. The obvious reason was timing. It was a week that saw a nominee boast about groping women in the most vulgar terms, and the news media ate it up.. The link to the election was also questionable. Even if 2016 werent unprecedented for its family-unfriendly content, its not a logical association. PR pundits should ask themselves if its really intuitive to put pancakes and waffles alongside a political debate, especially in real time. Are breakfast foods a natural link to politics in your mind? No, theyre not. And the public didnt bite.. Almost immediately, Twitter was flooded with pleas to stop the blatant marketing tie-in and begged the question - do you want your wholesome ...

This article explores issues associated with organisational governance in the context of stakeholder engagement. It argues that both public relations (PR) research and practice have yet to address systematically the challenges inherent in this area, particularly how organisations exert power over stakeholders. Prompted by a consideration of the situational theory of power put forward by the sociologist Steven Lukes, it introduces the concept of passive aggression to PR practice. This is cited as an example of a wider phenomenon, which the author calls dark dialogue. The insights generated by these perspectives are used to highlight how theoretical approaches in the PR field that seek to understand and promote the role of dialogue in organisational-stakeholder relations face an empirical challenge. This insight is then used to highlight the limitations of what has been traditionally termed as social auditing. It is suggested that PR and social auditing practice share the same blind spots when it ...

Elected officials (e.g., legislators) are an important but understudied population in dissemination research. Audience segmentation is essential in developing dissemination strategies that are tailored for legislators with different characteristics, but sophisticated audience segmentation analyses have not been conducted with this population. An empirical clustering audience segmentation study was conducted to (1) identify behavioral health (i.e., mental health and substance abuse) audience segments among US state legislators, (2) identify legislator characteristics that are predictive of segment membership, and (3) determine whether segment membership is predictive of support for state behavioral health parity laws. Latent class analysis (LCA) was used. Data were from a multi-modal (post-mail, e-mail, telephone) survey of state legislators fielded in 2017 (N = 475). Nine variables were included in the LCA (e.g., perceptions of behavioral health treatment effectiveness, mental illness stigma). Binary
Tobacco control advocates worldwide will recognise a particular scenario from the bad old days. After trying for months to meet the health minister to discuss tobacco control policy, using every available contact, perhaps marshalling a top level team of the great and the good from your countrys medical profession, eventually, after false starts and postponements, you get a meeting, to find that the minister has been called away. You have been palmed off with an official, and a not very senior one, for an inconclusive meeting that advances your cause not one iota.. Then you find that tobacco industry executives had waltzed into the ministers office weeks ago, soon after demanding a meeting, or even had a working lunch with the minister and senior officials. They got a preview of forthcoming policy, the better to plan its circumvention; and you later find that other such meetings had taken place, with tobacco companies actually helping to shape the policy into what they, backed by their friend ...

In the coming decades, the outlook for refining will depend on five key drivers:. Adopting Digital Tools and Capabilities. The use of digital in the oil refining sector will be integral in achieving cost reductions, increased safety, and faster optimization. Applications include AI for production process optimization, as well as materials management automation and digital asset management. For instance, companies can improve asset reliability through advanced maintenance management, using big data and machine-learning algorithms to optimize maintenance cycles and predict critical equipment failures.. Digital twin technology-in which a virtual replica is created and constantly updated-will also serve as a key strategic tool in supporting and creating efficiency in all three phases of life-cycle management: the planning phase, to estimate budgets and plan projects; the project development phase, moving from concept to construction; and the operations phase, when owners and operators have a final ...
