Making use of external sources of knowledge, on the contrary, has a significant effect on productivity. Finally, firm size has a positive impact on productivity. Firm size also influences inventor mobility, although negatively. Whereas existing research implicitly assumes causality to point in one direction, this study ex-ante allows for a simultaneous relationship. To deal with the expected endogeneity problem, instrumental variables techniques will be employed. Results show that mobile inventors are more than four times as productive as non-movers. Whereas mobility increases productivity, an increase in productivity decreases the number of moves.

Then the inventor small entity could enjoy the exclusive use of his invention in commercializing it. Unfortunately, injunctions are often no longer available to small entity inventors because of the Supreme Court decision so we have no fair chance to compete with much larger entities who are now free to use our inventions. Essentially, large infringers now have your gun and all the bullets. Worse yet, inability to commercialize means those same small entities will not be hiring new employees to roll out their products and services. Section 3 of the Act changes the United States patent system from a first to invent system to a first inventor to file system. This results in several significant changes to obtaining a patent in this country. First, there is no longer a one year grace period for filing a patent application and any patent or printed publication, or public use or offer for sale, up to the filing date of the application, can act as a bar. As an additional change, the public use or offer for sale activities that serve as a bar can occur anywhere in the world. This report is an evaluation of the Energy-Related Inventions Program (ERIP). It assesses the programs effectiveness and impacts, characterizes participating inventions and inventors, and identifies correlates of successful commercialization in order to suggest possible improvements. Seventy of the 204 ERIP inventions that were studied were successfully introduced into the market, accounting for more than $200M in sales from 1976 through 1984. During 1984, 921 full-time equivalent employees were supported directly by ERIP inventors or their licensees. (Estimates of indirect economic impacts are also contained in the report.)
