ABSTRACT. Several countries are developing and deploying SFRs even after the accident at Tokyo Electric Power Companys Fukushima Dai-Ichi Nuclear Power Station. However, the Fukushima accident prompted all countries to redefine the fast reactor programs. The drastic safety enhancement is the most important issue to be established. In light of this situation, key essence of the safety improvement is reviewed in this paper by referring the achievements of the recent International Workshop on Prevention and Mitigation of Severe Accidents in SFRs which was held by Japan Atomic Energy Agency (JAEA) in cooperation with the International Atomic Energy Agency (IAEA) in June, 2012 and the findings published in the past journals including those of the International Conference on Fast Reactor and Related Fuel Cycles (FR09) held by IAEA in December, 2009.. 1. INTRODUCTION. Nuclear reactors have been developed since 1950s in various countries because they can deliver huge amounts of energy to both emerging ...

Iran has followed through on its intention to produce uranium metal, which can be used to make the core of an atom bomb. The development marks the latest significant breach of the 2015 Joint Comprehensive Plan of Action (JCPOA) nuclear deal by the Islamic Republic.. The International Atomic Energy Agency (IAEA) confirmed Irans actions in a statement. According to the United Nations nuclear watchdog organization, Director General Rafael Mariano Grossi today informed IAEA Member States about recent developments regarding Irans R&D activities on uranium metal production as part of its stated aim to produce fuel for the Tehran Research Reactor.. Wednesdays report, seen by Reuters, and a previous one said that Iran planned to carry out research on uranium metal using natural uranium before moving on to uranium metal enriched to 20%, the level it is enriching uranium to now, short of the 90% that is weapons grade.. The Agency on 8 February verified 3.6 gram of uranium metal at Irans Fuel Plate ...

According to a report by the UNs International Atomic Energy Agency (IAEA), aging nuclear reactor closures are expected to peak between 2020 and 2030, posing major concerns for safety and potentially endangering the environment. The report, submitted to member states of the IAEA shortly before the nuclear crisis in Japan this month, stated that high safety performance levels in the global nuclear sector in 2010 were well maintained. But it warned, in some cases, plans for nuclear power program development moved faster than the establishment of the necessary regulatory and safety infrastructure and capacity. After the recent events at Japans Fukushima nuclear power plant, which was devastated by a massive earthquake and tsunami on March 11, the reports document -- titled Nuclear Safety Review for the Year 2010 -- may get more attention and more careful scrutiny. The IAEA was actively involved in the development of a robust and technically consistent framework for safety goals that broadly ...

As the worlds fifth largest oil exporter and a state with abundant hydroelectric resources, it is unlikely that Venezuela will require nuclear power to meet its energy needs. Additionally, until recently, open source evidence had not suggested that Venezuela might be considering pursuing nuclear weapons. The country has only one nuclear facility, very minimal nuclear expertise, and is a member of the major nuclear nonproliferation agreements and regimes. [2] Caracas became a member of the International Atomic Energy Agency (IAEA) in August 1957, after purchasing a 3 MW research reactor from the U.S. General Electric Company in 1956. The reactor, which went critical in July 1960, was operated by the Instituto Venezolano de Investigaciones (IVIC) under IAEA safeguards, and was officially shut down in January 1994. [3] Reportedly, the reactor site is now used for food processing irradiation, medical sterilization and research. [4]. In February 1967, Venezuela signed the Tlatelolco Treaty, ...

Shinichi Ogawa and Michael Schiffer Ever since it was attacked with nuclear weapons six decades ago, Japan has been at the forefront of international nonproliferation efforts. Yet, as the world has focused recently on the dangers posed by some elements of the civilian nuclear power industry, Japan has found itself in the crosshairs of proliferation concerns.. The international community has focused particularly on Japans planned plutonium reprocessing facility in Rokkasho-mura, which is scheduled to begin operating as early as July 2006. It would be the first active, civilian reprocessing facility in a non-nuclear-weapon state. It would also be one of the first and largest of such facilities to come online since President George W. Bush and Mohamed ElBaradei, director-general of the International Atomic Energy Agency (IAEA), called for limits on the construction of new plutonium reprocessing or uranium-enrichment facilities. These facilities can be used to develop nuclear fuel for civilian ...

But as mlorrey commented, uranium is about as common as the element tin. Because of this abundance, uranium is cheap right now, and has been for some time. There has been no impetus to find new uranium deposits. According to the 2001 Analysis of Uranium Supply to 2050 released by the International Atomic Energy Agency in Vienna, the quantity of uranium in highest-confidence reserves is over 3.2 million tons [2]. According to a 2005 report by the World Nuclear Association, there are 3.5 million tons [3] of known recoverable uranium. If David Flemings assertion that no new major discoveries have taken place between the 80s and today is correct, then this number has remained nearly unchanged for the past twenty years. Twenty years ago, 3 million tons of uranium would have looked like thousands of years worth of energy. Why spend money finding more when you already have more than youd ever plan on using ...

The results of the research clearly show that plankton from the coast of Palomares, obtained from a depth of 50 metres, contains radioactive plutonium and americium with an activity up to five times higher than the average of the other samples studied. Thus, while average radioactivity in western Mediterranean plankton is around 452 units (millibequerels per kilogram of dried plankton), at Palomares this figure is 2,046 units. This is still within the safety margins recommended by the International Atomic Energy Agency, but serves as a reminder that the area is not free of residual contamination arising from the accident that occurred on 17 January 1966, when two US planes, a B-52 bomber, loaded with 4 nuclear warheads, and a refuelling plane collided in mid-flight ...

Howard et al. (1996) cloned a G protein-coupled receptor of the pituitary and hypothalamus of humans and swine and showed it to be the target of growth hormone secretagogues, a class of peptide and nonpeptide compounds leading to growth hormone (GH) release from the anterior pituitary. Nucleotide sequence analysis revealed two types of cDNAs apparently derived from the same gene, which the authors referred to as Ia and Ib. The human full-length type Ia cDNA encodes the predicted polypeptide of 366 amino acids with seven transmembrane domains and is the subject of this classification. Type Ib is predicted to encode a truncated polypeptide of 289 amino acids with only five transmembrane (1-5) domains. The function, if any, is not yet known. The GHS-R1a receptor belongs to Family A, i.e., the rhodopsin-like family of G protein-coupled receptors and signals via a Gq/11 α-subunit that results in the release of inositol triphosphate and Ca2+.. This paper investigates the validity of purchasing power parity (PPP) for 25 OECD countries by using a panel unit-root methodology. The procedure used here is to examine stationarity of real exchange rate. Using ADF unit-root test on single time-series, it is found that real exchange rate of all OECD countries have unit root. This outcome, however, might be due to the generally low power of this test. The aim of this paper is to reconsider this issue by exploiting the extra information provided by the combination of the time-series and cross-sectional data and the subsequent power advantages of panel data unit-root tests. We apply the test advocated by Im et al. [Im, K.S., Pesaran, M.H., Shin, Y., 1997. Testing for unit roots in heterogenous panels. University of Cambridge, Department of Applied Economics]. According to estimation results real exchange rate in OECD countries are stationary and support long-run purchasing power parity. (C) 2007 Elsevier B.V. All rights reserved. ...

The high-temperature test reactor (HTTR) is a graphite-moderated gas-cooled research reactor in Oarai, Ibaraki, Japan operated by the Japan Atomic Energy Agency. It uses long hexagonal fuel assemblies, unlike the competing pebble bed reactor designs. HTTR first reached its full design power of 30 MW (thermal) in 1999. Other tests have shown that the core can reach temperatures sufficient for hydrogen production via the sulfur-iodine cycle. The primary coolant is helium gas at a pressure of about 4 MPa, the inlet temperature of 395 °C, and the outlet temperature of 850-950 °C. Mr. Speaker, I rise today in support of private members Bill C-252, calling for a domestic ban of anti-personnel land mines.. I have a particular interest in this issue, since last week at a conference of the North Atlantic Assembly I was elected Special Rapporteur to the Science and Technology Committee to report to the assembly on anti-personnel land mines with the objective of banning them. In the coming months I will be studying this issue very closely.. In recent years, due in part to the efforts of numerous international non-governmental organizations, as mentioned by the previous speaker, the issue of anti-personnel land mines has been brought to the forefront of international relations. We are becoming increasingly informed and aware of the destruction and havoc caused by such weapons all over the world.. These efforts have led to an international campaign to ban anti-personnel land mines, a movement in which I am proud to state Canada has taken a lead role.. In October of this year, ...

Physicists at the Large Hadron Collider in Switzerland look to subatomic particles called neutrinos to answer the big questions about the universe.. Neutrinos are produced by the decay of radioactive elements, and nuclear reactors produce large amounts of neutrinos that cannot be shielded or disguised, which could help regulatory agencies monitor plutonium production.. Measuring neutrino emissions allows scientists to infer the plutonium content of a reactor from outside the building, according to a letter in Physical Review Letters written by Patrick Huber, an associate professor of physics and a member of the Center for Neutrino Physics at Virginia Tech, with Thomas Shea, a 20-year veteran of the International Atomic Energy Agency, and graduate students Eric Christensen of Westminster, Maryland, a doctoral student in physics, and Patrick Jaffke of Arlington, Virginia, a doctoral student in physics and a masters student in nuclear engineering.. ...

The International Energy Agencys 2014 World Energy Outlook underlines the fundamental role Australian coal and uranium will play in meeting the worlds accelerating energy demand. The IEA expects global demand for energy to increase 37 per cent by 2040. By that date, the mix of the worlds primary energy supply is expected to be divided into four almost-equal parts: oil, gas, coal and low-carbon sources which include uranium-fuelled nuclear energy. The story for Australian coal is unambiguously positive. The IEA predicts that Australia will regain its ranking as the worlds top coal exporter by 2030. The global coal trade will grow by 40 per cent by 2040, with high quality Australian coal securing an impressive 40 per cent of that growth. The forecasts completely undermine activists claims that coal risks becoming a stranded asset. The claims of the peak coal crowd led by The Greens are in tatters. This demand growth will be driven by Australias neighbours in the Asian region: ...

A synthetic chemistry focused on LPL receptors is currently underway, but there are very few defining ligands at present. For both LPA and S1P, the addition of a head group (e.g., choline) to form a phosphate diester or the replacement of the phosphate with an alcohol result in decreases in potency of several log orders (for review, seeLynch and Macdonald, 2001). Conversely, the degree of saturation of the alkyl moiety of either ligand has little effect on potency, that is dihydro S1P is equipotent to S1P and 16:0 LPA is equipotent to 18:1 LPA-with the important exception of the LPA3receptor, which has a pronounced preference for unsaturated LPAs (Bandoh et al., 1999; Im et al., 2000b). Recently, two LPA receptor antagonists have been described. The first is di-octyl glycerol pyrophosphate, which is a competitive antagonist of the LPA3 receptor with a reportedK i of 100 nM (Fisher et al., 2001). The second, which is an N-oleoyl ethanolamide phosphate that is substituted at the second carbon with ...

No climate scientist considers a two-degree C temperature increase safe. In fact, many experts, along with more than 100 countries, want overall global warming to be limited to less than 1.5 degrees C.. The burning of fossil fuels has already pushed the global average temperature 0.8 C higher, triggering a number of documented large- scale changes, including record numbers of extreme weather events, record melt of Arctic sea ice, spring arriving two to four weeks earlier, and much more.. The IEAs urgent recommendations come on the heels of a U.S. Department of Energy announcement last week that global carbon emissions jumped six percent in 2010, the biggest increase ever. That puts the world on the road to a worst case scenario of six degrees C of global warming by 2100.. The IEA is anything but radical or unconventional. Created in 1974 by the Organisation for Economic Co-operation and Development (OECD) after the 1973 oil crisis, its focus was providing reliable and scientific information ...
The APT is the international non-governmental organisation, based in Geneva, behind the ground-breaking Optional Protocol to the UN Convention against Torture (OPCAT).. The APT is convinced that the risk of torture and other ill-treatment exists everywhere in the world. The challenge and mission of the APT is how to prevent it. For 30 years the APT has been a leading force in prevention by promoting three integrated elements of: Effective legal frameworks; Transparency of detention institutions through regular visits by independent experts; Capacity strengthening to reform practices of detention ...
IIIMB ChB, MMed, DTM&H, DPH, DHSM, DOH. School of Health Systems and Public Health, University of Pretoria To the Editor: Tuberculosis (TB) has re-emerged as an important global public health issue, particularly with the advent of HIV and AIDS.1-3 Sub-Saharan Africa has the highest incidence of TB in the world, estimated at over 350 cases per 100 000.1 With many of its provinces being rural and characterised by limited access to health services, South Africa ranked fifth globally among high TB burden countries in 2007.4 In low-resource settings where health systems barely cope with increased disease burdens, community participation has come to the fore as a pivotal measure for successful programming.. We sought to evaluate the performance of a community-based TB project piloted in a rural sub-district in the Eastern Cape province of South Africa. The project, implemented by an international non-governmental organisation (NGO) over 2 years, had the key objective of achieving the global target of ...

Has income inequality increased over time? Who has gained and who has lost in this process? Has this process affected all OECD countries uniformly? These are some of the questions addressed in this OECD report that compares poverty and income distribution in 30 countries.
The present study is designed to compare the mortality and potential years of life lost of colorectal cancer between OECD countries and Korea before (1990-1999) and after (2000-2009) to provide data of more accurate strategy of public health policy and education about cancer treatment and prevention through examining differences of changes among the OECD countries. We statistically compared mortality and potential years of life lost from 32 OECD countries including Korea, except 2 nations with inadequate data, between before (1990-1999) and after the year 2000 (2000-2009) using OECD Health Data 2012 using the method of paired t-test. Male mortality of colorectal cancer was increased in 8 OECD countries including Korea and the female mortality was only increased in Chile and Korea. In particular, the increased rate of mortality was significantly high in Korean male and female. Moreover, increased rate of potential years of life lost for colorectal cancer was also significantly high in Korea: ...
Downloadable (with restrictions)! This paper uses panel data of OECD countries during the period 1995-2003 to examine how corruption affects fertility. The Corruption Perceptions Index is used to measure the degree of corruption. Fixed effects IV estimation and the Arellano-Bond dynamic panel estimation are employed to control for endogenous bias and unobservable country-specific effects. Results suggest that the fertility rate is higher in less corrupted countries. From this, the argument can be made that lack of political corruption underlies desirable conditions for child rearing in developed countries.

This volume of the IARC Monographs provides an assessment of the carcinogenicity of 18 chemicals present in industrial and consumer products or food (natural constituents, contaminants, or flavourings) or occurring as water-chlorination by-products. The compounds evaluated include the widely used plasticizer di(2-ethylhexyl) phthalate and the food contaminant 4-methylimidazole. In view of the limited agent-specific information available from epidemiological studies, the IARC Monographs Working Group relied mainly on carcinogenicity bioassays, and mechanistic and other relevant data to evaluate the carcinogenic hazards to humans exposed to these agents ...

The Energy Research and Development Board (EUN), whose members are appointed by the government, is the ultimate decision-making body for the Swedish Energy Agency.. In most cases government-financed energy R&D is co-financed by private companies and other organisations. Among these are Elforsk, which is owned by Swedish electricity suppliers and network operators. Other private R&D actors in energy include ABB, Vattenfall, the Swedish Steel Producers Association, Scania and Volvo.. Energy R&D includes so-called Competence Centres. These were established by the former Swedish National Board for Industrial and Technical Development (NUTEK) in 1995 to ...
This paper analyzes the appropriate sequencing between accession to the World Trade Organization (WTO) and the implementation of the Eurasian Economic Community (EAEC) customs union and whether the latter facilitates or delays WTO accession for some member countries of the Commonwealth of Independent States (CIS). If EAEC members pursue a coordinated approach toward WTO accession, this may cause delays that benefit some countries at the expense of others. The paper simulates the welfare effects resulting from the two sequencing alternatives (customs union and WTO or the reverse). The results show that, from a consumer surplus standpoint, it would be preferable to join the WTO ahead of the EAEC customs union. This paper does not attempt to assess the welfare implications of joining the EAEC as a political and economic entity, but only the welfare implications resulting from the implementation of the EAEC customs union.

Which international organizations are significant to consider in replying to Question 5?. Most international organizations mandates aim to promote sustainable development and prosperity through various means that interact in practice to some degree. Such organizations include but are not limited to the United Nations (including UNDP) and UN specialized agencies; the World Bank and International Monetary Fund; the Organisation for Economic Co-operation and Development, and the World Trade Organization. The Decent Work Agenda can only be achieved to the extent that relevant policies and programmes of these institutions work effectively with one another and with integrated approaches to decent work in the countries they serve. The positions that member States take in relevant policy debates in these institutions can significantly assist in building policy coherence for decent work, both within the international community and between international and national levels of effort. What kind of action ...

The aim of this research is to gain new insights into the extent of economic cooperation between Croatia and countries in the region. We also aim to find out which countries and economic sectors cooperate the most and to establish whether there is a trend to their economic cooperation. The research methodology is based on the construction and implementation of a harmonised cooperation index (HCI), with data on economic cooperation in foreign trade, foreign direct investment and tourism among the countries in the region serving as a basis for index calculation. The article introduces a harmonised index of cooperation for post-transition countries, using a broader base than is traditionally found in the literature. Research results show that the greatest cooperation progress has been achieved in foreign trade, while the potential in two other sectors has not yet been sufficiently exploited ...

The protein encoded by this gene is a member of the G-protein-coupled receptor family. This protein is a receptor for interleukin 8 (IL8). It binds to IL8 with high affinity, and transduces the signal through a G-protein-activated second messenger system. Knockout studies in mice suggested that this protein inhibits embryonic oligodendrocyte precursor migration in developing spinal cord. This gene, IL8RB, a gene encoding another high affinity IL8 receptor, and IL8RBP, a pseudogene of IL8RB, form a gene cluster in a region mapped to chromosome 2q33-q36.[5] Stimulation of CXCR1 in neutrophils by its primary ligand, Interleukin 8, leads to neutrophil chemotaxis and activation.[6] ...

The nuclear oxysterol-receptor paralogues LXR and LXR share a higher amount of amino acid identity and bind endogenous oxysterol ligands with related affinities. and precursor of many hormones, vitamin supplements, and bile acids, and SARP1 for that reason is an important molecule forever. However, it really is more developed that elevated degrees of cholesterol in plasma represent a Sapacitabine (CYC682) risk element for the introduction of atherosclerosis (1, 2). The biosynthesis and catabolism of cholesterol are controlled by a complicated network of enzymes, that are firmly controlled by many human hormones (3), by cholesterol itself (4), and perhaps also by oxidized derivatives of cholesterol the oxysterols (5). Latest studies have discovered several oxysterols, specifically 24(S), 25-epoxycholesterol, and 24(S)-hydroxycholesterol (6C8), as organic ligands for the nuclear liver organ X-receptor (LXR; NR1H3 in the Nuclear Receptors Nomenclature Committee, 1999) (9), recommending that LXR is ...
This chapter argues that the discussion on trade and investment will not take off unless we first put together all the pieces of the jigsaw puzzle. Both the discussion in the Organization for Economic Co-operation and Development (OECD) and the World Trade Organization (WTO) suffer in this respect. Although the two negotiations were substantially different, neither of them adequately examined the incentive structure of the capital-importing countries. To do that, the first step should be a thorough inquiry not only into their motives for signing investment agreements, but for accepting a harmonized international regulatory framework. Instead of taking an affirmative response for granted, there are reasons to believe that the issue should be rather framed as a question: Do developing (capital-importing) countries benefit from a harmonized regime? The first section of the chapter provides a brief description of the attempts to multilateralize existing bilateral agreements on protection of investment. The
The International Energy Agencys periodic review of Turkeys energy policies and programmes. This 2009 edition finds that Turkey will likely see the fastest medium to long-term growth in energy demand among the IEA member countries. It has a young and urbanising population and energy use is still comparatively low. Therefore, ensuring sufficient energy supply to a growing economy remains the governments main energy policy concern. Turkey has also progressed significantly in all other areas of energy policy over the past few years. Large investments in energy infrastructure, especially in electricity and natural gas, are needed to avoid bottlenecks in supply and to sustain rapid economic growth. To attract that investment, the country needs to continue reforming its energy market. Power sector reform is well under way, but in the natural gas sector reform has been slower and needs to be accelerated.. Improving energy efficiency is essential for responding to Turkeys energy policy challenges, ...
