In 2014, the Idaho Legislature revised Idaho Code to direct DEQ to seek EPA authorization for a state-operated pollutant discharge elimination system permitting program. The current program is operated by EPA and called the National Pollutant Discharge Elimination System (NPDES) program. The state program will be called the Idaho Pollutant Discharge Elimination System (IPDES) program. DEQ submitted a primacy application that adheres to the Clean Water Act and 40 CFR 123 to EPA on August 31, 2016. The goal of IPDES, like NPDES, is to address water pollution by regulating point sources that discharge pollutants to waters of the United States.. The resolution recognizes the "significant public health effort" and the role Idaho played in the development of a scientific understanding of fluoride, sponsor Rep. Kelly Packer, R-McCammon, told the Health and Welfare Committee. When Oakley built a communal water pipe to a warm springs in 1923, brown stains began appearing on residents teeth.
