In 2010, Vermont adopted a new law embracing human rights principles as guidelines for health care reform, and in 2011, Vermont was the first state in the US to enact framework legislation to establish a universal health care system for all its residents. This article reports on the Vermont Workers Centers human rights-based approach to universal health care and the extent to which this approach influenced decision makers. We found the following: (1) by learning about the human right to health care and sharing experiences, Vermonters were motivated to demand universal health care; (2) mobilizing Vermonters around a unified message on the right to health care made universal health care politically important; (3) using the human rights framework to assess new proposals enabled the Vermont Workers Center to respond quickly to new policy proposals; (4) framing health care as a human right provided an alternative to the dominant economics-based discourse; and ...

We assessed data from a random survey of households in the greater Port-au-Prince area. METHODS: Using random Global Positioning System (GPS) coordinate sampling, 1260 households (5720 individuals) were sampled. They were interviewed with a structured questionnaire by trained interviewers about their experiences after the departure of President Jean-Bertrand Aristide. The response rate was 90.7%. Information on demographic characteristics, crime, and human rights violations was obtained. FINDINGS: Our findings suggested that 8000 individuals were murdered in the greater Port-au-Prince area during the 22-month period assessed. In the Council of Europes 45 member states, including the European Unions 15 member states and its 13 candidate countries, capital punishment is no longer applied. In the final part of this Article, I have explained briefly what I believe to be an adequate Islamic reform methodology aimed at achieving greater legitimacy for human rights in the Muslim world. As indicated in that section, however, this methodology does not offer an easy or quick solution to all human rights problems. In fact, strong resistance can be expected not only from those with vested interest in the status quo, but also from some of the beneficiaries of the proposed reforms. For example, some educated women are Islamic fundamentalists. Nor do I suggest that reformulating Sharia alone will alleviate all human rights violations.
