SJR 12 - This constitutional amendment, if approved by the voters, prohibits the total state general revenue appropriations for any fiscal year, as defined in the amendment, from exceeding the level from the previous fiscal year, allowing for growth in an amount equal to the annual rate of inflation plus the annual percentage change in state population. Total state general revenue appropriations may exceed the previous fiscal years amount only under certain conditions, as described in the act.. For any fiscal year in which net general revenue collections exceed total state general revenue appropriations by more than one percent of total state general revenue appropriations, the lowest state income tax rate in effect shall be permanently eliminated. Such elimination shall not occur if there is a single income tax rate in effect.. For each fiscal year after the fiscal year in which the final rate elimination has occurred, the Commissioner of Administration shall record the amount by which net ...
Links End --------------------> Washington, July 9, 2013 - The House Appropriations Committee today released the fiscal year 2014 Commerce, Justice, Science (CJS) Appropriations bill, which will be considered in subcommittee tomorrow. The bill funds the Department of Commerce, the Department of Justice, the National Aeronautics and Space Administration (NASA), the National Science Foundation (NSF), and other related agencies. In total, the legislation contains $47.4 billion in total funding. This is $2.8 billion below the fiscal year 2013 enacted level and $350 million below the level caused by automatic sequestration budget cuts. This legislation targets taxpayer dollars to federal law enforcement and safety programs, ensuring that essential functions of the federal government - protecting the life, liberty, and property of our citizens - are maintained. In addition, the bill supports commerce and research programs to increase our nations competitiveness and help the economy continue to move ...
They suggest that these changes are on such a large scale that we have entered a new geologic epoch defined and dominated by human activity. They further propose that we officially rename our current epoch the Anthropocene. The Anthropocene was originally suggested in 2002 by Nobel laureate Paul Crutzen who won the prize in 1995 for his work on the depletion of ozone... and geologists have casually referred to this time as the Anthropocene for quite some time ...

We review the scientific literature, especially from the past decade, on the impacts of human activities on the Antarctic environment. A range of impacts has been identified at a variety of spatial and temporal scales. Chemical contamination and sewage disposal on the continent have been found to be long-lived. Contemporary sewage management practices at many coastal stations are insufficient to prevent local contamination but no introduction of non-indigenous organisms through this route has yet been demonstrated. Human activities, particularly construction and transport, have led to disturbances of flora and fauna. A small number of non-indigenous plant and animal species has become established, mostly on the northern Antarctic Peninsula and southern archipelagos of the Scotia Arc. There is little indication of recovery of overexploited fish stocks, and ramifications of fishing activity on bycatch species and the ecosystem could also be far-reaching. The Antarctic Treaty System and its ...

Ag Appropriations Bill Includes Problematic Amendments. Washington--The full House is expected to take up the fiscal year 2012 agricultural appropriations bill as early as next week. The version passed last week by the House Appropriations Committee includes several provisions AFBF considers problematic. Among them is an amendment to lower the adjusted gross income test to $250,000, limiting farm program payments to producers. Farm Bureau policy opposes means testing for government farm programs. Another is an amendment to secure the $147 million annual payment to Brazil under the U.S. settlement of the World Trade Organization cotton case from cuts in the cotton direct payment program. A third is an amendment that prohibits any agricultural appropriations from being used to make payments under the U.S. settlement with Brazil and uses the savings of that $147 million in the cotton case to fund the Women, Infants and Childrens program. House Agriculture Committee Chairman Frank Lucas (R-Okla.) ...

Your advocacy has made an impact.. Congress has directed the Department of Health and Human Services to disseminate the Pain Management Best Practices Report to providers and create a public awareness campaign about pain via the House Labor, Health and Human Services, and Education Committee Report accompanying the FY 2021 Budget Bill!. The report includes language we requested in our official appropriations submissions. (The language, with key sections underlined, is below.) Also included is our request to collect and report data on the prevalence of pain and various pain syndromes annually.. It is likely that last months Virtual Advocacy Day, and your outreach to legislators, helped make the case for improving the treatment of pain nationwide.. While the language is not absolutely binding, it does tell agency heads what Congress expects them to do. We will be watching and reporting whether these critical activities are accomplished!. Thanks for your efforts!. From the House Labor, Health and ...

Today, I will discuss new opportunities to reduce health disparities, advance understanding of ...
The US Department of Defense is seeking $4 million dedicated to research efforts on melanoma and other skin cancers, which it claims is a danger facing many military personnel. As part of the Fiscal 2009 Department of Defense Appropriations Conference Report, the House of Representatives is currently considering the measure.. The Melanoma Research Foundation (MRF), a national organization, made the announcement last week. With more than 140,000 personnel currently stationed in Iraq, the intensity of sun exposure puts our men and women at long-term risk for melanoma-the most serious form of skin cancer and one of the fastest-growing cancers in the US, said Randy Lomax, chairman of the Melanoma Research Foundation. By specifically including melanoma in its peer-reviewed cancer research program-as it does with breast, prostate, and ovarian cancers-the Department of Defense recognizes the scope of this very serious problem facing our troops.. Increased funding, especially at the federal levels, ...
The Senate Appropriations Committee, which is chaired by State Sen. Dan Hegeman, R-Cosby, is scheduled to meet Tuesday morning and every morning through Friday to discuss the budget.. Under the House budget, DOC employees would receive the three percent pay increase all state workers would get. They would also receive a one percent increase for every two years of continuous DOC employment, up to 20 years.. Once the Senate ...

Introducing Mobile Technology for Enhancing Chronic Pain Studies: Appropriation of A Smartphone-Based Ecological Momentary Assessment Method for Low Back Pain Data Collection
The most amusing face-saving deflection was offered by Senator Jeff Flake (R-AZ) who said he will continue to review options as the current appropriations process moves forward.. Thats incredibly funny because there is no appropriations process.. Moreover, Republicans have not completed the appropriations process in years. The federal government is currently funded by a continuing resolution of the fiscal 2016 budget signed by President Obama which was more or less a continuance of the fiscal 2015 budget. Federal spending has been almost static for several years.. The last time Republicans attempted to complete the appropriations process, they called the whole thing off to avoid holding a vote on displaying the Confederate flag at federal cemeteries. ...

The present work is devoted to the study of broad physiological and ecological characteris- tics of anthropophytic species on the high step- pe lands of the Tlemcen region. The bioclimatic analysis confirms the development of drought in this region with a dominance of spiny and/or toxic asylvatic: plant species of shrub and her- baceous size species. We used correspondence factor analysis (CFA) of the various factors causing degradation to better understand the complexity of this ecosystem, whose floristic composition was complemented by means of soil measurements (spectrum green/ecological spectrum). This analysis allowed us to identify five groups of anthropophytic species with in this highly degraded matorral. We show that this ecosystem is already showing symptoms of de-gradation, and propose a preservation policy for protecting ensuring the survival of native species under threat from human activities.
The potential of human activities, including research, to alter parasite transmission ecology in wildlife is unknown. We examined gastrointestinal parasitism in chimpanzees (Pan troglodytes schweinfurthii) in Budongo Forest, Uganda. Trail use and time spent on the ground was recorded during 10 months of observations in four sites with differing human disturbance. Disturbance was quantified using transect plots (n = 320). Fecal (n = 435) samples were examined for helminth eggs, larvae, and for protozoan cysts. Individuals that spent more time on the ground had more infections and higher intensity infections. Prevalence of 13 parasite species was similar across sites, but percentage of multiple infections and infection intensity differed, as did ground use. Chimpanzees at the long-term research site spent more time on the ground or on human trails. We hypothesize that researcher presence and trail creation may influence ground use, and thereby parasite burden, by altering trade-offs between foraging and
It is the unprecedented impact of anthropogenic climate change that has, perhaps, played the biggest role in efforts to define the Anthropocene as a distinctive new era in Earths history. Multiple warnings backed by a global consensus of climate scientists have warned over the last few decades that human activities, through the escalating consumption of fossil fuel resources - the burning of oil, gas and coal - is destabilising the Earths natural carbon cycle.. For hundreds of thousands of years, the planet has sustained an equilibrium, a safe operating space offering an optimum environment for human and other habitation - in which the quantity of carbon emitted and absorbed by planetary ecosystems remains stable.. But since the Industrial Revolution, as human civilisation has inexorably expanded, consuming greater quantities of fossil fuel energy along the way, associated carbon dioxide (CO2) emissions have exponentially increased - overwhelming the planets capacity for absorption. The ...
CATTLE DECAPITATION is one of THE best bands I have ever listened to. Their sound is so raw and just heavy as hell. Their work is evil, and they have improved so much over the years. Every new album is an improvement, and much better than the last. Their newest release The Anthropocene Extinction most definitely makes that statement true. This album contains some of the absolute best work Ive heard from them; its really intoxicating, the more I listen, the more stuck to it I become. CATTLE DECAPITATION is a band that will never get old, and I can never stop listening. I cant say enough about this album.. This release is one that just has to be listened to all the way through; it tells a story. The intro Manufactured Extinct is awesome to say the least. The guitars rip in with an evil slow riff, then speeds up for the vocals to enter. This track really fits the album title. Its dark and you can just feel the extinction. Travis Ryans vocals are phenomenal in this song, and across the whole ...

The explosive growth of video content in recent years fueled by the technological leaps in computing and communication has created new challenges for video content analysis that can serve applications in video surveillance, video searching and mining. Human action detection and recognition is one of the important tasks in this effort. In this paper, we present a luminance field manifold trajectory analysis based solution for human activity recognition, without explicit object level information extraction and understanding. This approach is computationally efficient and can operate in real time. The recognition performance is also comparable with the state of art in comparable set ups. Copyright 2008 ACM ...
email protected] WASHINGTON - The Senate Appropriations Committee yesterday approved its fiscal year (FY) 2018 Agriculture Appropriations Bill, which will guide funding for programs that support American agriculture, conservation, and nutrition programs.. The bill allocates $145.4 billion in discretionary and mandatory funding and includes provisions for cotton and dairy producers, both of whom have faced challenging economic circumstances in recent years. Specifically, the bill allows cotton producers to participate in the Price Loss Coverage (PLC) program and reforms aspects of the Dairy Margin Protection Program (DMPP), which has failed to adequately support struggling dairy producers.. In response to the bill, National Farmers Union (NFU) President Roger Johnson released the following statement:. I applaud the bipartisan efforts of the Senate Appropriations Committee to provide solutions for dairy and cotton producers, and am hopeful that they may finally see the relief they so desperately ...

With the ink barely dry on the new food safety law, the fight over whether to fund the Food and Drug Administrations new mandate is in full swing. Congressman Jack Kingston (R-GA), the new chair of the appropriations subcommittee overseeing the budgets for FDA and the U.S. Department of Agriculture, is still seriously questioning whether the new law deserves funding, considering the national debt that is spiraling out of control. We are all united on food safety, Kingston told pharmaceutical policy blog Eye on FDA this week, adding that he is very concerned about spending the money to implement the new food safety law in the context of a stark fiscal environment. Across the board, including the U.S. Congress itself, we are cutting spending. Congress has voted on a 5 percent budget, appropriations committee a 9 percent reduction and the appropriations, said Kingston in the video interview. Overall, were going to try to go back to the 08 pre-stimulus levels. So, in that context, were ...
NAEVR s May 2 Defense-Related Vision Research Opportunities session focused on how researchers can be responsive to Department of Defense (DOD)-identified vision research gaps. Vision Program Manager Robert Read from the DOD s Congressionally Directed Medical Research Programs (CDMRP), which manages the dedicated $10 million Vision Research Program (VRP) in Defense appropriations, spoke about funding opportunities from the VRP and other DOD programs. Mr. Read stated that, since the VRP was created by Congress in Fiscal Year (FY) 2009 appropriations, the CDMRP has issued 67 awards totaling $50 million, and that shortly it would award another $18 million to researchers from the combined FY2015/2016 funding cycle. Since a new VRP funding announcement will not issue until FY2017 appropriations are finalized, he spoke about other DOD funding opportunities, including the Broad Agency Announcement (BAA) and the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) ...

Per the Republican Clerk, Committee on Senate Appropriations, the language below has been included in the 2015 budget!. We have been privileged to work hard on behalf of the Cerebral Palsy community to include this historic Federal Appropriations language that actually states Prevention, Treatment and Cure of Cerebral Palsy, as well as improving the opportunity for recovery of those already diagnosed.. This is the first time a Cerebral Palsy 5 year strategic plan will be developed by the NIH/NINDS (National Institutes of Health/National Institute of Neurological Disorders and Stroke). This report shows that while lawmakers work towards final passage of new authorizing legislation, Congress has appropriated more than $3 billion to the Dept. of Health and Human Services (HHS) to increase bioterrorism preparedness at the federal, state, and local levels. HHS anti-bioterrorism funding was included in the FY2002 Labor-HHSEducation appropriations bill and in the $20 billion emergency spending package that was attached to the FY2002 Defense appropriations bill. Until the new authorizing legislation is enacted, HHS is dispersing the funds according to existing authorities and the broad parameters set out in the appropriations bills.
While charts and many fans and music scholars alike call Thickes music R&B, others need more labeling. They need to categorize him further, placing him into the sub- genre of Blue-eyed soul. Blue-eyed soul developed in the Southern United States during the 1960s when white males began performing typically black male music because segregation laws prohibiting blacks to perform in white venues (Amorosi). This appropriation began even before in the 1950s with artists like Elvis Presley who recreated blues singer, Junior Parkers Mystery Train. In the 60s it was no longer just the appropriation of the songs, but it was the appropriation of the lyrics of soul and rhythm and blues. This is what is considered blue eyed soul today, soul or R & B music played by white musicians. The blue is a racial reference to white people and the Arian race because the majority have blue eyes. Robin Thickes music is often labeled as blue-eyed soul, but he repeatedly tells press that he does not want to ...

Occasionally, you might find seemingly injured animals in the garden, such as stunned birds that have flown into a window or nocturnal creatures like grounded bats or hedgehogs that are out during day time. Before doing anything, inform yourself and make sure the animal really needs help. If it is a baby bird or other young animal, remember that wild creatures do not take care of their offspring as humans do and can leave them alone for a day before they come back. If necessary, you can take the animal somewhere safe and give it only water until it recovers. For serious injuries, please go to the nearest wildlife rehabilitation center ...

Because Congress was unable to reach consensus on necessary offsets for the long-term authorization of the expiring healthcare extenders, these programs are only funded for six months (i.e., through May 22, 2020). The extenders include the Medicare work geographic index floor, activities related to quality measurement and performance improvement in the Medicare and Medicaid programs, outreach and assistance for low-income programs, community health centers, the Medicaid Community Mental Health Services demonstration program, and teaching health centers that operate graduate medical education (GME) programs. The FY 2020 Appropriations Act also delays a scheduled reduction in Medicaid Disproportionate Share Hospital (DSH) payments only until May 22, 2020. The short-term extension was funded in part by the Creating and Restoring Equal Access to Equivalent Samples (CREATES) Act that enhances access by generic manufacturers to brand name drug samples for the development of generic versions. November 20, 2019 Washington, D.C. - U.S. Senator Chuck Schumer today spoke on the Senate floor regarding the need for a bipartisan appropriations process and blasted Senate Republicans for blocking critical funding for minority-serving institutions. Senator Schumer also spoke regarding the new Defense Intelligence Agency assessment that confirms President Trumps precipitous withdrawal of troops from Syria has strengthened the Islamic State of Iraq and Syria (ISIS). In addition, he urged Senate Republicans to work with Democrats to include election security sanctions and federal employee benefits provisions to the National Defense Authorization Act. Below are Senator Schumers remarks, which can also be viewed here.. The House of Representatives passed a continuing resolution yesterday to fund the government through December 20th. With government funding set to expire tomorrow, it is now up to the Senate to pass the continuing resolution without much fuss and send it to the presidents desk ...
However, it is not only in advertising that tobacco industry cultural appropriation occurs. It also happens when companies engage in so-called corporate social responsibility activities that serve to link them with good causes that are highly valued in society. It happens when non-governmental organisations that do not see themselves as having a role to play in public health join in partnerships with the tobacco industry, lending the industry their image and credibility.3 It happens every time a child wears a cigarette-branded item, a musician features smoking in a video, a pack of cigarettes bears patriotic colours, a team is sponsored by a tobacco company, or an edgy movie or play features smoking. Our families, our music, our art, our aspirations-all are harnessed in the service of selling more tobacco.. Why does this matter? Obviously, on a practical level, anything that furthers tobacco use matters for public health because the cigarette is the single most deadly consumer product ever ...
Dealing with grand challenges of the Anthropocene needs rigorous understanding of complex interactions between human and natural systems. Of particular concern is nonlinear dynamics of ecosystem change, which are hard to predict and are often costly for management, most probably impossible to reverse, if crosses the threshold. The mounting concerns about potential regime shifts from local to global scale, and better understanding of potential risks and consequences of such shifts has been identified as an urgent priority among scientists, stakeholders and policymakers.. Freshwater ecosystems, covering about 2.5% of the total water resources of the planet, have become one of the most vulnerable ecosystems. Cumulative effects of multiple drivers acting together at a time on freshwater ecosystems have caused substantial change on food webs, habitat change and ecosystem functions that have direct impacts on peoples livelihoods and well-being. How the functioning of freshwater ecosystems and ...
Article Source. House Democrats and their witnesses at an Appropriations Committee hearing today characterized the Hyde Amendment, which prohibits the federal government from funding abortions, as clearly racist.. The Hyde Amendment prevents federal funding of abortions except to save the life of the woman, or in the case of incest or rape. It was passed in 1976 and was upheld by the Supreme Court in a 1980 ruling. The Hyde Amendment, which is a budget provision, has been passed every single year, no matter the party of the president or the party in control of Congress.. Both Bill Clinton and Barack Obama, who were pro-abortion presidents, signed appropriations bills that included the Hyde Amendment.. Chairwoman Nita M. Lowey (D-NY) of the House Committee on Appropriations called for the Hyde Amendment to be removed completely, saying, It deserves to be in the dustbin of history, with other policies that were designed to limit the rights of the powerless.. Chairing the hearing, ...
Join us on a guided tour and learn all about the secret life of insects, how they are affected by climate change, and why they are important for the functioning of our city.. We are living at the time of the Anthropocene - a term coined by Nobel Prize winner Paul Crutzen. The Anthropocene describes the epoch of time during which human actions have had a drastic effect on the Earth, its ecosystems and climate, and on the very evolution of the geological strata. We are no longer living in the Holocene - the time of relative stability following the last ice age, during which human civilisation was able to develop. From changing landscapes, to perturbations of the Earths carbon, nitrogen and phosphorus cycles - we are in the midst of clear and fundamentally human-driven changes to the Earths system, with long-term geological consequences.. This guided walking tour in the Arboretum will describe the Anthropocene phenomenon in relation to the life of insects and plants. We will tell stories about ...

Background The trade in manta ray gill plates has considerably increased over the last two decades. The resulting increases in ray mortality, in addition to mortality caused by by-catch, has caused many ray populations to decrease in size. The aim of this study was to ascertain how yearling and juvenile growth and survival, and adult survival and reproduction affect reef manta ray (Manta alfredi) population change, to increase our understanding of manta ray demography and thereby improve conservation research and measures for these fish. Methods We developed a population projection model for reef manta rays, and used published life history data on yearling and juvenile growth and adult reproduction to parameterise the model. Because little is known about reef manta ray yearling and juvenile survival, we conducted our analyses using a range of plausible survival rate values for yearlings, juveniles and adults. Results The model accurately captured observed variation in population growth rate, lifetime
Introduction. A key issue in understanding the nitrogen (N) cycle is to determine human-induced perturbations to the natural N cycle. Such determination involves first understanding, describing, and quantifying the natural N cycle at global, regional, and local scales. The concentration of N species in the environment varies greatly over short distances. This natural variability can make it difficult to evaluate human influences on the N cycle. Ideally, all the components of the natural N cycle should be measured with known precision and accuracy. In practice, this is impossible. In reality, estimates are made of the magnitude of the major components of the N cycle based on fragmentary measurements. There are large uncertainties on the magnitude of the estimated natural fluxes of N and the natural storage of N in the N reservoirs. For example, the estimates of marine N fixation range from 40-200 million metric tons/yr, atmospheric deposition of organic-N 10-100 million metric tons/yr and, ...
The nitrogen cycle has important implications for air quality and climate in addition to fisheries and marine ecosystems. Anthropogenic activities have perturbed the natural nitrogen cycle, with major effects on the atmosphere and marine systems. Scientists are working to understand these changes to help society adapt to a changing nitrogen cycle. The term reactive nitrogen (Nr) refers to nitrogen that has been oxidized or reduced. Nr is present in compounds that are cycled through the atmosphere and biosphere through chemical changes and biological processes. These compounds include nitrogen oxides (NOx), ammonia (NH3), and nitrous oxide (N2O). Anthropogenic activities such as fertilizer use and fossil fuel combustion have greatly increased the production of Nr. Because of the contribution of these compounds to tropospheric ozone and aerosols, and because nitrous oxide is a potent greenhouse gas, the anthropogenic effects on the nitrogen cycle will have an uncertain effect on radiative ...
Fiber-reinforced polymer (FRP) materials have been introduced recently in the construction of new structural systems, particularly in footbridge systems. Innovative systems that combine concrete with FRP materials lead to lighter and more slender structures as compared to conventional reinforced concrete structures, which can bring about vibration problems. In this work, a vibration analysis of a composite slab subjected to human activities is performed, both experimentally and numerically. The slab is composed of a concrete top laid on glass fiber-reinforced polymer (GFRP) I-section pultruded profiles. In the experimental analysis, two prototypes of 0.80 m width and 4.00 m span, representing a slab strip, were subjected to walking and jumping by several volunteers. In the numerical analysis, the slab was modeled by finite elements under dynamic loadings that simulate walking and jumping. Both the experimental and numerical results have indicated that the dynamic behavior under human activities of the
Steve Moyer, Trout Unlimited, (571) 274-0593. FOR IMMEDIATE RELEASE:. House rider on Clean Water Act guidance puts Americas waters at risk. WASHINGTON, D.C. - A new rider inserted into the House Energy and water Appropriations Bill this week could have negative impacts on streams and wetlands all across the country, harming efforts to protect water quality and degrading angling opportunity in waters treasured by all Americans.. This rider is an ill-conceived attack on the Army Corps of Engineers and the Environmental Protection Agency that goes after the helpful efforts of these agencies to clarify Clean Water Act protections for streams and wetlands, said Steve Moyer, vice president for government affairs at Trout Unlimited. This is the third year in a row the House Appropriations Committee has added harmful provisions to this bill. In the past, these riders have been beaten back. They need to be beaten back again.. Specifically, the riders would bar the Corps from finalizing and ...

Although much attention was focused on the recent Supreme Court case King v. Burwell, which addressed subsidies for health insurance premiums in Federal exchanges, a second case which is no less important, but has garnered less attention is House of Representatives v. Burwell. Under the ACA, persons under 250% of the poverty level must be offered reduced cost sharing by issuers with products in the exchanges. Issuers are to be reimbursed for the cost of doing so by the federal government. The House of Representatives alleges that the Administration has acted to provide $175 billion in funding for cost sharing subsidies in violation of a Constitutional requirement that No money shall be drawn from the Treasury but in consequence of an appropriation made by law. In short, the House of Representatives is alleging that there is no such appropriation in the statute. The U.S. District Court for the District of Columbia denied the Administrations motion to dismiss the case and subsequent attempts by ...
GAO discussed management and budget issues related to the Department of Housing and Urban Developments (HUD) proposed reorganization. GAO noted that: (1) HUD will need to substantially change its organizational culture, focus on its reinvention initiatives, and dedicate the resources necessary to complete these initiatives if it is to successfully reinvent itself; (2) the Government National Mortgage Corporation may not be able to adequately focus on risk areas and respond to future management challenges because of staffing limitations; (3) HUD information systems are not adequately secure and have not been planned and managed to meet its missions and strategic objectives; (4) HUD will need sustained management commitment to implement the corrective actions identified; (5) HUD need for new budget authority is questionable, since it routinely has significant annual unobligated fund balances, has a backlog of at least $1.4 billion in funds that are obligated for public housing modernization ...
In addition to the creativity of the human mind, cutting-edge technology is a catalyst for innovation. However, technology resources are often not accessible to investigators because of limited supply, location, or cost. NIGMS is using a range of approaches to improve the nations research infrastructure, providing investigators better access to critical, shared research resources and technologies. For the past few decades, X-ray crystallography has been the method of choice to allow researchers to take three-dimensional pictures of proteins and other molecules important for health and disease. But recently, advances in another technique, cryo-electron microscopy, or cryo-EM, have moved it to the forefront of research into the structures of biological molecules. Unfortunately, despite cryo-EMs advantages over X-ray crystallography and its great promise for helping scientists understanding cell function and dysfunction, state-of-the-art cryo-EM equipment is out of the reach of most of the ...
The homestead principle is the principle by which one gains ownership of an unowned natural resource by performing an act of original appropriation. Appropriation could be enacted by putting an unowned resource to active use (as with using it to produce a product), joining it with previously acquired property or by marking it as owned (as with livestock branding). Proponents of intellectual property hold that ideas can also be homesteaded by originally creating a virtual or tangible representation of them. Others however argue that since tangible manifestations of a single idea will be present in many places, including within the minds of people, this precludes their being owned in most or all cases. Homesteading is one of the foundations of Rothbardian anarcho-capitalism. Enlightenment philosopher John Locke in his work Second Treatise of Government, published in 1690 advocated the Lockean proviso, which allows for homesteading. Locke famously sees the mixing of labour with land as the source ...
The interests of Research Area 4 revolve around means of production, construction, appropriation, and (re)signification related to visual and material cultural practices. We jointly investigate the constantly changing positions of objects and visual material in cultural and social processes, practices and discourses by taking always into account multiple viewpoints and disciplines and diverse cultural-medial contexts. The particular thematic and theoretical foci of the regular meetings of Research Area 4 are established on the basis of the current research interests and perspectives of the groups members. Hence, our work is not predicated on a static definition of objects and images, but seeks to develop different conceptions of images/ objects in the process of engaging with case studies or broader interdisciplinary theoretical debates. Aspects of authenticity and the (trans-)cultural appropriation of visual and material culture are taken into account within our discussions as well as notions ...

A lot of these arguments get confusing and blurry when leaving the realm of visual art behind in favor of sound-based work, or when combining visual art and sound-based art. Issues of copyright, musicianship, ownership and more become trickier and more complex for the simple reason that its easy to land in front of a judge for doing sound-based appropriation.. Why? I know that our Appropriations Committee members will work closely with their counterparts in the Senate, state agency heads, the Governors Office of Planning & Budget and the governors staff to ensure thorough, thoughtful discussion of the challenges and opportunities ahead.. Ralston also announced a special Committee on Economic Growth to look at possible regulatory changes needed to attract new businesses to the state. That could include things such as casino gambling, sports betting and horse racing.. Lt. Gov. Geoff Duncan, the president of the Georgia Senate, said: The Senate never stops meeting on the budget. It is very common for the chairman, vice chairman and (Appropriations) Committee members to be in and out of the Senate budget office on a regular basis.. Ralston said the state has managed Georgias finances conservatively over the last decade while maintaining a top rating for its bonds, which are used to borrow for construction projects. A top bond rating means the state ...

In light of my previous work on Johns transposition of material in the Synoptics, and Johns demonstrable affinity for Isaiahs theology, there is considerable likelihood that similarities in signs theology and structure between John and Isaiah are no mere coincidence. Rather, John likely took his cue from Isaiah not only in his theology of signs-pointing to Yahweh and Jesus, respectively-but also in the way in which he structured and laid out his Gospel.. In Isaiah, God provided Israel with various signs to authenticate his role as Sovereign Lord over the nations and their course of history. This ties in with the themes of revelation and witness and Yahwehs uniqueness vis-à-vis the gods of other nations which are shown to be nothing but idols and false gods.. In Johns Gospel, Jesus provides Israel (note that the signs have the same recipient; cf. John 12:38 citing Isa 53:1) with various signs to authenticate his role as Messiah and Son of God. In both cases, the intent underlying those ...

During Edwards sixteen years in Congress, he served variously on the House Budget and Appropriations committees and was the ranking member of the Appropriations Subcommittee on Foreign Operations. He was also a member of the House Republican leadership, serving as the chairman of the House Republican Policy Committee, the partys fourth-ranking leadership position. In Edwards first run in 1974, he was defeated by incumbent conservative Democratic Congressman John Jarman, who switched parties to the Republican party shortly before retiring. The next time around in 1976, Edwards beat GOP establishment candidate G. T. Blankenship, a local banker and oilman who was a former state attorney general and former Republican leader in the state House of Representatives, in the Republican primary, and defeated Democrat Tom Dunlap in the general election. Edwards served eight terms before being defeated for renomination by state Representative Ernest Istook, mostly because of Edwards involvement in the ...

Figure 1 Schematic representation of the calcium cycle. Calcium is liberated in continents by the weathering of calcium-containing minerals, common constituents of most rocks. Calcium pools in terrestrial ecosystems include reservoirs in soils and soil minerals, organisms, and decomposing organic matter. Riverine and groundwater inputs transfer calcium in its ionic form from continents to the oceans. Hydrothermal vents also serve as calcium inputs in the oceans. In marine ecosystems, calcium ions are abundant in seawater. Marine organisms use calcium to make shells and hard parts. Calcium is removed from the oceans primarily by the sedimentation of these calcified organisms. Atmospheric deposition, both wet and dry, contributes calcium throughout both terrestrial and marine ecosystems. Anthropogenic effects including acid deposition, changes in land use (e.g., desertification), harvesting, and increased atmospheric carbon dioxide concentrations influence this natural calcium cycle.. The ...
The results support the conclusions of our earlier analysis, confirming that, even with independent renewal and depletion of the key resource, the effects of niche construction can override external sources of selection to create new evolutionary trajectories and equilibria, generate and eliminate polymorphisms, and produce time lags in the response to selection as well as other unusual dynamics.. The consequences of niche construction are particularly interesting when the selection it generates opposes the action of an external source of selection acting at the A locus. This kind of niche construction is likely to be common. Lewontin (7) points out that many of the activities of organisms, such as migration, hoarding of food resources, habitat selection, or thermoregulatory behavior, are adaptive precisely because they dampen statistical variation in the availability of environmental resources. Our results confirm that the frequency-dependent selection generated from the resource and modified ...
Niche construction is the process by which an organism alters its own (or another species) local environment. These alterations can be a physical change to the organisms environment or encompass when an organism actively moves from one habitat to another to experience a different environment. Examples of niche construction include the building of nests and burrows by animals, and the creation of shade, influencing of wind speed, and alternation of nutrient cycling by plants. Although these alterations are often beneficial to the constructor they are not always (for example, when organisms dump detritus they can degrade their own environments). For niche construction to affect evolution it must satisfy three criteria: 1) the organism must significantly modify environmental conditions, 2) these modifications must influence one or more selection pressures on a recipient organism, and 3) there must be an evolutionary response in at least one recipient population caused by the environmental ...

This chytrid fungus (Chytriodiomycota: Chytridiales) is the causative agent of chytridiomycosis, an emerging infectious disease of amphibians. This fungus has been implicated as the cause of amphibian declines and extinctions of more than 250 species of frogs across six continents (the widespread distribution of this disease the likely consequence of anthropogenic effects). B. dendrobatidis can infect both larval and adult amphibians. Infections in larvae cause a reduction in grazing efficiency, food intake, and survival. Infections in adults cause thickening of the skin which might interfere with osmoregulation or ion balance. This fungus has two parts of its life cycle: one part in the host and one part outside of the host (a motile zoospore stage). Recent studies have shown that B. dendrobatidis can survive for long periods of time outside of the host, increasing its ability to drive host populations extinct. Although this fungus is believed to have originated in Africa, B. dendrobatidis was ...
My candidate for the start of the Anthropocene is the controlled and habitual use of fire - the origin of the hearth, the camp fire, and self-domestication around 1.5-2 million years ago. The reasons for picking on fire as the human invention that marked the onset of the Anthropocene are that it is arguably a co-productive technology that radically altered both human physiology and social life as well as the environment. Fire-cooked food requires far less digestive processing, fire thus allowed the development of a radically shortened human gut relative to primates, thereby freeing energy for the development of a larger brain. The development of habitual use of hearths and camp-fires also transformed identity and community, spatiality and temporality. Fires enabled the development of technologies of connection and cooperation- language and stories. Having a camp-fire altered circadian rhythms and radically extended the day creating effective time for social activities that did not conflict ...
Because like the potato we are also organic beings, when we die our bodies can become part of the earth that can again grow another potato or many other potatoes using the nutrients derived from our decomposed bodies. Into this cycle inserts itself capital, which attempts to isolate parts of this assemblage in order to exploit their process of becoming for the creation of wealth, or rather for the accumulation of value. Thus, the potato, whose intrinsic value lies in its own being as part of a living system, whether as root or as food, becomes instead a unit of value estranged from its own process of becoming. Our dead bodies are also likewise estranged from this process when we prevent them from decomposing and returning to the earth. Like the embalmed corpse, the potato harvested through factory farming under capitalism is no longer a source of fertilization for the earth, nor of sustenance for hungry creatures who need food. It is now a unit of value, a commodified resource, i.e., a ...

Photos by Doug Fellegy. As giant snowflakes fell outside of the Bishop in Bloomington on Feb. 5, a sold-out, Monday night crowd was treated to phenomenal sets by two outstanding songwriters-one more established and the other on the rise.. A Columbus, Indiana native, Peter Oren kicked off the night with his bellowing, Bill Callahan-esque voice. Managed by the fine folks of Winspear, Oren recently released an excellent album on Western Vinyl titled Anthropocene. Much like Jens Lekman, Oren had a way with telling stories in between songs, giving the audience an intimate glimpse into the small-town Indiana contexts that inspire his songs. From the set, Falling Water and Throw Down were two Anthropocene selections that particularly grabbed my ears.. After hearing so much about Jens Lekmans brilliant live performances, I was quite excited to experience one for myself for the first time.
