Using a novel common econometric specification, we examine the measurement of three important effects in international trade that historically have been addressed largely separately: the (partial) effects on trade of economic integration agreements, national borders, and bilateral distance. First, recent studies focusing on precise and unbiased estimates of effects of economic integration agreements (EIAs) on members trade may be biased upward owing to inadequate control for exogenous unobservable country-pair-specific technological innovations (decreasing the costs of international relative to intranational trade); we find evidence of this bias using a properly specified gravity equation. The paper develops a simple three-sector model of a developing country with nominal wage rigidity, in which one sector is thought of as the primary sector and the other two are sectors in which the country can diversify. The paper then analyzes the relationship between the market structure of the nonprimary sectors and equilibrium adjustments to shocks in the primary sector. In particular, the paper examines under what conditions the country should promote one nonprimary sector over another. Believing that transatlantic economic integration will maximize economic benefits for their citizens through competition and stronger growth, while maintaining high standards of safety and protection, at their last summit meeting in April 2007, the leaders of the European Union (EU) and the United States of America (United States) committed their governments to increasing the efficiency and transparency of transatlantic economic cooperation and to accelerating the reduction and elimination of barriers to international trade and investment with the ultimate objective of achieving a barrier free transatlantic market.
Putting a number on how effective policymakers are in boosting cross-border trade is important. But doing so in a statistically sound way is not trivial. This column presents a new methodology to identify the causal effect of preferential economic integration agreements. It finds trade effects that are somewhat smaller than predicted by established, but problematic, procedures.

The estimates show a substantial gap for both groups with respect to natives. Discarding immigrants who completed education abroad reduces much of the immigrants wage gap. This implies educational attainment in Germany is an important component of economic integration and degrees obtained abroad are valued less.

Pan-African banks are expanding rapidly across the continent, creating cross-border networks, and having a systemic presence in the banking sectors of many Sub-Saharan African countries. These banking groups are fostering financial development and economic integration, stimulating competition and efficiency, introducing product innovation and modern management and information systems, and bringing higher skills and expertise to host countries. At the same time, the rise of pan-African banks presents new challenges for regulators and supervisors. As networks expand, new channels for transmission of macro-financial risks and spillovers across home and host countries may emerge. To ensure that the gains from cross border banking are sustained and avoid raising financial stability risks, enhanced cross-border cooperation on regulatory and supervisory oversight is needed, in particular to support effective supervision on a consolidated basis. Why has economic integration been followed by political integration, and what are the factors of resistance working against it? This chapter takes a rationalistic and institutional perspective on the process of shifting competencies in the EU. Drawing on the debate about globalization, the hypotheses that the globalization of problems and the globalization of the economy are of crucial importance are tested, and are found to clearly support policy shift. From the debate about institutions as constraints and facilitators of action, a further two hypotheses are derived. Vested interests are found to place an institutional constraint on political flexibility, and national institutional settings are found to account for the differences in support for shifting competencies between members of national parliaments.
Yet one persistent weakness will ultimately limit Russias foreign agenda: an economy that is likely to fall increasingly behind those of its major neighbors and partners. For now, Russia has largely learned to tolerate Western economic sanctions, and its companies have found ways to live with restricted access to finance. Without reform and economic integration with the West, however, Russian influence will drift toward the margins of global diplomacy. Russias economy will atrophy from a combination of hyperconcentrated decision-making, continuing dependence on hydrocarbons, and persistent financial isolation. Core goals of Russias foreign policy will steadily recede from view, including important elements of the economic agenda with its immediate neighbors, the European Union and China.
