STATEN ISLAND, N.Y. -- Heroin-related arrests on Staten Island have mushroomed in recent years, even as the sharp increase in arrests involving prescription pills have begun to taper off, according to data obtained by the Advance.  An internal NYPD report revealed a resurgence in heroin on the streets as arrests increased threefold in the borough between 2011 and 2014, according to a law enforcement source with knowledge of the report. Prescription drug-related arrests meanwhile started to decline after last year, the source said. The report, commissioned by the Islands police brass, looked at arrest data for anyone taken into custody who happened to possess either heroin or pills, the source said, meaning the person could have been arrested for any crime, but were also carrying drugs at the time. There was a significant increase in the rate of past-year heroin use in the United States between 2002-2004 and 2011-2013. Rates remained highest among males, persons aged 18-25 years, persons with annual household incomes ,$20,000, persons living in urban areas, and persons with no health insurance or with Medicaid. However, rates increased significantly across almost all study groups. The greatest increases in heroin use occurred in demographic groups that historically have had lower rates of heroin use: doubling among women and more than doubling among non-Hispanic whites. Of particular note is the near doubling in the rate of people with heroin abuse or dependence during the study period, with a 35.7% increase since 2008-2010 alone.
