The Defense Information Systems Agency has rolled out new enterprise white pages that will provide an internal listing of all Defense Department personnel, DISA announced Tuesday. Any department user with a valid Common Access Card or an External Certification Authority certificate may access the directory via the Internet or DODs NIPRnet. The Defense Manpower Data Centers Person Data Repository, also known as the Defense Enrollment Eligibility Reporting System, and DISAs Global Directory Service, will maintain the white pages. This new service will replace the DODs Joint Enterprise Directory Services, which will be shut down in late 2013. According to DISA, the white pages will be the first solution to take a persona-based approach that will allow users to perform searches on attributes specific to a persons role within the department, such as military civilian or contractor. Users can also search via traditional indicators such as name and email address. The following capabilities are ...

Congresswoman Chellie Pingree (D-Maine) today joined 34 of her House colleagues in writing to U.S. Department of Health and Human Services (USDHHS) Secretary Alex Azar and Centers for Medicare and Medicaid Services (CMS) Administrator Seema Verma to oppose the Trump administrations plan to covert Medicaid into block grants.. The purpose of block grant waivers is to overhaul the states Medicaid program by capping federal funding. In turn, states would be given a lump sum of federal money, freed from federal oversight or accountability measures; measures which encourage baseline benefits and quality of care to be available to all enrollees. These waivers would give states the ability to limit and remove enrollees or cut certain health care benefits and rates, if they believe they are too costly or unnecessary, Pingree and her colleagues wrote in the in the letter. Tomorrow, CMS Administrator Verma is expected to send letters to state Medicaid directors announcing the Administrations plans to ...
Study Purpose: This study examined the operation of the Juvenile Accountability Incentive Block Grant program (JAIBG) from fiscal years 1998 through 2000. Specifically the process evaluation examined the implementation of the program throughout the country and how states and eligible jurisdictions expended the funds. The JAIBG provided block grants to state and local governments as financial incentives to increase accountability within their juvenile justice systems by implementing several juvenile justice policies and practices to ensure accountability. These policies and practices included prosecuting as adults juveniles who committed serious violent crimes, expanding the array of graduated sanctions available to juvenile courts, holding parents responsible for seeing that their children obey court orders, and establishing juvenile records systems that parallel those for adult offenders. The JAIBG defined 12 program purpose areas (PPAs) that encompassed all phases of juvenile justice to which ...

The problem in Fort Bragg is a very visible tangent of the operation that got the Hospitality Center started. That is: Hospitality House, the Mcpherson [sic] Street location where meals are dispensed to the homeless every day at 5 p.m. Serving meals to the homeless is a worthy thing, in and of itself. Its what happens afterward thats the problem. When meals are done, say around 6 p.m., the sort of folk who are likely to use the new centralized services at the Old Coast Hotel or live in its five transitional housing units, those sorts of people are the ones hanging close to Hospitality House, doing chores and helping with clean up. But nearly every evening there is a sizable group of perennial street people who move on from Hospitality House @ 6 p.m. Sometimes they congregate in the Purity parking lot, some hang around the Lighthouse Foursquare Church awhile. If you stop by the Fort Bragg Post Office late on a chilly night you may spot one or two trying to sleep inside. Hardworking business ...

In response to that dearth of state data, the National Oral Health Surveillance System (NOHSS) was established at the turn of the 21st century as a first step in helping oral health programs in state health agencies meet expectations that they routinely document population needs and program impact, for example, to track progress toward Healthy People 2010 objectives, for allocation of funding from the Maternal and Child Health and Preventive Health and Health Services block grants, to justify allocation of discretionary resources, or to evaluate programs or policies. In 1999, at the annual meeting of the Council of State and Territorial Epidemiologists (CSTE), its members approved 7 oral health indicators for surveillance (Table). That same year, CSTE also released standard definitions for 73 chronic disease indicators (5) that had been approved conceptually 2 years earlier, including several of particular interest to the dental community, for example, incidence of and mortality from cancer of ...

Chronic pain is estimated to be the third most prevalent health problem in the world. Although scientists have made great strides in our understanding of the molecular mechanisms through which chronic pain develops, this knowledge has not been translated into new therapies. In this issue of Science Translational Medicine, Wang and colleagues report on the development of a selective antagonist of type 1 adenylate cyclase (AC1), which is induced in subsets of neurons in the central nervous system during the development of neuropathic pain. Blockade of AC1 significantly alleviates the mechanical hypersensitivity that occurs in a mouse model of neuropathic pain without affecting acute pain responsiveness or cognitive and motor function. These features make AC1 a potential therapeutic target for the treatment of neuropathic pain.. ...

ONLINE COVER Stiff Penalty for Obesity. Although known to be a major risk factor for breast cancer, how obesity drives disease is unclear. Seo et al. reveal that mechanical changes in the mammary environment-caused by obesity-may be the cancer culprit. The authors found that obese mice and humans had stiffer mammary extracellular matrices than their lean counterparts. In mice, myofibroblasts (spiky cell on cover) in fat tissue produced a stiffer matrix (in green) than usual, which stimulated premalignant cells to transform into cancerous ones. Caloric restriction in the mice decreased fibrosis, suggesting that a healthy diet could help reduce cancer risk. A related Focus is by Arendt and Kuperwasser. [CREDIT: H. In order to accomplish these objectives open discussion and cooperation among companies, academic, and other institutions will be increasingly important. For all of these reasons, we have created a new subsection of the Journal of Translational Medicine.. Why should a Subsection of the Journal of Translational Medicine be dedicated to combination strategies? Because we want to stimulate discussion over this hot topic. In recent years, several compounds have been developed to treat a broad number of diseases targeting a specific mechanism. However, vast majority of common diseases are multi-factorial and cannot realistically be controlled by targeting a single or few pathways.. Tuberculosis treatment is a classic example of combination therapy [1]. After the discovery of Streptomycin in 1944, improvement in the effectiveness of therapy was observed with the addition of Isoniazid, the first oral mycobactericidal drug in 1952 and Rifamycins in 1957. The introduction of Rifampicin in 1970 further ...

Often described as a decentralized National Health Service (NHS)-type system, the fundamental features of the Norwegian health care system resemble those of the UK NHS, although Norwegian municipalities play a relatively more important role than do their UK counterparts. For example, the responsibility for Long Term Care (LTC) services and community health services lies at the municipal level. Provision of general practitioner (GP) services is also a municipal responsibility, although GPs are usually not municipal employees as such. Rather, they are independent service providers operating in a contractual relationship with the municipalities [7].2 For their part, the revenues of the municipalities consist of block grants from the central state, taxes on personal income and wealth, and other specific grants, such as grants to municipalities in rural areas. There is the redistribution of tax income among municipalities to reduce inequalities, and the most important part of the block grant is a per ...
05.13.2016 , EdSource , Jeremy Hay. View on EdSource. Gov. Jerry Browns budget proposal for early education, released Friday as part of the May revision of the 2016-17 state budget, is virtually unchanged from his initial proposal in January, offering no new spending and envisioning the creation of a $1.6 billion block grant that would combine funding for the states preschool, transitional kindergarten and quality rating and improvement programs.. Early education advocates and providers expressed swift disappointment. For months they had urged greater spending and asked that the block grant - which would give local school districts more flexibility to spend early education funds and be a major change in how the state allocates those funds - be removed from the budget process for further review.. The governor is proposing a substantial policy change to the early childhood system without any new funding for children, said Debra Kong, president of the advocacy organization Early Edge. And the ...
Starting with the Family Support Act of 1988, requirements for federal funding stipulate that child care subsidy rates be informed by market rates. In 1990 the federal government began a major investment in child care with the passage of the Child Care and Development Block Grant Act of 1990. Support of parental choice was a key component of this new block grant program that sent new money to states to support child care. Parental choice and state control of policy remained central when the program was expanded in 1996 as a part of welfare reform legislation. At that time, child care funding became known as the Child Care and Development Fund (CCDF). States are required by the CCDF Final Rule to ensure that families receiving child care assistance have equal access to comparable care purchased by private-paying parents. A market rate survey (MRS) is a tool States use to achieve this program objective. Some States conduct surveys to collect the child care market rate and others use administrative ...

1 BACKGROUND The Federal Maternal and Child Health Bureau (MCHB) administers the Title V program, a federal program devoted to improving the health of children and mothers. Each state receives funds from MCHB annually to support activities to meet the goals of Title V. Through the block grant application process, by which funds are allocated, each state describes its program structure and specific activities to accomplish the Title V goals. Since the mid-1990s block grant applications must also include indicators of how well states are accomplishing their goals to improve the health of mothers and children. MCHB requires that all states report on a core set of performance and outcome measures. In addition, individual states select state performance and outcome measures by which to assess their progress in areas of particular concern to that state. States are given instructions regarding measurement of each performance or outcome measure. There is some latitude, however, in the reporting of these ...
