Both of these resolutions encouraged the restructuring of Georgias Medicaid program from its current federal-state partnership structure to a block grant program. SR 349 urged the U.S. Congress to block grant funding for Georgias Medicaid program and indigent care needs, while HR 182 provided legislative permission to the Governor and the Department of Community Health to seek per capita block grant funding for Medicaid. Shifting Medicaid to either a traditional or per capita block grant structure would result in cuts to services and beneficiaries, putting Georgias most vulnerable children, parents, elderly, and people with disabilities at risk. Check out GHFs block grant fact sheet for more information about the dangers of restructuring the Medicaid program. While resolutions are non-binding and do not impact state law, they are viewed as the official position of the General Assembly.. ...

The Lehigh SCA was able to leverage specialized OUD funding to create a Warm Handoff (WHO) program with Lehigh Countys six (6) hospitals. The Hospital Opioid Support Team (HOST) was created in 2015 and provided an avenue for physicians to refer patients to access treatment. In 2015 and 2016, the combined annual referral rates were less than 40. The low referral rate was concerning. As a result of multiple meetings with the hospital stakeholders it was determined that the program (and funding to support it) was not meaningful to the hospital: focused solely on OUD, based solely in the EDs and allowed patients to slip through the cracks. In January 2017 the HOST program was modified (and additional funding provided by the SCA) based on the needs of the hospitals.. For 2017-2018 the WHO program has received over 2,800 referrals (significant increase from 80 referrals from 2015-2016). The table below represents the data the Lehigh SCA was able to access. Study Purpose: This study examined the operation of the Juvenile Accountability Incentive Block Grant program (JAIBG) from fiscal years 1998 through 2000. Specifically the process evaluation examined the implementation of the program throughout the country and how states and eligible jurisdictions expended the funds. The JAIBG provided block grants to state and local governments as financial incentives to increase accountability within their juvenile justice systems by implementing several juvenile justice policies and practices to ensure accountability. These policies and practices included prosecuting as adults juveniles who committed serious violent crimes, expanding the array of graduated sanctions available to juvenile courts, holding parents responsible for seeing that their children obey court orders, and establishing juvenile records systems that parallel those for adult offenders. The JAIBG defined 12 program purpose areas (PPAs) that encompassed all phases of juvenile justice to which ...
Clinical and translational medicine plays a unique and critical role in fostering the flow of bidirectional information between basic and clinical scientists, optimizing new biotechnologies, improving clinical application of new therapeutic concepts, and ultimately improving the quality of life for patients. The term Clinical and Translational Medicine (CMT) is defined here as clinical potential and application of translational research and science to improve the understanding of mechanisms and therapies of human diseases, a new and important concept for the development of disease-specific biomarkers and therapeutic strategies to monitor and cure disease. Clinical and Translational Medicine as an international open-access journal publish articles focused on novel advances in clinical, translational, and clinically-relevant basic science, to accelerate the transition from preclinical research to clinical applications and the communication between basic and clinical scientists. The problem in Fort Bragg is a very visible tangent of the operation that got the Hospitality Center started. That is: Hospitality House, the Mcpherson [sic] Street location where meals are dispensed to the homeless every day at 5 p.m. Serving meals to the homeless is a worthy thing, in and of itself. Its what happens afterward thats the problem. When meals are done, say around 6 p.m., the sort of folk who are likely to use the new centralized services at the Old Coast Hotel or live in its five transitional housing units, those sorts of people are the ones hanging close to Hospitality House, doing chores and helping with clean up. But nearly every evening there is a sizable group of perennial street people who move on from Hospitality House @ 6 p.m. Sometimes they congregate in the Purity parking lot, some hang around the Lighthouse Foursquare Church awhile. If you stop by the Fort Bragg Post Office late on a chilly night you may spot one or two trying to sleep inside. Hardworking business ...

In response to that dearth of state data, the National Oral Health Surveillance System (NOHSS) was established at the turn of the 21st century as a first step in helping oral health programs in state health agencies meet expectations that they routinely document population needs and program impact, for example, to track progress toward Healthy People 2010 objectives, for allocation of funding from the Maternal and Child Health and Preventive Health and Health Services block grants, to justify allocation of discretionary resources, or to evaluate programs or policies. In 1999, at the annual meeting of the Council of State and Territorial Epidemiologists (CSTE), its members approved 7 oral health indicators for surveillance (Table). That same year, CSTE also released standard definitions for 73 chronic disease indicators (5) that had been approved conceptually 2 years earlier, including several of particular interest to the dental community, for example, incidence of and mortality from cancer of ...

Chronic pain is estimated to be the third most prevalent health problem in the world. Although scientists have made great strides in our understanding of the molecular mechanisms through which chronic pain develops, this knowledge has not been translated into new therapies. In this issue of Science Translational Medicine, Wang and colleagues report on the development of a selective antagonist of type 1 adenylate cyclase (AC1), which is induced in subsets of neurons in the central nervous system during the development of neuropathic pain. Blockade of AC1 significantly alleviates the mechanical hypersensitivity that occurs in a mouse model of neuropathic pain without affecting acute pain responsiveness or cognitive and motor function. These features make AC1 a potential therapeutic target for the treatment of neuropathic pain.. ...

The Trump Administration and new Congress have indicated that they will seek to cap Medicaid financing through a block grant or per capita cap, reduce federal funding for the program, and offer states increased flexibility to manage their programs within this more limited financing structure. The size of the federal reductions as well as which federal program standards would remain in place and what increased flexibility might be provided to states under such proposals would have significant implications. To help inform discussion around increased flexibility, this brief provides an overview of current federal standards and state options in Medicaid and how states have responded to these options in four key areas: eligibility, benefits, premiums and cost sharing, and provider payments and delivery systems.. ...

In order to accomplish these objectives open discussion and cooperation among companies, academic, and other institutions will be increasingly important. For all of these reasons, we have created a new subsection of the Journal of Translational Medicine.. Why should a Subsection of the Journal of Translational Medicine be dedicated to combination strategies? Because we want to stimulate discussion over this hot topic. In recent years, several compounds have been developed to treat a broad number of diseases targeting a specific mechanism. However, vast majority of common diseases are multi-factorial and cannot realistically be controlled by targeting a single or few pathways.. Tuberculosis treatment is a classic example of combination therapy [1]. After the discovery of Streptomycin in 1944, improvement in the effectiveness of therapy was observed with the addition of Isoniazid, the first oral mycobactericidal drug in 1952 and Rifamycins in 1957. The introduction of Rifampicin in 1970 further ...

Often described as a decentralized National Health Service (NHS)-type system, the fundamental features of the Norwegian health care system resemble those of the UK NHS, although Norwegian municipalities play a relatively more important role than do their UK counterparts. For example, the responsibility for Long Term Care (LTC) services and community health services lies at the municipal level. Provision of general practitioner (GP) services is also a municipal responsibility, although GPs are usually not municipal employees as such. Rather, they are independent service providers operating in a contractual relationship with the municipalities [7].2 For their part, the revenues of the municipalities consist of block grants from the central state, taxes on personal income and wealth, and other specific grants, such as grants to municipalities in rural areas. There is the redistribution of tax income among municipalities to reduce inequalities, and the most important part of the block grant is a per ...
Starting with the Family Support Act of 1988, requirements for federal funding stipulate that child care subsidy rates be informed by market rates. In 1990 the federal government began a major investment in child care with the passage of the Child Care and Development Block Grant Act of 1990. Support of parental choice was a key component of this new block grant program that sent new money to states to support child care. Parental choice and state control of policy remained central when the program was expanded in 1996 as a part of welfare reform legislation. At that time, child care funding became known as the Child Care and Development Fund (CCDF). States are required by the CCDF Final Rule to ensure that families receiving child care assistance have equal access to comparable care purchased by private-paying parents. A market rate survey (MRS) is a tool States use to achieve this program objective. Some States conduct surveys to collect the child care market rate and others use administrative ...
