The study is entitled "HUMAN RESOURCES DEVELOPMENT IN HIGHER EDUCATION IN KERALA". The concept "Human Resource Development" is of high value in business and industry and has been used and applied since years. In industry and business the human element is considred as a resource and hence its development and protection is very essential and inevitable. Of all the factors of production, human resource is the only factor having rational faculty and therefore, it must be handled with utmost care. Right recruitment, right training and right induction followed by faultless monitoring and welfare measures are but decisive factors in business and industry. Altogether there is a constant attention up on human factor there. But this is not a practice at all in education. So far there has not been any such measure of care and close watch and performance analysis of human resource on education front. This may be the main reason for lack of accountability in the sphere of education. The present study ...

Underlining that the India-Africa partnership is "a two way street," Mr Ansari indicated that India is not engaging Africa with any hidden agenda, but is working "in accordance with the requirements and priorities of our friends in Africa.". "The roadmap for the future will reflect our shared vision and goals, and our respective strengths and capabilities. These could include areas such as human resource development, institution building, infrastructure, clean energy, agriculture, health, education and skill development.". "We will also work together on addressing common issues like climate change and sustainable development of blue economy," he said.. Raising the bar for the India-Africa partnership, he fleshed out key elements of this crucial relationship, which includes capacity building, human resource development and the establishment of skilling institutions in Africa. "We will certainly raise our partnership to a much higher level in the years ahead," he said to ringing applause from ...

Application workloads are becoming increasingly diverse in terms of their network resource requirements and performance characteristics. As opposed to long running monoliths deployed in virtual machines, containerized workloads can be as short lived as few seconds. Today, container orchestrators that schedule these workloads primarily consider their CPU and memory resource requirements since they can easily be quantified. However, network resources characterization isnt as straight forward. Ineffective scheduling of containerized workloads, which could be throughput intensive or latency sensitive, can lead to adverse network performance. Hence, I propose characterizing and learning network footprints of applications running in a cluster, which can be used while scheduling them in containers/VMs such that their network performance can be improved. There is a well-known network issue, which is achieving low latency for mice flows (those that send relatively small amounts of data) by separating ...

When estimating duration, define an initial requirement for resources. For the project schedule, it is sufficient to estimate the number of each type of resource required, rather than specific people, e.g., 2 Programmers. Concentrate on identifying the resource types who will either be part of the project team or who will have a significant impact on the project. Document the initial resource requirements, since if these assumptions are invalid (e.g., Step 020, duration 30 days, resource requirement 2 Programmers) then the step estimates will need to be revised. ...

Union human resource development minister Prakash Javadekar said on Monday the Centre will set up a central university for students with a disability.. "We will try to establish one central university that will not only cater quality higher education but will also facilitate divyang students to get jobs so that they may contribute to the mainstream society," Javadekar said at the third convocation of Dr Shakuntala Misra National Rehabilitation University in Lucknow.. Javadekar said the Union government is sensitive towards the interest of disabled students and Prime Minister Narendra Modi has said that such students should be addressed as divyang. The PM has also ordered to set up ramps and elevators in educational institutions so to make it barrier-free for disabled children, he added.. The Union minister appreciated the inclusive education policy followed by Dr Shakuntala Misra National Rehabilitation University where both disabled and normal students study under one roof. "It is not only ...
Mr. Speaker, I was wondering how I was going to get back to the subject of the budget as I began my speech, but the hon. member for Mississauga West has given me my cue, because he has asked us to look at the record of the Liberal Party as a whole, after 10 years in government. I am looking at it, that Liberal Party record after 10 years in government, and I am not sure that the hon. member will be as proud as he is now after I have listed what that record amounts to. It amounts to a series of scandals.. There was an employment insurance scandal, where the government systematically stole the $45 billion employment insurance fund surplus, money that comes from employers and employees, thereby ignoring nearly 60% of the people who would normally have been entitled to employment insurance.. There was also a scandal at Human Resources Development Canada. When the current health minister was minister of HRDC, many irregularities were never clarified.. There was the Auberge Grand-Mère scandal. There ...

Needs-based workforce modelling and services planning is a type of evidence-informed health workforce planning. Health workforce planning refers to activities undertaken to ensure that an appropriate health workforce exists to meet health care needs [104]. Health workforce planning in principle incorporates two broad tasks: (a) estimating health workforce requirements based on an understanding of supply and approximations of demand to estimate the mismatch between these, and (b) implementing policy interventions to address shortfalls (or predicted oversupply) [104].. Evidence-based approaches to health workforce planning are surprisingly rare [105]. Workforce planning commonly rests on clinician-population ratios [105] that reflect historic patterns, pragmatic responses to service budgets [106], control of supply by professional groups [106], or demand-based approaches that observe the gap between expressed demand and supply. The first two approaches are essentially arbitrary and disconnected ...
Special procedures help to deter this type of crime. Security works with department managers to stop this type of crime or to catch the criminal.. Guests need to feel safe in their rooms. For this reason, most guestrooms are equipped with one or more locks. Guests need a secure place to keep valuables when they are not in their rooms. Most lodging properties provide safe deposit boxes or an in-room safe.. Locks on guestroom doors keep out intruders while guests are in the room. Guest rooms can be locked from inside the guest room. Another good security feature is a privacy latch on the guest room door. The door can only be opened about two inches with this latch in place. This type of a lock is convenient for receiving supplies from housekeeping without opening the door completely. Most guest rooms have a peephole which is important for checking outside the room without having to open the door.. B. Structural security. The buildings of the business must have features that provide security. ...

Thank you for your letter of 14 December 2016. As you would expect, we are doing the comprehensive preparatory work necessary ahead of triggering Article 50 and the impending negotiations. We will play our part in securing the best possible outcome from exiting the EU, dealing positively with its consequences, while continuing to focus attention on improving the health and care system and the challenges it faces. In terms of how our work is organised, at official level our work is coordinated by a small team within the Global and Public Health Directorate. A number of relevant policy teams in other directorates then lead on considering the implications and opportunities of exiting the EU for their respective areas (for example the workforce policy team lead on the health and social care workforce elements you raised). It is not possible to establish a full-time equivalent figure because many of these staff are undertaking the work as part of their wider responsibilities. A wide network of our ...
There are a few risks to be mindful of when considering if a rotation program is right for your talent pool. Improper skill alignment can cause an employee to become bored or overwhelmed in a particular position and may risk turnover. Additionally, as employees are on boarded to their new roles, other resources within those departments may have to adjust their workloads to pick up any slack during an adjustment period. It is important that management is aligned on the resource requirements that will be necessary to support each rotational scheme. Finally, the ROI is not fully realized until the conclusion of the rotational period as an employee settles into his or her purchasing role with their new skillset. As with any investment there is risk of loss before the benefits are realized. ...

This paper describes multiÂ-robot experiments and sysÂ- tems which exploit their embodied nature to reduce needs for sensory, effector, and computational resources. Many natural phenomena, such as territorial markings or ant pheromone trails, take great advantage of the ability mark the environment, and of the natural dissipative processes which cause these markings to deÂ-cay. In this way, globally complex behavior can result from simple local rules. The information invariants ([Donald 1995], [Donald et al 1994]) literature raises the issue of robots similarly recording information, or even programs, into the physical environment. This paper provides example systems that dynamically encode information and ``programs into the physical environment, and by so doing, increase their own robustness and reduce their resource requirements and computational complexity. The main experimental system that we present, a robot ``chain used for foraging, is modeled after the natural phenomenon of ant ...
The main concern of this contribution is the computational modeling of biomechanically relevant phenomena. To minimize resource requirements, living biomaterials commonly adapt to changing demands. One way to do so is the optimization of mass. For the modeling of biomaterials with changing mass, we distinguish between two different approaches: the coupling of mass changes and deformations at the constitutive level and at the kinematic level. Mass change at the constitutive level is typically realized by weighting the free energy function with respect to the density field, as experimentally motivated by Carter and Hayes [1977] and computationally realized by Harrigan and Hamilton [1992]. Such an ansatz enables the simulation of changes in density while the overall volume remains unaffected. In this contribution we call this effect remodeling. Although in principle applicable for small and large strains, this approach is typically adopted for hard tissues, e.g. bone, which usually undergo small ...
Efforts to build a second large lock have been under way since the 1980s. Those efforts received significant assistance under the provisions of the Water Resources Development Acts of 1996 and 1999, in which Congress reduced the states share of the project and allowed it to be paid over 50 years, interest-free. The Great Lakes Commission has since agreed to become the nonfederal project sponsor responsible for coordinating the payment of the cost share ...

In the last twenty years, the Philippines has gained a good progress in poverty reduction. However, compared to other countries in the region, the Philippines is still behind. In the early years of the 21st century, more than a third of the Philippine population lives below the poverty line. With landless status, the poor depended largely on labour with its embedded educational capital.. However, in education, the rich and the poor are separated by two different educational divisions--private and public--and of high quality and low-quality education. Poor children encounter lack of access to quality education due to a high dropping out rate at an early age and going to public schools that offer low quality education. The lack of access to quality education has affected the poor more severely when there was poor job generation, relative deterioration of unskilled labour situation, and low rate of return on education at basic levels. The poor faced high rate of underemployment and low income. The ...

The Queuing Manpower Model (QMAN) is an analytic personal computer (PC) based model for the determination of maintenance manpower requirements. The model applies a queuing algorithm to Air Force Specialty (AFS)/crew size clusters to determine necessary manning to meet flying demands. This value is then compared to work load and crew size manpower demands to determine actual requirements. The Turbo Pascal implementation of QMAN provides rapid manpower estimations that compare favorably with the Air Force standard maintenance manpower model, the Logistics Composite Model (LCOM). The inherent speed of an analytic model, such as QMAN, contrasts with the lengthy run-times required by large and complicated Monte Carlo simulations like LCOM. These lengthy run-times lead to lengthy analysis due to the need for multiple simulation runs before optimal manpower requirements can be determined. QMAN makes possible various types of analyses that were not previously feasible due to LCOM time demands. Examples of

The WHO European Region includes both low and high tuberculosis (TB) incidence countries, bearing about 3% of the global TB burden (in absolute numbers). In 2015, more than 32 000 people lost their lives to TB in the Region, which is also home to one fifth (21%) of the worlds multidrug-resistant TB (MDR-TB) cases. MDR-TB lasts much longer, is more difficult and costly to treat, is prone to more side-effects and has lower probability of treatment success than its drug-susceptible form.. National health systems face increasing challenges in the context of the economic downturn and more dynamic and unpredictable movements of people, both within countries and across borders. In addition, the fragility of national health systems may be worsened by an overall reduction in external donor funding for TB in the Region, as countries generally become wealthier. Providing sustainable health financing, effective people-centred models of care and adequate human resource developments in rapidly changing ...

Communication is a key component of human resource development for sustainable agricultural production and improved food security in Africa. The full potential of agricultural development and ensuring food security can only be realized if improved farming knowledge and technology are communicated effectively, and if rural people are involved in the process and motivated to achieve success. Communication can facilitate agricultural development by giving a voice to those involved (rural people, development workers, researchers, input suppliers, local authorities and national decision makers); fostering acceptance of agricultural development policies and programmes; mobilizing people for participation and action; conveying information for education and training; and helping to disseminate new technologies. Communication media and techniques can help overcome barriers of literacy, language, cultural differences and physical isolation. They are powerful tools to inform and educate people about new ...

Politics played its part in the day-long special meeting of state education ministers the Centre had called today to discuss modalities of the planned year-long awareness drive for the success of Right to Education (RTE) Act. Most non-Congress-ruled states, led by Gujarat, Orissa and Madhya Pradesh, objected to Prime Minister Manmohan Singh posting a letter directly to school headmasters across the country and wanted the same to be routed through states so that their respective Chief Ministers could send a parallel address for the children. Punjab also asked for the letter to be sent through the state.. As reported by The Tribune, the PM has written an evocative letter which, as per the plan, was to be posted to each school principal along with a covering letter from Human Resource Development Minister Kapil Sibal. The idea was to encourage children to seek their legal right.. But now, the letter will not be posted directly by the Centre. After the Education Ministers of Gujarat, Orissa and ...

Health systems played a key role in the dramatic rise in global life expectancy that occurred during the 20th century, and have continued to contribute enormously to the improvement of the health of most of the worlds population. The health workforce is the backbone of each health system, the lubricant that facilitates the smooth implementation of health action for sustainable socio-economic development. It has been proved beyond reasonable doubt that the density of the health workforce is directly correlated with positive health outcomes. In other words, health workers save lives and improve health. About 59 million people make up the health workforce of paid full-time health workers world-wide. However, enormous gaps remain between the potential of health systems and their actual performance, and there are far too many inequities in the distribution of health workers between countries and within countries. The Americas (mainly USA and Canada) are home to 14% of the worlds population, bear only 10%

The ambition of universal health coverage entails estimation of the number, type and distribution of health workers required to meet the population need for health services. The demography of the population, including anticipated or estimated changes, is a factor in determining the universal needs for health and well-being. Demography is concerned with the size, breakdown, age and gender structure and dynamics of a population. The same science, and its robust methodologies, is equally applicable to the demography of the health workforce itself. For example, a large percentage of the workforce close to retirement will impact availability, a geographically mobile workforce has implications for health coverage, and gender distribution in occupations may have implications for workforce acceptability and equity of opportunity. In a world with an overall shortage of health workers, and the expectation of increasing need as a result of both population growth in the global south and population ageing in the

Currently there are proposals and negotiations regarding the strengthening of protection for geographical indications (GIs) in the World Trade Organization. A major proponent of stronger protection for GIs has been the European Union. One of the arguments it has put forward for stronger protection has been that it will provide an avenue for economic development for agricultural producers in developing countries-a way to capture rents in the markets of developed countries. This paper first outlines the proposed changes to the international protection of GIs. Second, the potential for groups of producers to generate and capture rents in foreign markets is assessed under differing assumptions pertaining to industry structure, product differentiation in the short and long run, barriers to entry, reputation and the form of legal protection in importing countries. A discussion of the resource requirements to establish and maintain a GI is also provided. ...
