Health Impact Assessments and Health in All Policies Maps | Public Health Law Research
The purpose of performing Health Impact Assessments (HIAs) and of using Health in All Policies (HiAP) approaches is to incorporate public health considerations into decision-making across a range of sectors, and identify the potential positive and negative health impacts of a proposed law, development project, plan, or other policy, prior to its final approval and implementation.. HIA and HiAP approaches examine the impact of proposed decisions on social, physical, and economic factors that can affect health, examine how certain population groups may be disproportionately affected by a given decision, and seek to engage multiple stakeholders (both governmental and nongovernmental) to improve health equity and decision-making.. HIAs and HiAP approaches can proactively inform policymakers, experts, and community members about the potential health effects of proposed policies, projects, programs, and plans, and can identify strategies to maximize public health benefits, mitigate public health ...
Use of health impact assessment in incorporating health considerations in decision making | Journal of Epidemiology & Community...
Study aim: The aim of this project is to identify from a range of sources the factors associated with the success of a health impact assessment (HIA) in integrating health considerations into the final decision and implementation of a planned policy, programme, or project.. Design: Three methods were adopted: (a) a review of HIA case studies; (b) a review of commentaries, reviews and discussion papers relating to HIA and decision making; and (c) an email survey of a purposive sample of HIA academics, HIA practitioners, and policymakers. Information was captured on the following characteristics: information on the year undertaken; geopolitical level; setting; sector; HIA type; methods and techniques used; identification of assessors.. Main results: Two groups of factors were identified relating to the decision making environment and to the technical conduct of the HIA. With regard to the environment, striking a balance between decision maker ownership and HIA credibility; organisational, ...
Validity of predictions in health impact assessment | Journal of Epidemiology & Community Health
Background: An essential characteristic of health impact assessment (HIA) is that it seeks to predict the future consequences of possible decisions for health. These predictions have to be valid, but as yet it is unclear how validity should be defined in HIA.. Aims: To examine the philosophical basis for predictions and the relevance of different forms of validity to HIA.. Conclusions: HIA is valid if formal validity, plausibility and predictive validity are in order. Both formal validity and plausibility can usually be established, but establishing predictive validity implies outcome evaluation of HIA. This is seldom feasible owing to long time lags, migration, measurement problems, a lack of data and sensitive indicators, and the fact that predictions may influence subsequent events. Predictive validity most often is not attainable in HIA and we have to make do with formal validity and plausibility. However, in political science, this is by no means exceptional.. ...
MN2020 - A Student, Two Teachers and the Limits of Test-Based Education
Heres a piece by a Massachusetts student, discussing her educations gradual erosion as test-based practices made their way through that states school system. Its a painful reminder of what education can look like when were not focused on the next bubble sheet.. The student also offers a perspective on a path forward. She writes, The best, most interesting, and most intellectually challenging classes I took in high school were not the high level AP classes, which challenge mainly through the sheer amount of information, but the senior classes that teachers had been given the freedom to design themselves, with no MCAS or AP test writers peeping over their shoulders. Great educators doing whats best for students is incompatible with a test-based education.. So what is it about test-based schooling that quashes teachers ability to do what they do best? Its not just the tests. Theyre the starting point, but they remain simply one imperfect source of data. The real damage comes with the ...

Epidemiologist and public health specialist Anthony Staines, Professor of Health Systems, DCU, speaking this morning (27 April) on Day 7 of the Ringaskiddy Incinerator Oral Hearing attacked the application lodged by Indaver saying There is NO Risk assessment, that a document was submitted that was labelled Health Impact Assessment (HIA) but does not contain a Health Impact Assessment does not meet the requirements of a HIA and shows a lack of understanding of what is required of a HIA. Read Presentation. Citing multiple sources, Prof Staines outlined what is required of a Health Impact Assessment and is routinely and commonly done in many European Countires, drew attention to the extensive disclaimers included by Indaver in their Hazid report and criticised Indavers presentation of Occupational Medicine Specialists as expert saying it is the wrong professional skill for this setting. Does test-based prescription of evidence-based treatment for malaria improve treatment seeking and satisfaction? Findings of...
This paper sought to examine the relationship between improved malaria case management practice, treatment seeking response times and patient satisfaction in a low-income and middle-income country context. To the best of the authors knowledge, this is the first study to explore whether the substantial investments supporting the widespread implementation of test-based ACT prescription have had knock on positive effects such as reducing critical delays in seeking treatment for febrile illness below the 24 hours threshold recommended by the WHO10 and/or enhancing patient perception of often maligned primary healthcare services.. A negative and statistically significant association between seeking treatment for febrile illness within 24 hours of symptom onset and implementation of test-based ACT prescription at the primary healthcare level was found. Febrile patients were 23% less likely to seek treatment for febrile illness within 24 hours of symptom onset in the 12-month period immediately ...

IJERPH | Free Full-Text | Heat Exposure and Maternal Health in the Face of Climate Change
Climate change will increasingly affect the health of vulnerable populations, including maternal and fetal health. This systematic review aims to identify recent literature that investigates increasing heat and extreme temperatures on pregnancy outcomes globally. We identify common research findings in order to create a comprehensive understanding of how immediate effects will be sustained in the next generation. Following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guide, we systematically reviewed articles from PubMed and Cochrane Reviews. We included articles that identify climate change-related exposures and adverse health effects for pregnant women. There is evidence that temperature extremes adversely impact birth outcomes, including, but not limited to: changes in length of gestation, birth weight, stillbirth, and neonatal stress in unusually hot temperature exposures. The studies included in this review indicate that not only is there a need for further
Questions on Climate Change? Stormfront Has an Answer | Southern Poverty Law Center

Only there can you find a truly unique revelation about the causes of global warming, and it has nothing to do with carbon emissions.. Its the Jews.. That the nefarious Jews are behind climate change and carbon trading scams comes from no less an authority than a Stormfront member of more than three years who posts under the moniker of ZOG.gov. (ZOG is a white supremacists acronym for Zionist Occupied Government.) He thoughtfully posted photos and biographical information of nine climate experts whom he identified as being Jewish. In a tiny oversight, however, ZOG.gov neglected to explain what the nefarious nine have said that is a climate change-related scam. At least two of the climate curmudgeons have been awarded lucrative genius grants from the MacArthur Foundation. (Not to worry, Stormfront ...
Climate Change May Have Helped Emergence of New Coronavirus
FRIDAY, Feb. 5, 2021 (HealthDay News) -- Its a link few might have considered, but a new study indicates that climate change may have prompted the COVID-19 pandemic.. Rising temperatures caused by greenhouse emissions have boosted the growth of bat-friendly forest habitat in Chinas southern province of Yunnan and neighboring areas, making the region a hotspot for bat-borne coronaviruses, the researchers explained. Genetic data suggest the new coronavirus may have arisen in this region.. Coronaviruses are common in bats, and its believed that SARS-CoV-2 -- the virus that causes COVID-19 -- may have originated in bats and then jumped into humans.. In the area analyzed in the study, climate change-related increases in temperature, sunlight and atmospheric carbon dioxide -- which affect the growth of plants and trees -- have caused the natural habitat to change from tropical shrubland to tropical savannah and deciduous woodland.. Its now a welcoming environment for many bat species that ...

While Some Animal-Transmitted Diseases of the Poor Are Declining, Other, Mostly Foodborne, Diseases Are on the Rise
Around 70 percent of all infectious diseases are zoonotic, moving from animals-usually livestock-to humans, through either contact or the consumption of animal products and by-products. The International Livestock Research Institute estimates that 2.7 million people die from zoonotic diseases each year, while approximately 2.5 billion people get sick. To offer some sense of scale, a recent study led by Lawrence Summers, former treasury secretary and former director of the National Economic Council at the White House, estimated that the costs of pandemic diseases-nearly all of which begin in animals-fall in the same range as those expected by climate change-related disasters.. And yet only 4.5 percent of development money, of aid, goes to agriculture, Carel du Marchie Sarvaas, executive director of the International Federation for Animal Health-the global trade association for leading animal pharmaceutical health companies-told Devex. A large proportion of Athenians live in 4 to 6 storey apartment buildings and many others in 8 -storey. Due to the narrowness of most streets, the high permissible site coverage and the contiguity of buildings (that in many cases form an uninterrupted urban wall) the views for most dwellers are limited to the fronts or the backs of other apartments. Inhabitants of lower floors of such buildings often miss even a view of the sky. This lack of contact with nature is further aggravated for a large proportion of residents by the absence of urban parks or vegetation on the street. Most buildings have no front yard, and, when they do, many assign it to parking. In addition most sidewalks are too narrow to accommodate substantial vegetation and the dusty, polluted air stresses the plants; they rarely survive to maturity. An additional stressor is low annual rainfall exacerbated by the very high percentage of impermeable surfaces that flush rainwater. In all, the general urban ambiance is devoid of ...

That Grass is Brown
And, yes I do read on the steps.. Labia would come back from these trips with new hairstyles, gorgeous clothes and a tan. She lived in the penthouse of a 25 story apartment building overlooking the city. Her stepfather was a huge executive, and her family bled money. Labia was fluent in three languages. She was skinny, funny and athletic. Bottom line: I thought Labias was the life I wanted. That is, until I lived it for a few days. Once I had the chance to spend a long weekend with Labias family. Major letdown. Labia had to constantly watch her younger brother. There was no privacy. The home felt chaotic. People argued. I felt out of place. Their toothpaste was weird. Everyone talked while I was trying to watch Dynasty (major pet peeve - if we ever hang out, do not talk while Im trying to watch one of my shows). I wanted to go home. Clearly, this lifestyle worked for Labia and her family and they were happy. It just didnt jive with me.. Even at the ripe age of fifteen I realized that the ...

OPUS 4 | Determining significance in social impact assessments (SIA) by applying both technical and participatory approaches :...
One of the main objectives of impact assessments is to identify potentially significant impacts. However, determining this significance has received very limited attention as a procedural step in social impact assessments. Consequently, only limited research and documentation exists on approaches, survey tools and evaluation methods, especially with regard to participatory approaches and combined participatory-technical approaches. This study aims to address this research gap by developing and applying a joined participatory and technical impact significance evaluation. The approach is applied in a case study which analysed the livelihood impacts of the large-scale concentrated solar power plant NOORO I in Ouarzazate, Morocco.
The analysis shows that although different approaches and significance criteria must be applied when involving both local stakeholders and experts, the linked analysis offers more robust results and an improved basis for decision-making. Furthermore, it was observed in the case

case studies on individual borrowers While the impact assessment has adopted the approach of comparing both before and after situations and those with a control group, any changes that are observed, positive and negative, can not be attributed to the FDF program interventions alone. The impact assessment simply tells us what are the differences or changes in the lives of the borrowers in comparison to the before and after situation and in comparison to non-borrowers with a similar socio-economic profile to the borrowers before they received a first loan. The changes can be due to a number of dynamic factors operating at the community and household level. Causality for these changes is difficult to establish. At the same time, the viability of a credit operation should not be judged on the basis of financial measures alone. In the context of development many additional measures are relevant. Key Findings and Conclusions. FDF has been able to develop a successful model in micro-credit using ...

Glossary | Health Impact Assessments - UCLA SPH
Health inequalities can be defined as differences in health status or in the distribution of health determinants between different population groups. For example, differences in mobility between elderly people and younger populations or differences in mortality rates between people from different social classes. It is important to distinguish between inequality in health and inequity. Some health inequalities are attributable to biological variations or free choice and others are attributable to the external environment and conditions mainly outside the control of the individuals concerned. In the first case it may be impossible or ethically or ideologically unacceptable to change the health determinants and so the health inequalities are unavoidable. In the second, the uneven distribution may be unnecessary and avoidable as well as unjust and unfair, so that the resulting health inequalities also lead to inequity in health ...

However, since no exposure-response functions were available for the chronic, long-term effects of exposure to black smoke when we conducted the Apheis study, this second part of our HIA was limited to acute, short-term effects, and thus addressed only a small fraction of the total, long-term impact of black smoke ...

As the recovery and rehabilitation phase is under way, particular attention now needs to be paid to preventing potential health risks to the population of the affected areas, and the nearly 4000 rescue workers and volunteers involved in the clean-up. Exposure to the mud by contact, inhalation or ingestion should be minimized. This requires completing the removal of the sludge from the affected areas (particularly houses), monitoring the concentration of outdoor and indoor air pollutants, and providing the population and first-line workers with clear advice on protecting themselves. The International Cancer Microbiome Consortium is an attempt to bring stakeholders together who work in the field of cancer microbiome research to create a consensus statement, really, on the role of the microbiome in cancer initiation and progression but also on its impact in cancer therapeutics. What we find is that the cancer microbiome field is rapidly evolving, almost exponentially, and it seems like every month we have new insight into its critical functions in cancer. But in that context what we need is to perhaps standardise some of the language, create definition and objectively review evidence to try and help the research community strategize their research.. Why is the ICMC meeting important?. What we have is several competing theories as to the role of the microbiome across multiple different cancers. We have evidence coming from multiple different fields: we have evidence from animal experiments, cell-lines and from human studies, although theres really not that many human studies ...

HEALTH IMPACT ASSESSMENT | Occupational & Environmental Medicine
Health impact assessment (HIA) is concerned with the health of populations.1 It generally attempts to predict the future health consequences-both positive and negative impacts-of an intervention such as a policy,2 programme, or project3 (hereafter collectively referred to as a proposal).1,4,5 There are several definitions of HIA in the literature; for example, a combination of procedures, methods and tools by which a policy, program or project may be judged as to its potential effects on the health of a population and the distribution of effects within the population.6 The overall aim when conducting an HIA is to influence decision making to minimise the harm and maximise the health benefit of proposals.7 This might happen in three ways: (1) by raising the general awareness among decision makers that their actions affect health; (2) by informing decision makers of the likely specific impacts of particular decisions; and (3) by helping those potentially affected by decisions to participate in ...

Privacy Impact Assessment - Wikipedia
A Privacy Impact Assessment (PIA) is a process which assists organizations in identifying and minimizing the privacy risks of new projects or policies. A Privacy Impact Assessment is a type of impact assessment conducted by an organization (typically, a government agency or corporation with access to a large amount of sensitive, private data about individuals in or flowing through its system). The organization audits its own processes and sees how these processes affect or might compromise the privacy of the individuals whose data it holds, collects, or processes. PIAs have been conducted by various sub-agencies of the U.S. Department of Homeland Security (DHS), and by many others. A PIA is designed to accomplish three goals: Ensure conformance with applicable legal, regulatory, and policy requirements for privacy; Determine the risks and effects; and Evaluate protections and alternative processes to mitigate potential privacy risks. A privacy impact report seeks to identify and record the ...

Nigeria, as a developing country with a population of about 180 million, has been adversely impacted by climate change due to its vulnerability and low coping capability. Evidences have shown that climate change impacts on Nigeria arise from various climate change-related causes such as increase in temperature, rainfall, sea level rise, impact on fresh water resources, extreme weather
Lessons learned from Vietnam NCAP Project | weADAPT | Climate change adaptation planning, research and practice
In recent decades Thua Thien Hue Province has experienced an increase in climate change-related events: significant increases in temperature, wet season rainfall, flooding and inundation have been noted. Consequently, incidences of drought, river bank and coastal erosion, and salinity intrusion have become more severe. Thanks to project activities supported by the NCAP, policy makers and communities in Thua Thien Hue have become more aware of the extent that climate change will have on all sectors of society and in particular on agricultural production and in coastal areas. In the course of the project, the following lessons have been learned.. Take advantage of local resources and existing knowledge. Optimal and creative use of all available local resources and consideration of all relevant past and ongoing studies and projects was a priority focus of this project. Within the extended project timeframe, IMHEN as the implementing party was able to produce a variety of outputs on a limited ...
Improving outcomes and reducing costs of decision-making impacting the environment
What is the best way to effectively identify and notify the public concerned about proposed activities affecting the environment? Are countries providing early public participation when all options, including the zero option (doing nothing), are genuinely open? Is it right if at public hearings the audience consists of a large group of men in suits with no elderly persons or women? How can Aarhus principles help peacebuilding in Myanmar and China? What are the obstacles to effective public participation in national climate change-related decision-making on the way to the Paris agreement?. These were some of the questions discussed at a meeting of the Task Force on Public Participation in Decision-making under the Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters (Aarhus Convention), held in Geneva on 23 and 24 February 2015 under the leadership of Italy. The meeting gathered representatives of numerous Parties to the ...
Demystifying the Role of Ecosystem Services in Impact Assessments | World Resources Institute
Ensuring that development projects benefit both people and the planet is becoming more and more of a priority. Environmental and social impact assessments (ESIA) have been in use for decades to consider the effects of projects such as dams, highways, and oil and gas development. Over the years, ESIAs have evolved to cover both [environmental and social impacts](http://www.wri.org/publication/ecosystem-services-review-for-impact-assessment), including health and human rights. However, the assessments often study social or environmental factors separately from one another, missing the many ways in which they interact. In 2012, important financial institutions--the International Finance Corporation and the Equator Principles Financial Institutions--[took a welcome step](http://insights.wri.org/news/2011/11/ecosystem-services-and-new-ifc-performance-standards) towards promoting a more holistic approach to impact assessment, requiring their clients to address ecosystem services as part of their due diligence
Clarifying the Status of Pollen in Honey: Substitute Impact Assessment of EC Directive Amending Council Honey Directive 2001...
Following the ruling by the Court of Justice of the European Union (CJEU) in the Bablok case, the European Commission proposes to clarify the status of pollen in honey and to define it as a natural constituent of honey rather than an ingredient,
as decided by the CJEU. This has practical implications on European labelling, supervision and authorisation requirements for honey. In addition, it has potential economic, social and environmental implications. The European Commission proposal to change the status quo was not accompanied by an impact assessment.
This substitute impact assessment provides an overview of the European honey industry and a legal analysis of a change in the status of pollen in honey. From this, the most important economic, social and environmental impacts are identified and presented.

Urban regeneration as population health intervention: a health impact assessment in the Bay of Pasaia (Spain) | International...
An important health issue in urban areas is how changes arising from the regeneration of city-areas affect social determinants of health and equity. This paper examines the impacts attributable to a new fish market and to delays in the regeneration of a port area in a deteriorated region of the Bay of Pasaia (Spain). Potential differential impacts on local residents and socially vulnerable groups were evaluated to determine health inequalities. An in-depth, prospective and concurrent Health-Impact-Assessment (HIA) focused on equity was conducted by the regional Public Health Department, following the Merseyside guidelines. Data from different sources was triangulated and impacts were identified using qualitative and quantitative methods. The intervention area is characterised by poor social, environmental, and health indicators. The distinctness of the two projects generates contrasting health and inequality impacts: generally positive for the new fish market and negative for the port area. The former

Health Impact Assessment Blog: WHO Urban HEART Consultation Day 2
There was a wide-ranging discussion of how and whether universal health coverage should be reflected in the Urban HEART indicators. There was a broad agreement that there should be at least one amongst the core indicator set that deals with universal health coverage, given the global focus on it, but its hard to identify what the key domains of UHC are. Its generally regarded as having three dimensions - access to health services, utilisation of health services and financing of health services. There was recognition across the workshops that whilst UHC financing clearly has an impact, it often lies beyond the scope of local government to influence. They have a greater role in access and utilisation, often by providing co-funding or premises and in some cases payments to cover the direct health care costs of the poor ...

Insects | Free Full-Text | Comparison of Three Bed Bug Management Strategies in a Low-Income Apartment Building
Bed bug (Cimex lectularius L.) infestations are currently controlled by a variety of non-chemical and chemical methods. There have been few studies on the comparative effectiveness of these control techniques. We evaluated three bed bug management strategies in an apartment building: (1) non-chemical methods only (n = 9); (2) insecticides only (n = 6); and (3) integrated pest management including both non-chemical methods and insecticides (n = 9). The apartments were one-bedroom units occupied by seniors or people with disabilities. Bed bug numbers in each apartment were determined by visual inspection and/or installing intercepting devices under bed and sofa legs. The median (min, max) bed bug counts in the non-chemical methods only, insecticides only, and integrated pest management (IPM) treatment were: 4 (1, 57), 19 (1, 250), and 14 (1, 219), respectively prior to the treatments. The apartments were retreated if found necessary during biweekly to monthly inspections. After 10 weeks, bed bugs were

Realizing the electric-vehicle revolution | Nature Climate Change
Substantial work has shown the potential energy and climate benefits of full battery electric vehicles (BEVs) - an important policy option to mitigate climate change - but there are still uncertainties about their market diffusion. Research shows the importance of assessing BEV diffusion from an integrated perspective, focusing on the interaction between technology and behaviour. Full battery electric vehicles (BEVs) have become an important policy option to mitigate climate change, but there are major uncertainties in the scale and timing of market diffusion. Although there has been substantial work showing the potential energy and climate benefits of BEVs, demand-side factors, such as consumer behaviour, are less recognized in the debate. We show the importance of assessing BEV diffusion from an integrated perspective, focusing on key interactions between technology and behaviour across different scales, including power-system demand, charging infrastructure, vehicle performance, driving patterns and

Climate Change: The Next Generation: North American Countries Target Super Greenhouse Gases Through Strengthened Ozone...
Last year, the HFC phase-down was considered premature by some Parties, who wanted to first agree on the funding for the accelerated HCFC phase-out agreed to in 2007. Earlier this month, the funding issue was resolved when guidelines were agreed upon for releasing the $490 million for phasing out HCFCs. The decision was made by the Executive Committee of the Montreal Protocols funding mechanism, known as the Multilateral Fund. The Multilateral Fund also agreed to pay a 25% premium for climate benefits when phasing out HCFCs, above and beyond the ozone-only cost-effective thresholds, where the project will provide climate benefits. This provides an incentive for countries to choose energy efficient, low‐global warming potential (GWP) replacements instead of high‐GWP HFCs when phasing out HCFCs. This is the first time any treaty has taken this innovative approach. ...

Cary Adams, CEO of the Union for International Cancer Control, and Katie Dain, CEO of the NCD Alliance. …Low- to middle-income countries are bearing the brunt of [the cancer burden]. Approximately 70 percent of cancer deaths occur in developing countries, which are the most ill-equipped to cope with this burden. … If we aim to meet our pledge to avoid so many premature deaths from cancer, a strong committed response from national governments will be key. … We must continue to position cancer in the broader health and development agenda, especially around the issue of universal health coverage, and make the case for cancer to receive adequate funding. These global cancer commitments need to translate into national action. … Let World Cancer Day draw a line in the sand and let 2018 be known as the year that we began to close the treatment access gap at the national level. Lets set ourselves firmly on the way to ensuring that at the very least, everyone living with cancer receives basic ...

© 2020 The Authors. International Journal of Cancer published by John Wiley & Sons Ltd on behalf of Union for International Cancer Control. Childhood cancer is a priority in Egypt due to large numbers of children with cancer, suboptimal care and insufficient resources. It is difficult to evaluate progress in survival because of paucity of data in National Cancer Registry. In this study, we studied survival rates and trends in survival of the largest available cohort of children with cancer (n = 15 779, aged 0-18 years) from Egypt between 2007 and 2017, treated at Childrens Cancer Hospital Egypt-(CCHE), representing 40% to 50% of all childhood cancers across Egypt. We estimated 5-year overall survival (OS) for 14 808 eligible patients using Kaplan-Meier method, and determined survival trends using Cox regression by single year of diagnosis and by diagnosis periods. We compared age-standardized rates to international benchmarks in England and the United States, identified cancers with inferior
