In contrast to most of the literature there is immobility of housing and urban infrastructure, and investment in these assets is taken on the basis of forward-looking behavior. In the presence of these fixed assets cities form sequentially, without the population swings in existing cities that arise in current models, but with swings in house rents. Equilibrium city size, absent government, may be larger or smaller than is efficient, depending on how urban externalities vary with population. Efficient formation of cities with internalization of externalities involves local government intervention and borrowing to finance development. Levy therefore argues that libertarians and liberals can find common ground in opposing a variety of government interventions that restrict liberty in order to benefit the non-poor, often at the expense of the disadvantaged. This study constructs a framework that includes the resource and environmental costs to analyze overcapacity using the non-radial direction distance function and the price method to measure industrial capacity utilization and market segmentation in 29 provinces in China from 2002 to 2014. Civil Service Agency in Bosnia and Herzegovina had made a report about the evaluation of civil servants in the institutions of Bosnia and Herzegovina for the period of the first six months of 2012. For the first time, this type of evaluation has been made according to the new book of regulations.. The Civil Service Agency does not know how many servants were evaluated. They explained that the new cycle of evaluation for the period from June to December 2012 has to be done properly and addressed to the Agency so they will have a complete report consisting of objective evaluation of civil servants..
