This article comments on the development of school boards in Sweden. These boards are elected with parents in majority in compulsory schools. Data were gathered through interviews, observations and analysis of documents (e.g., school board minutes). The results indicate that different interests are not adequately balanced on the boards. Communication between the board and parents not on the board was unsatisfactory in many cases and such parents felt excluded from the boards activity. The principals collaboration with the boards chairperson was an important influence on the board. Evaluation, support and feedback from the local school authority were often neglected. The report reviewed how BHB should develop its facilities in order to provide the quality and range of healthcare services needed by Bermuda. After a decade of devolution and amid uncertainties about its effects, it is timely to assess and reflect upon the evidence and enduring meaning of any economic dividend of devolution in the UK. Taking a multi-disciplinary approach utilising institutionalist and quantitative methods, this paper seeks to discern the nature and extent of any economic dividend through a conceptual and empirical analysis of the relationships between spatial disparities, spatial economic policy and decentralisation. Situating the UK experience within the historical context of its evolving geographical political economy, we find: i) a varied and uneven nature of the relationships between regional disparities, spatial economic policy and decentralisation that change direction during specific time periods; ii) the role of national economic growth is pivotal in explaining spatial disparities and the nature and extent of their relationship with the particular forms of spatial economic policy and decentralisation

Rising Scottish self-consciousness could have threatened both these minorities. But in reality, problems proved to be solutions, integrating rather than alienating. In the eyes of the minorities, the devolution of power to a Scottish Parliament has made Scots at once more proud and less xenophobic. English immigrants also felt that devolution has defused tensions, calmed frustrations, and forced Scots to blame themselves rather than others for their problems.
