The statistical forecasting efficiency of new crop corn and soybean futures is the topic of frequent academic inquiry. However, few studies address the usefulness of these forecasts to economic agents decision making. Each year Central Illinois producers are faced with the decision to plant either corn or soybeans on marginal acreage. Agronomic concerns aside, these decisions hinge on the expected relative return of corn versus soybeans, which is largely a function of expected new crop prices. Do new crop futures prices reliably guide producers into the correct production decision? The results suggest that over the entire period of the analysis, futures markets provide only marginal decision-making information to the producer; however, more recent signals do appear to be useful. Further analysis explores several possible factors that could explain why the signals have improved so significantly since 1985 ...

Seismic loss estimation is essential to incorporate seismic risk of structures into an efficient decision-making framework. Evaluation of seismic damage of structures requires a multidisciplinary approach including earthquake source characterization, seismological prediction of earthquake-induced ground motions, prediction of structural responses exposed to ground shaking, and finally estimation of induced damage to structures. As the study region, Erzincan, a city on the eastern part of Turkey is selected which is located in the conjunction of three active strike-slip faults as North Anatolian Fault, North East Anatolian Fault and Ovacik fault. The Be afraid, Boo! inflammatory rhetoric being spewed forth during this political campaign is aimed at the fearful base of our culture. And no surprise at all, it works. It makes people fearful and scared people can, and some will, do terrible things. The easy access to guns only makes this situation worse, so those that use such rhetoric have to accept responsibility for instigating the very ugly attitude and resulting actions in the USA at present. This account from Minnesota Vikings game is an illustration of what has been wrought in an attempt to win votes. ...

As the development of malaria vaccines accelerates, work is also underway on the policy front to pave the way for decisions on possible malaria vaccine use. Early planning is crucial to the successful adoption and introduction of a vaccine. To facilitate the process, several African countries and their international partners are using a malaria vaccine decision-making guide. The planning guide is designed to help ministries of health prepare to decide, in a timely manner, if and how a vaccine should be introduced into their health systems to complement existing malaria control strategies. This website contains information about this work and also features an interactive map showing the progress in sub-Saharan African countries that are preparing for malaria vaccine decisions. Capacity building is often described as fundamental to the success of health alliances, yet there are few evaluations that provide alliances with clear guidance on the challenges related to capacity building. This article attempts to identify potential challenges of capacity building in multistakeholder health alliances. The study uses a multiple case study design to identify potential challenges and trade-offs associated with capacity building in four community health alliances in the United States. Multiple challenges were found to be common across the four alliances, including specifying appropriate governance structures and decision-making frameworks, aligning stakeholder interests with the vision of the alliance, balancing short-term objectives with long-term goals, and securing resources to sustain the effort without compromising it. These challenges often involved trade-offs and choices that alliances need to prepare for if they are to approach capacity building in a planful rather than a ...

Any top performing board of directors must attract the right mix of diversity of thought and idea to create a productive level of tension. Board of director diversity may be found in people with varying age, cultural heritage, sex and/or professional and educational background. It requires a commitment and level of perseverance to attract and retain board of director diversity.. Lastly, seek independent board members. As board members, we are all familiar with strategic planning, it is at the core of our work advising and governing businesses. A strategic planning session can range from a short informal discussion to an all-day or multiple-day event, or a process taking a couple of months in several intervals with many hours of slides and whiteboarding. It can also be a struggle to engage everyone involved during this time, with differing opinions, experiences, and interests. Frequently you will spend this time analyzing the company, and in some cases, you will only receive a report from which you will be required to make and approve major decisions. The whole process may be generally avoided for all of these reasons. More and more boards are asking for ways to decrease the amount of time that strategic planning takes so they can spend more time working on the solutions. Furthermore, they do not want to reinvent the wheel and increasingly demand efficient frameworks to make their lives easier and roles more ...

Studies have shown that a substitute decision-makers perception of what a patient would want may not always agree with the patients actual preferences.48-51 Furthermore, discussions between patients and their substitute decision-makers about advance care planning are associated with higher levels of agreement.48-51 Therefore, clinicians should ask patients to invite substitute decision-makers to be involved in these discussions so that they are accurately informed about patients values and preferences for care at the end of life. Because substitute decision-makers may be required to make in-the-moment decisions under conditions of uncertainty, they should be involved in goals-of-care discussions so that patients can establish leeway in substitute decision-making. For example, if a patient is in a state of health that he or she has declared unacceptable, the substitute decision-maker may be given no leeway; however, under conditions of uncertainty, the substitute decision-maker may be given ...
