New Haven, CT: (Mar-09-08) Federal agencies brought charges against Yale-New Haven Hospital, alleging that it billed Medicare for inflated charges. Officials claimed that the allegations involved charges to Medicare for infusion therapy, chemotherapy administration and blood transfusion services. According to federal laws, Medicare only allowed payment for one unit of infusion therapy and chemotherapy administration per patient visit, and one unit of blood transfusion services per day. The lawsuit accused Yale-New Haven Hospital of billing Medicare for multiple units of these services ...
The history of Yale New Haven Hospital extends back to 1826 when the General Hospital Society of Connecticut was chartered as the first hospital in Connecticut and the fourth voluntary hospital in the nation. The hospital rented temporary quarters and raised US$5,000 toward the purchase of land and construction. A new 13-bed hospital opened in 1833 on seven and a half acres of land bordered by Cedar Street and Howard, Davenport and Congress avenues. The original building, called the State Hospital, was designed by prominent New Haven architect Ithiel Town and cost US$13,000. In 1862, the State Hospital was converted to a military hospital to care for Union soldiers during the American Civil War. The hospital was renamed to the Knight United States Army General Hospital in honor of Jonathan Knight, the president of the board of trustees. Some attending physicians moved with the civilian patients to temporary quarters on Whitney Avenue. After the Civil War, the hospital was turned over to the ...

Beginning in 1990, funded by the National Institutes on Aging, a multidisciplinary group of researchers at Yale were among the first to show that falls could be prevented and that even after accounting for the costs of intervention, fall prevention is cost effective because it decreases health services utilization. See list of references.. In fiscal year 1996 the State of Connecticut Injury Data report revealed that Connecticut s most common and costly unintentional injuries were fall related. In response to this data, in early 2000 the Connecticut Hospital Association; the Connecticut Association for Home Care, Inc.; Gaylord Hospital; Qualidigm; Yale School of Medicine; and University of Connecticut School of Medicine proposed an interdisciplinary fall prevention effort to translate original work at Yale University into protocols that could be used in clinical and community settings. This effort was named The Connecticut Collaboration for Fall Prevention (CCFP) and was funded by the Donaghue ...

Connecticut Quaternary Geology Long Island Submerged Marine Deltaic Deposits identifies early postglacial, marine deltaic deposits submerged in Long Island Sound. This information appears on Sheet 1 of the The Quaternary Geologic Map of Connecticut and Long Island Sound Basin (Stone and others, 2005). The Connecticut Quaternary Geology digital spatial data combines the information portrayed on the on-land portion of the Quaternary Geologic Map of Connecticut and Long Island Sound Basin (Stone and others 2005) with the information portrayed on its sister map, the Surficial Materials Map of Connecticut (Stone and others, 1992). When used together, these maps provide a three dimensional context for understanding and predicting the internal composition, resource potential and hydrologic character of Connecticuts glacial and postglacial deposits. Both were compiled at 1:24,000 scale, and published at 1:125,000 scale. The Quaternary Geologic Map of Connecticut and Long Island Sound Basin (Stone and ...
When you are arrested for a misdemeanor or felony crime in the Connecticut courts, or when you are required to appear in Connecticut traffic infraction court to fight your Stamford, Greenwich, Darien or other Connecticut speeding, cell phone or marijuana infraction ticket, then you must appear in court by 10am on your court date. If you are not in court when they call your case, then sometimes, but not always, the judge will order the Bail Commissioner to send you a warning letter in Connecticut called a Bail Commissioners Letter or BCL that informs you of your next court date and warns you that if you do not show up for this next court date, then a Connecticut arrest warrant will be issued against you for Failure to Appear in court, and that your bail and bond will be forfeited (click here for more information on Bail and Bonds in Connecticut criminal cases). The best Stamford Connecticut criminal lawyers know, however, that BCLs are not always issued, and sometimes a judge will order you ...

Lawmakers short-changed Connecticuts Special Transportation Fund by $650 million between 2011 and 2017, according to a transportation funding document released by Senate Republicans - more than enough to pay Connecticuts portion of the new commuter rail line from New Haven to Springfield, Massachusetts.. The vast majority of the funds were diverted away from transportation funding, meaning the revenue scheduled to be placed in the STF was kept in the General Fund to aid with budget deficits and general government expenses.. Senate Republicans published their Prioritize Progress plan as an answer to Connecticuts transportation funding problems which doesnt rely on tolling Connecticuts highways. Instead, the plan calls for more targeted bonding for Connecticut projects.. The STF is funded through several taxes and fees, including the gasoline tax, a gross receipts tax on petroleum companies, a portion of the state sales tax, motor vehicle receipts and licensing fees.. Connecticuts ...
Cassell and colleagues from the Department of Biostatistics at the Yale School of Public Health, the Yale School of Forestry & Environmental Studies and the Connecticut Department of Public Health, analyzed cases of non-outbreak legionellosis requiring hospitalization between Jan. 1, 1999 and Dec. 31, 2015. Specifically, two regional watersheds, the Naugatuck and Quinebaug, showed a higher incidence of disease compared to the statewide average. An increased rate of the disease was found among those living near four rivers. Those living within 10 miles of the Quinebaug River and the Hockanum Brook had the highest increased risk of disease. Meanwhile, people living near the Saugatuck River in Western Connecticut and the Shetucket River in Eastern Connecticut were at lower-than-average risk of getting the disease. Researchers found no relationship between the health of the river and the number of cases of the disease within the surrounding ZIP codes. Two plausible explanations for the link between ...

Hartford - The Distilled Spirits Council today urged the members of the Connecticut Joint Committee on Revenue, Finance and Bonding to consider repealing Connecticuts Sunday alcohol sales ban as a revenue-raising alternative to the Governor M. Jodi Rells proposal to raise hospitality taxes. A tax on alcohol is a tax on Connecticuts hospitality industry, said David Wojnar, Vice President of the Distilled Spirits Council, who will testify at todays hearing on the tax increase. Restaurants, hotels, liquor stores and workers who depend on them will pay the price for this increase in hospitality taxes. The consumer and business-friendly solution is to allow Sunday alcohol sales. This approach repeals Connecticuts Prohibition-era Blue Law while bringing the state as much or more revenue, Wojnar stated. It gives consumers much greater convenience and stops the flood tide of revenue-draining cross-border sales. The passage of Sunday alcohol sales in Connecticut could generate $6.7 million ...

By R. Scott Warren, Professor of Botany. Presented at the October 6, 1999, meeting of the Connecticut College faculty. William A. Niering, Lucretia L. Allyn Professor of Botany, came to Connecticut College in the fall of 1952 with appointment as instructor of Botany; that year he taught seniors in the class of 1953. He died this August 30th, 47 years later, just after speaking to the class of 2003 on the importance of environmental stewardship in their roles as citizens of both Connecticut College - and the rest of Planet Earth. With that address, Bill touched half a century of Connecticut College students, and his 47 years here spanned more than half of the life of his - and - our institution - a couple of rare claims for a faculty member toward the end of 20th century.. But Bill Niering will be remembered at Connecticut College and in international scientific and conservation communities for much more than his longevity.. ...

Hitler and his henchmen victimized an entire continent and exterminated millions in his quest for a co-called Master Race. But the concept of a white, blond-haired, blue-eyed master Nordic race was not Hitlers. The idea was created in the United States, and cultivated in Connecticut, two to three decades before Hitler came to power, the product of the American eugenics movement. Hartford and indeed the state of Connecticut played an important albeit unknown role in this countrys campaign of ethnic cleansing. Whats more, Connecticut was an important player in Americas eugenic nexus with Nazi Germany. Eugenics was the racist American pseudoscience determined to wipe away all human beings except those who conformed to a Nordic stereotype. The philosophy was enshrined into national policy by forced sterilization and segregation laws, as well as marriage restrictions enacted in 27 states. In 1909, Connecticut became the third state to adopt such laws. Ultimately, eugenics coercively sterilized ...

On March 14, the Connecticut Supreme Court issued its ruling in Donna Soto, et al. v. Bushmaster Firearms International, LLC, et al. (SC 19832), a lawsuit stemming from the Dec. 14, 2012, mass shooting at Sandy Hook Elementary School in Newtown, Connecticut. That lawsuit saw the plaintiffs - administrators of the estates of nine of the victims - bring a variety of claims against defendant Bushmaster, the manufacturer of the XM15-E2S modern sporting rifle used by the shooter. These include a negligent entrustment claim for wrongful death and a claim based on the Connecticut Unfair Trade Practices Act (CUTPA). At the trial court level, Bushmaster and the other defendants moved to strike all of the plaintiffs claims based on the federal Protection of Lawful Commerce in Arms Act (PLCAA). The PLCAA, with some exceptions, makes firearms manufacturers immune from civil lawsuits based on criminal or unlawful use of the firearms that they manufacture. Group B streptococcal (GBS) infections are the leading bacterial cause of serious neonatal disease in the United States (1). In 1996, in collaboration with the American Academy of Pediatrics and the American College of Obstetricians and Gynecologists, CDC issued consensus guidelines for preventing perinatal GBS disease (2--4). These guidelines recommend using either a screening-based or a risk-based strategy to identify women who should receive intrapartum antimicrobial prophylaxis. To assess adoption of the GBS disease prevention guidelines, the Connecticut and Minnesota state health departments surveyed prenatal-care providers during January--April 1998. This report presents the survey findings, which indicate that most prenatal-care providers in Connecticut and Minnesota have adopted perinatal GBS disease prevention policies and that strategy choice may vary by state and provider type. In Connecticut, surveys were mailed to all (n=576) licensed obstetricians/gynecologists (OBs). Group ...

During his speech, Malloy outlined five ideas spanning early education through college to ensure that every student has access to a quality education. First, he emphasized the need for universal pre-kindergarten for all children and pledged an additional 1,200 early childhood education opportunities next year, expanding to 4,000 by 2019.. Second, he announced a college savings plan for every child born or adopted in Connecticut to help make college more affordable. Under the plan, the state would help parents start a tax-free savings account with $100 in it. If parents add $150 to it within the first four years of the childs life, the state will match that number for a total state investment ...

This is a 5-day tour that goes from the Connecticut shoreline up through State Forests and back down to the Rhode Island shoreline. The roads are mostly quiet and the scenery is gorgeous. The trip starts and ends in New Haven, with a Metro North ride at either end. Be aware that bikes are not permitted on rush hour trains in either direction on the New Haven line. We started and ended on a weekday, so we had to take a 9:04 train and thus started in New Haven a bit after 11:00. For this reason, we took the flatter of the two Day 1 routes. This stays on Rte. 1 for 11 miles, but theres a wide shoulder for most of it and traffic was not bad. The original route has a lot of climbing over the second half, including a 13.5% grade. (Both routes are included below.). The second day is also hilly, but with fabulous scenery. Because of the threat of rain, we did not do the first section through Cockaponsett State Forest, but instead went straight up CT-154 from the Inn to CT-82E and turned right. This cut ...
Ryan Duques, business owner, entrepreneur and chairman of the Madison Economic Development Commission, said there have been two major global shifts that have affected the career paths of the younger generation during the past two decades. Duques company TutaPoint provides online teaching and tutoring to students, where instructors choose their own schedules as well as work from their own home or office. Eileen Banisch, executive director of the Madison Chamber of Commerce, said there are many reasons younger people tend to gravitate more toward creating their own opportunities, including having complete say-so over decision-making. According to the Connecticut Department of Labor, unemployment is at 6 percent compared to the national 5.4 percent unemployment rate. According to the Connecticut Economic Resource Center town profile released in 2014, Guilfords unemployment rate was at 5.6 percent and Madison stood at 5.4 percent. According to Stephen Kops, chairman of the Guilford Economic

The Connecticut Department of Public Health has re-issued a statewide Sickle Cell Disease education campaign that includes three award-winning television and radio spots, to continue to raise awareness of Sickle Cell Disease (SCD).. Sickle Cell Disease (also known as sickle cell anemia) is a group of life-long blood disorders that affects hemoglobin, the molecule in red blood cells that delivers oxygen to cells throughout the body. People with this disorder have atypical hemoglobin molecules called hemoglobin S, which can distort red blood cells into a sickle, or crescent shapes, which then clog capillaries.. The campaign puts a face on a disease most have heard of but few truly understand, stated DPH Commissioner Dr. J. Robert Galvin. Sickle Cell Disease often disrupts daily living with illness, pain, trips to emergency departments, stigma and a compromised quality of life. It can lead to a number of medical complications including stroke, acute chest syndrome and organ damage.. The ...

There is a long history in Connecticut of providing permanent supportive housing to homeless populations. Ten years ago, the Corporation for Supportive Housing helped with data matching for the most vulnerable people in the state. The first match between HMIS and state Medicaid data was for a re-entry program for the criminal justice population. They used that data-matching model to identify housing needs and ultimately to decrease costs for high-cost Medicaid users. This cost savings resulted from a substantial reduction in the utilization of health care and shelter systems. The Connecticut Coalition to End Homelessness received a federal Social Innovation Fund grant to house the 160,000 highest-cost Medicaid beneficiaries who use housing services. Once this grant was in place, the state experienced a decrease in high-cost medical services use, such as emergency departments, ambulances, behavioral health care, and hospitals, but also an increase in outpatient and medication usage. The state is ...
The Connecticut General Assembly created the town on October 10, 1667. This original plot of land near the Quinnipiac River is now considered Main Street. Starting on May 12, 1670, there were 126 people who lived in temporary housing, and five years later in 1675 there were 40 permanent homes.[5]. In 1697 Wallingford was the site of the last witchcraft trial in New England. Winifred Benham was thrice tried for witchcraft and acquitted all three times.[6]. The 1878 Wallingford tornado struck on August 9 of that year. It killed at least 29 and likely 34 people in Wallingford, the most by any tornado event in Connecticut history. Wallingford is home to a large variety of industries and major corporations spanning the spectrum of the medical, health care, service, hi-tech specialty metal manufacturing and research development. The development of the Barnes Industrial Parks, Casimir Pulaski Industrial Park, Centract Park and MedWay Industrial Park have greatly contributed to a diversified tax base. ...
