Good governance is an indeterminate term used in the international development literature to describe how public institutions conduct public affairs and manage public resources. Governance is the process of decision-making and the process by which decisions are implemented (or not implemented). The term governance can apply to corporate, international, national, local governance or to the interactions between other sectors of society. The concept of good governance often emerges as a model to compare ineffective economies or political bodies with viable economies and political bodies. The concept centers on the responsibility of governments and governing bodies to meet the needs of the masses as opposed to select groups in society. Because countries often described as most successful are Western liberal democratic states, concentrated in Europe and the Americas, good governance standards often measure other state institutions against these states. Aid organizations and the authorities of ...

These are some of the views and reports relevant to our readers that caught our attention this week. CIMA Is There a Link Between Digital Media and Good Governance? CIMA announces the release of its most recent report, Is There a Link Between Digital Media and Good Governance? What the Academics Say, by media development consultant Mary Myers. The report investigates whether there is a link between new digital technologies and good governance and what, if any, are the connections between digitally equipped populations and political change. It approaches these questions by examining what some key academics say on the matter. This paper is a follow-on from a previous CIMA report by the same author, Is There a Link Between Media and Good Governance? What the Academics Say, which profiled a number of key academics and their research on the links between traditional media and governance. This report turns, instead, to digital media and brings a selection of some key academic writing to a non-academic

This chapter goes beyond the convergence/divergence dilemma by analysing change in CG practice in terms of the adoption of some codes of good governance rather than as the adoption of one particular model. It considers the speed of adoption of a code as a process of knowledge transfer across countries, driven by a mixture of effectiveness and legitimization reasons. The empirical study considers fifteen common-law countries and twenty civil-law countries, and finds that the development of a first code of CG was faster in countries with greater exposure to foreign investment (but not to foreign trade) and with a common law system.
Part One 2. Good Governance. What is Good Governance?. Good governance is both a goal and a process. It only can help us find solutions to poverty, inequality and insecurity. It creates an environment in which civil organisations, business community, private citizens and other institutions can assume ownership of the process of city development and the management of their own communities.. The term Governance is derived from the Greek word kybernan and kybernetes . It means to steer and to pilot or be at the helm of things . While the term government indicates a political unit for the function of policy making as distinguished from the administration of policies, the word governance denotes an overall responsibility for both - the political and administrative functions. It also implies ensuring moral behaviour and ethical conduct in the task of governing, i.e., the continuous ethical exercise of authority on both the political and administrative units of governments.. There are three main ...
The government has a number of commitments to water that it has not yet been able to meet, and so far no research has been conducted on the critique and evaluation of good governance indicators in the water sector so that the government achieves sustainable governance of water resources. Therefore, this purpose and necessity led to the writing of this research. This research is a descriptive-analytical method. In this research, governance indicators based on international documents and relevant laws are studied and analyzed and adapted to the current situation of water governance in Iran. In the field of good governance, based on the indicators provided by the Asia-Pacific Economic and Social Commission, the current state of water governance in Iran was adjusted and examined. It is generally believed that water problems today and tomorrow in the country are more the result of unfavorable governance than absolutely water shortage. Good governance in the water sector never comes to an end; as a ...

The Medicare law governing the home health PPS is specific to the type of items and services bundled to the HHA and the time the services are bundled. Medical supplies are bundled while the patient is under a home health plan of care. If a patient is admitted for a condition which is related to a chronic condition that requires a medical supply (e.g., ostomy patient) the HHA is required to provide the medical supply while the patient is under a home health plan of care during an open episode. The physician orders in the plan of care must reflect all nonroutine medical supplies provided and used while the patient is under a home health plan of care during an open 60-day episode. The consolidated billing requirement is not superseded by the exclusion of certain medical supplies from the plan of care and then distinguishing between medical supplies that are related and unrelated to the plan of care. Failure to include medical supplies on the plan of care does not relieve HHAs from the obligation to ...

Downloadable! Purpose - Poverty and inequality undoubtedly remain substantial challenges to economic and human developments amid growing emphasis on IPRs (with recent advances in ICTs) and good governance. In the first empirical study on the incidence of piracy on inequality in Africa, we examine how a plethora of factors (IPRs laws, education & ICTs and government quality) are instrumental in the piracy-inequality nexus. Design/methodology/approach - Two-Stage-Least Squares estimation approaches are applied in which piracy is instrumented with IPRs regimes (treaties), education & ICTs and government quality dynamics. Findings - The main finding suggests that, software piracy is good for the poor as it has a positive income-redistributive effect; consistent with economic and cultural considerations from recent literature. ICTs & education (dissemination of knowledge) are instrumental in this positive redistributive effect, while good governance mitigates inequality beyond the piracy channel. Practical

Though overall bank performance from July 2007 to December 2008 was the worst since at least the Great Depression, there is significant variation in the cross-section of stock returns of large banks across the world during that period. We use this variation to evaluate the importance of factors that have been discussed as having contributed to the poor performance of banks during the credit crisis. More specifically, we investigate whether bank performance is related to bank-level governance, country-level governance, country-level regulation, and bank balance sheet and profitability characteristics before the crisis. Banks that the market favored in 2006 had especially poor returns during the crisis. Using conventional indicators of good governance, banks with more shareholder-friendly boards performed worse during the crisis. Banks in countries with stricter capital requirement regulations and with more independent supervisors performed better. Though banks in countries with more

In tropical countries many indigenous communities maintain traditional medicine practices. Efforts have been made to identify and elucidate specific bioactive plant metabolites that exhibit significant physiological and pharmacological effects. Advances have been made to identify virulence factors in pathogenic microbes and their novel inhibitors from natural products, due to emerging resistance of pathogens to frequently used synthetic medicines. Phytochemical studies of plant species of the Rutaceae family have led to isolation of a variety of compounds; alkaloids, flavonoids, coumarins and terpenoids exhibiting significant bioactivities. In this study, extracts from the plant species of Calodendrum capense Thunb. (Rutaceae) were subjected to isolation and phytochemical screening of metabolites. The organic crude extracts of leaves, stem bark, fruit pericarp and seeds of this plant species were sequentially extracted starting with hexane, DCM, EtOAc and MeOH. Weak governance is one of the key obstacles for sustainable development. Undoubtedly, improvement of governance comes with a broad range of co-benefits, including countries abilities to respond to pressing global challenges such as climate change. However, beyond the qualitative acknowledgement of its importance, quantifications of future pathways of governance are still lacking. This study provides projections of future governance in line with the Shared Socioeconomic Pathways. We find that under a rocky road scenario, 30% of the global population would still live in countries characterized by weak governance in 2050, while under a green road scenario, weak governance would be almost entirely overcome over the same time frame. On the basis of pathways for governance, we estimate the adaptive capacity of countries to climate change. Limits to adaptive capacity exist even under optimistic pathways beyond mid-century. Our findings underscore the importance of accounting for governance in assessments

Assumption #1: Maximizing autonomy and coordinating the behavior of individuals is central to good governance. This mind-set allows us to focus on our individual experience, to honor the leadership and creativity of all of us, and to increase efficiency by reducing needless communication. The shadow side of this paradigm is that it can lead to too much individualism.. Most people living in America have over time had individualism ingrained deeply into their minds and behaviors. We are taught that if each of us looks out for our own interests, the invisible hand of the marketplace will produce an equilibrium that meets everyones needs. This increases the resonance of holacracys philosophy of governance: Of course we should maximize peoples freedom to do what they think is best! Of course it would be ideal if I had to check in with people as little as possible.. The trouble is that people with different identities, backgrounds, and personalities have varied experiences with this type of ...
There are a number of key messages from the CAP and some are as follows:. The CAP is a clear demonstration of the continents resolve to deliver on our various declarations and commitments to sustainably address poverty on the continent. It consists of six pillars, namely structural economic transformation; science, technology and innovation; people-centered development; environmental sustainability; peace and security; and finance and partnership. The CAP also identified key enablers and means of implementation such as good governance, transparency and fighting corruption, an enabling governance structure, human rights for all, prudent macroeconomic policy, private sector development, skills development, and monitoring and evaluation.. The above pillars and enablers are needed to drive Africas development vision of building an integrated, prosperous and peaceful Africa, driven and managed by Africans. Africa now recognizes that sustainable and equitable development can only be guaranteed when ...
For a man whose frame stretched more than six feet, Leo W. Seal Jr. walked through life with the softest of footsteps. A consummate team player, Seal, who passed away Nov. 18 at the age of 84, was a lifelong winner who disdained accolades and attention. He wanted the victory, not the trophy.. However, while Seal walked softly, he left huge footprints that can be seen all along the Coast and beyond. He was a stalwart advocate for the banking industry, a champion of economic and community development, a staunch supporter of his beloved Mississippi State University and a trusted lay leader at his church.. His shoes will be hard to fill.. People just dont know how much he helped the Coast, said Paul D. Guichet, vice president of investor relations and corporate governance at Hancock Holding, and he preferred it that way by giving so much anonymously.. Mr. Mississippi Banker. Perhaps the most obvious place to look for Seals footprints is in the banking industry. Seals father, Leo Seal Sr., ...

The Eno Center for Transportations publication of my white paper, Increasing Access to Essential Health Functions: The Role of Transportation in Improving Americas Health, is something Im very proud to see. Ive been working across transportation, health, and policy for over a decade. In many ways, this paper includes what I wish I had known when I started.. As an urban planner, my education was grounded in the fundamental principles of good governance: that public agencies should protect the health, safety, and welfare of everyone in their purview. These principles have guided me as Ive worked in local, regional, and federal agencies, and when government has been the client in my private sector jobs. I became an urban planner because I wanted to help solve difficult problems that have no easy answers, and I wanted to do that by focusing on the people who are disproportionately hurt by them. Trying to solve those problems led me into public health, human services, healthcare, and technology ...

Ory, thanks for the encouragement. LOL @ oxymoron quip but youre right since very few politicians care about the plight of the country or the people. You make an excellent point about Kenyans becoming more politically savvy. Hopefully theyll cease being submissive to the tribal and petty political shenanigans and instead demand accountability and good governance. I only wish more bright men and women would come into the political fold.. @Raymond, thanks too and kudos for planning to take the plunge into politics. Youre right, we have to be resilient, diligent and focused to stay the progressive course and not give in to the muddle of distractions, pettiness and greed.. ...

The FDA, of course, wants more money, and undoubtedly needs it, to maintain food quality and safety. But change cant just come from how much money is allocated. The Bush administration has filled the ranks of political appointees with people who have a personal aversion to strict oversight and good governance. This was one cause of the spike in mining fatalities in recent years: oversight of mine safety was in the hands of mine owners and their friends. The FDA falls within the Department of Health and Human Services, currently headed by Mike Leavitt. Leavitt briefly served as EPA administrator before being appointed to run HHS. His quick shuffling through such disparate posts is reminiscent of other Bush appointees who have served beyond their competencies. Maintaining a safe food supply is the joint responsibilities of the Department of Agriculture and the FDA, and there are clearly holes in the system. I hope they get patched before more people die.. ...
According to the United Nations Development Programme, 63 percent of Nigers citizens live below the poverty line of a dollar a day. Food insecurity and a lack of proper housing pose acute problems.. The programme aims to encourage sustainable economic growth through developing agriculture and other sectors, and to ensure that basic social services are provided to the population. It also promotes good governance.. In addition, the strategy includes a special, presidential initiative for building 1,000 new classrooms, 1,000 clinics and several dams and water points. The initiative also deals with job creation.. This special program began in 2001 and is financed by the Heavily Indebted Poor Countries Initiative (HIPC). Its aim is to improve rural production, increase health services, school enrollment - and the availability of potable water for both humans and livestock, ...
He said that they are alive to their responsibilities in positive representations, as seen that lawmakers often sponsor motions, for necessary projects in their areas, among them road infrastructures, erosion control. During the COVID.19 pandemic, lawmakers were magnanimous in sensitizations and palliative measures to their people, which helped to combat the deadly virus. The Legislature also co-operated with the Executives in controlling the COVID.19, both individually and collectively, as they set up a Committee for that, led by the Deputy Speaker. He said that in making laws, and motions for good governance, the COVID.19 and Infections and Dangerous Diseases Prevention and Eradication, Budget 2020 Appropriation, Anambra State Erosion and Watershed Management laws, were made, to mention but a few. He intimated that in the next one year, they shall, introduce innovation such as LEGISLATIVE BUDGET AND RESEARCH OFFICE (LEBRO), with modest printing press, for enhancement of legislative ...

Policies are a statement of the Universitys position or intent. They are high-level in nature and rely on procedures where required, to describe in more detail how the policy is applied in our day to day activities. A policy is a formal, approved document and all staff, students and other members of the University community are expected to comply. By their high-level nature, they are not expected to require changes regularly, but will normally be reviewed every three years. Statutes and Regulations Statutes and regulations are similar to policy, but are issues so fundamental that a formal position that is approved by the University Council is required. A statute or regulation concerns good governance of the University; they are permanent in nature (subject to reviews); and have the full backing of the University. Meridian Lawyers has assisted the National Pharmacy Students Association (NAPSA) in a major overhaul of its constitution and restructure of its corporate status.. NAPSA aims to be the voice of Australian pharmacy students, representing the interests of 3,500 undergraduate and postgraduate students studying pharmacy at 18 universities across Australia.. Prior to instructing Meridian, NAPSA took the wise step of carefully considering and debating exactly what was and was not working in its constitution and structure, and came up with a democratically approved wish list for a new set of rules.. The list covered practical points such as the identity of voting members, how many people should be on the executive committee, how nominations and elections should be handled, how meetings are to be called and held and how life members should be appointed.. The constitution is the key to good governance of any association, as it sets out the agreement between the association and its members and the rules ...
The Commission also suggests reinforcing the elements that contribute to the added value of cohesion policy: concentrating resources on investment, complying with the rules on the single market, placing the emphasis on job creation in new areas, contributing to partnership and good governance, and the leverage effect (as a result of co-financing rules that mobilise additional resources for new investment from national public and private resources).. The heading sustainable management and protection of natural resources is to receive a total of EUR 405 billion for the period 2007-2013, of which 72% for agriculture (EUR 301 billion). Most of the expenditure for this heading stems from the reform of the common agricultural policy (CAP), rural development policy after 2006 and from the new common fisheries policy (January 2003) for which the Commission proposes a simplification of the financial arrangements and structures. Environmental matters are also of great importance and the Commission ...
The focus of Mubadarat at the present stage will be on the region of Kisrwan-Ftouh and Jbeil for two significant reasons: first, very few NGOs are active in this region and secondly, the region has been neglected during the reconstruction phase launched at the end of the war in Lebanon in 1990. Thus Mubadarat will serve as a link between government, civil society and stakeholders to promote developmental initiatives based on the principles and practices of good governance ...
Next week in Geneva, a prime issue for a UN endangered species committee called Cites will be illegal trade in wild tigers. In this weeks Green Room, Debbie Banks argues that a handful of businessmen want to reduce the tigers to nothing more than a luxury commodity.Bagh Bachao, Jungle Bachao, Bharat Bachao is the rallying cry of NGOs and activists across India, and theyre right: Save the Tiger, Save the Forest, Save India. The future of the tiger and its jungle home are inextricably linked to the survival of all of us, not just the people who live in tiger country. The forests that are protected in the name of the tiger are vital to mitigate climate change and to secure water resources. The tiger is an indicator of the health of the ecosystem and thus a symbol of good governance and political commitment to an equitable and sustainable future. It is also a cultural and religious icon, venerated, feared and revered by communities across Asia and the world. The Environmental Investigation ...
