Good governance is an indeterminate term used in the international development literature to describe how public institutions conduct public affairs and manage public resources. Governance is "the process of decision-making and the process by which decisions are implemented (or not implemented)". The term governance can apply to corporate, international, national, local governance or to the interactions between other sectors of society. The concept of "good governance" often emerges as a model to compare ineffective economies or political bodies with viable economies and political bodies. The concept centers on the responsibility of governments and governing bodies to meet the needs of the masses as opposed to select groups in society. Because countries often described as "most successful" are Western liberal democratic states, concentrated in Europe and the Americas, good governance standards often measure other state institutions against these states. Aid organizations and the authorities of ...

BNP leader and former commerce minister Amir Khasru Mahmud Chowdhury criticised the government for loan scams in state banks which now require public money for recapitalisation. The country cannot have good governance without good institutions that can run effectively and independently, Chowdhury said. Gowher Rizvi, the foreign affairs adviser to the Prime Minister, said democracy is vital for sustainable and long-term development. "But good governance will not come overnight," Rizvi said ...
These are some of the views and reports relevant to our readers that caught our attention this week. CIMA Is There a Link Between Digital Media and Good Governance? CIMA announces the release of its most recent report, Is There a Link Between Digital Media and Good Governance? What the Academics Say, by media development consultant Mary Myers. The report investigates whether there is a link between new digital technologies and good governance and what, if any, are the connections between digitally equipped populations and political change. It approaches these questions by examining what some key academics say on the matter. This paper is a follow-on from a previous CIMA report by the same author, Is There a Link Between Media and Good Governance? What the Academics Say, which profiled a number of key academics and their research on the links between traditional media and governance. This report turns, instead, to digital media and brings a selection of some key academic writing to a non-academic

Among others, the stories include an article examining the dangers of vaccine defiance (Vegter, 11/1). The publication also includes a "review of Africas progress in reducing deaths from HIV/AIDS-related illnesses, malaria and tuberculosis" (Nkomo, 11/1). A third article looks at food and nutrition insecurity in Burundi (Jobson, 11/1). Yet another article examines the issue of counterfeit drugs across the continent (Whitehead, 11/1).. ...
This chapter goes beyond the convergence/divergence dilemma by analysing change in CG practice in terms of the adoption of some codes of good governance rather than as the adoption of one particular model. It considers the speed of adoption of a code as a process of knowledge transfer across countries, driven by a mixture of effectiveness and legitimization reasons. The empirical study considers fifteen common-law countries and twenty civil-law countries, and finds that the development of a first code of CG was faster in countries with greater exposure to foreign investment (but not to foreign trade) and with a common law system.
Part One 2. Good Governance. What is Good Governance?. Good governance is both a goal and a process. It only can help us find solutions to poverty, inequality and insecurity. It creates an environment in which civil organisations, business community, private citizens and other institutions can assume ownership of the process of city development and the management of their own communities.. The term Governance is derived from the Greek word kybernan and kybernetes . It means to steer and to pilot or be at the helm of things . While the term government indicates a political unit for the function of policy making as distinguished from the administration of policies, the word governance denotes an overall responsibility for both - the political and administrative functions. It also implies ensuring moral behaviour and ethical conduct in the task of governing, i.e., the continuous ethical exercise of authority on both the political and administrative units of governments.. There are three main ...

The Medicare law governing the home health PPS is specific to the type of items and services bundled to the HHA and the time the services are bundled. Medical supplies are bundled while the patient is under a home health plan of care. If a patient is admitted for a condition which is related to a chronic condition that requires a medical supply (e.g., ostomy patient) the HHA is required to provide the medical supply while the patient is under a home health plan of care during an open episode. The physician orders in the plan of care must reflect all nonroutine medical supplies provided and used while the patient is under a home health plan of care during an open 60-day episode. The consolidated billing requirement is not superseded by the exclusion of certain medical supplies from the plan of care and then distinguishing between medical supplies that are related and unrelated to the plan of care. Failure to include medical supplies on the plan of care does not relieve HHAs from the obligation to ...
Downloadable! Purpose - Poverty and inequality undoubtedly remain substantial challenges to economic and human developments amid growing emphasis on IPRs (with recent advances in ICTs) and good governance. In the first empirical study on the incidence of piracy on inequality in Africa, we examine how a plethora of factors (IPRs laws, education & ICTs and government quality) are instrumental in the piracy-inequality nexus. Design/methodology/approach - Two-Stage-Least Squares estimation approaches are applied in which piracy is instrumented with IPRs regimes (treaties), education & ICTs and government quality dynamics. Findings - The main finding suggests that, software piracy is good for the poor as it has a positive income-redistributive effect; consistent with economic and cultural considerations from recent literature. ICTs & education (dissemination of knowledge) are instrumental in this positive redistributive effect, while good governance mitigates inequality beyond the piracy channel. Practical

Downloadable! Though overall bank performance from July 2007 to December 2008 was the worst since at least the Great Depression, there is significant variation in the cross-section of stock returns of large banks across the world during that period. We use this variation to evaluate the importance of factors that have been discussed as having contributed to the poor performance of banks during the credit crisis. More specifically, we investigate whether bank performance is related to bank-level governance, country-level governance, country-level regulation, and bank balance sheet and profitability characteristics before the crisis. Banks that the market favored in 2006 had especially poor returns during the crisis. Using conventional indicators of good governance, banks with more shareholder-friendly boards performed worse during the crisis. Banks in countries with stricter capital requirement regulations and with more independent supervisors performed better. Though banks in countries with more
Background: Diabetes has been defined on the basis of different biomarkers, including fasting plasma glucose (FPG), 2-h plasma glucose in an oral glucose tolerance test (2hOGTT), and HbA1c. We assessed the effect of different diagnostic definitions on both the population prevalence of diabetes and the classification of previously undiagnosed individuals as having diabetes versus not having diabetes in a pooled analysis of data from population-based health examination surveys in different regions. Methods: We used data from 96 population-based health examination surveys that had measured at least two of the biomarkers used for defining diabetes. Diabetes was defined using HbA1c (HbA1c ≥6·5% or history of diabetes diagnosis or using insulin or oral hypoglycaemic drugs) compared with either FPG only or FPG-or-2hOGTT definitions (FPG ≥7·0 mmol/L or 2hOGTT ≥11·1 mmol/L or history of diabetes or using insulin or oral hypoglycaemic drugs). We calculated diabetes prevalence, taking into account ...
Background There is considerable variation at a country level in the use of health outcome measures to support clinical governance. In 2009 the NHS in England introduced Patient-Reported Outcome Measures (PROMs) as a national performance indicator for four common elective procedures (hernia repair, varicose veins, and hip/knee replacement). Outcome data is compared at a Trust level and reported publically to promote quality improvements. No such outcome monitoring has been introduced in a neighbouring jurisdiction, the Republic of Ireland. As the Republic of Ireland has a very similar profile of patients and surgeons to those seen in the NHS, it is an ideal comparison for evaluating the impact of the English PROMs Programme. In this study we compare the results of patients undergoing hip replacements in Ireland and England.. ...

Information Technology (IT) is widely used in organizations and managers continue to struggle with how to govern IT. IT governance concerns the decision rights and division of responsibilities to achieve value from IT investments. Any IT governance approach is incorporated into a given organizational structure. However in the particular context of public organizations, there is little research on IT organizational structure relationship with IT governance performance. In this research, a case study is done in a public organization to find out how suitable is the organizational structure of the IT department is in relation with the IT governance performance. The results reveal that the IT department organizational structure needs to suit the IT governance performance desired outcomes. In this case, operating as a public organization has actuated the organization to focus on IT governance outcome of effective use of IT for growth. Data governance suffers a bit from the chicken or the eggsyndrome. People at your company arent going to understand what data governance is and what it can do for them until they actually see the results. However, getting the initiative funded and launched will only happen if you can convince your company of the tangible benefits of data governance. That can be difficult when theres no actual program in place.. Selling people on the benefits of data governance (a program thats going to cost money) calls for some persuasive salesmanship and well-crafted internal marketing.. If your company has suffered from a horror story that could have been averted with data governance, convincing senior management of the need for data governance wont be too difficult. Tell the horror story a few times, embellish a bit where needed, and funding should be easily agreed upon.. An obstacle to governance can arise if your company has already tried to establish a program and failed. Perhaps the business case ...

This paper constructs a composite index of corporate governance quality, documents its evolution from 1994 through 2003 in selected emerging and developed economies, and assesses its impact on aggregate and corporate growth and productivity. Our investigation yields three main findings. First, corporate governance quality in most countries has overall improved, although to varying degrees and with a few notable exceptions. Second, the data exhibit cross-country convergence in corporate governance quality with countries that score poorly initially catching up with countries with high corporate governance scores. Third, the impact of improvements in corporate governance quality on traditional measures of real economic activity-GDP growth, productivity growth, and the ratio of investment to GDP- is positive, significant, and quantitatively relevant, and the growth effect is particularly pronounced for industries that are most dependent on external finance.

The mention of general clinical care is important because it includes a wide range of care, including that given by nurses and particularly the non-medical aspects of care, for example a concern for cleanliness, privacy, dignity of the patient and proper information and support for patients. Much of that is involved with nursing care, both in hospital and in the community. Such elements of care can significantly affect health outcomes, so they are important not only from the point of view of human relationships but because of their effect on the success of the treatment. This introduces the element of clinical governance, which involves the cultures, systems and processes within which and by means of which care is delivered, as well as medical treatment. The amendment supports the Ministers assertion that clinical governance is the key to the success of the new duty of quality and to the Governments overall policy agenda. Clinical governance is an umbrella term which encompasses the culture, ...
Markets cannot function without good governance. With almost no exceptions, the delivery of government services in India is pathetic, from the police and judiciary to education and health. Unsackable government staff members have no accountability to the people they are supposed to serve, and so callousness, corruption, and waste are common. Politicians like a patron-client system in which they earn gratitude by helping constituents and sundry groups through the many controls and permits, rather than abolishing the controls and permits, which would level the playing field but also leave them less powerful.. The judicial system is a mess. Justice is supposed to be blind. In India, it is also lame. India holds the world record for legal case backlogs (31.5 million), which will take 320 years to clear, according to Andhra Pradesh high court judge V. V. Rao. Indias Law Commission has recommended the appointment of 50 judges per million population (in the United States, the ratio is much higher at ...
