Abstract: Amino acid sequence database is one of the essential components in the current proteomics with mass spectrometry. Protein identification routine as well as posttranslational modification analysis is based on correlation between the mass spectrometry data of peptides obtained from proteome and the entry sequences in the database. While different sequence databases are available from public resources for the correlation search, these primary sequence data can be ...
Posted on 05/24/2014 9:08:39 AM PDT by mdittmar. Bill by Sens. Schatz, Cardin would provide federal employees with fair increase. WASHINGTON American Federation of Government Employees National President J. David Cox Sr. today applauded legislation introduced by Sens. Brian Schatz of Hawaii and Ben Cardin of Maryland to provide federal employees with a 3.3 percent pay raise in 2015.. Federal employees have seen their standard of living deteriorate in recent years due to a three-year pay freeze, unpaid furloughs, and higher retirement contributions for newer workers, Cox said. This legislation by Sens. Schatz and Cardin would help federal employees recoup some of that lost income and ensure the government is able to recruit and retain the high caliber workers that taxpayers expect. The Senate legislation is a companion to a House bill introduced in March by Reps. Gerry Connolly and Jim Moran of Virginia.. The Obama administration has proposed a 1 percent pay raise for federal employees in 2015, a ...

Market-based Reforms. Rather than raise taxes or cut benefits, states could follow the lead of private-sector employers by moving their Medicaid programs in the direction of defined contributions. Each beneficiary would get a voucher worth a specific dollar amount, and then could use that voucher to choose, from a range of state-approved health plans, the coverage that best fits their individual needs. As a model, states should look to the Federal Employees Health Benefits Program, which currently provides nine million federal employees with a choice of 188 private health plans.. Vermont took a step in this direction last year. The legislature authorized a demonstration project that would allow some beneficiaries to purchase private health insurance policies with the funds they otherwise would be eligible for through the traditional Medicaid program. The state would cover all or some portion of the insurance premiums, based on a beneficiarys income, and beneficiaries would also receive vouchers ...
Rep. Chris Smith (R-N.J.) appeared on yesterday’s edition of “Washington Watch with Tony Perkins” to respond to the on-demand abortions found in Obamacare exchange healthcare plans in spite of the Hyde Amendment, which prohibits federal funding of abortion. “The president made a promise that he would adhere to the Hyde principle, and that means that you do not fund even a plan that includes abortion,” said the Representative. Federal funding of Obamacare for healthcare plans that include abortions overrides the Federal Employees Health Benefits Program (FEHB), an amendment that Smith helped pass in 1983. FEHB states that the Office of ...

Vitter is asking for floor time to debate and vote on an amendment that would strip lawmakers and their staffs of the employer contributions to their new health-insurance plans. Under the health-care law, members of Congress and their staff must drop their current plans with the Federal Employees Health Benefits Program and can buy policies offered in the new health-care exchanges. The Office of Personnel Management ruled that they could still keep the subsidies they had under the old system ...
The July 1999 Clinton plan proposed a compromise, allowing greater competition and choice in Medicare services while guaranteeing that beneficiaries selecting Medicares traditional fee-for-service program continue to pay only the premium required by current law. The presidents plan introduced a new "competitive defined benefit program," which, like the premium-support model, would allow private plans to compete with one another and with HCFA to offer a specified set of Medicare benefits. In contrast to the current Medicare+Choice system, in which the government pays managed-care providers a flat payment based on the costs of Medicares fee-for-service plan, in the competitive defined-benefit model, the government would pay private plans on the basis of their actual price bids. Payment to competing plans on the basis of such bids has been used successfully by private employers and the Federal Employees Health Benefits Program to enhance efficiency and contain program costs. In the Clinton plan, ...

OCTOBER TERM, 1998. Syllabus. NATIONAL FEDERATION OF FEDERAL EMPLOYEES, LOCAL 1309 v. DEPARTMENT OF THE INTERIOR ET AL.. CERTIORARI TO THE UNITED STATES COURT OF APPEALS FOR THE FOURTH CIRCUIT. No. 97-1184. Argued November 9, 1998-Decided March 3, 1999*. As relevant here, the Federal Service Labor-Management Relations Statute (Statute) requires federal agencies and their employees unions to meet and negotiate in good faith for the purposes of arriving at a collective bargaining agreement, 5 U. S. C. § 7114(a)(4); and creates the Federal Labor Relations Authority, giving it broad adjudicatory, policymaking, and rulemaking powers to implement the Statute, §§ 7104, 7105. The Authority initially held that § 7114(a)(4)s good-faith-bargaining requirement does not extend to union-initiated proposals during the term of the basic contract. The D. C. Circuit disagreed, and in response, the Authority reversed its position. In this suit, a federal employees union proposed including in its basic ...

Workers compensation laws, rules and procedures are managed by the Office of Workers Compensation Programs (OWCP) in the Department of Labor (DOL). The head of the DOL is a member of the Presidents cabinet and is subject to confirmation by the Senate upon appointment.. More specifically, the OWCP manages four separate compensation programs for injured workers that provide wage-loss benefits, medical treatment and vocational training for injured workers and their dependents. We reported Friday on the organization of massive anti-ACTA protests around the world. We are now able to see just how big and widespread the protests were.. Reuters is reporting that over 25,000 protesters took to the streets across various German cities to protest ACTA. They also report that 4,000 Bulgarians were outside protesting the treaty in Sofia.. There were many more protests in other cities around the world, mostly in Europe, including Warsaw, Prague, Slovakia, Bucharest, Vilnius, Paris, Brussels and Dublin.. Its reported that the protests are especially active in Eastern Europe. Protesters are comparing the treaty to the all-encompassing surveillance employed by the former Communist regimes.. The people protesting all seem to have the same thoughts in regards to ACTA. They feel that they are being forced to give up their rights to copyright holders and big business interests.. As expected, when it comes to the Internet, most of those protesting were young people. Many of them, of ...
The dominant theme seen at some of the earliest anti-stimulus protests was "pork" rather than tea.[37] The term "porkulus" was coined by radio talk-show host Rush Limbaugh on his January 27, 2009 broadcast,[38] in reference to both the 2009 stimulus bill, which had been introduced to the House of Representatives the day before, as well as to pork barrel spending and earmarks.[39] The term proved very popular with conservative politicians and commentators,[40] who began to unify in opposition against stimulus spending after the 2008 General Election.[41]. Competing claims have emerged over which protest was actually the first to organize. According to FreedomWorks state and federal campaigns director Brendan Steinhauser,[42][43] activist Mary Rakovich[44] was the organizer of a February 10 protest in Fort Myers, Florida, calling it the "first protest of President Obamas administration that we know of. It was the first protest of what became the tea party movement."[45] Rakovich, along with six ...
Protest and Power in Central and Eastern European States- Cambridge , , The recent wave of protests and demonstrations that spread across and beyond Europe has renewed scholarly interest in social movements and protest: whether Coloured revolutions or Occupy movements, Otpor in Yugoslavia or Femen in Ukraine, all are indicative of a widespread feeling among postcommunist publics that contemporary politics do not reflect their interest, cannot live up to their expectations and are run by meritocratic elites. The UK Baltic Study Group looks back at issues of protest and contestation affecting Baltic states and societies over the past decade and would like to draw on interested scholars to identify and discuss existing structures of power, grass-root movements that sought to challenge them, and possible directions of change observable across postcommunist societies. , , We welcome country/case studies that relate to theoretical debates on protest and power in general and issues of political ...
By Paul White 2 Aug 2017.. Employee health benefits must be used to cut insurance costs and reduce the risk of ill health at work, argues Paul White, senior consultant at Punter Southall Health & Protection.. Wellbeing services often come as standard added-value employee health benefits provided alongside group risk and healthcare insurance products.. This includes services such as employee assistance programmes (EAPs), second medical opinions, virtual GPs, carer support, workplace health screening, and support from experts in musculoskeletal problems, cancer and cardiovascular health. These benefits are sometimes seen as non-essential add-ons or "bells and whistles".. Although HR health professionals are familiar with these services, they are still, arguably, much under-used and there is untapped potential for their use across other departments such as risk and OH.. On December 7, 2012, the Department of Health and Human Services ("HHS") proposed regulations which would impose an estimated fee of $63 per covered life under an employers major medical health plan (the "Reinsurance Fee" or "Fee"). The proposed regulations also make other changes, most of which are applicable to insurers.. Purpose of Reinsurance Fees. Beginning in 2014, certain health insurance issuers in the individual and small employer markets will become subject to new restrictions on how they price health insurance and the conditions under which they provide the insurance. These additional risks could cause some insurers to cover higher-risk populations and could adversely affect insurers financial situation. The Affordable Care Act ("ACA") provides temporary "reinsurance" payments to insurers who cover these higher-risk populations. Unfortunately for employers, the reinsurance payments will be funded through a "reinsurance" fee, payable by employers. Fee Applies for Limited Time. The ...
Thats the real kicker in all this: No more opting out of the private purchasing demands of the federal government! Americans are being pick-pocketed at an alarming rate, and its only going to get worse now that this power has been unwisely handed to the federal government by a short-sighted Supreme Court. Because long after Obama is gone, other Presidents - from any political party - will abuse this precedent to force Americans into buying any number of products, services, or even intellectual property that we dont want. There is now no limit to what the federal government can force you to buy by calling it a "tax." Note, carefully, there is NO LIMIT to this "taxing" power. If you bring home a monthly paycheck of, for example, $3,000, the U.S. government can now mandate that you spend $2,999 of that on various products and services that it deems you must have "for your own protection." You no longer control your own take-home pay! The government can force you to spend it on things you dont ...

Introduction. ESSAY TITLE : To what extent is HRM different from conventional Personnel Management? Is it the same phenomenon in a different name and modern version? NAME : Quincy Pule STUDENT No. : 803p5227 SUBJECT : Critical Human Resources Management LECTURER : Mr. N. Jack DEGREE : B.A.(Hons.)-Industrial Relations DUE DATE : 25 August 2003 INTRODUCTION To capture the theme of my essay, I will first distinguish between HRM and Personnel Management. Thereafter I will provide a general overview of management, interrogate the four dimensions of HRM, ie, inception, development, motivation and maintenance. It is also my intention to delve into the peculiarities of personnel management, which has at some stage grown both as an academic discipline and as a field of application in work organizations. Whether the two disciplines are similar or different, that will be discussed just before the conclusion. DEFINITION OF HRM According to Pieters, M.A. (1996:4), Human Resources Management can be defined as ...
The New York Police Department has shown "a pattern of abusive and unaccountable protest policing" during the Occupy protests, a wide consortium of legal experts detail in a report (PDF) issued today.. The lawyers say NYPD officers violated human rights in hundreds of instances, yet "there has been near-complete impunity for alleged abuses." Only one officer has been disciplined throughout the protests that started last fall.. "The excessive and unpredictable policing of Occupy Wall Street is one more example of the dire need for widespread reform of NYPD practices. These violations are occurring against a backdrop of police infiltration of activist groups, massive stop-and-frisk activity in communities of color, and the surveillance of Muslims," Emi MacLean, a human rights lawyer and primary author of the report, said in a statement. "This report is a call to action.". The report is a the first by the Protest and Assembly Rights Project, which was started by a group of law clinics including The ...
The Missouri House has advanced legislation designed to clear up possible legal confusion about the states funeral protest law. Current law requires protesters to stay 300 feet away from funeral sites, from an hour before they start until an hour after the services end. But a federal appeals court ruled the buffer zone could not apply to funeral processions. The bill given first-round approval Tuesday specifies that processions are not included in the protest ban. The appeals court sent the case to another federal judge who upheld the rest of Missouris law last month. Sponsoring Rep. Stanley Cox says his bill would prevent future legal complications. The legal challenge was brought by a member of a Kansas church that denounces homosexuality and frequently protests at funerals. The funeral protests is HB1372.. ...
As part of the 2010 health care law, members of Congress and many staffers were shifted out of the usual Federal Employee Health Benefits structure and into the new insurance exchanges set up by the law.. The Office of Personnel Management under President Barack Obama determined that the employer contribution portion of the premiums could flow through the District of Columbias health insurance exchange.. Trump has the authority to end lawmakers exemption, as several conservative political groups are urging him to do.. The first part of Trumps tweet appeared to be another threat to stop making cost sharing reduction payments to insurance companies under the 2010 health care law that help subsidize expenses for lower-income policyholders. Some Democrats and experts, however, warn that would amount to the president purposely hurting regular people in an attempt to force Democrats to cut a deal on health care.. - Niels Lesniewski contributed to this report. ...

In Seattles Greenwood neighborhood there was a small protest of cosmic proportions.. A couple dozen children, their parents and staff of 826 Seattle marched along Greenwood Avenue North, demanding that the farthest known sphere from our Sun - which formerly met most criteria to be considered a planet - be reinstated as a member of our solar system. Sunday is the 81st anniversary of the former planets discovery.. The protest started at the Greenwood Space Travel Supply Co., part of 826 Seattle, a nonprofit writing center that helps kids with their writing skills. As part of the protest action the students of 826 Seattle wrote persuasive letters to the International Astronomical Union, arguing that Pluto should be reinstated as a planet.. Pluto, discovered on March 13, 1930, was considered a planet until 2006, when its classification was changed by the IAU. It is now known as the largest object in the Kuiper Belt, a collection mostly of rock and ice beyond the orbit of Neptune known to be ...
The Federal Employees Retirement System (FERS) is the retirement system for employees within the United States civil service. FERS became effective January 1, 1987 to replace the Civil Service Retirement System (CSRS) and to conform federal retirement plans in line with those in the private sector. FERS consists of three major components: The FERS annuity, a defined benefit plan, Mandatory participation in Social Security (most CSRS employees are not part of Social Security and do not pay taxes into the system, nor are they eligible for benefits unless they qualify under private sector employment or by being rehired and covered as CSRS (with a Social Security) Offset), and The Thrift Savings Plan (TSP), a defined contribution plan which operates like a 401(k) Since January 1, 1984, employees with fewer than 5 years of nonmilitary experience on December 31, 1986 were covered under interim retirement rules under which they were covered by both CSRS and the Social Security system. They made reduced ...
All forms of asbestos cause cancer and the Society is very concerned about Canadas lack of leadership on this important health issue," says Paul Lapierre, Vice President, Public Affairs and Cancer Control, Canadian Cancer Society. "Its imperative that the health of Canadians and people around the world be put first.". Worldwide about 107,000 people die every year from disease related to occupational exposure to asbestos.. The Society has been actively lobbying the federal government for several years to protect Canadians and people around the world from asbestos and we will continue to work hard to end exposure to asbestos. In particular we will maintain pressure on the federal government to fulfill its promise to no longer oppose the inclusion of chrysotile asbestos on the Rotterdam Conventions list of hazardous substances when the vote takes place in Spring 2013.. The Canadian Cancer Society believes that all efforts must be made to eliminate exposure to asbestos and to eliminate ...

GAO reviewed the different uses of the minicomputer in the Federal Government. For purposes of this review, a minicomputer is considered a small-scale computer for which the manufacturer may furnish only limited products and services. This practice contrasts with the full-service marketing practices of manufacturers of large computer equipment.. Minicomputer acquisition in the Federal Government is increasing faster than any other type of computer. Several cases of minicomputers enhancing productivity demonstrate the potential use of minicomputers for: (1) initially automating a process previously done manually; (2) augmenting work previously done on large central computers; and (3) replacing existing equipment or services. GAO found that there were problems in and limitations on using minicomputers and that software costs of minicomputer systems generally were higher than hardware costs. Many agencies were using computer programs in a language that could be used on only one manufacturers ...
We have recently mapped the Gene Ontology (GO), developed by the Gene Ontology Consortium, into the National Library of Medicines Unified Medical Language System (UMLS). GO has been developed for the purpose of annotating gene products in genome databases, and the UMLS has been developed as a framework for integrating large numbers of disparate terminologies, primarily for the purpose of providing better access to biomedical information sources. The mapping of GO to UMLS highlighted issues in both terminology systems. After some initial explorations and discussions between the UMLS and GO teams, the GO was integrated with the UMLS. Overall, a total of 23% of the GO terms either matched directly (3%) or linked (20%) to existing UMLS concepts. All GO terms now have a corresponding, official UMLS concept, and the entire vocabulary is available through the web-based UMLS Knowledge Source Server. The mapping of the Gene Ontology, with its focus on structures, processes and functions at the molecular ...
EPA VIOLATES FEDERAL LAW WITH WOTUS SOCIAL MEDIA CAMPAIGN According to a ruling by the Government Accountability Office (GAO), the Environmental Protection Agency (EPA) violated publicity, propaganda and anti-lobbying provisions in federal law with a social media campaign for its Waters of the U.S. (WOTUS) rule.. The EPA formally adopted the WOTUS regulation in June 2015, but has since halted implementation of the law due to a U.S. Court of Appeals ruling in October. Several states - including Colorado - and environmental groups have challenged the rule for either being an example of federal overreach or weakening the provisions of the original Clean Water Act of 1972.. But in 2014 and the first half of 2015, the EPA used social media, specifically Thunderclap, which sends out timed messages through Facebook and Twitter, to promote the WOTUS rule. Although in theory the use of social media by a federal agency doesnt violate propaganda laws, "EPA engaged in covert propaganda when the agency did ...
Background Assessment of the biodiversity of communities of small organisms is most readily done using PCR-based analysis of environmental samples consisting of mixtures of individuals. Known as metagenetics, this approach has transformed understanding of microbial communities and is beginning to be applied to metazoans as well. Unlike microbial studies, where analysis of the 16S ribosomal DNA sequence is standard, the best gene for metazoan metagenetics is less clear. In this study we designed a set of PCR primers for the mitochondrial 12S ribosomal DNA sequence based on 64 complete mitochondrial genomes and then tested their efficacy. Methodology/Principal Findings A total of the 64 complete mitochondrial genome sequences representing all metazoan classes available in GenBank were downloaded using the NCBI Taxonomy Browser. Alignment of sequences was performed for the excised mitochondrial 12S ribosomal DNA sequences, and conserved regions were identified for all 64 mitochondrial genomes. These
The Federal Retirement Thrift Investment Board was established as an independent agency of the United States government by the Federal Employees Retirement System Act of 1986. It has roughly 270 employees. It was established to administer the Thrift Savings Plan, which is a retirement savings and investment plan for Federal employees and members of the uniformed services, including the Ready Reserve. The Thrift Savings Plan is a tax-deferred defined contribution plan similar to a private sector 401(k) plan. The Thrift Savings Plan is one of the three parts of the Federal Employees Retirement System, and is the largest defined contribution plan in the world with over 5 million participants and assets worth over $500 billion. The board members and its chairman are nominated by the president and confirmed by the United States Senate. The current chairman is Michael Kennedy. Governance of the agency is carried out by a five-person, part-time board of presidential appointees and by a full-time ...
Earlier today, the U.S. Department of Justices Drug Enforcement Administration (DEA) announced that marijuana (Cannabis) will continue to remain a Schedule 1 drug under the Controlled Substances Act (CSA). In response to the petition to change the schedule of marijuana, the DEA determined that the use of marijuana for any reason - recreational or medical - is illegal under federal law.. The DEAs announcement to keep marijuana as a Schedule I drug means that any states that do allow marijuana to be used for medical reasons or recreational purposes continue to go against federal law.. Eight states will vote to legalize weed for recreational or medical purposes in the upcoming November election: Arizona, Arkansas, California, Florida, Maine, Massachusetts, Missouri and Nevada, according to CNN. Beirut, November 8, 2014) - Irans judiciary should quash the conviction of Ghoncheh Ghavami for "propaganda against the state" and immediately release her since the charge is on its face a punishment for peaceful speech and protest, Human Rights Watch said today. Ghavami, a dual Iranian-British national, was arrested June 30, 2014 after protesting a ban on women attending volleyball matches. She began a hunger strike on November 2 to protest her detention, her brother Iman Ghavami told Human Rights Watch.. The International Volleyball Federation (FIVB) has called on the Iranian government to release Ghavami, and affirmed its commitment to "inclusivity and the right of women to participate in sport on an equal basis." Nevertheless, on November 2, the Asian Volleyball Confederation reportedly announced that it had selected Iran to co-host the 2015 Asian Mens Volleyball Championships. Ghavamis conviction and Irans continuing ban on women spectators should prompt the FIVB to step up its actions ...
c. 2011 Religion News Service WASHINGTON (RNS) A bipartisan group of senators has introduced a bill that would make it harder for protesters from a fringe Baptist church in Topeka, Kansas, to protest outside military funerals.. The Sanctity of Eternal Rest for Veterans Act, introduced by Sen. Olympia Snowe, R-Maine, comes in the wake of the Supreme Courts 8-1 decision in March upholding the right of Westboro Baptist Church to picket military funerals.. The bill would increase the "quiet time" before and after services from one hour to two hours, and expand the protest buffer zone around a funeral from 150 feet to 300 feet. The buffer zone around access routes to and from the funeral would also grow from 300 feet to 500 feet.. ...

States that need to overhaul their computer systems to handle the changes in Medicaid enrollment under the Patient Protection and Affordable Care Act (PPACA) will have 90% of the cost paid by the federal government, according to a new rule published by the Centers for Medicare and Medicaid Services (CMS).. While PPACA will simplify the rules for determining Medicaid eligibility and the process for enrolling people, most states likely will need significant system upgrades to accommodate the new and expanded availability of health care to millions of currently uninsured Americans. If they are to receive the enhanced funding, states must meet certain performance standards not only for the determination system but for seamless coordination with the new health care insurance exchanges. The 90% match (up from the previous 50%) will be available through December 31, 2015, after which it will drop to 75%. The final regulation, CMS-2346-F, will be published in the Federal Register next week.. ...
CHICAGO -- The Iowa Department of Revenue and Finance will appeal a district court decision that could cost as much as $50 million in retroactive state income tax refunds to federal government pensioners, a state official said yesterday.. Earlier this month, Linn County District Court Judge Lynne Brady ordered the revenue department to refund state income tax payments made by Arlo Hagge, a retired federal employee in Cedar Rapids. The decision covered payments made by Mr. Hagge from 1985 to 1989.. Judge Brady favored Mr. Hagges legal action, seen as a test for all federal pensioners in Iowa, reasoning that a 1989 Supreme Court ruling on a similar matter should be viewed retroactively.. Larry Cook, manager of taxpayer services for the state revenue department, said the petition of appeal will be filed with the state Supreme Court in August.. If the district court decision is upheld, Mr. Cook said, it could open the door to potential refunds to all federal employees in Iowa at a potential cost of ...
A type of life reinsurance where mortality risks are transferred to a reinsurer. In the yearly renewable term plan of reinsurance, the primary insurer (the ceding company) yields to a reinsurer its net amount at risk (the difference between the face value and the cash value of a life insurance policy) for the amount that is greater than the retention limit on a life insurance policy to a reinsurer.
A hotly debated aspect of the law is the establishment of insurance exchanges. Ignoring the misinformation, the truth is that each state has the choice to run their own insurance exchange or leave it to the federal government. If youve previously been dropped by your insurance company, the Pre-Existing Condition Insurance Plan (PCIP) is already running in Texas. Beginning in 2014, Texas will be required have a state-based insurance exchange where individuals and small businesses to shop for quality and affordable health insurance. The insurance plans will be provided by private insurance companies, not a government plan administered by the federal government. Texas has yet to agree to establish our health insurance exchange, but they have accepted planning grants from the federal government to begin to do so and if they do not opt to set up an exchange, the federal government will step in and establish an exchange. I strongly encourage the state to set up an exchange so we can ensure the ...

Jun 6, 2005 6:00 PM. ...

CHICAGO-The federal government has agreed to buy the closed Thomson Correctional Center in western Illinois for $165 million after the sale was held up for nearly three years, state leaders announced Tuesday. Many Illinois leaders-including U.S. Sen. Dick Durbin and Gov. Pat Quinn who spoke to The Associated Press ahead of a news conference to announce the sale-supported the purchase because they said it would bring up to 1,100 jobs to Illinois. Federal officials, including Attorney General Eric Holder, have said it would help alleviate prison overcrowding. "It means a prison that has been sitting here empty will be used again and create a lot of opportunity for working families in the areas," Durbin said. The sale of the facility in the tiny Illinois village of Thomson has been stalled for years. Most recently, Virginia Republican U.S. Rep. Frank Wolf, who heads a key House subcommittee overseeing the federal Bureau of Prisons, objected to the purchase because he believed terrorism suspects ...

According to The Hill and other news organizations, "President Obama will sign an executive order [today] ordering federal government agencies to slash their greenhouse gas emissions.". "A White House official said the order is a way for the government to "lead by example" by curbing emissions of carbon dioxide and other gases believed to cause global warming.. "Several major companies that supply goods to the federal government will announce their own voluntary effects to cut greenhouse gases, the White House said.. "Since the federal government is the largest single consumer of energy in the country, its actions can make a major dent in the greenhouse gas emissions of the country as a whole.". But according to The Federalist, the president is bypassing the Constitution, and that the "president, who believes that climate change is the greatest threat facing mankind, was unable to rally Democrats majorities in both houses to pass cap-and-trade legislation when he had a chance.". POLITICO says ...
The Department of Art amd Art History at Georgetown University, in collaboration with the History of Medicine Division of the National Library of Medicine (National Institutes of Health), presents an interdisciplinary symposium dedicated to critically and creatively examining medical objects, broadly conceived. Presenters from diverse scholarly and professional backgrounds will undertake close readings of medical objects in a variety of media and genres-book illustrations, paintings, sculptures, pamphlets, photographs, instruments, motion pictures and more-from the collections of the National Library of Medicine, Georgetown University, and other repositories. Our aim is to encourage new ways of engaging with objects that sit at the intersection between art and medicine. The outcome, we hope, will be a broadened conception of how the visual and notions of visuality function or falter in medical practice past and present. The program can be found online at ...
By Ann Rostow. Trans Bias Violates Federal Law. Who Knew? (We did!). What just happened? Did President Obama just "decree" that gender identity discrimination was illegal? Can he do that? Judging from the reaction from the right to a letter released by the Administration to that effect, you would think the apocalypse was nigh.. For most Americans, it seemed last week as if Obama pulled one of his famous executive orders out of his back pocket, banged a giant golden gavel on his desk and announced that transgender rights were now the law of the land. Wheee! Take that, North Carolina! Ive only got a few months left in my presidency, so to Hell with courts and congresses. Executive power rules!. In fact, he did nothing of the sort. Instead, both the Justice Department and the Department of Education issued a letter providing "significant guidance" to employers and schools, many of whom are (not surprisingly) confused about the scope of federal civil rights law. No one disputes that sex ...

Atopic dermatitis (AD) (or atopic eczema) is a chronic skin condition that affects the quality of life of both adults and children. Topical corticosteroids (TCS) are the main ointments used for treatment, but there is a risk of side‐effects with their use, such as skin thinning. A class of drugs called topical calcineurin inhibitors, which include topical tacrolimus (and pimecrolimus), might provide an alternative to this problem, but since tacrolimus is a newer ointment compared with corticosteroids, there are still some questions about its effectiveness and safety. Cochrane Database of Systematic Reviews: Plain Language Summaries [Internet] - John Wiley & Sons, Ltd.. ...

Subclinical (latent) hypothyroidism means that the thyroid gland is still producing enough thyroid hormones. But some blood values may suggest the early stages of a hormone deficiency. Experts dont agree on whether subclinical hypothyroidism should be treated. Its not clear in which cases treatment would have advantages. If you already have noticeable ("overt" or "manifest") hypothyroidism, the thyroid is no longer producing enough thyroid hormones. Thyroxine is the most important of the thyroid hormones. It helps regulate many of the bodys functions to balance your metabolism. Too little thyroxine can cause a number of different health problems. The symptoms range from cold hands to physical weakness, difficulty concentrating and depression. Hypothyroidism can be treated easily by taking a tablet containing the thyroid hormone once a day. These tablets act to replace the thyroxine that is not being produced. This usually makes the symptoms disappear completely.Because it ...

Former President Barack Obama spoke on the phone Thursday with French presidential candidate Emmanuel Macron, hinting at his support just days ahead of French presidential voting Sunday.. "President Obama spoke on the phone to Emmanuel Macron this morning," Obama spokesperson Kevin Lewis said in a statement Thursday. "President Obama appreciated the opportunity to hear from Mr. Macron about his campaign and the important upcoming presidential election in France, a country that President Obama remains deeply committed to as a close ally of the United States, and as a leader on behalf of liberal values in Europe and around the world.". "An endorsement was not the purpose of the call, as President Obama is not making any formal endorsement in advance of the run-off election on Sunday," Lewis added, though the clarification did not stop speculation that the call was Obamas way of signaling favor for the candidate. ...
There are no federal laws that directly and comprehensively protect against abuses in the gathering or use of genetic information in the workplace. A few protections exist incidentally under federal laws enacted to address other types of workplace discrimination. The incidental federal protections against workplace discrimination based on genetic information that do exist are narrow in scope and, in large measure, not well established. They are not sufficient to provide Americans with adequate protection against genetic discrimination in the workplace. States continue to enact legislation in response to growing concern over the specter of genetic discrimination in the workplace. Existing state laws, however, differ in coverage, protections afforded, and enforcement schemes. Federal leadership is necessary to ensure that all workers are protected against discrimination based on genetic information.. Federal Laws The only federal law that directly addresses the issue of genetic discrimination is ...

Semantic networks represent and model messages and discourse as a relational structure, emphasizing patterns of interdependence among semantic units or actors-concepts. This chapter traces the epistemological roots of semantic networks, then illustrates with examples how this approach can contribute to the study of political rhetoric or opinions. It focuses on three levels of analysis: cognitive mapping at the individual level, discourse analysis at the interpersonal level, and framing and salience at the collective level. Drawing from the rich literature on natural language processing and machine learning, the chapter introduces readers to essential methodological considerations when extracting and building up semantic networks from textual data. It also offers a discussion on the relevance of semantic networks to analyzing public opinion, especially as it manifests in discursive and deliberative theories of democracy.
