Throughout the 1930s Gowers and his colleagues had also been involved in preparing for possible war, and invasion. From 1935 onwards he combined his frustrating work with the coal industry with civil defence planning, attached to the Department for the Co-ordination of Defence. John Anderson was given control of civil defence planning in 1938 and set up a network of civil defence regions.[15] Euan Wallace MP was appointed head of London Region, but ill-health forced him to retire in 1940.[16] Gowers, his deputy, became Senior Regional Commissioner for Civil Defence in London, running civil defence through the Blitz from a concrete bunker underneath the Natural History Museum, with Harold Scott and Edward "Teddy" Evans as his deputies.[17]. The prime minister, Winston Churchill, told Gowers, "If communication with the Government becomes very difficult or impossible, it may be necessary for you to act on behalf of the Government … without consultation with ministers."[18] Churchill promised that ...

President Harry S. Truman signs the Federal Civil Defense Act of 1950. The Federal Civil Defense Administration (FCDA), established weeks earlier within the Executive Office of the President (see December 1, 1950), is transformed into an independent agency headed by a presidential appointee. The FCDA is placed in charge of providing emergency aid and assistance to local communities affected by disasters. The act also provides special emergency powers to the FCDA and the President in the event of a national crisis. According to President Truman, the act establishes a "basic framework for preparations to minimize the effects of an attack on our civilian population, and to deal with the immediate emergency conditions which such an attack would create." According to the New York Times, "The measure directs the Federal Government to provide leadership to states and communities in developing arrangements to protect civilian life and property in the countrys 150 critical target areas against possible ...

What is monitoring and evaluation?. Monitoring and evaluation provides us with a method for learning from experience, analysing capability, planning and allocating resources, and demonstrating results as part of accountability to stakeholders. Monitoring and evaluation are standard parts of any good policy or risk management process. They provide a feedback loop within these processes, allowing comparisons between actual and desired states. This enables ongoing analysis, and refinement of decisions and implementations processes, to improve outcomes.. Though often referred to together, monitoring and evaluation involve distinctly different aims and processes:. Monitoring is a continual process that aims to provide management and stakeholders of an ongoing intervention with early indications of compliance with responsibilities, and progress, or lack thereof, in the achievement of results.. Evaluation is about measuring effectiveness. It compares what is happening against what was intended ...

December 2005. TFAHs third annual study of preparedness for major health emergencies finds that both federal and state efforts must be accelerated in order to adequately protect the American people.. In the two-part report, the federal government received a grade of D+ for post-9/11 public health emergency preparedness, and over half of states garnered a score of 5 or less out of 10 possible points for key indicators of health emergency preparedness, such as capabilities to test for chemical and biological threats and hospital surge capacity to care for patients in a mass emergency.. The grade of the federal governments performance was based on a survey of 20 leading public health experts, who evaluated 12 different aspects of health emergency preparedness. For the assessment of states, Delaware, South Carolina and Virginia scored the highest, achieving eight of ten possible indicators. Alabama, Alaska, Iowa and New Hampshire scored the lowest, achieving only two indicators.. TFAHs "Lets Get ...

Washington, D.C., December 14, 2010 - In the eighth annual Ready or Not? Protecting the Public from Diseases, Disasters, and Bioterrorism report, Arizona achieved eight out of 10 key indicators of public health emergency preparedness. Overall, states achieved the highest scores ever for health emergency preparedness with 14 states scoring nine or higher. Three states (Arkansas, North Dakota, and Washington State) scored 10 out of 10. Another 25 states and Washington, D.C. scored in the 7 to 8 range. No state scored lower than a five. The scores reflect nearly ten years of progress to improve how the nation prevents, identifies, and contains new disease outbreaks and bioterrorism threats and responds to the aftermath of natural disasters in the wake of the September 11, 2001 and anthrax tragedies. In addition, the real-world experience responding to the H1N1 flu pandemic - supported by emergency supplemental funding - also helped bring preparedness to the next level.. Emergency preparedness means being prepared for all kinds of emergencies, able to respond in time of crisis to save lives and property and to help a community-or even a nation-return to normal life after a disaster occurs. To encourage Scouts of all ages to be prepared for emergency situations, the BSA has approved an Emergency Preparedness Award program for members of all ages. When a member has fulfilled the requirements, a completed application is submitted to the council. Upon approval, the Emergency Preparedness Award, No. 19-304 is awarded. The pin may be worn on civilian clothing or on the uniform, centered on the left pocket flap. The award may be earned more than once; for instance, as a young person advances through the ranks and is capable of more complex preparedness activities, but only one pin may be worn. It is a challenge to be prepared for emergencies in our world of man-made and natural phenomena. The Emergency Preparedness BSA program is planned to inspire the desire and ...
The 2009 H1N1 pandemic tested the limits of the public health emergency preparedness systems in the US and abroad. The successes and failures from this pandemic remain relevant, particularly as pathogens like MER-CoV and Ebola continue to proliferate. The Public Health Response to 2009 H1N1: A Systems Perspective draws lessons from the public health systems response to the influenza pandemic, offering a collection of chapters that are highly relevant to all public health emergencies. Not simply a historical case study, this analysis employs a systems perspective that encompasses both government health agencies and community-based entities such as care providers, schools, and media. This title demonstrates rigorous qualitative research approaches that can be used to analyze public health system responses to both pathogens and a wide variety of other public health emergencies.

Different forms of nuclear weapons delivery (see above) allow for different types of nuclear strategies. The goals of any strategy are generally to make it difficult for an enemy to launch a pre-emptive strike against the weapon system and difficult to defend against the delivery of the weapon during a potential conflict. This can mean keeping weapon locations hidden, such as deploying them on submarines or land mobile transporter erector launchers whose locations are difficult to track, or it can mean protecting weapons by burying them in hardened missile silo bunkers. Other components of nuclear strategies included using missile defenses to destroy the missiles before they land, or implementing civil defense measures using early-warning systems to evacuate citizens to safe areas before an attack. Weapons designed to threaten large populations or to deter attacks are known as strategic weapons. Nuclear weapons for use on a battlefield in military situations are called tactical weapons. Critics ...
This sequel to the hit miniseries by the original team of writer John Ridley (Oscar-winning screenwriter of 12 Years a Slave and creator of TVs American Crime) and artist Georges Jeanty (Buffy the Vampire Slayer: Season Eight, Serenity: No Power in the Verse) moves the story forward in history, factoring in how real-life events might be affected by the presence of superheroes, and how those events change the heroes in turn. Its been a decade since the Civil Defense Corps was exposed as a fraud created by the U.S. Government for propaganda purposes. While most of the heroes who survived the catastrophe have retired or disappeared, the New American still carries on, trying to keep communities safe amid the social turmoil of the 1970s. But with the nation split in two over civil rights and the changing political landscape, this isnt easy. Some of the Americans former colleagues are on opposite sides of the law: Amber Waves joined a group of domestic terrorists, while Missy, a.k.a. Ole Miss, has
Good news is also reflected in the Epi Curve, released by health officials with the map, showing cases of dengue have "flatlined", and seemingly stopped spreading before March. The health department is still warning residents not to let down their guard. "Infectious mosquitoes may still be present," DOH says, "even if no cases remain infectious to mosquitoes. Fight the bite preventative measures remain crucial throughout the Big Island.". Civil defense concurs, saying that "although the number and frequency of new confirmed cases appears to be on the decline, the outbreak is not anticipated to be considered over anytime in the near future." Of the confirmed cases, 235 are Hawaii Island residents and 25 are visitors. 214 cases have been adults; 46 have been children under 18 years of age. Onset of illness has ranged between Sept. 11, 2015 and February 13, 2016. As of today, a total of 1425 reported potential cases have been excluded based on test results and/or not meeting case criteria.. ...

Flagellin activates the bodys own internal defense pathways," says Emory pathologist Andrew Gewirtz. "It also helps cells survive situations where theyd usually die.". The immune system evolved to recognize flagellin because so many types of bacteria have it. When cells in the lungs and intestines sense flagellins presence, an ensuing flurry of signals strengthens barriers and stimulates immune cells that can go after invaders.. Previously, Gewirtzs team demonstrated the versatility of flagellin. They found that it has the ability to protect mice against a lethal dose of radiation, a severe intestinal irritant, Salmonella, and rotavirus.. The radio-protective aspects of flagellin suggest that it could be used for civil defense, for example, in mitigating the effects of radiation exposure after a nuclear power plant meltdown or for cancer patients receiving radiation therapy. This property of flagellin has interested both biotech companies and the U.S. military in bacterias tiny ...

The arid hillside barrio, on property belonging to the Ambassadors of Jesus evangelical church, made headlines last year when nearly 3,000 Haitians ended up in this city bordering San Diego on a failed bid to get to the United States. About 200 were taken in by the church.. But the churchs plans to build a community for Haitians hit a roadblock when civil defense officials said there was a flood risk and barred further construction. A year later, just eight of the 100 homes envisioned are in place, with another 50 people or so living in similar conditions in nearby Scorpion Canyon.. "The neighborhood was not built, and the Haitians who were here went to rent elsewhere and became part of the work life," Tijuana Mayor Juan Manuel Gastelum Buenrostro said.. Indeed, the denizens of Little Haiti represent a small portion of the local migrants from the impoverished Caribbean nation, many of whom are putting down roots just across the border from what was once their destination.. In the first six months of 1942, the U-boat force commanded by Admiral Doenitz deployed into the littoral of the eastern seaboard. The Germans had observed some restraint prior to Pearl Harbor in order to avoid incurring outright U.S. intervention. This ended with the Japanese attack. The German U-boats enjoyed tremendous success, as none of the U.S. Army Air Force, the U.S. Navy, or American civil defense authorities were well prepared for submarine defense. Coastal cities remained illuminated, making it easy for U-boat commanders to pick targets. Fearing a lack of escorts (as well as irritation on the part of the U.S. business community), the U.S. Navy (USN) declined to organize coastal shipping into convoys. The USN and U.S. Army Air Force, having fought bitterly for years, had not prepared the cooperative procedures necessary for fighting submarines ...

Even more to the point, the furor in the Israeli press and the statements of a number of Israeli politicians can only be seen as preparing the groundwork with the Israeli public. Civil defense preparations are in progress, outgoing home front defense minister Vilnai made a statement telling the Israeli public and the press that Israel was prepared for a 30 day war, and Ehud Barack went public at the same time reminding people that dealing with a nuclear armed Iran could be even more devastating. They appear to be preparing the Israeli people for an upcoming war ...
