In 1978 the final draft of the International Classification of Diseases (ICD) was accepted by the International Conference for the Ninth Revision of the International Classification of Diseases and became the new standard for monitoring progress, assessing disease control and evaluating medical care. It did not take long for the limitations of the classification system to be realized and five years later in 1983, work commenced on the new ICD-10 classification.. The limitation of just 17,000 codes demanded a rethink; with an expansion necessary to take into account a myriad of new procedures and diagnoses; with ICD-10 expanding the codes to 155,000. The new codes have now been adopted in numerous countries around the world, but the U.S has been slow to make the changeover. The problem now is that there are simply not enough codes and many of the ICD-9 categories are now full. The changeover to ICD-10 is overdue and now essential.. The U.S Centers for Medicare and Medicaid Services started using ...
The question of whether or not certain Medical AI Tools will receive oversight is still up in the air. Ultimately, the decision will fall upon the incoming Biden Administration, who will have the final say. Currently, the proposal includes 91 products, including PPE, that can potentially receive exemption from oversight.. With Medical AI Tools, oversight may be something that hospitals would want to see remain the standard. Medical AI Tools have been found to cause hospitals to become worse at detecting illnesses like breast cancer. Research has found that some breast imaging software has not improved certain hospitalss ability to detect breast cancer.. However, its worth noting that this particular software came out in 1998. Medical AI Tools, and AI in general, are becoming more advanced with each passing day. With this in mind, alleviating pressure on certain Medical AI Tools to be constantly overseen may help bolster medical innovation.. In either case, Medical AI Tools have found ...

The design of health technologies relies on assumptions that affect how they will be implemented, such as intended use, complexity, impact on user autonomy, and appropriateness. Those who design and implement technologies make several ethical and social assumptions on behalf of users and society more broadly, but there are very few tools to examine prospectively whether such assumptions are warranted and how the public define and appraise the desirability of health innovations. This study protocol describes a three-year study that relies on a multimedia-based prospective method to support public deliberations that will enable a critical examination of the social and ethical issues of health technology design. The first two steps of our mixed-method study were completed: relying on a literature review and the support of our multidisciplinary expert committee, we developed scenarios depicting social and technical changes that could unfold in three thematic areas within a 25-year timeframe; and for each

OBJECTIVE: The series of papers in this issue was developed to examine the use of health technology assessment in policies toward prevention-specifically toward mass screening-in European countries. The papers actually examined three screening strategies: mammography screening for breast cancer, prostate-specific antigen screening for prostate cancer, and routine ultrasound in normal pregnancy. METHODS: Papers were sought from the member states of the European Union, plus Switzerland. Ultimately, nine acceptable papers were received, and were reviewed, revised, and edited. RESULTS: Screening is an accepted strategy in many countries for reducing the burden of disease through early detection and intervention. In part, this is because of successful screening programs that have been evaluated and implemented in many countries. At the same time, unevaluated and even useless and harmful screening programs-unjustified medically or economically-are widespread. Health technology assessment could help ...
The objectives of this paper are to describe the status and development of health technology regulation with regard to coverage decisions and utilization, and to analyze the current situation of health technology assessment (HTA) in Germany. The relevant literature for controlling health technologies was identified by searching the literature and databases and through personal contacts. The literature was analyzed with regard to the different sectors in the healthcare system. For the analysis of the current state of HTA in Germany, a national survey was carried out. In addition, the names of topics under assessment were collected. The results show that coverage decisions in the ambulatory sector appear to be much more regulated than those in the inpatient sector. The same is true for diffusion and usage of technologies. The strict separation of the hospital and the ambulatory care sector in Germany constitutes a barrier to regulation and to making HTA an effective instrument in Germany. Until ...
Health care policy-makers throughout Europe seek to improve the health status of their citizens through the delivery of health services. Health policy thus aims at improving the performance and health outcomes within sustainable health systems.. Health technology assessment (HTA) contributes to the formulation of such health policy by providing evidence-based information to those who make policies and decide on the coverage and usage of health technologies. However, establishing links between HTA and policy-making poses challenges to both producers and users of HTA - and there is a potential to improve the responsiveness of HTA to the needs of policy-makers to achieve the desired goal for HTA of a larger policy input role.. This book gives an overview of the relationship between HTA and health policy in Europe by:. ...
OBJECTIVES: The aim of this study was to review and compare current health technology assessment (HTA) activities for medical devices across non-European Union HTA agencies. METHODS: HTA activities for medical devices were evaluated from three perspectives: organizational structure, processes, and methods. Agencies were primarily selected upon membership of existing HTA networks. The data collection was performed in two stages: stage 1-agency Web-site assessment using a standardized questionnaire, followed by review and validation of the collected data by a representative of the agency; and stage 2-semi-structured telephone interviews with key informants of a sub-sample of agencies. RESULTS: In total, thirty-six HTA agencies across twenty non-EU countries assessing medical devices were included. Twenty-seven of thirty-six (75 percent) agencies were judged at stage 1 to have adopted HTA-specific approaches for medical devices (MD-specific agencies) that were largely organizational or procedural. ...
While the Health Technology Assessment (HTA) community has acknowledged the importance of public and consumer involvement in the HTA process, very few studies have examined how technology-related findings may be reported by the media to the broader public. This paper compares the content of press articles with the content of three Canadian HTA reports that respectively assess electroconvulsive therapy, first-trimester prenatal screening for Down syndrome, and prostate-specific antigen screening for prostate cancer. We qualitatively and quantitatively analyzed 186 press articles addressing the same technologies. Our results show that beyond stylistic emphasis, there is an important overlap between media coverage of these technologies and the content of HTA reports. Findings also highlight shared interests on which both researchers and journalists could build to enhance the communication of health information to the public ...

Introduction: As the pace of health technology innovations increases greater pressure is placed on HTA agencies to review and make recommendations promptly. One response to this pressure is the use of Rapid Reviews (RRs). As part of the HTA system RRs can support decision making in an environment with increasing competing demands by synthesising evidence to support informed decisions in a timely manner, without sacrificing scientific rigor. Since 2009 all new drugs in Ireland are first subject to a RR. After which a full HTA may or may not be required. The objective of this study is to examine what factors determine the outcome of a rapid review, i.e. if a full HTA is recommended or not. Methods: Data on drug evaluations from 2009 to 2016 were extracted from the NCPE websites. A logit regression was employed to determine the factors influencing the outcome of the rapid review, i.e. the recommendation for a full HTA. Results: All drugs for which a RR only was required were recommended for ...
It must be emphasised that the output from NICE and HTBS will be advice on clinical- and cost-effectiveness and not on need, budgetary priority or affordability. Assessments will certainly inform the process of rational and equitable distribution of resources, but they are not about what a health care provider should afford or can afford, nor are they about assessing population needs or prioritising these against available resources. However, regardless of questions of priority and affordability, any reasonable person would surely not condone the provision of treatments that were either only equivocally beneficial or where the benefit per £ (sterling), or per hour of clinical time taken from some other activity, was less than an alternative. Advising on the degree of real benefit and value for money should, therefore, be seen as an aid to the evidence-based, equitable distribution of limited resources but should not be seen as stumbling into rationing (Smith, 2000).. Health technology ...

Patients and patient groups need to have good knowledge about their own disease, its management and treatment and how these work for them. This is in a broad group of patients if they are actively participating in decision making committees as representatives. They may also need some education and training about specific issues relevant to their role, the expectations of them, and HTA processes relevant to their engagement.. Preparation may include education on the role they are to play and what they can expect, the role of the event or committee they are engaging in, background information on the HTA organisation, processes and where to find the information, support and knowledge they need to actively participate.. Patient representatives on advisory committees are required to have background knowledge in evidence based medicine and consumer matters, to be conversant with relevant technical matters for the committee, be able to effectively represent the views of those who they represent (unless ...

Mark identified an opportunity for a more convenient, less-stigmatising reliever inhaler to provide just enough medication in a compact, intuitive and attractive package. Respiratory clinicians and other people living with asthma have advocated the dry powder device designed in response to this 18-month project. In partnership with Sheffield Hallam University, Mark has filed a UK patent application to protect his novel drug delivery method and we are encouraged to have received the initial examination report with minimal citations. We are currently discussing the concept with various medical product manufacturers, hoping to negotiate a licensing deal to make the product a commercial reality.. The device is a compact and easily transportable breath-actuated DPI, which is simple to use, delivering a pre-metered dose of powdered medication. The inhaler contains five shots stored in the sealed unit and is automatically recharged after each use. This, combined with breath actuation, simplifies the ...

With over 40 years of research and experience in the Environmental Control Systems Science Field; a very important accomplishment was made. Frequency applications cannot be controlled due to the surrounding environment and the offset of neutrinos bombarding the subject matter. Continuous research in the frequency healing fields have mostly proven that direct contact or close tolerance treatments have an effective result. The Better Health Science and Research reflects a different option; the control of the environment and subjected matter requires shielding of outside interference and the tranquility of the matter to be tested and treated. The other factors are many and ...
